Please see the attached minutes. 7:05 pm 2015 Annual Report Staff will present the 2015 Annual Report of the Parks, Recreation, and Open Space Commission. Please see the attached report. 7:30 prr Goal Setting Staff recommends that the Parks Commission draft goals for 2016 for recommendation to the City Council. The 2015 Goals are attached. 8:10 pm Capital Improvement Planning A draft of the 2016-2021 Capital Improvement Plan has been put together with the assistance of Finance Director, Ron Otkin. It is based on the Special Parks Fund, the projected parks tax levy and the previous CIP set by the Parks Commission. The Parks Commission has been given the authority to make recommendations to the City Council about what the Special Parks Fund shall be used for. The CIP prioritizes improvements that the Parks Commission would like to make. Improvements identified as "unfunded" may be possible if additional funding becomes available through grants, private donations, or park dedication fees. Park dedication continues to increase as residential development increased. The Parks Commission reviews park dedication proposals when a developer requests preliminary plat approval. The land or fee dedication is not received until the developer records the final plat with Washington County. The timeline is set by the developer. In 2015, the Parks Commission reviewed proposals from DigniCare Senior Living and Memory Care of Hugo, Clearwater Cove, and Fable Hill Fourth Addition. The City collected park dedication fees for the first phase of Clearwater Cove, the second addition of Fox Meadows, and the fourth addition of Prairie Village for a total amount of $171,300 this year. The only expenditure out of the Special Park Fund was for consultant fees (WSB and Associates) to take a closer look at the road construction projects adjacent to Lions Park. Staff will present the Lions Park Plan estimates (same as previous discussions) for your review. At the meeting of October 14, 2015, the Parks Commission heard a proposal from Brigid Kamus, representing the Fable Hill HOA. The HOA would like to make a donation of $20,000 towards the installation of a playground in the new park in Fable Hill. The Parks Commission recommended the discussion be continued with the CIP discussion. Fable Hill is the only neighborhood park that has been on the Parks CIP the last few years. It has been slated for 2018 in the amount of $70,000. Staff has estimated that play equipment and soft surfacing would cost approximately $70,000 plus $10,000 for concrete curb and site work. The neighborhood is also requesting a sports court. Staff estimates that a striped, asphalt, double basketball hoop court would cost approximately $35,000. A sports court could range in cost from $20,000 to $60,000 depending on the size and finished appearance. Staff will present examples for the range in prices. Here are the options the Parks Commission should consider 1) Accepting the donation and installing the playground (estimated total cost $80,000) 2) Accepting the donation and installing the playground and sports court (estimated total cost $100,000 to $140,000) 3) Doing nothing at this time. Playground installation could be considered in future CIPs. Staff recommends that the Commission update the Parks Capital Improvement Plan for review by the City Council. The 2015 CIP is attached. Also attached is the Special Park Fund, Park Dedication Log, Lions Park estimates and a letter from the Fable Hill HOA. 9:00 pm Adjournment Minutes Parks Commission, City of Hugo October 14, 2015 7:00 P.M. Council Chambers, City Hall Call to Order Present: John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Tom Windisch Absent: Ranell Tennyson Staff Present: Shayla Denaway, Parks Planner Debi Close, Secretary Tom Windisch called the meeting to order at 7:09 pm. I. Approval of Minutes from September Meeting Strub made a motion, Windisch seconded to approve the minutes of the September 9, 2015 Parks Commission meeting. All Aye. Motion Carried. Fable Hill Park Improvements Brigid Kamus, representing the Fable Hill Homeowners Association presented a proposal to donate $20,000 towards the construction of a playground and sports court at the new park in Fable Hill. The current neighborhood covenant restrictions don't allow play structures on properties or basketball hoops in residential driveways. Len Pratt, as a part of the park dedication for Fable Hill 4th Addition, is constructing a shelter, irrigation, and landscaping at the new park. Discussion included: standards in park equipment quality, reprioritizing park goals with the upcoming CIP meeting, and neighborhood involvement in picking out the equipment. Schmid asked Brigid if the architectural review board has ever been asked to give a variance above the covenant restrictions to allow basketball hoops or structures for any homeowner. Brigid Kamus, representing the Fable Hill Home Owners Association responded yes, some residents have permission and structures are present. Windisch asked Kamus what she meant by a playground "fitting of Fable Hill". Kamus cited some examples of what was not desirable but generally agreed that what is typically found in Hugo parks would be fitting. Windisch reminded the Commission that the Parks Capital Improvement Plan would be discussed at the next meeting. III. Fable Hill Park Naming Len Pratt, developer of Fable Hill is requesting the Fable Hill Park to be named after the previous land owner, McCollar. Parks Planner Shayla Denaway presented the naming policy and reviewed how parks have been named in the past. All Parks Commission members agreed to request City Staff to include reviewing the park naming policy at the next meeting for possible changes. Strub thanked Len Pratt for the request and efforts to preserve the community's history. IV. Park Dedication Proposal from DianiCare Parks Planner, Shayla Denaway updated on the Planning Commission meeting that was held October 10, 2015. Dignicare Senior Living and Memory Care of Hugo proposed payment of $76,800 in park dedication fees for their 32 unit development. Rauschendorfer made a motion, Schmid seconded to accept the park dedication proposal for Dignicare Senior Living and Memory Care of Hugo which included payment of the per unit fee to total $76,800 for the 32 unit facility. All Aye. Motion Carried. V. Upcoming Meeting Dates The next Parks Commission meeting is on Veterans Day November 11. Staff is requesting to move the meeting to December 2 and cancel the December 9 meeting. All Commission members agreed. The Annual Holiday Party will be held on Thursday December 10, 2015. VI. The Parks Commission has the role of ensuring that the parks and trails system is strong enough to support the additional Hugo residents. Park dedication, which can be payment of a fee or a land dedication, is required with each housing development. The Commission reviewed the Park Dedication Policy at their February 11, 2015 meeting. In 2010, revisions were made to the Park Dedication Policy which included adding an appeal process, basing land dedication calculations on density, and removal of the requirement for commer- cial and industrial busi- nesses. When the revisions were approved, the City Council requested that the policy be revisited in 2015. The Parks Commission recommended no new changes to the poli- cy and that the fee and policy be reviewed again in two years. This was approved by the City Council at their March 2, 2015 meeting. Using the policy and the parks plan, the Parks Com- mission reviews all park dedication proposals. In 2015, proposals were reviewed for DigniCare Continued on page 2 Recreation Program Report The following programs were continued in 2015: • Tot Time/ Family Time • Volleyball & Basketball Open Gym • Teen Movie Matinees • Kidz N Biz • Tour de Hugo • Geocaching Adventure • Movie Nights at Oneka Elementary School • Sledding Parry • Nature Camp • Park Play Days Highlights from the year include that the Nature Camp rapidly grew in par- ticipation and new activi- ties were incorporated in to the daily schedule of crafts, games, and hikes. TechTacToe was brought in for the first time to host Remote Control Lego Cars, and Nasa Rocket Launch Classes for youth. Park Play Days was expanded to start the second weekend in June and extend until mid-August. The City of Hugo continues to partner with Washing- ton County Library System, WBLAS Community Ser- vices and Recreation (including the Senior Cen- ter), the Hugo Business Association, and a variety of local organizations to cross promote programs and events for residents. Page 2 2015 Road Reconstruction Includes Sidewalks Commissioners have discussed the need for sidewalks in the Rice Lake Meadows Neigh- borhood for the last couple years. The opportunity came up when the neighborhood rose to the top of the road reconstruc- tion priority list. There were multi- ple neighborhood meet- ings through late 2014 and early 2015. A public hearing was held on March 2, 2015 at which the project received important approvals to move forward. Construc- tion took place in June through September by Arnt Construction Company. The project included new curb and gutter. The roadway was Senior Programming The Parks Commission is aware of the changing needs of residents as it relates to seniors. One of the 2015 goals was to evaluate the recreation needs of seniors. The City of Hugo supports and works with local groups that offer programming and ser- vices to seniors. City - owned parks and com- munity rooms are made wide enough originally that it was possible to decrease the width of the roadway, continue to al- low on -street parking, and add a sidewalk. Sidewalks were con- structed along the north side of 145th Street and the east side of Geneva Avenue. They connect to existing sidewalks in Diamond Point East and along Oneka Lake Boule- vard. available to them also. These include the Hugo Senior Club, White Bear Lake Schools Senior Cen- ter, and the Consortium of Lakes Area Senior Services. Park Dedications (from page i) Senior Living and Memory Care of Hugo, Clearwater Cove, and Fable Hill Fourth Addi- tion. Currently, the park dedication fee is $2,400 per unit, which will be paid with DignicCare. With Fable Hill Fourth Addition, Len Pratt agreed to make improve- ments to the new park in the neighborhood includ- ing grading, landscaping, and building a picnic shelter with the first phase and pay fees with the remaining phases. The property was dedi- cated with Fable Hill Third Addition for a future park. The fourth addition will also include a trail connecting to those in the rest of the neighborhood, Clearwa- ter Creek Preserve Park, and the new neighbor- hood park. With Clear- water Cove, D. R. Horton is building and donating a new neighborhood park with a playground and shelter, in addition to paying full park dedica- tion fees. The existing scenic trail along Clear- water Creek in Victor Gardens, will be extend- ed through Clearwater Cove. With future resi- dential development, it could connect to Clear- water Creek Preserve Park and other trails. I I I I I I I I I I I I I I I I I I Parks, Recreation and Open Space Commission Traffic Signals Installed The City of Hugo was award- ed an Active Living Partner Project, which is a grant program hosted by Washing- ton County and the Statewide Health Improvement SHIP Program. The Grant grant was Received awarded in the fall of 2014. There has been concern over the speed of traffic near the entrance to Oneka Elementary off of Heritage Parkway. The cost of the signage was primarily covered by the $4,999 grant. Public Works Update The City of Hugo Public Works Department main- tains 433 acres of parks, 33 miles of sidewalks & trails, and over 10 open spaces. In conjunction with regularly scheduled road mainte- nance, the trails east of Oneka Elementary were patched and seal coated. Repeated vandalism, includ- ing graffiti, was cleaned up at Diamond Point Park. Two acres of city -owned property off of Egg Lake Road is known to be used for dirt biking. Public Works Staff trimmed back the brush to increase visibility. A trash receptacle and rules sign were placed at the property in an effort to reduce unde- sirable behavior. The Com- mission heard complaints from the neighbors and reduced the property hours to gam to dusk. Engineered wood fiber was added to play structures at Hanifl Fields Athletic Park, Diamond Point Park, and Oneka Ponds Park. The surfacing is designed for aesthetics, child safety, and ADA wheelchair accessibil- ity. It compacts over time and needs to be topped off. Eagle Scout candidate Peter Wicks helped Public Works install landscaping to screen the portable restrooms at Val Jean, Arbre, and Heritage Ponds Parks. A tree was planted in Frog The school contributed the remaining $80o to purchase the solar powered, flashing, programmable speed sign- age. Washington County required Oneka Elementary do have programs and distribute materials to promote walking and biking to school. The City of Hugo installed the signage this fall and will be responsible for all future maintenance. Hollow Park in memory of Allen Bower. The classmates of Bower's son at Oneka Elementary raised the funds for the memorial tree and bronze plaque. Bower helped name "Frog Hollow Park" when it opened. A electric remote control car track was constructed at Irish Avenue Park by local volunteers. Public Works assisted with the initial grad- ing of the former gravel pit. Page 3 Looking Ahead: The Parks Commission is ending the year with a vacan- cy. In the fall of 2013, the Parks Commission bylaws were amended so that the Commission had 7 members. This year, long-time volunteer Commissioner Rachel Berger stepped down and became an alternate. Two new Commissioners were appointed at the City Council meeting of May 6, 2015. One of the new Commission- ers resigned in November, creating a vacancy to be filled in the near future. A resident approached staff with an interest in the eastern side of Clearwater Creek Preserve Park. He has mapped upland on the property and studied the trees. The east side of the park is not easily accessible. How- ever, with nearby development, there may be an oppor- tunity to make it easier for people to use the entire property and have multiple access points. The Metropolitan Council recently released the System Statement which explains how the regional develop- ment plan, Thrive MSP 2040, affects Hugo. The City of Hugo can now begin the process of updating our local comprehensive plan, which must be consistent with the regional plans. Over the next couple years, the Parks Commission will review the Parks, Trails and Open Space Plan, determine what needs to be revised, and what process should be used to make changes. Hugo's revised comprehensive plan must be submitted by December 31, 2018 to the Metropolitan Council. The HOA Board of Fable Hill began the process in 2012, to have this Park developed. We had hoped not only for green space with trees and irrigation but also a play structure and sports court to diversify its use. Overall, the Fable Hill HOA would like to propose to the City of Hugo the following: 1. The HOA will pledge up to $20,000 of the Fable Hill Association monies for a suitable play structure and sports court for the newly created "unnamed" Park within Fable Hill. 2. We ask that the City of Hugo provide the remaining amount of monies to complete the play structure and sports court (i.e. purchase, install and properly landscape the structures) 3. In doing so, we ask that no Homeowner is assessed any monies that are provided by the City Of Hugo at any time. 4. That we partner with the City of Hugo on working with the appropriate vendors to find a suitable play structure and sports court that is appropriate for the neighborhood and surrounding homes. 5. That construction is completed by late spring/early summer 2016 and are "turn- key" meaning all work is completed, mulch, grass replacement, etc. Fable Hill Home Owners' Association Meeting Summary Board of Directors Information on Process: Once the Park construction began, due to the Pratt Homes Park Dedication, the HOA board began talking about some option to get a play structure/court in. We had gone thru numerous meetings and discussed the possibilities of co -partnering with the City of Hugo. We, as the HOA Board had gone thru the following steps to ensure that the Board could legally do this, that we had transparency with the Homeowners and if approved by the City, could have the Park completed by summer of 2016. 1. The HOA Board met on October 6, 2015 and had a unanimous Board vote of YES to propose the up to $20,000 to the City of Hugo for completion of the Park. 2. We had our Bi -Laws and CC&R's reviewed by legal counsel to ensure that we could indeed do this. 3. We had this contribution review by the Fable Hill HOA's Tax advisors to ensure no tax ramification would be incurred. 4. We made the initial proposal to the Parks and Recreation Committee on October 14, 2015 which resulted in a desirable interest to pursue this project 5. We put this Proposal to the Homeowners of Fable Hill for a vote and held two meetings to discuss. At these meetings we discussed where the monies were coming from, ideas about what would go in the park, reviewed financials, etc. The Homeowners were given 30 days to ask questions, review financials, and communicate any concerns and opinions. The first meeting was held on October 29, 2015 at our HOA Annual Meeting. The second on November 18, 2015, the formally called Special Meeting. The vote was as follows: 42 YES, 7 NO and 12 abstained. Resulting in Homeowner approval to move forward with this proposal. We have been fortunate with Pratt Homes completing their Park Dedication and funding the additional monies to bring the Park to the level it is now. We believe that adding a play structure and sports court will not only bring additional value to Hugo as a whole but to Fable Hill as well as by attracting families wanting to move to the Hugo area and continue to grow within the community.
