Adjournment Page 1 of 3 Parks Commission Agenda April 13, 2016 Background Parks, Recreation, and Open Space Commission Meeting of April 13, 2016 Hugo City Hall, 7:00 pm Approve Minutes from March 2 2016 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of March 2, 2016, rescheduled from March 9, 2016. PLEASE SEE THE ATTACHED MINUTES. Update on Irish Avenue Park Staff will provide an update on the remote control car track at Irish Avenue Park. Fable Hill Park Playground Proposals At the Parks Commission meeting of February 10, 2016, a recommendation was made for $50,000 towards the cost of a playground at Fable Hill Park and the draft memorandum of understanding with Fable Hill Homeowners Association accepting a $20,000 donation. The Hugo City Council approved the recommendations at their March 7, 2016 meeting. A request for proposals was sent to local playground designers. The following will be making presentations: Harlan Lehman with Minnesota/Wisconsin Playground will present play equipment manufactured by GameTime. http://www.mnwiplay.com/ Grant DesRoches with Flagship Recreation will present play equipment manufactured by Landscape Structures. http://www.flagshipplay.com/ Mike Basich with St. Croix Recreation will present play equipment manufactured by BCI Burke Company. ht_t_p://www.stcroixrec.com/ Bruce Pudwill with Midwest Playscapes will present play equipment manufactured by Playworld Systems and Kompan. http://midwestplayscapes.com/ Each presenter will be given 20 minutes with 5 minutes in between for setup. They are aware of the request, budget, and the physical characteristics of the park property. Each of the designers represent different manufacturers of playground equipment and site furnishings. There is a wide variety of options and they may each present a couple different site plans and playground designs. THE FINALIZED MOU IS ATTACHED. THE RFP INCLUDING A SITEPLAN IS ATTACHED. Page 2 of 3 Parks Commission Agenda April 13, 2016 Neighborhood Meeting: Playground and Park Name Staff recommends that the Parks Commission discuss and gather input from residents following the playground presentations. The Parks, Recreation, and Open Space Commission should look to select one playground company. Following the selection of one proposal, minor changes (such as the color) should be discussed. Significant changes (such as changing a slide or adding swings) have an impact on the overall budget and would require additional discussion with the playground designer at a future meeting. Staff also recommends that a name be selected for the park, with the help of residents. At the Parks Commission meeting of October 14, 2015, Len Pratt proposed that the park be named "McCollar Park" in honor of former property owner. The Parks Commission discussed that it was not in keeping with the Park Naming Policy. THE PARK NAMING POLICY IS ATTACHED. Page 3 of 3 Parks Commission Agenda April 13, 2016 Minutes Parks, Recreation, and Open Space Commission Meeting of March 2, 2016 Hugo City Hall, 7:00 pm Call to Order Present: Nicole Schmid, Dave Strub, Ranelle Tennyson, Tom Windisch Absent: John Pontrelli, Mat Rauschendorfer Staff Present: Scott Anderson, Public Works Director; Shayla Denaway, Parks Planner Windisch called the meeting to order at 7:08 pm. 1. Approval of Minutes from February Meeting Strub made a motion, Tennyson seconded to approve the minutes of the February 10, 2016 Parks Commission meeting as presented. All Ayes. Motion carried. 2. Summer Recreation Program Update Parks Planner, Shayla Denaway provided the Commission with an update on the summer recreation programs scheduled for 2016. This year the partnerships with the Washington County Library and White Bear Lake Area Schools will be expanded and programs offered will include: Action Hero Days, Kidz'N Biz, Story Stroll, Animals Make Music, Park Play Days, Tech Tac Toe, Safety Camp, and the Tour de Hugo. Denaway shared that Safety Camp will replace Nature Camp and that the TourdeHugo.com website is active. Input was sought from the Commission regarding changing the Park Play Days schedule to be that the activities would be held at a different park every Wednesday throughout the program. The Commissioners felt that with proper advertising this would be a great modification to utilize and showcase all of Hugo's parks. Page 1 of 2 Parks Commission Minutes March 2, 2016 3. Lions Park Workshop Denaway informed the Commission that the City Council will be setting the date for the Lions Park discussion workshop at their March 7, 2016 meeting. Denaway provided the Commission with a brief review of the planning process for Lions Park and asked the Commissioners to provide direction on what they would like to discuss with the Council. The Commission agreed that important topics to discuss include phasing options, costs, and funding options. They also agreed that it is important to ask the Council what vision they are looking to achieve for the park. Denaway will share the scheduled date with the Commission at the April 13, 2016 Parks Commission meeting. 4. Missing Link Exercise A 2016 goal of the Parks Commission includes reviewing and updating the Parks, Trails, and Open Space Plan and identifying missing trail links. Denaway provided the Commission with maps that showed existing and proposed trails and highlighted the missing connections between them. Denaway shared with the Commission examples of how existing trails were constructed in Hugo and also provided insight into how and when planned trails may be constructed in the future. The Commissioners discussed the importance of adding missing connections and other missing trail segments to the Parks, Trails, and Open Space Plan so that they would be included in the City's Comprehensive Plan. 5. Adjournment Windisch made a motion, Schmid seconded to adjourn the meeting at 9:40 pm. All Ayes. Motion carried. Page 2 of 2 Parks Commission Minutes March 2, 2016 MEMORANDUM OF UNDERSTANDING Between THE CITY OF HUGO and THE FABLE HILL HOMEOWNERS ASSOCIATION, INC. MARCH 7, 2016 This Memorandum of Understanding ("MOU") between the CITY OF HUGO, a Minnesota municipal corporation ("Hugo'), and the FABLE HILL HOMEOWNERS ASSOCIATION, INC., a Minnesota nonprofit corporation ("Association") (all parties referred to collectively as "Parties" or referred to individually as "Party" or by their designation as stated in this preamble) is entered into by the Parties with mutual intent, understanding and agreement of the following terms and conditions: WITNESSETH: WHEREAS, the Association wishes and agrees that it shall donate funds in the amount of Twenty Thousand Dollars ($20,000.00) ("the Funds") to Hugo for the purposes and upon the terms and conditions set forth herein; and WHEREAS, Hugo wishes to, and agrees that it will, accept the Funds for the purposes and on the terms and conditions set forth herein; and NOW, THEREFORE, for and in consideration of the mutual undertakings, covenants and agreements of the parties set forth, the receipt and sufficiency of which are acknowledged by each of the Parties, the Parties agree as follows: 1. Primary Purpose. The Association wishes to irrevocably grant the Funds to Hugo for the primary purpose of funding the development and construction of a playground structure at the unnamed park located at 4656 Fable Hill Parkway ("the Park"). 2. Anticipated Installation Schedule. Installation of the playground structure at the Park shall commence in 2016. One public meeting shall be held to review proposals from playground vendors in which residents of the Fable Hill neighborhood shall be invited to give to input. Installation of the play structure, concrete curb, and soft surfacing will be completed concurrently. Date of Grant of Funds. The grant of Funds by the Association to Hugo shall be made upon submission of an invoice from Hugo to the Association setting forth the agreed Funds for the Park. The invoice shall include notification of the anticipated installation schedule. Funds shall be paid by the Association within thirty (30) business days of receipt of the invoice. 4. Other Fundine. Hugo shall provide the remaining funds and services required of it to complete construction of the playground at the Park in a timely fashion. Hugo shall be responsible for the purchase and final design of the play equipment. 5. Use of the Park. Parties agree that the Park shall be available for public uses as determined by Hugo. 6. Operation and Maintenance of the Park. Hugo will be responsible for the operation and regular maintenance of the Park. Hugo will indemnify and hold the Association, its members, officers and directors free from liability in the operation of the Park except for liability which arises out of or relates to the acts or omissions of the Association. 7. Assi ent. Neither Party shall assign this MOU or any obligation or undertaking set forth without the consent of the other Party to this MOU. 8. Liability. Each Party has had full and fair opportunity to review alternatives to this MOU. Each Party agrees that it shall be responsible and liable for its own acts, errors and omissions and the results to the extent authorized by law and shall not be responsible for the acts, errors or omissions, or results, of the other Party. Each Party agrees to hold the other Party harmless and free from any and all claims, causes of action, damages, suits, costs including attorneys' fees and costs, with respect to such Party's respective obligations under this MOU. Hugo's liability shall be governed and limited to the tort liability provisions found in Minnesota Statutes Chapter 466, as amended from time to time, notwithstanding the foregoing language. This section shall survive any termination of this MOU. 9. Notice. Any notice required or permitted under this MOU shall be in writing and given by personal delivery upon an authorized representative of a party; or if mailed by United States registered or certified mail, return receipt requested, postage prepaid; or if deposited cost paid with a nationally recognized, reputable overnight courier, properly addressed as follows: If to the City of Hugo: Bryan Bear City of Hugo 14669 Fitzgerald Ave. N. The person executing this MOU on behalf of the Association has the authority to bind the Association, and the person executing this MOU on behalf of Hugo has the authority to bind Hugo. There will be a neighborhood meeting to review all proposals at the Parks Commission meeting of Wednesday, April 13 at 7:OOpm at Hugo City Hall. The new park primarily serves the Fable Hill neighborhood. The budget is set at $70,000 which needs to include engineered fiber soft surfacing and installation. You are not responsible for the concrete curbing, which will be installed by Hugo Public Works. The neighborhood has specified that they are looking for equipment that is in keeping with the quality architecture in the neighborhood. They are also requesting that proposals include swings. The project needs to be completed this summer. A proposal should include a site plan. The property was acquired and improved through park dedication. It currently includes a park shelter, which was constructed in the fall of 2015, and an irrigated open space. The property has a trail surrounding it and features a perimeter of large trees. The property is approximately 200 feet in diameter. Please create a site plan for the location of the playground that allows for some open field space. Parks may be named for the deceased after 50 years have elapsed from the time of death. The deceased may include local or national heroes and national, state, or local officials. 2. Parks may be named for streets, neighborhoods, historical events and characters, trees, flowers, places, mythological and descriptive names. These names should be indigenous to the City of Hugo. 3. New parks should not be named for civic organizations in order to avoid community conflicts. Existing park names are grandfathered in. 4. Park or facility names should not be changed without good cause. They should be named carefully and with permanent intent. No park or park facility can be renamed without the consent of the Parks Commission. 5. The criteria should be reviewed from time to time, and if necessary, periodically revised to offer the Parks Commission a practical, up-to-date and helpful tool through which practical decisions may be reached and by which difficult situations may be amicably reconciled. The Parks Commission will name all City -owned parks in Hugo. 6. Parks or facilities may be named in recognition of a grant of funds which significantly improves a park by a non-profit, as determined by the Parks Commission.
