HomeMy WebLinkAbout2016.05.02 CC Minutes MINUTES FOR HUGO CITY COUNCIL MEETING ON MAY 29 2016 Call to Order Mayor Weidt called the meeting to order at 7:01 p.m. PRESENT: Haas, Klein, Miron, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Engineer Jay Kennedy, City Attorney Dave Snyder, and City Clerk Michele Lindau Moment of Silence for Viola Maslowski Mayor Weidt called for a moment of silence for Historical Commissioner Viola Maslowski who passed away on April 29, 2016. Vi was a lifelong resident of Hugo, and served on the Commission for the past 13 years. She was 94 years old. Approval of Minutes for the April 14, 2016 Local Board of Adiustments and Equalization Klein made motion, Miron seconded, to approve the minutes for the Local Board of Adjustments and Equalization on April 14, 2016 as presented. All Ayes. Motion carried. Approval of Minutes for the April 15, 2016 Park Dental Groundbreaking Miron made motion, Klein seconded, to approve the minutes for the Park Dental groundbreaking ceremony on April 15, 2016 as presented. All Ayes. Motion carried. Approval of Minutes for the April 18, 2016 City Council Meeting Petryk made motion, Klein seconded, to approve the minutes for the City Council meeting on April 18, 2016 as presented. All Ayes. Motion carried. Approval of Minutes for the April 19, 2016 Parks Commission Interviews Klein made motion, Petryk seconded, to approve the minutes for the Parks Commission interviews on April 19, 2016 as presented. All Ayes. Motion carried. Hugo City Council Meeting Minutes for May 2, 2016 Page 2 of 7 Approval of Minutes for the April 21, 2016 Metro Cities Annual Meeting Klein made motion, Miron seconded, to approve the minutes for the Metro Cities annual meeting on April 21, 2016 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as presented. All Ayes. Motion carried. Donation to the YRN and Blue Star Moms —Bayport Gambling Manager Marion Zimney Gambling Manager Marion Zimney and the Commander of the Bayport American Legion Post 491 presented a check for $3,000 each to the YRN and the Blue Star Moms. The Legion conducts gambling at Sal's Grill. Members of the YRN and Blue Star Moms assist the legion in conducting Bingo and meat raffles at Sal's. The Council and Mayor thanked the Bayport Legion for supporting Hugo. Carnelian-Marine-St. Croix Watershed District Board Members Thomas Polasik, Kristen Tuenge and David DeVault Board Managers Thomas Polasik, Stillwater Township; Kristen Tuenge, Scandia; and David DeVault, May Township, were in attendance to meet the Council and answer questions about the Carnelian-Marine-St. Croix Watershed District. All three, whose terms were expiring on June 21, 2016, were seeking reappointment to the board. Each shared background information on themselves and talked about their priorities, which included removal of phosphorous and aquatic species from waterways. The board was also involved with cost share programs with residents for prairie restoration, rain gardens, and other projects. The Board meets twice a month with the major meeting being held on the second Wednesday. Meetings take place at the Scandia Community Center at 6:30 p.m. The Council thanked them for the work they do and for coming to the meeting. No formal action was taken. Park, Recreation, and Open Space Commission 2015 Annual Report Annually, a report is prepared with information on the year's activities of the Parks, Recreation, and Open Space Commission. Parks Planner Shayla Denaway presented the 2015 Annual Report to Council. Included was information on the 2015 park dedication, Lions Park, trail connections, and senior recreational needs. The Parks Commission will be reviewing the parks and trails plans as part of the Comprehensive Plan update. Annroval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Parks Planner Shayla Denaway On May 11, 2009, the City Council approved the hiring of Shayla Denaway as the Economic Development/Parks Intern, and on May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Adoption of the Consent Agenda approved the annual performance review for Parks Planner Shayla Denaway. Approve Application for Water Surface Use Permit for David Strub on Sunset Lake On behalf of residents living on Sunset Lake, resident David Strub had made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake. Washington County Sheriff's Department has provided the application form that has been completed by David Strub. Adoption of the Consent Agenda approved the application for a water surface use permit for a water skiing course on Sunset Lake. Hugo City Council Meeting Minutes for May 2, 2016 Page 4 of 7 Approve Application for Water Surface Use Permit for Mike Ball on Round Lake On behalf of residents living on Round Lake, resident Mike Ball had made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake and put a water ski jump on the lake. Washington County Sheriffs Department has provided the application form that has been completed by Mike Ball. Adoption of the Consent Agenda approved the application for a water surface use permit for a water skiing course on Round Lake. Approve Renewal of 2 a.m. Liquor License for Blue Heron Grill, Inc. Blue Heron Grill, Inc., 14725 Victor Hugo Boulevard, had applied for renewal of its 2:00 a.m. closing time license. City staff had reviewed the application and found it to be satisfactorily complete. Adoption of the Consent Agenda approved the renewal of the 2:00 a.m. closing time for the Blue Heron Grill. Approve Amendment to Personnel Policy Regarding Fire Department Probationary Period Fire Chief Kevin Colvard and Deputy Fire Chief Jim Compton Jr had recommended changes to the Personnel Policy on the probation period and inclusion of language regarding training bonuses. The revision permits the Fire Chief to reduce the 24-month probation period to a period not less than 12 months. It also allows for the payment of training bonuses after the probation period and completion of specific courses. Adoption of the Consent Agenda approved the amendments to the personnel policy. Approve Board of Trustees Request for Increase in Lump.-Sum Pension The Board of Trustees for the Hugo Firefighter's Relief Association formally requested City Council ratification of an increase of$100 per year of service in their lump-sum pension benefit. The Finance Department had reviewed this request and found it to be financially feasible and consistent with the Pension Fiscal Policy adopted in April, 2012. Adoption of the Consent Agenda approved to ratify the Board of Trustees request for a $100 increase in their lump-sum pension benefit. Approve Naming of McCollar Park in Fable Hills At their April 13, 2016 meeting, the Park, Recreation, and Open Space Commission had made a recommendation to name the new park in the Fable Hill neighborhood McCollar Park. The park property was acquired through park dedication and has been improved to include a park shelter, irrigated open space, and perimeter trees. Developer Len Pratt had recommended to the Parks Commission that the property be named in honor of the former property owner which provides not only a legacy but represents the historical character of the area. Adoption of the Consent Agenda approved the naming of the park in Fable Hill to McCollar Park. Hugo City Council Meeting Minutes for May 2, 2016 Page 5 of 7 Approve Purchase of Playground Equipment for McCollar Park At the City Council meeting of March 7, 2016, approval was given for the purchase of playground equipment for the new park in the Fable Hill neighborhood in an amount totaling $70,000. The total playground cost includes $50,000 from the Special Park Fund and a $20,000 donation from the Fable Hill Homeowners Association. At the Parks, Recreation, and Open Space Commission meeting of April 13, 2016, four vendors made proposals for the playground. The neighborhood was invited to participate and assisted in the selection of equipment to include structures for 2-5 year olds and 5-12 year olds, a Rev 8 spinning net, a play house, and adult fitness equipment. Adoption of the Consent Agenda approved the purchase and installation of Burke play equipment proposed by St. Croix Recreation. Approve Letter of Intent and Application for Met Council Stormwater Reuse Grant The Met Council has grant funds available to implement water reuse projects. The Rice Creek Watershed District will administer the grant funds on behalf of Met Council, and is currently soliciting projects for consideration. City staff had prepared a grant application related to the Waters Edge reuse system, along with a letter of intent, that need to be forwarded to RCWD in order to be considered for grant funding. Adoption of the Consent Agenda approved the enclosed application and letter of intent for submission to RCWD. Approve Appointment of Gina Duncanson as the Fire Marshal on the Hugo Fire Department Fire Chief Kevin Colvard had chosen Gina Duncanson to be appointed as the new fire marshal on the Hugo Fire Department. The position was recently held by Firefighter Colin Emans, who is now the training lieutenant. Adoption of the Consent Agenda approved the appointment of Gina Duncanson as the fire marshal effective May 1, 2016. Approve Appointment of Cathy Moore-Arcand to the Parks Commission On April 19, 2016 Council interviewed three applicants for the vacancy on the Parks Commission. This vacancy was created by the resignation of Cinde Morris. After discussion, Council concluded Cathy Arcand was best fit for the position. Adoption of the Consent Agenda approved the appointment of Cathy Moore-Arcand to fill the vacancy on the Parks Commission with a term to end on December 31, 2016. Beaver Ponds Water Reuse Project The City solicited bids for the Beaver Ponds water reuse project for irrigation of the park. Three bids were received and opened on April 21, 2106. City Engineer Jay Kennedy provided background information on the project and described how it connected to the existing irrigation system. Kennedy explained that neighbors had been concerned about draining the pond. Staff had met with them, and plans were adjusted to only draw down the water three feet before shutting off the pump. Three bids were received and opened on April 2, 2016 with Peterson Companies being the low bidder. Hugo City Council Meeting Minutes for May 2, 2016 Page 6 of 7 Klein made motion, Haas seconded, to award the bid to Peterson Companies in the amount of $172,500, with $50,000 to be paid through a grant received from the Met Council. All Ayes. Motion carried. Capitol Update—State Representative Matt Dean Representative Matt Dean was not on the agenda but was in the audience. Mayor Weidt invited him to come forward to provide an update. He explained there are three weeks left at the capitol, and the major bills are still on the table. The surplus has shrunk to 9 million, the senate bonding request is at 1.8 billion, and the governor's request is at 1.5 billion. Dean is the chair of the Health and Human Services Committee, and he and Representative Linda Runbeck strongly support Hugo's stormwater reuse bill and the railroad bill in the house, as well as the short line grant funds bill. Update on Senior Survey At its December 7, 2015 meeting, the Council agreed to contribute $ 3,000 to the White Bear Lake School District for a telephone survey conducted by Morris Leatherman Company. White Bear Lake Area Schools Community Services and Recreation Department initiated the study to gain a better understanding of the changing senior population. Of the 1079 households with residents over 60 years of age randomly selected to participate in the survey, 17% were Hugo residents. Parks Planner Shayla Denaway presented to Council the results of the survey, which were presented at a community forum in December, 2015 and January, 2016. Based on the results of the survey, several action teams have been meeting and working on different topics including transportation, housing, services, health care, and recreation. Staff found that, based on the survey, the senior population is generally happy with their quality of life. Update on Lions Park Workshop A joint meeting was held with the Council and the Parks Commission on April 28, 2016 to discuss phasing and funding for Lions Park improvements. City Administrator Bryan Bear provide an update to Council. At the meeting, participants generally agreed that a feasibility study needed to be done to evaluate roads, financing/funding, and phasing. It was also discussed whether to do the City's road C.I.P. or the feasibility study first. City Engineer Jay Kennedy stated that a study could be done for$17,000. Klein made motion, Miron seconded, to order a feasibility study on the cost and phasing of Lions Park in the amount of$17,000. All Ayes. Motion carried. Hugo City Council Meeting Minutes for May 2, 2016 Page 7 of 7 Update on the Yellow Ribbon Network Council Members Chuck Haas and Phil Klein updated the Council on recent activities of the Yellow Ribbon Network. Haas thanked Drytech for sponsoring Hamburger Night. The YRN is receiving more requests for army survivor assistance services to help Gold Star Families. The state chaplain has requested baskets for marriage retreats. The YRN will help staff a suicidal awareness event on September 1 lth. They also hosted an event for the 147th Health and Human Services Company by serving coffee and doughnuts. They will be assisting the 134th Brigade Support Battalion during their training and are working with Lino Lakes YRN in getting their 501C. Haas thanked City Attorney Dave Snyder for his help in that. They are still receiving requests for care packages and receiving Girl Scout Cookies. A MN National Guard solider moved into Hugo and requested help from a plumber and needed a fence installed. The company installed the fence for free and informed Haas they did a fundraiser every six months and will be doing one for the YRN. The Eaglebrook Church is hosting a volunteer community outreach event and, and the YRN will be sponsoring a table. Schedule Annual Performance Review for City Administrator Bryan Bear Bryan Bear has been employed with the City since May 3, 2004. Bryan served as the Community Development Director until being appointed the City Administrator on November, 7, 2011. Staff requested Council schedule the annual performance review for City Administrator Bryan Bear. Weidt made motion, Miron seconded, to schedule the annual performance review for June 13, 2016 at 7 p.m. All Ayes. Motion carried. Schedule Council Photo There is no photo of the current City Council. Staff recommended Council gather for an informal picture to be taken a few minutes before or after a scheduled Council meeting or schedule a date on which to take a professional photo. The Council agreed to meet before the meeting on June 13, 2016 for a picture. Adjournment Klein made motion, Miron seconded, to adjourn at 8:53 p.m. All Ayes. Motion carried.
