All Ayes. Motion carried. Approval of Minutes for the April 30, 2016 Kidz `n Biz Petryk made motion, Klein seconded, to approve the minutes for the Kidz `n Biz Festival on Saturday, April 30, 2015 as presented. All Ayes. Motion carried. Approval of Minutes for the May 2, 2016 City Council Meeting Klein made motion, Miron seconded, to approve the minutes for the City Council meeting held on Monday, May 2, 2016 as presented. All Ayes. Approval of Minutes for the May 10, 2016 147th Street/Oneka Lake Boulevard Open House Miron made motion, Klein seconded, to approve the minutes for the open house to discuss the 147"'Street/Oneka Lake Boulevard improvement project held on Tuesday, May 10, 2016 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Petryk seconded, to approve the agenda as amended to remove the presentation of the Library Strategic Plan and put on the June 20, 2016 meeting agenda. Hugo City Council Meeting Minutes for May 16, 2016 Page 2 of 8 Washington County Library Strategic Plan—Director Keith Ryskoski and Commissioner Fran Miron Washington County Library Director Keith Ryskoski and Washington County Commissioner Fran Miron were scheduled to present the Washington County Library Strategic Plan; however, it has been rescheduled to the Council meeting on Monday, June 20, 2016. Approval of the Consent Agenda Petryk made motion, Miron seconded, to approve the following Consent Agenda: 1. Approval of Claims 2. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented Approve Annual Performance Review for Public Works Worker Rick Kieffer Rick Kieffer was re-hired by the City of Hugo on May 31, 2005 returning after a short period of time in the private sector. Over the past eleven years, Rick has worked under the direction of Public Works Director Scott Anderson. Adoption of the Consent Agenda approved the Annual Performance Review for Public Works Worker Rick Kieffer. Approve Special Event Permit for Forest Lake Wavemakers Color Run Forest Lake Wavemakers had applied for a Special Event Permit for approval of a 5K Color Run on Saturday, June 4, 2016 to be held at Woodloch Stables. This required a Special Event Permit approved by Council because the event is expected to draw between 300-500 participants. Staff Hugo City Council Meeting Minutes for May 16, 2016 Page 3 of 8 had worked with the applicant on the details and had been in contact with Woodloch Stables, who indicated they are very well prepared for this event. Adoption of the Consent Agenda approved the Special Event Permit for the Forest Lake Wavermakers Color Run on Saturday, June 4, 2016 Approve Special Event Permit for MS150 Bike Ride on Sunday,June 12, 2016 The National MS Society had applied for a Special Event permit for their 150-mile bike ride from Duluth to the Twin Cities, held each year in June. The event is a fundraiser with proceeds going to finding a cure for Multiple Sclerosis. As in past years, riders will be heading south through Hugo on Sunday, June 12, 2016. Event organizers worked with MnDot for the use of the shoulder on TH61 and with Washington County and for the use of the Hardwood Creek Trail for this event. The City also received a copy of the certificate of insurance naming Hugo as additionally insured. Adoption of the Consent Agenda approved the use of the Hardwood Creek Trail for the MS 150 Bike Ride. Approve Resolutions Approving Preliminary Plat and PUD for Victor Gardens North Village 7"' Addition Kettler Construction, Inc. had requested approval of a PUD amendment and a preliminary plat for 33 townhome units (27 detached units and 6 attached units) on the 8.51 acre property. The applicant proposed the modification in order to develop a different style of townhome than was previously approved. The change resulted in a reduction in the number of homes on this site from 64 units to 33 units. At its April 28, 2016 meeting, the Planning Commission considered and held a public hearing on the request. The Planning Commission unanimously recommended approval of the draft resolutions approving the PUD amendment and preliminary plat, subject to the conditions listed in the resolutions. Adoption of the Consent Agenda approved RESOLUTION 2016-8 APPROVING A PUD AMENDMENT FOR KETTLER CONSTRUCTION, INC. FOR"VICTOR GARDENS NORTH VILLAGE 7TH ADDITION" ON PROPERTY LOCATED NORTH OF ROSEMARY WAY AND EAST OF ELMCREST AVENUE NORTH, and RESOLUTION 2016-9 APPROVING PRELIMINARY PLAT FOR KETTLER CONSTRUCTION, INC. FOR"VICTOR GARDENS NORTH VILLAGE 7TH ADDITION" ON PROPERTY LOCATED NORTH OF ROSEMARY WAY AND EAST OF ELMCREST AVENUE NORTH. Approve Resolutions Approving Final Plat, Development Agreement for Clearwater Cove and 2"1 Addition D.R. Horton had requested approval of a final plat in order to plat 27 residential lots on a 7 acre parcel located south of Frenchman Road (CSAR 8) and east of Everton Avenue North. The site was a vacant outlot. The final plat will plat 27 lots from the approved Clearwater Cove preliminary plat. There were no changes to the lots from the preliminary plat. The lots met the minimum lot standards and requirements outlined in the regulations for the Clearwater Cove PUD. Adoption of the Consent Agenda approved RESOLUTION 2016-10 APPROVING A FINAL PLAT AND DEVLEOPMENT AGREEMENT FOR D.R. HORTON, INC.— MINNESOTA FOR CLEARWATER COVE 2nd ADDITION. Hugo City Council Meeting Minutes for May 16, 2016 Page 4 of 8 Approve the Stormwater Reuse Agreement for Clearwater Cove As part of the Clearwater Cove development, the developer was installing a storm-water reuse system to irrigate the residential lots, public park, and landscaping along Oneka Parkway. They will also using the reuse system to meet the required infiltration requirements for the development. Adoption of the Consent Agenda approved the stormwater reuse agreement for the Clearwater Cove Development. Approve Resolution Cancelling Tax Increment Development Agreement with Schwieters Properties,LLP The City had received a request from Schwieters Properties to cancel the tax increment financing development agreement for Lot 2, Block 1, Schwieters Millwork Subdivision (13 825 Fenway Boulevard). This agreement required them to build a 45,000 sq. ft. building on the property and agree to a 15-year minimum assessed value in exchange for purchasing the property from the City for no money down. To the best of the City's knowledge, they have performed all of the requirements contained in the development agreement and have repaid the business subsidy granted by the City. Adoption of the Consent Agenda approved RESOLUTION 2016-11 CANCELLING TIF DEVELOPMENT AGREEMENT. Approval of Lawful Gambling Exempt Permit for Devo Benefit on Sunday,July 17, 2016 at the American Legion I The Hugo American Legion Auxiliary Post 620 had requested a lawful gambling exempt permit to conduct raffles during the benefit for Angela Deyo on July 17, 2016 at the Hugo Legion. Angela was diagnosed with cancer in March 2015, and a benefit is being held to raise money to assist in paying medical bills. Angela lives in Lino Lakes with her husband and three kids. Adoption of the Consent Agenda approved the lawful gambling exempt permit for the Deyo benefit on July 17, 2016. Vacation of Drainage and Utility Easement—Clearwater Cove Outlot G D.R. Horton requested a vacation of the existing drainage and utility easement located over Outlot G, Clearwater Cove. Planner Rachel Juba explained where the property was located, stating the outlot will be used for the development of Clearwater Cove 2nd Addition. New drainage and utility easements will be placed on the lots at the time the final plat is recorded. She stated that staff is comfortable with the applicant's requests to vacate the drainage and utility easements. Mayor Weidt opened the public hearing. After hearing no comments,he closed the public hearing. Klein made motion, Miron seconded, to approve the notice to vacate the drainage and utility easement located over Outlot G, Clearwater Cove. All Ayes. Motion carried. Hugo City Council Meeting Minutes for May 16, 2016 Page 5 of 8 Update on 147th/Oneka Lake Boulevard Neighborhood Open House An Open House was held on Tuesday, May 10, 2016 to allow residents to view the plans for improvements to 147th Street and Oneka Lake Boulevard between Foxhill Avenue North and Goodview Avenue North. City Engineer Jay Kennedy provided an update of the meeting stating comments had been made relating to the speed of traffic and the crosswalk. There was were also discussions about the trail and school bus pickup/drop off locations. Kennedy stated attendees were generally positive and interested in moving forward. Approve Resolution for Approving Plans and Advertising for Bids for 147th/Oneka Lake Boulevard At the March 7, 2016 Council meeting, a public hearing was held on the 147th/Oneka Lake Boulevard proposed street improvements after which the Council ordered the preparation of plans and specifications for the project. The plans were prepared and shared with the affected property owners at an open house held on May 10, 2016. City Engineer Jay Kennedy explained the next step was for the Council to approve the plans and authorize the advertisement for bids for the project. Weidt made motion, Klein seconded, to approve RESOLUTION 2016-12 APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE 147TH STREET AND ONEKA LAKE BOULEVARD STREET AND TRAIL IMPROVEMENT PROJECT. Ayes: Miron, Klein, Petryk, Weidt Nays: None Motion carried. Approve Resolution Designating No Parking on 147th Street and Oneka Lake Boulevard The improvements for 147 Street North/Oneka Lake Boulevard improvement project will not provide for adequate parking on both sides of the street east of Foxhill Avenue North and west of Goodview Avenue North. City Engineer Jay Kennedy explained that approval of the proposed construction as a State Aid street project is conditioned on a restriction in parking. It was recommended that Council approve the resolution designating no parking on 147th Street and Oneka Lake Boulevard between Foxhill Avenue North to Goodview Avenue North. Klein made motion, Miron seconded,RESOLUTION 2016-13 FOR PARKING RESTRICTIONS ON STATE AID PROJECT NO. 224-104-003 ON 147TH STREET AND ONEKA LAKE BOULEVARD FROM FOXHILL AVENUE NORTH TO GOODVIEW AVENUE NORTH. All Ayes. Motion carried. Update on Solar Subscription Agreement Community Development Assistant Rachel Leitz provided a recap of the April 4, 2016 meeting, i Hugo City Council Meeting Minutes for May 16, 2016 Page 6of8 where Leitz spoke to the Council about a solar subscription RFP through the Met Council that the City joined in 2015. She stated that the City had been paired with Geronimo Energy and given the opportunity to subscribe to a solar garden. In return, the City would receive a bill credit on its energy bill. The Council had questions regarding the contract and other background information on the company. Staff had provided the Council with supplemental information on the solar subscription, including the contract, and asked Council for feedback on whether the City should continue to move forward and subscribe to the garden. Leitz explained that the solar subscription was for just the Met Council RFP lottery results, 38%of total use, but the City could negotiate a subscription for another solar farm that Geronimo is proposing for up to 100%. Any contract would need to be evaluated further by the City Attorney if the response is to continue through the process. Petryk said she could see no negative side of solar energy. She noted the infrastructure would be in Scandia. Leitz added that the site was an old gravel pit and the solar farm in that location is being accepted by the City and residents of Scandia. Miron asked if we would just go back to the regular rate if solar was no longer available. Leitz confirmed that was correct. Klein stated he could see no reason to not move forward and wondered if there was a way to offer solar to the rest of the City. Leitz responded that the solar companies look to get 75% from large organizations then will offer it to other parties. Weidt stated he was comfortable with the RFP results to use solar energy for 38% of the City's total use. Weidt made motion, Petryk seconded to direct staff to move forward with contract negotiations with Geronimo. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Member Phil Klein updated Council on the City of Hugo's Yellow Ribbon Network activities. The YRN will provide funds and volunteers for a family day luncheon. They supported a Hugo sailor and family during a deployment to Afghanistan along with Stillwater Motors, who provided them Twins tickets. The YRN was able to locate a Doula for a military wife while her husband is deployed. A Hugo family is looking for child care for the summer. Marilyn Stromberg and Barb Connelly purchased items for marriage retreat baskets, and Dunn Brothers donated coffee. The YRN provided postage to mail pillows. Refreshments were provide at a family day event. Funds were spent on hotel and transportation for a wife whose husband was having surgery and the daughter is deployed. Washington County Sheriff's Department donated wish list items for soldiers in Kuwait. The YRN is supporting Military kids to attend National Guard Camp this summer. Planning has begun for the 15th Welcome Home Pheasant Hunt. Hugo City Council Meeting Minutes for May 16, 2016 Page 7 of 8 Micra Manufacturing Open House on Thursday, May 19, 2016 City Administrator Bryan Bear informed Council that Micra Manufacturing will hold an open House on Thursday, May 19, 2016 from 2-6 p.m. It has been posted but not officially scheduled as a meeting. Micra is located at 15587 Forest Boulevard North. Miron made motion, Klein seconded, to schedule the Micra Manufacturing Open House as a meeting of the City Council on Thursday, May 19, 2016. All Ayes. Motion carried. Six Cities Meeting on Thursday, May 26, 2016 City Administrator Bryan Bear reminded Council of the Six Cities meeting scheduled for Thursday, May 26, 2016 at 7 p.m. at Lino Lakes City Hall. The purpose of the meeting was to discuss the Met Council's Joint Water Utility Feasibility Study that was completed in December, 2015. This study reviews the potential to combine the municipal water systems of six cities: Centerville, Circle Pines, Columbus, Hugo, Lexington, and Lino Lakes. Schedule Northeast Metro Water Summit The last NE Metro Water Summit was held on February 18, 2016. City Administrator Bryan Bear requested Council schedule a date to hold the next Water Summit to include a barbeque. Weidt made motion, Miron seconded, to schedule the NE Metro Water Summit for Thursday, June 23, 2016 at 7 p.m. with a barbeque prior to the meeting. All Ayes. Motion carried. Schedule Roadway CIP Workshop City Administrator Bryan Bear requested Council select a date to hold a workshop to discuss the City's roadway CIP. It was suggested to schedule this at some time during the last two weeks in June. Weidt made motion, Klein seconded to schedule the road CIP workshop for Monday, June 27, 2016 at 7 p.m. All Ayes.
