MINUTES FOR THE JOINT
CITY COUNCIL AND PARKS COMMISSION WORKSHOP
THURSDAY, APRIL 28, 2016
Mayor Weidt called the meeting to order at 7:03 p.m.

The purpose of the meeting was to discuss improvements to Lions Park, and began by taking a
tour of the park. The group discussed the gateway into the park, pavilion, garage, Lions
building, tennis courts, skate park, and the additional land received to the west through park
dedication.
Discussion continued in the Oneka Room, and Parks Planner Shayla Syverson provided
background on the Lions Park Master Plan.
Community Development Director Bryan Bear talked about the future development of the land
to the east, stating that it needed to be taken into consideration when planning because the
developer will incur some of the costs associated with future roads, ponds, and irrigation, so
timing was important.
Finance director Ron Otkin presented a financing plan. Assuming it is constructed as soon as
possible, all park and street construction funds, normally used for road projects, would be used,
and a$5 million tax abatement bond would need to be issued. This would push any future road
projects out to the year 2020.
There was a desire among all to create a park that meets the needs of the entire community;
however, they did not want to put the City at risk. Consensus was made to request approval by
the Council for a feasibility study to be done.
The meeting adjourned at 9:17 p.m.
