Adjournment Page 1 of 2 Parks Commission Agenda June 8, 2016 Background Parks, Recreation, and Open Space Commission Meeting of June 8, 2016 Hugo City Hall, 7:00 pm Approve Minutes from May 11, 2016 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of May 11, 2016. PLEASE SEE THE ATTACHED MINUTES. Bernin Property Lease In 2002, the City of Hugo approved a purchase agreement with Bruce and Virginia Bernin for their 23 acre parcel located at 6540 Greene Avenue North for use as a future City park. The acquisition of their property was partly offset by a $275,000 grant from the MN DNR. At that time, the Bernins entered into a lease agreement with the City to rent the property and remain living in the home and operating their tree farm for ten years. In 2009, the Council approved a five-year extension to the original ten-year lease, until the year 2017. As part of that extension, the lease was amended to remove the tree farm operation. The Bernins are requesting another five-year extension to June, 2022 to continue leasing the property for residential use. The lessee will pay the same rate of $44,750 in rent for the next five-year term, payable in monthly installments. Staff recommends approval of the second amendment to lease for Bruce and Virginia Bernin at 6540 Green Ave for an extension through June 1, 2022. THE DRAFT AMENDMENT IS ATTACHED. Forest Lake YMCA Commissioner Tennyson, who serves on the Forest Lake YMCA Board, will provide an update. Parks Plan Review The Parks Commission has reviewed portions of the Parks, Trails, and Open Space Plan. At the Parks Commission meeting of February 10, 2016, the Parks Commission the review included the purpose of each type of trail, collaboration with property owners and developers, and the importance of regional coordination. The vision guiding the general layout of trails city-wide was discussed. At the meeting of March 2, 2016, the Parks Commission reviewed updated maps of existing and proposed trails and highlighted the missing connections between them. Examples of how existing trails were constructed in Hugo and how and when planned trails may be constructed in the future was discussed. At the meeting of May 11, 2016, the Parks Commission looked at planned trail projects and recent construction. In anticipation of the 2040 Comprehensive Plan work, staff will present a review of the remaining portions of the Parks, Trails, and Open Space Plan. Page 2 of 2 Parks Commission Agenda June 8, 2016 Minutes Parks, Recreation, and Open Space Commission Meeting of May 11, 2016 Hugo City Hall, 7:00 pm Call to Order Present: John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson Absent: Tom Windisch Staff Present: Shayla Denaway, Parks Planner; Anna Wobse, Accounting Clerk Strub called the meeting to order at 7:02 pm. 1. Approval of Minutes from April Meeting Pontrelli made a motion, Tennyson seconded to approve the minutes of the April 13, 2016 Parks Commission meeting as presented. All Ayes. Motion carried. 2. Lions Park Workshop Update Parks Planner, Shayla Denaway provided the Commission with follow-up from the April 28, 2016 Lions Park joint workshop held between the City Council and the Parks Commission. Topics discussed included the master plan, vision, infrastructure options, and financing options for Lions Park. Denaway informed the Commission that the City Council approved a feasibility study, to be conducted by WSB and Associates, for an estimated $17,000.00 at their May 2, 2016 City Council meeting. Staff has a meeting scheduled with WSB and Associates on May 17, 2016 to start working on the details of the feasibility study and will report back to the Parks Commission as specifics become available. Good Neighbors Days Parks Planner, Shayla Denaway shared with the Commission that the 401h annual Good Neighbor Days will be held at Lions Park June 9through June 12, 2016. Press Publications has asked the City of Hugo to sponsor the Golden Spike Contest which is held the week of Good Neighbors Days. Prompted by clues supplied by Press Publications, the contest invites the public to look for a hidden golden spike in Hugo parks. A sponsorship of $250.00 has been requested by Press Publications. Denaway also informed the Commission that the City of Hugo has been invited to host a booth in Heritage Square as part of Good Neighbor Days. The booth could be available to promote the recreation programs and the reconstruction of Lions Park. Rauschendorfer made a motion, Pontrelli seconded to approve a $250.00 sponsorship to Press Publications for the Golden Spike Contest. All Ayes. Motion carried. 4. Summer Recreation Program Update Parks Planner, Shayla Denaway provided the Commission with an update on the summer recreation programs. A strong partnership with the Washington County Library System has helped to make more events available for Hugo residents. Story Stroll will be held at Lions Park during Good Neighbor Days; there will also be three separate Story Strolls offered at Heritage Ponds Park and one offered at Hanifl Fields Park. Denaway shared that Kidz N Biz had a great turn out with 400 in attendance. The Matter of Balance programs were both cancelled due to lack of interest. 5. Missing Link Exercise A 2016 goal of the Parks Commission includes reviewing and updating the Parks, Trails, and Open Space Plan and identifying missing trail links. At previous meetings the Commission has reviewed the Trails Plan and also reviewed maps of existing, planned, and proposed trails and highlighted the missing connections between them. At this meeting Parks Planner, Shayla Denaway updated the Commission on recent trail projects and discussed trail development priorities. Two miles of trails were added in 2015 and two more miles will be added in 2016. Recent trail projects include: Keystone Place trail connection, Park Dental trail connection, 147th Street roadway reconstruction project, Clearwater Cove sidewalk and trails, Fable Hill 4th Addition trails, Prairie Village sidewalks, and Waters Edge sidewalks. Denaway also spoke about the Hardwood Creek Regional Trail and the Regional Trail System. The Hardwood Creek Trail is set to undergo improvements including kiosks, way finding signs, and updated and cohesive signage. 6. Page 2 of 2 Parks Commission Minutes May 11, 2016 SECOND AMENDMENT TO LEASE This amendment to lease ("Amendment") is made this day of June, 2016. by and between THE CITY OF HUGO, a Minnesota municipal corporation ("Lessor") and BRUCE A. BERNIN and VIRGINIA R. BERNIN, husband and wife (collectively, "Lessee"). RECITALS A. Lessor, as lessor, and Lessee, as lessees, are parties to that certain Lease dated May 7, 2002 (the "Lease") relating to the residential home located at 6540 Greene Avenue North, Hugo, MN 55038. B. Lessor and Lessee recognize and remain bound to the original Lease Agreement and the Amendment to Lease Agreement dated July 24, 2009, with exception of the following changes herein in this document titled "Second Amendment to Lease." C. Lessor and Lessee desire to amend the Lease and Amendment to Lease as specifically set forth herein. NOW, THEREFORE, in consideration of the foregoing recitals and for other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the parties hereto hereby agree as follows: 1. Recitals. The foregoing recitals are true and correct, and are hereby incorporated herein and made a part of hereof. 2. Definitions. Any term or phrase as used herein with an initial capital letter shall have the means as defined herein , or if not so defined, shall have the meaning as set forth in the Lease, as amended. 3. Second Amendment to Lease. The Lease and Amendment to Lease are hereby amended and supplemented as follows: a. Amendment to Section III — Extension of Term. The term of the Lease is hereby extended for an additional five (5) years. The term of the Lease shall expire on June 30, 2022. 4. General Provisions. Except as amended by this Amendment, all of the terms, conditions and covenants contained in the Lease shall remain in effect and be binding upon the Lessor and Lessee at the time and in the manner therein provided. This Amendment applies to, insures to the benefit of, and binds all parties hereto and their respective successors and assigns. This Amendment shall be construed and interpreted in accordance with the laws of the State of Minnesota. 1 5. Counterparts. This Amendment may be executed in different counterparts with the same effect as if the signatures thereon were in the same instrument, and will be effective upon delivery of all such counterparts to Lessor.
