II. Frog Hollow Park Letters were received from two students from Oneka Elementary regarding the play equipment at Frog Hollow Park. The letters expressed concern over the safety of one piece of equipment in particular, the skateboard slider, and proposed the addition of more swings to the park. There have been discussions about this equipment in the past. Options include: • removing the skate slider • replacing the skate slider with another piece of equipment • do nothing Staff recommends discussion on the current equipment and direction on next steps. III. Dog Park Locations This item was tabled the Parks Commission meeting of May 8, 2013. At the meeting of March 13, 2013, the Parks Commission discussed location options for a future dog park. Criteria for the property were established that included: 1) 10 acres in size (option to double would be a plus) 2) 30-40 parking spots 3) No low areas 4) Mix of wooded/ shaded areas and open space 5) Minimal neighborhood Issues The options for a future dog park were narrowed down to • Irish Avenue Park Compost site City owned property (North of Lions Park) Rice Lake Park/ Public Works property -2- Parks Commission June 12, 2013 • Clearwater Creek Preserve Park • City owned property (Adjacent to Hwy 61) Staff will present current photographs of the properties and possible site plans. IV. Council Chambers, City Hall Call to Order Present: Joan Benner, Rachel Berger, Kris Birch, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Jim Taylor, Tom Windisch Absent: Chris Boland Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Debi Close, Secretary Jim Taylor called the meeting to order at 7:08 p.m. Taylor made a motion, Berger seconded to table the dog park discussion until the next Parks Commission meeting. All Aye. Motion Carried I. Approval of Minutes from December Meeting Berger made a motion, Windisch seconded to approve the minutes of the April 11, 2013 Parks Commission meeting. Ayes: Benner, Berger, Schmid, Taylor, and Windisch. Abstained: Birch, Rauschendorfer, and Strub. Motion Carried. II. Athletic Facility Study Presentation Kevin Clarke from Hoisington Koegler Group presented the results of the Athletic Facilities Needs Assessment conducted by White Bear Lake Area Schools. The study evaluated existing facilities and surveyed the field users including local athletic associations. The needs analysis was based on projected population growth and national level of service standards for recreation facilities. Recommendations included: additional more gymnasium space, multi -use turf fields, repurpose underutilized facilities, senior recreation, coordinated indoor rink use, and baseball and softball tournament facilities. Discussion of the Parks Commission included senior recreation, private facilities, and pools. With the future population growth in Hugo and available land, needed facilities may be built in Hugo. III. Recreation Program Update Shayla Syverson, Parks Planner updated with Teen Movie Night being held on June 14Th, 2013 and the Great American Camp Out on June 22nd, 2013. IV. BACKGROUND: The Parks Commission and City Council included in their 2013 to evaluate a dog park. At their meeting of February 13, 2013, the Parks, Recreation and Open Space Commission outlined future discussions. Next steps include evaluation of location options, master plan development, neighborhood meetings, and community -involved construction of the park. AT the meeting of March 13, 2013, the Parks Commission discussed location options for a future dog park. 2. PROPERTY CRITERIA: The Parks Commission established the following criteria for the location of a future dog park at the meeting of March 13, 2013: 1. 10 acres in size (option to double would be a plus) 2. 20-40 parking spots 3. No low areas 4. Mix of wooded/ shaded areas an open space 5. Minimal potential neighborhood issues -1- Dog Park Location Options June 10, 2013 3. PROPERTY OPTIONS: Irish Avenue Park The City of Hugo purchased 125 acres of a restored gravel pit located off of Irish Avenue north of County Road 8. The property is currently used for passive recreation such as cross country skiing and geocaching. Dogs are currently allowed off -leash at this park. It is planned to be an active park and include things such as ball fields. This park is not master planned and the future uses and their locations are not known. Clearwater Creek Preserve Park Approximately 100 acres has been acquired by the City through park dedication. The property is west of the Bald Eagle Industrial Park. It is adjacent to and accessed through the Fable Hill residential neighborhood. This park is currently used for passive recreation therefore dogs are currently allowed off -leash at this park. The park is currently accessed off of a cul-de-sac with 2-4 parking spots. A'/2 mile wood chip trail currently allows for passive recreation opportunities. A creek currently prevents convenient access to over half of the property. Several areas of the property are wetland and are unusable for much of the year. *Please see attached site sketch of usable spaces. Compost Site A 2 acre city -owned property off of 1701h Street is currently used as a compost site. Its future use is not known. Adjacent property may be available for purchase which is a mix of small hills, wooded areas and has a couple ponds. City Owned Property The City of Hugo owns over 40 acres north of downtown Hugo, City Hall and St. John the Baptist Cemetery. This property is mostly wetland and is largely unusable. Public Works/Rice Lake Park Immediately south of the location of Hugo's public works building and the Hanifl Fields Athletic Park is the Rice Lake Park. This park is 50 acres and is bordered on the north by the Paul Hugo Farms Wildlife Area. It is not currently used. *Please see attached site sketch of usable spaces. City Owned Property (Hwy 61) The City of Hugo owns approximately 7 acres of property in the Bald Eagle Industrial Park. The long and narrow property is bordered by an active rail and Hwy 61 on the east side and Schweiters' industrial buildings on the west side. Access would have to be off the north side of the property. The Hugo American Legion, Rick's Liquor, and North Country Auto Body are located at the north side. There are adjacent parking lots, but they are built to accommodate use by the businesses only. The property is primarily flat with scrub trees. -2- Dog Park Location Options June 10, 2013 4. NEXT STEPS: Staff recommends the parks commission discuss the current properties and potential site plans. The City Engineer may be asked to put together additional information on the wetlands of 1-2 properties. Staff recommends expanding the property search to include properties that the City of Hugo does not currently own before continuing to evaluate specific properties. 5.
