Adjournment Page 1 of 3 Parks Commission Agenda February 10, 2016 Background Parks, Recreation, and Open Space Commission Meeting of February 10, 2016 Hugo City Hall, 7:00 pm Approve Minutes from January 13, 2016 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of January 13, 2016. PLEASE SEE THE ATTACHED MINUTES. Review the Trails Plan The Parks Commission prioritized trails at their 2016 goal setting. This includes reviewing and updating the Parks, Trails, and Open Space Plan and identifying missing trail links. Trails are a part of Chapter 7 of the 2030 Comprehensive Plan. The Met Council has released the city's "systems statement" which marks the kickoff of the next comprehensive planning cycle. The Planning Commission is developing a work plan for this process and timeline for completion of potential changes to the comp plan that will be adopted in 2018. The Parks Commission will be updating their portions of the plan over the next three years. The plan details the existing trails in Hugo including the regional trails, snowmobile trails, horses/ rural character. "The majority of Hugo's trail system consists of city -owned bituminous bicycle -pedestrian paths that are separated from roads. These trails have been constructed as residential development has occurred within the City and provide links between local neighborhoods and parks." Greenway Corridors are discussed: "Greenway Corridors have a right-of-way that is significantly larger than a typical trail and consists primarily of native vegetation." The national trail standard of 5 miles per 10,000 residents used by NPRA is listed but Hugo's plan encourages more flexibility. When the plan was drafted in 2008, trail use was increasing and planned to continue to grow. Please note section 7.5 FUTURE TRAIL AND SIDEWALK PLAN. It discusses the purpose of each type of trail, collaboration with property owners and developers, and the importance of regional coordination. A vision to guide the general layout of trails city-wide is outlined. Guidelines for how trails will be developed are also specified. Building on these guidelines, the Parks Commission drafted the TRAIL DEVELOPMENT POLICY. It was approved on May 14, 2014 by the City Council. These documents have been driving all construction and will continue to guide all future construction of trails and sidewalks in Hugo. Revisions may be made to ensure that they align with the future vision of the Parks Commission and the City Council. Staff will present the Trails Plan for review. A follow up discussion at a future meeting will focus on the Trail and Sidewalk Map and include an exercise to look at missing links. Presentation of the WBLAS's Senior Survey At their meeting of December 7, 2015, the City Council approved a $3,000 contribution towards a survey of seniors conducted by White Bear Lake Area Schools. Morris Leatherman had been hired to conduct the survey. Staff will share the presentation made by Morris Leatherman of the survey results. A community forum on seniors is scheduled for the afternoon of February 10 to formulate action steps. Staff will give an update that meeting. THE LETTER PROVIDING AN UPDATE ON NEXT STEPS, THE MORRIS LEATHERMAN PRESENTATION, HUGO SPECIFIC DATA ARE ATTACHED. Update on Fable Hill Park Staff met with the Board of the Fable Hills Homeowners Association and has drafted an agreement for the purposes of accepting a $20,000 donation and construction of a playground. The document is being reviewed by the City Attorney. The Parks Commission should review the agreement and make any needed changes. The agreement is anticipated to be on the March 7, 2016 City Council agenda. Staff will present an update on the anticipated next steps and timeline. A recommendation could be made to the City Council for approval of the Memorandum of Understanding with the Fable Hill Homeowners Association. A ROUGH DRAFT OF THE AGREEMENT IS ATTACHED. Page 3 of 3 Parks Commission Agenda February 10, 2016 Minutes Parks, Recreation, and Open Space Commission Meeting of January 13, 2016 Hugo City Hall, 7:00 pm Call to Order Present: John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson Absent: Tom Windisch Staff Present: Scott Anderson, Public Works Director; Shayla Denaway, Parks Planner; Debi Close, Secretary Dave Strub called the meeting to order at 7:05 pm. 1. Approval of Minutes from December Meeting After requesting a change, Rauschendorfer made a motion, Pontrelli seconded to approve the minutes of the December 13, 2015 Parks Commission meeting. All Ayes. Motion carried. 2. Approve the 2016 Goals �.�. Shayla Denaway presented the annual goals drafted at the December 13, 2016 meeting for review. Discussion included: trails, Lions Park, Irish Avenue Park, plans and policies, and recreation options for residents. Minor changes were made to better align the goals with the Capital Improvement Plan. Tennyson made a motion, Rauschendorfer seconded to approve the 2016 Parks, Recreation, and Open Space Commission Goals. All Ayes. Motion carried. Goals determined: Trails: Support a trail connection on Oneka Lake Boulevard/147th St with the road reconstruction project; and identifying trails that would not be built with development or road projects. Lions Park: Hold a workshop with the City Council; and draft a strategic plan for development of the park. Page 1 of 3 Parks Commission Minutes January 13, 2016 Irish Avenue Park: Approve a vision for future uses of the park; and promote the vision and interim uses to the residents. Plans and Policies: Research current trends in community parks; review and update the Parks, Trails and Open Space Plan; respond to resident input; and review development applications with respect to the Parks Plan. Recreation: Evaluate the recreation needs of seniors; strengthen partnerships; and continue recreation programming and events. The Parks, Recreation, and Open Space Commission 2016 Goals will be reviewed by the City Council at their February 8, 2016 Goal Setting Workshop. 3. Approve the 2016 Capital Improvement Plan Parks Planner, Shayla Denaway reviewed the drafted Capital Improvement Plan drafted at the December 13, 2016 meeting for additional discussion. Discussion included: The development and planning of Lions Park and Irish Avenue Park, trail construction, removing funding for purchase of a property for a dog park, and drafting an agreement with the Fable Hill Homeowners Association to accept their $20,000 donation and construct a playground in the neighborhood in 2016. Tennyson made a motion, Pontrelli seconded to approve the 2016 Parks Capital Improvement Plan. All Ayes. Motion carried. 4. Presentation of Washington County Library Strategic Plan Parks Planner, Shayla Denaway gave an update on the Washington County's Libraries strategic planning process and draft plan. Discussions included increasing lifelong learning, outreach, digital resources, and youth involvement, increasing service awareness, improving facilities, and developing partnerships. A need for additional evening programs was discussed in addition to positive feedback on the Library Express at City Hall. The feedback will be shared as public input is being sought on the Washington County Library Preliminary Facilities Planning and Strategic Plan. 5. Request from WBLAS Parks Planner, Shayla Denaway shared a request for financial support from the White Bear Lake Area Schools for new volleyball nets at Oneka Elementary. Replacement equipment is needed for Open Gym and other recreation programs. Schmid made a motion, Tennyson seconded to contribute $350 towards the purchase of new equipment at Oneka Elementary School. All Ayes. Motion carried. Update on Recreation Programs Parks Planner, Shayla Denaway provided information on the Family Movie Nights at Oneka Elementary and the Sledding Party at Oak Shore Park. 7. Update on Oneka Lake Blvd. Road Project Shayla Denaway updated on the neighborhood meeting that was held on December 14, 2015 for the Oneka Lake Blvd Road Project. The City Council passed a motion on January 4, 2016 to authorize a feasibility study and to include the trail connections. 8.
