Please see the attached minutes. 7:05 pm cable Hill Fourth Addition Park Dedication Proposaf An application has been received for a preliminary plat and PUD amendment for "Fable Hills 4th Addition" consisting of 46 detached villa homes and 14 single family detached home lots and three outlots on the 32.3 acre parcel located north of Fable Hill Road. To satisfy park dedication requirements, the applicant is proposing to make park improvements with the first phase (26 lots) and pay park dedication with the remaining phases. The applicant is also proposing to build a trail along Fable Road North connecting existing trails to the north and providing a secondary access to Clearwater Creek Preserve Park. Staff recommends the Parks Commission approve the park dedication as proposed. 7.45 nrn r1Parw-gfer (nv,- Conceof /licri.�Scinn A concept plan has been received for "Clearwater Cove" consisting of 89 single family homes on 41.5 acres off south of Frenchman Road, east of Victor Gardens East 2nd Addition. The applicant is asking for informal comments prior to application for a PUD. The development will include several significant trail connections. The applicant is proposing to pay full park dedication as well as build and donate a park to the City. Staff recommends the Parks Commission discuss the concept plan and provide feedback to the developer. No formal action is needed at this time. 8:25 pm Lions Park Plan Promotion At the meeting of April 8, 2015, the Parks Commission discussed the next steps of the Lions Park Plan. The Commission asked staff to look at holding an open house and displaying the plan at Good Neighbor Days. Staff will present options for promotion of Lions Park. 8:45 pm Adjournment Minutes Parks Commission, City of Hugo April 8, 2015 7:00 P.M. Council Chambers, City Hall rail 4n (briar Present: Rachel Berger, Cinde Morris, John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson Absent: Tom Windisch Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Rachel Berger called the meeting to order at 7:03 pm. I. Approval of Minutes from February Meeting Rauschendorfer made a motion, Schmid seconded to approve the minutes of the February 25, 2015 Parks Commission meeting. All Aye. Motion Carried. II. Oath of Office of Cinde Morris and John Pontrelli Cinde Morris and John Pontrelli were appointed to the Parks, Recreation, and Open Space Commission by the City Council on April 6, 2015. Morris and Pontrelli recited the oath of office and shared a little about themselves. Berger welcomed them to the Commission. Annoint Commissioner to Gatewav Subcommittee Parks Planner, Shayla Denaway shared with the Commission that one of the 2015 goals of the City Council is to build a vision for Hugo's gateways. The City Council directed staff to organize a subcommittee that would prioritize and design features for the gateways and other community areas. The subcommittee will include members from the City Council, Planning Commission, Economic Development Authority, and Parks Commission. Members of the subcommittee will likely discuss monuments and signage for the north and south entrances to Hugo, along with discussions on sidewalk benches, City Hall signage, park benches and signage, intersection beatification, downtown features, and other community design elements. Schmid and Tennyson expressed interest in serving on the subcommittee. Berger made motion, Strub seconded to direct staff to consider either Schmid or Tennyson for the subcommittee based on their availability once the subcommittee dates have been established. All Aye. Motion Carried. IV. Update on Citv Owned Proaerty on Goodview Avenue Parks Planner, Shayla Denaway provided background to the Commission regarding the City owned property on Goodview Avenue that was discussed at the January 15, 2015 Parks Commission meeting. As directed by the Commission staff has placed the property on the weekly summer maintenance schedule to combat the trash issues, trimmed back trees and shrubs, and will post signage stating that no motorized vehicles, fires, or alcohol is allowed. Staff recommends that the Parks Commission make a motion to change the hours of use of the property to be 12:00 pm to dusk. Commissioners discussed the use of the property and commented on the positive improvements already made. Schmid made motion, Tennyson seconded to post the hours of use of the property to be 9:00 am to dusk. All Aye. Motion Carried. V. Undate on Lions Park Plannin Parks Planner, Shayla Denaway provided an update to the Commission regarding Lions Park planning. The Lions Park Master Plan has been approved by the City Council and the next step is for the Parks Commission to decide how to proceed. Denaway presented funding and phasing options to the Commissioners for their consideration. Commissioners felt that it was important to focus on cost sharing for roads and sidewalks with future street reconstruction projects. They discussed options that would divide the road and sidewalk construction, the north end construction, and the south end construction into different phases; with the scope of each phase being dependent on the funds available. The importance of getting the community excited about the changes that will be taking place at Lions Park was also emphasized. The Parks Commission directed staff to research the steps involved in having a booth at Good Neighbor Days that would showcase the new park design and to share those findings at the next Parks Commission meeting on May 13, 2015. VI. Forest Lake YMCA Board of Directors At the April 6, 2015 City Council meeting staff shared with the City Council that the Forest Lake YMCA has contacted the City and is seeking a representative from each of the surrounding communities to become a member on the Forest Lake YMCA Board of Directors. The City Council directed staff to see if a Parks Commissioner was interested in serving on the board. Morris expressed interest in serving on the Forest Lake YMCA Board of Directors. The Parks Commission directed staff to consider Morris for the position and to also give the remaining Commissioners until April 14, 2015 to express interest. VII. Hardwood Creek Trail Grand Opening Parks Planner, Shayla Denaway shared with the Commissioners that staff has recently been notified that Washington County has scheduled a Grand Opening for the Hardwood Creek Trail on May 14, 2015. Denaway will provide more details to the Commissioners as they become available. VIII. Adjournment Tennyson made a motion, Strub seconded to adjourn the meeting at 8:34 pm. All Aye. Agenda Number: CITY OF HUGO PARKS COMMISSION REPORT TO: City of Hugo Parks, Recreation and Open Space Commission FROM: Shayla Syverson, Parks Planner SUBJECT: Everton Investments, LLC. Request for a preliminary plat and PUD amendment for "Fable Hills 4th Addition" consisting of 46 detached villa homes and 14 single family detached home lots and three outlots on the 32.3 acre parcel located north of Fable Hill Road. DATE: May 8, 2015 for the Parks Commission meeting of May 13, 2015 1. DESCRIPTION OF REQUEST: The applicant is requesting a PUD amendment and preliminary plat approval of 46 detached villa lots 14 single family lots on Outlot A of Fable Hills 3rd Addition. The preliminary plat approval consists of subdivision of the property into 60 lots and three outlots on 32.3 acres to be known as "Fable Hills 4th Addition". The lots will include 14 single family lots and 46 detached villa lots. The properties to the north and west are zoned Single Family Detached Residential (R-3) and are occupied by single family homes. The properties to the south are zoned PUD and are occupied by single family homes in the Fable Hills development. The property to the east is the City owned Clearwater Creek Preserve Park. 2. CONSISTENCY WITH COMPREHENSIVE PLAN: Trails Additional trail connections in the immediate area are not shown in the Trail and Sidewalk Plan. However, the applicant is proposing to build a trail that links existing trails and planned trails. The neighborhood currently has a city trail along Fable Hill Parkway. The existing trail makes an east -west connection through the residential areas between Fenway Boulevard and Elmcrest Avenue. A north -south trail connection will be built when Elmcrest Avenue is re -built as a collector street. There is also an east -west city trail proposed to be built along 140th Street when it is extended as a collector street. -1- Fable Hill Fourth Addition May 13, 2015 A trail could be constructed connecting the existing trails in Fable Hill north to 140th Street with future residential development. The developer is proposing to build an 8 foot wide bituminous trail along the east side of Fable Road North between Fable Hill Parkway North and the northern border of the proposed development. Between Fable Hill Parkway North and Fable Hill Place (the cul- de-sac) the trail will be adjacent to the curb due to difficulties with the grade of the lots. Staff will continue to work with the developer on this portion of the trail. The remainder of the 8 foot wide trail will be set back from the curb. The developer is also proposing to provide access to Clearwater Creek Preserve Park with an 8 foot wide bituminous trail off of the trail along Fable Road North. The primary access to the park will continue to be off of Fable Hill Circle North where parking is available. Staff is working with the developer to ensure that the trail has an adequate grade. The trail is located north of lot 1, block 2. The trail will be located at the south end of outlot A which also includes a stormwater pond. Parks and Open Space According to the Parks, Trails and Open Space Plan, the area is in Neighborhood Park Area 3. This area is served by Victor Square Park, Arbre Park, Val Jean Park, Clearwater Creek Park and the future Fable Hill Park. Spire Park is also located near the development. The plan states that the existing parks are adequate to serve the existing development, but additional neighborhood parks will be required if additional development is allowed. Additional recreation facilities are needed as identified in the Parks, Trails and Open Space Plan to adequately serve Hugo residents. Clearwater Creek Park Preserve serves the open space needs of the residents of Fable Hills. 3. FUTURE PARK The one acre property "Outlot A" was dedicated to the City of Hugo with Fable Hill Third Addition in 2011. The Parks Commission heard a request from the Fable Hill Homeowners Association (HOA) at their meeting of July 0, 2013 for a playground and park shelter to be added to "Outlot A" or Fable Hill Park. After further discussion at the Parks Commission meeting of August 14, 2013, the Commission agreed to include it in their annual Capital Improvement Planning (CIP). In the most recently approved CIP, the Fable Hill Park Improvements are listed as an unfunded project in 2018. Unfunded projects are possible only if funding becomes available through grants, private donations, or park dedication. There is a park adjacent to the neighborhood but it is owned and maintained by the Creekside at Fable Hill HOA and not open to the public. There are two other parks within one mile of Fable Hills: Oak Shore Park and Clearwater Creek Park (in Lino Lakes). -2- Fable Hill Fourth Addition May 13, 2015 4. PARK DEDICATION CALCULATIONS: In order to develop a system of parks within the community to serve the public's health and recreational needs, a fee or land shall be dedicated to the city when land is subdivided for residential purposes. Recommendations shall be made by the Parks Commission in accordance with the Parks, Trails, and Open Space Plan. Dedication is subject to approval by the City Council. Land Dedication Option The City finds that the more dense a development is, the more demand for park land it creates since lots can be smaller affording less private recreational space and more occupants per acre. Fable Hill Fourth Addition is proposed to include 60 homes on 25.3 buildable acres at a density of 2.37 units per acre. Therefore, the applicant would be required to dedicate 10% of the total buildable acreage or 2.53 acres of land. Fee Dedication Option At the City Council's discretion, a fee may be accepted or required. The City Council annually sets the park dedication fee which is currently $2,400 per unit. The applicant would be required to dedicate $144,000 for the 60 homes. The applicant shall pay the fee that is in effect at the time of final plat. 5. PARK DEDICATION PROPOSAL: First Phase: Park Improvements The applicant is proposing to build 26 homes with the first phase. With the first phase, the applicant is proposing to build and pay for improvements to the park. They are estimating that the cost of the park improvements will be $77,472 which is approximately $15,000 more than the required park dedication fee of $62,400 for the 26 homes of the first phase. They are proposing that the improvements be installed at the same time as the roadways and utilities of the first phase. Their plan includes the City's standard hexagonal shelter, four picnic tables, and two benches. The developer is proposing to install irrigation, plant trees, and plant grass. The open space shown in the concept plan could be the location of future play equipment. Future Phases: Pay fee The applicant will pay a fee with future phases and the remaining 34 lots. The applicant shall pay the fee that is in effect at the time of final plat. At the current fee of $2,400, the park dedication for the remaining lots would be $81,600. -3- Fable Hill Fourth Addition May 13, 2015 6. STAFF RECOMMENDATION: Staff recommends that the Parks Commission accept the proposed park dedication for Fable Hill Fourth Addition which includes improvements to the park for the first 26 lots (including irrigation, shelter, benches, picnic tables, and landscaping) and to pay the fee with future phases. (a) General dedication standards. In order to develop a system of parks within the community to serve the public's health and recreational needs, a percentage of the net buildable acreage based on the density of all land subdivided for residential purposes shall be dedicated to the city as public parkland. The city finds that the more dense a development is, the more demand for park land it creates since lots can be smaller affording less private recreational space and more occupants per acre. The following formula will be used to determine the dedication requirement where a land dedication is required: Density Percentage of Land to be Dedicated (of the buildable land) 0-3.99 units per acre 10 percent 4.00-5.99 units per acre 11 percent 6.00-7.99 units per acre 13 percent 8.00-9.99 units per acre 15 percent 10.00 < units per acre 17 percent The land so dedicated shall be subject to approval by the city council in accordance with the city's Comprehensive Plan for parks. At the city council's discretion, a parkland dedication fee may be accepted or required instead of or connection with land dedication. The parkland dedication fee shall be set annually by the city council and adopted as part of the city's fee schedule. The parkland dedication fee shall be charged for each dwelling unit originated by the subdivision or development of any property in the city, not including any dwelling unit that may be in existence at the time of the adoption of the ordinance from which this article is derived, or which is subject to an approved development agreement with the city that includes a parkland dedication provision. (b) Appeal process. The parkland dedication fee may be appealed to the city council before the city council makes a decision on the final plat and shall be calculated as follows: The percentage of land to be dedicated will be multiplied by the fair market value of the net buildable acreage. The fair market value shall be determined by the city council, following their review of a current appraisal submitted to the city at the developer's expense. The appraisal shall be made by appraisers who are approved members of the SREA or MAI, or equivalent real estate appraisal societies. If the city receives written notice of a dispute over the parkland dedication fee before approval of the final plat, the developer shall pay the fee into an escrow account pending a decision of an appeal of the fee. If an appeal is not filed within 60 days following approval of the final plat, or if the person aggrieved by the fee does not prevail on the appeal, then the funds paid into escrow must be transferred to the city. Horton. Concept Plan for "Clearwater Cove" consisting of 89 single family homes on 41.5 acres off south of Frenchman Road, east of Victor Gardens East 2nd Addition. DATE: May 8, 2015 for the Parks Commission meeting of May 13, 2015 1. INTRODUCTION: A sketch plan application has been received from D.R. Horton. The applicant is looking for informal comments from the Parks Commission prior to submitting an application for a Planned Unit Development. A recommendation from the Parks Commission is not needed at this time. 2. DESCRIPTION OF REQUEST: The applicant is requesting concept plan review for a future Planned Unit Development (PUD) for 89 lots on 41.5 acres to be known as "Clearwater Cove". The property is zoned Single Family Detached Residential (R-3) and is farmed. The property is currently owned by Marvin LaValle. The average lot size will be 8,450 square feet. The applicant will be requesting a PUD to provide flexibility on the City's lot size requirements. The property to the north is zoned General Business and is currently farmed. The property to the east includes villas and single family homes as a part of the Victor Gardens development. The properties to the south and the east are zoned R-3 and are currently farmed. -1- Clearwater Cove May 13, 2015 3. CONSISTENCY WITH COMPREHENSIVE PLAN: Trails The City of Hugo Trail and Sidewalk Plan shows the junction of several city trails in the project area. The applicant is proposing the following: • Trails and sidewalks will be consistent with the existing portion Oneka Parkway as the new roadway extension is built south of Frenchman Road. • The existing trail which currently follows Clearwater Creek that goes from the western border of the Hugo through Victor Gardens, will be extended through the development. In the future, it is planned that the trail will continue south through future developments along the creek to Clearwater Creek Preserve Park. Additional trail connections are planned at this juncture. • Trail connections between the residential areas and the proposed trail along Clearwater Creek will be built. • Each roadway, except for the cul-de-sacs, will have a sidewalk. • The existing sidewalk along Everton Avenue North will be continued through the new residential development. Open Spaces/Parks The development is in Neighborhood Park Service Area 3 which is served by the Victor Square Park, Arbre Park, Val Jean Park, and Clearwater Creek Park. Val Jean Park will be approximately .5 to .75 miles away and accessible by sidewalk and/or trail. The applicant is proposing to build a small park within the development. The park would be donated to the City of Hugo for public use. The park is shown to include play equipment as well as half -court basketball. These amenities will be used to ask for PUD flexibility. Staff has indicated that if the City will own the park in the future, that maintenance and quality minimums will be met and consistent with other Hugo parks. 3. PARK DEDICATION REQUIREMENTS: The developer is required to dedicate land, or pay a fee, or a dedicate combination of land and fee. At this time, the developer has indicated that they would pay the full park dedication fee and is not asking for flexibility based on the proposed park improvements. The applicant shall pay the fee that is in effect at the time of final plat. Currently, the fee is $2,400 and the total dedication would be $213,600. 4. CONCLUSION: No formal action is required at this time. -2- Clearwater Cove May 13, 2015 5. DISCUSSION: Staff met with the developer and discussed the concept plan on May 5, 2015. Changes to the sidewalk and trail layouts are anticipated.
