Adjournment Background Parks Commission Meeting of December 10, 2014 Hugo City Hall, 7:00 pm 7:00 pm Approve Minutes from November 12, 2014 Meeting, Staff recommends approval of the minutes of the Parks Commission meeting of November 12, 2014. Please see the attached minutes. 7:05 pm Presentation of the Lions Park Concept Plans Candace Amberg, Senior Landscape Architect with WSB and Associates will present three concept plans drafted for Lions Park. The plans were drafted to show several different options and locations for the features. Different combinations are possible. Amberg will lead a discussion and gather input on the main park building, combination and location of recreation amenities, a memorial, vehicular circulation, parking, and pedestrian circulation. The concept plan drafts are attached. Renderings will be provided at the meeting with additional graphics and labels. 8:00 pm Victor Square Park Request A letter was received from Karen Ray, representing the Victor Gardens Master Association. The letter requests that ice skating be prohibited on the pond in Victor Square Park. Victor Square Park has a unique partnership- it is owned by the City of Hugo and open to the public. The landscaping exceeds city park standard, therefore the Association is responsible for the additional maintenance. Restricting public access and use would require Parks Commission and City Council approval. Staff recommends discussion and a recommendation be made to the City Council. Please see the letter submitted by Karen Ray. Aerial and other photos have been attached for your reference. 8:20 pm 2015 Goals At the meeting of November 12, 2014; the Parks Commission drafted goals and action steps for 2015. Highlights include Lions Park Planning, review of the Parks, Trails, and Open Space plan, trails, and senior recreation. Staff recommends approval of the 2015 Goals of the Parks, Recreation, and Open Space Commission. Please review the draft 2015 goals, which are attached. 8:40 pm Winter ProBrarie_. Dates have been set for the 2015 winter programs including the movie nights and sledding party. Staff recommends that the Parks Commission also discuss the Snow Jam and possible alternatives. Minutes Parks Commission, City of Hugo November 12, 2014 7:00 P.M. Council Chambers, City Hall Call to Order Present: Rachel Berger, Mat Rauschendorfer, Nicole Schmid, Ranell Tennyson, Tom Windisch Absent: Joan Benner, Dave Strub Staff Present: Bryan Bear, City Administrator Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Debi Close, Parks Secretary Tom Windisch called the meeting to order at 7:06 pm. I. Aaproval of Minutes from October Meeti Tennyson made a motion, Schmid seconded to approve the minutes of the October 8, 2014 Parks Commission meeting. All Aye. Motion Carried. II. Lions Park Planning Update Shayla Syverson, Parks Planner updated on the October 14, 2014 Lions Park Stakeholders meeting. They identified development goals and outlined a tentative project schedule. At the next meeting, Candace Amberg, Project Manager at WSB Engineering will provide two conceptual design for discussion. III. 2014 Annual Report Shayla Syverson, Parks Planner presented the City of Hugo Parks, Recreation and Open Space Commission Annual Report for 2014. The report included: Recreation Policy, Trail Policy, Hardwood Creek Trail extension. IV. 2015 Goal Setting City Administrator Bryan Bear provided an update on the City of Hugo and was available for questions while Parks Commission Members set goals for 2015. Parks Planner Shayla Syverson reviewed the 2014 goals. Discussion on goals included: Prioritizing Lions Park Planning and waiting to plan Irish Avenue Park. Continue trail connections and planning Evaluate recreation needs for seniors City Staff was directed to draft a 2015 goal from this discussion to be finalized at the next Parks Commission meeting. V. CIP and Budget Update Shayla Syverson, Parks Planner reviewed the current Parks Capital Improvement Plan and summarized the special park fund, which included funded and unfunded projects. Unfunded projects are only possible if funding becomes available through grants, private donations or park dedication. Discussion included: Special Park Fund, Lions Park costs, CIP, the parks levy, and resident requests. Windisch made a motion, Tennyson seconded to approve the Parks Capital Improvement Plan. Aye: Nicole Schmid, Ranell Tennyson, Tom Windisch Nay: Rachel Berger, Matt Rauschendorfer Motion Carried. VI. Forest Lake YMCA Shayla Syverson, Parks Planner updated on the agreement between the City of Forest Lake and the YMCA for a new facility projected to cost $13,250,000. The City of Hugo has been asked to participate and provide financial support. In return each household would receive 6 free passes yearly and a waived membership fee. Parks Commission members would like to consider this offer and hear more information. VII. Other Berger reminded of the Holiday Party December 11th, 2014 VIII. During that meeting we discussed ice skating on the Victor Square garden fountain. The Board met on October 8 and passed a motion requesting that the City of Hugo prohibit skating in that one particular location. There are skating rinks in Hugo and in Centerville at LaMotte Park. These are ice rinks and ice sheets officially designated for skating. Both of these rinks are close to Victor Gardens, so residents in our neighborhood - and in Hugo - can safely skate in a nearby location. The fountain was not built for sports. The surface of the fountain is between four and ten feet below the sidewalk. A skater must climb down the landscaping rocks to get to the ice. In the winter the landscaping rocks are full of ice and snow, and are not engineered for people to climb on them. The area of the Square where the fountain is located is not lit; when it gets dark enough that skaters must leave the ice, they climb up the snowy rocks in the dark. There is great potential for personal injury. Damage has already occurred because of skating. Some of the plantings were damaged and had to be replaced. Pavers are missing in the area where skaters have climbed in and out of the fountain, and some board members attribute this damage to skaters. There is no way of determining how thick the ice is on the fountain. Just below the water line there are floodlights (not operational in the winter), electric conduits, plumbing and tubs for fountain plants. Skaters could be damaging this infrastructure with shovels, play equipment and the blades of the skates. Victor Square is a joint project between the City and Victor Gardens. We are doing our part by maintaining the fountains and the planting. This year alone the Master Association has spent thousands of dollars trimming plants, adding mulch and other maintenance activities. Check out the Square, it looks beautiful! We ask that the City do its part to help us avoid unnecessary expensive repairs and personal injury by prohibiting skating in the fountain itself. It was started in 2010, but has not grown in popularity like other recreation programs. Currently, there is not sufficient volunteer support. In 2014, the program had a loss of over $1,800. Registration and participation has been lacking. Staff is looking for input and ideas on a more successful program. 2 2014 SNOW .IAM BUDGET Food and Supplies $250 Custodial/Building Costs $260 Inflatables $1,400 DJ $450 Sponsorships $450 Advertising 250 Registrations 343 EXPENSES $2,610 REVENUE $793 =-$1,817 3 ISSUES • Participants are typically 4-7 years old. The advertised age is 1-10, but older kids and young toddlers to not typically attend. It is possible that the program does not appeal to a wide enough age group. • In 2014, there were 70 kids with 14 of them being free due to relationship with a volunteer. In 2013 there were 57 paying kids. In 2012, there were 102 kids. In 2011, there were 81 kids. Attendance did not increase with additional paid advertising or via word-of-mouth. • Volunteer support has not been sufficient. Ten volunteers are needed to run the event. Apple Academy provided volunteers in 2012, 2013, and 2014. Participation is inconsistent. Creative Kids Academy provided volunteers in 2011. In 2010, four teenagers operated the inflatables. Building Supervisors have been hired to fulfill the need in the past. • Sponsors are consistent but not involved. • The only profitable year was 2012. • Saturday mornings may not be suitable for some families. • Snow Jam could possibly conflict with other events. The PTA Winter Carnival is held in February, which is similar. Snow Jam December 10, 2014 1 4 OPTIONS Make changes to the Snow Jam. • Reinvent or re -brand the program • Try a new setting or time of year. For example, having something at Hugo Elementary in the fall • Try a new child care center or other source for volunteers Do nothing, keep the Snow Jam going as is. Discontinue the Snow Jam and replace it with a similar program. Precipitation was above average with frequent rain from April through early July. Large parts of the District received 11-12 inches of rain in June. Precipitation decreased to more typical levels by mid July. In contrast to previous seasons when drought conditions prevailed, rainfall throughout the rest of the 2014 season fell at historically normal levels. This resulted in high levels of mosquito production. We treated the majority of our overall 314,600 acres between late April and early September. In 2014 the Minnesota Department of Health reported 14 human West Nile virus (WNV) illnesses; six of those cases were reported in people who lived within our District. In addition, two La Crosse encephalitis cases were reported in residents of the state; investigations into where these cases were exposed is ongoing, however, MMCD employees continued to monitor and control populations of mosquitoes capable of transmitting disease right up until we received our first frost this fall. MMCD employees also controlled immature black flies in small steams and large rivers throughout the metropolitan area. These treatments have resulted in significantly fewer adult black flies when compared to a time before we conducted treatments. MMCD staff also continued to monitor the distribution of ticks capable of transmitting disease, and worked with the Minnesota Department of Health to provide information designed to reduce the risk of tick transmitted diseases.
