Adjournment Background Parks Commission Meeting of May 13, 2015 Hugo City Hall, 7:00 pm 7:00 orn approve Minutes from April 8, ?015 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of April 8, 2015. Please see the attached minutes. 7:05 om RC Car Proposal from Steve Hanke Resident Steve Hanke will present a proposal to build a remote controlled car and truck track at Irish Avenue Park. Staff met with Hanke to discuss construction, maintenance, location, etc. Hanke is proposing to build a 100' by 40' dirt track with a corrugated tube edge located north of the existing parking lot at Irish Avenue Park. Hanke is asking for assistance from Public Works with the initial groundwork. Public Works Director Scott Anderson estimates that the work would take approximately 4 to 6 hours. It is anticipated that there would be some additional mowing at the park, but no other changes in the park maintenance schedule. The majority of the track construction and future maintenance would be handled by volunteers. Because of the simple setup, the track could easily be moved or removed from the park. Staff recommends approval of the proposal to build a remote controlled car track at Irish Avenue Park. Please see the attached location maps. 7:35 pm Senior Programmina Parks Planner Shayla Denaway will present an update on a few items regarding senior programming and services. The City of Hugo has been asked to be on the board of the Consortium of Lake Area Senior Services which provides a few senior events and information meetings to seniors in our area. Also, WBLAS Community Services and Recreation and the Senior Center have been working together to address the changing needs of the senior populations. 8:00 pm Update on Recreation Programs Shayla Denaway will provide an update on upcoming recreation programs, including: Park Play Days: Tuesdays and Thursdays 9am-1lam, starting June 9 TechTacToe: July 6-9 Skyhawks Sports Camps: August 3-6 Nature Camp: August 10-14 Tour de Hugo: September 12 8:20 pm Adjournment Minutes Parks Commission, City of Hugo May 13, 2015 7:02 P.M. Council Chambers, City Hall Call to Order Present: Cinde Morris, John Pontrelli, Dave Strub, Ranell Tennyson, Mat Rauschendorfer, Nicole Schmid, Tom Windisch Staff Present: Shayla Syverson, Parks Planner Rachel Juba, Planner Debi Close, Secretary I. Approval of Minutes from April 8th, 2015 Meeting Strub made a motion, Tennyson seconded to approve the minutes of April 8, 2015 Parks Commission meeting. Aye: Morris, Pontrelli, Strub, Tennyson, Rauschendorfer and Schmid Abstained: Windisch Motion Carried. II. Clearwater Cove Conceat Discussion Shayla Syverson, Parks Planner presented a concept plan for Clearwater Cove for discussion. The plan included 89 single family homes on 41.5 acres. The developer is proposing to build a park, pay full park dedication, and construct several trails. Mike Suel, representing D.R. Horton, discussed that due to some challenges with the property, they will be asking for some flexibility in their PUD. He shared that they have included parks in other residential developments and intend to that again. There would be trail connections, a playground, and a basketball court/foursquare area. Strub and Windisch requested parking be considered near the park and Commission members agreed. The Parks Commission shared positive feedback on the proposed trails and park concept. III. Fable Hill Fourth Addition Park Dedication Proposal Shayla Syverson, Parks Planner, presented an application received for the preliminary plat and PUD amendment from Everton Investments for Fable Hill 41h Addition. The application has 46 detached villa homes and 14 single family detached homes with 3 outlots on 32.3 acres North of Fable Hill Road. Len Pratt, Developer with Everton Investments, informed the Parks Commission of the home model, typical buyer, trail connectivity, the park to be constructed, and possible use of the park by trail users. The applicant stated that they would install and pay for improvements to the park. This would be in lieu of a park dedication fee for the first phase of 26 lots. They are estimating that the cost of the improvements will be $77,472, which is approximately $15,000 more than the required park dedication fee for the first phase. They are proposing that the improvements be installed along with the roadways and utilities in the first phase. The remaining lots will be required to pay the full park dedication fee of $81,600 (34 lots x 2,400). Everton Investments are proposing to install the City's standard hexagonal shelter, four picnic tables, and two benches. They are also proposing to install irrigation, plant trees, and, as necessary, plant grass seed. As shown in the concept plan, there is open space for play and/or future play equipment. Windisch asked about parking to make the pavilion available to residents outside of this development. Pratt said parking is available on the adjacent streets. Rauschendorfer made a motion, Tennyson seconded to approve the park dedication as proposed which includes constructing a shelter, installing irrigation, and landscaping the park in an amount greater than $77,472 with the first phase of 26 lots. Future phases will pay the park dedication fee. All Aye, Motion Carried. IV. Lions Park Plan Promotion Shayla Syverson, Parks Planner updated on promotion of the Lions Park Plan, which includes the City newsletters, local newspaper, informal public meetings, or hosting an informational booth at Good Neighbor Days. Windisch requested City Staff email a schedule so that the Commissioners could volunteer to help with the booth. Morris requested City Staff to look into a way for businesses and/or residents to donate to the project. Pontrelli suggested partnering with the Hugo Lions Club and hosting fundraisers. V. Adjournment Tennyson made a motion, Pontrelli seconded to adjourn the meeting at 8:55. All Aye. Motion Carried.
