HomeMy WebLinkAbout2016.04.18 CC Minutes MINUTES FOR HUGO CITY COUNCIL MEETING ON APRIL 18, 2016 Call to Order Mayor Weidt called the meeting to order at 7:08 p.m. PRESENT: Haas, Klein, Miron, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Engineer Jay Kennedy, City Attorney Dave Snyder, and City Clerk Michele Lindau Approval of the Minutes for the April 2, 2016 Hugo Good Neighbor Food Shelf Pasta Dinner Petryk made motion, Klein seconded, to approve the minutes for the April 2, 2016 Hugo Good Neighbor Food Shelf Pasta Dinner as presented. All Ayes. Motion carried. Approval of the Minutes for the April 4, 2016 City Council Meeting Miron made motion, Klein seconded, to approve the minutes for the April 4, 2016 City Council meeting as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Miron seconded, to approve the agenda as presented. All Ayes. Motion carried. Introduction of new Hugo Deputy Kelly Olson Three deputies had been transferred out of Hugo in 2016, and three new deputies are now patrolling. Council previously met Deputies Scott Zitzloff and Lee Mars. This evening, Sergeant Wayne Johnson introduced Deputy Kelly Olson, who typically works the evening shift in Hugo. Kelly stated Hugo was her first choice when selecting a contract, and she was happy to finally meet the Council. She received her degree from St. Cloud State University, and is 17 days away from receiving her Master's Degree in public safety executive leadership. The Council welcomed Kelly to the City of Hugo. Approve Appointment of Firefighter Colin Emans as Training Lieutenant 3. Approve Reduction in the Letter of Credit for Meridian Land Company LLC, Fox Meadows Development 4. Approve Cooperative Agreement with Washington County for CSAH 4 and CSAH 57 Construction Inspection Services 5. Approve Personnel Policy Amendment to Include Fire Department Data and Social Media Policy 6. Approve Renewal of 2 a.m. Closing Time for Sal's Angus Grill 7. Approve Special Event Permit for Blue Heron Grill Outdoor Tent Party 8. Approve Special Event Permit for Oneka Elementary 5K Color Run 9. Approve Letter to the Carnelian-Marine St. Croix Watershed District All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Appointment of Firefighter Colin Emans as Training Lieutenant The Hugo Fire Department Leadership interviewed five candidates for the Training Lieutenant position and selected Colin Emans as the best fit. Colin currently holds the Fire Marshal's position and will retain those responsibilities until Department Leadership appoints a replacement. Adoption of the Consent Agenda approved the appointment of Colin Emans as the Training Lieutenant effective April 1, 2016. Approve Reduction in the Letter of Credit for Meridian Land Company LLC, Fox Meadows Development Meridian Land Company had requested the City reduce their letter of credit for the Fox Meadows Development 1 st Addition to $147,900.00 which is 10% of the original letter of credit. Senior Engineering Technician Steve Duff had inspected the work and recommended the reduction of the letter of credit being held for the constructed improvements in the Fox Meadows Development 1 st Addition be reduced. Adoption of the Consent Agenda approved the reduction in the Letter of Credit to $147,900.00 of the original letter of credit $1,479,000.00. Hugo City Council Meeting Minutes for April 18, 2016 Page 3 of 6 Approve Cooperative Agreement with Washington County for CSAH 4 and CSAH 57 Construction Inspection Services Staff has been working with the Washington County Public Works Department on a cooperative agreement for inspection services on the upcoming CSAH 4/CR 57 project. The agreement provides for construction observation and inspections to be done by Hugo's Senior Engineering Technician Steve Duff for a fixed fee of$46,500. Adoption of the Consent Agenda approved the Cooperative Agreement with Washington County for CSAH 4 and CSAH 57 for construction inspection services. Approve Personnel Policy Amendment to Include Fire Department Data and Social Media Policy The Hugo Fire Department had requested to include a policy in the City Employee Personnel Policy to address the use of data by members of the department on duty, or off duty if their position allows access not given to the public. This policy prohibits photographs, recordings, etc. from being shared on social media or otherwise, unless approved by the Fire Chief. This also addresses personal postings on social media by fire department members. Adoption of the Consent Agenda approved the Fire Department Data and Social Media Policy. Approve Renewal of 2 a.m. Closing Time for Sal's Angus Grill Sal's Angus Grill, 12010 Keystone Avenue North, had applied for renewal of its 2:00 a.m. closing time license. City staff had reviewed the application and found it to be satisfactorily complete. Adoption of the Consent Agenda approved renewal of the 2:00 a.m. closing time for Sal's Angus Grill. Approve Special Event Permit for Blue Heron Grill Outdoor Tent Party on June 24 & 25 The Blue Heron Grill, 14725 Victor Hugo Boulevard, had submitted an application for a Special Event Permit for outdoor concerts in the evenings on Friday, June 24 and Saturday, June 25. This event required a Special Event Permit approved by Council because the event is expected to draw approximately 500 people each night, alcohol will be sold and served, and there will be an amplified sound system. The event will be conducted the same as in the past years. Adoption of the Consent Agenda approved the Special Event Permit for the Blue Heron Grill for their outdoor tent party on June 24 and 25, 2016. Approve Special Event Permit for Oneka Elementary 5K Color Run on May 7, 2016 Oneka Elementary had submitted a Special Event Permit application for approval of a 5K Color Run on Saturday, May 7, 2016. This event required a Special Event Permit approved by Council because the event is expected to draw between 500-700 participants and will include the use of City trail/sidewalks/streets. Oneka Parkway will be closed for the duration of the event, and the applicant has worked with the City and Washington County Sheriff's Department on the details. This event was held last year and was very successful. Adoption of the Consent Agenda approved the Special Event Permit for the Oneka Elementary 5K Color Run on May 7, 2016. Hugo City Council Meeting Minutes for April 18, 2016 Page 4 of 6 Approve Letter to the Carnelian-Marine St. Croix Watershed District At their April 4, 2016 meeting, the Council considered the request of Washington County for nominees to the Carnelian-Marine St. Croix Watershed District and/or endorsement of three Board Managers whose terms expire on June 21, 2106. Council had concerns regarding the Watershed District and directed staff to draft a letter to the County. The letter included a request to extend the deadline to submit the list of nominees until Council had an opportunity to meet the incumbents. Adoption of the Consent Agenda approved the draft letter to the Carnelian-Marine St. Croix Watershed District. Update on Stormwater Grants and Related Items City Administrator Bryan Bear provided Council an update on recent stormwater grants. He talked about the Met Council's grant program will award grants between $2,000 - $200,000 for stormwater projects. The program is being administered through the RCWD. Bear said they recently met with the RCWD and provided information on Hugo projects focusing on the largest project, Waters Edge stormwater reuse project. The RCWD Board intends to recommend approval to the Met Council. In response to concerns regarding stormwater credits for the project, Bear was told by the Watershed District that they see this is a pass-through project, so will likely not make Hugo adhere by those rules. Hugo had been successful in receiving a $50,000 grant from the Met Council for the Beaver Ponds project, and Council will review bid results for that project at a Council meeting in May. He also talked about the RCWD grants for stormwater mediation projects, and stated Hugo declined to participate because we were not allowed to use the credits for these projects. Hugo Public Works did apply, and will likely receive a grant for $27,000 for a street sweeper, which is used to remove debris from streets and keep it out of the waterways. Staff is continuing to have discussions with the RCWD on their rules and will be meeting with them tomorrow. Bear stated the bonding proposals continue to move forward, and there have been good discussions in House and Senate. Negotiations are underway, and we can expect to know in a few weeks if we've made progress. Update on the Yellow Ribbon Network Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow Ribbon Network to date. Haas thanked Drytech for being a Hamburger Night sponsor. There have been meetings for YRN training in regions around the state, and they were recently in Brooklyn Center where they received a certificate of appreciation. The YRN has been doing a lot with the survivors outreach program, which provides support to Gold Star families. They continue to receive Girl Scout cookies for the troops. Haas will be going to Kuwait next month to serve steaks to the troops, and another event will be held this summer in Bosnia. Parks Commission Interviews on Tuesday,April 19, 2016 City Administrator Bryan Bear reminded Council of the meeting scheduled for Tuesday, April 19, Hugo City Council Meeting Minutes for April 18, 2016 Page 5 of 6 2016 for the purpose of conducting interviews to fill the vacancy on the Parks, Recreation, and Open Space Commission. Staff had received three applications. The meeting will begin at 7:00 p.m. in the conference room at City Hall. Metro Cities Annual Meeting on Thursday,April 21, 2015 City Administrator Bryan Bear reminded Council of the meeting scheduled for Thursday, April 21, 2016 at the University Club, 420 Summit Avenue, St. Paul. The event will begin at 5:30 p.m. with a social hour, followed by a presentation on elections by Professor David Schultz. Habitat for Humanity Home Dedication on Saturday,April 23, 2016 City Administrator Bryan Bear informed Council they have been invited to the Twin Cities Habitat for Humanity dedication ceremony for eight families who have built homes in Generation Acres. The dedication will be on Saturday, April 23rd at l Oam. The dedications last about 40 minutes with time for the homebuyers, sponsors, Habitat staff and board to all share briefly. The City Council is invited to attend and to say a few words during the program if they wish. Joint Lions Park Workshop on Thursday,Apri128, 2016 City Administrator Bryan Bear reminded Council of the joint workshop scheduled with the Parks, Recreation, and Open Space Commission to discuss phasing and funding options for the development of Lions Park. The workshop is scheduled for Thursday, April 28, 2016 at 7 p.m. Spring Cleanup on Saturday, April 30, 2016 City Administrator Bryan Bear reminded Council the City of Hugo will hold its annual Spring Cleanup event on Saturday, April 30, 2016 at the Hugo Public Works Department from 8 a.m. to noon. Kidz n' Biz Fest on Saturday, April 30, 2016 The Annual Kidz n'Biz Fest will take place on Saturday, April 30, 2016 at the Oneka Elementary School from 11:00 a.m. to 2:00 p.m. Council has scheduled this as a meeting to attend. Six Cities Meeting on Thursday. May 26, 2016 City Administrator Bryan Bear talked about the Met Council Joint Water Utility Feasibility Study that was completed in December, 2015. This study reviews the potential to combine the municipal water systems of six cities: Centerville, Circle Pines, Columbus, Hugo, Lexington, and Lino Lakes. He informed Council that a meeting is scheduled with all six cities for Thursday, May 26, 2016 at 7 p.m. at Lino Lakes City Hall.
