Call to Order
Mayor Weidt called the meeting to order at 7:05 p.m.

Approval of Minutes for the May 16, 2016 City Council Meeting
Klein made motion, Miron seconded, to approve the minutes for the City Council meeting on
May 16, 2016 as presented.
All Ayes. Motion carried.
Approval of Minutes for the May 19, 2016 Micra Manufacturing Open House
Petryk made motion, Miron seconded, to approve the minutes for the Micra Manufacturing Opcn
House held on May 19, 2016 as presented.
All Ayes. Motion carried.
Approval of Minutes for the May 25, 2016 Growing Generations Ground Breaking
Miron made motion, Petryk seconded, to approve the minutes for Growing Generations Ground
Breaking Ceremony on May 25, 2016 as presented.

Approval of Minutes for the May 26, 2016 Six Cities Meeting
Klein made motion, Petryk seconded, to approve the minutes for the Six Cities meeting held on
May 26, 2016 as presented.

Lions Club Culpepper Merriweather Circus on July 23 and 24, 2016 at Lions Park-Lions
Member Pete Pedersen
The Hugo Lions Club will be joined by the Centerville Lions Club in sponsoring the Culpepper
Merriweather Circus on Saturday, July 23rd and Sunday, July 24th. The City will be provided a
copy of the Certificate of Insurance naming the City of Hugo as additionally insured. Lions
Member Pete Pedersen was at this meeting to invite the community to the event and request the
City waive the $75 Special Event Permit.
Pedersen explained that the circus is based in Hugo, Oklahoma and the City of Hugo is fortunate
to have them for two days. The circus has a telesales organization who calls on local business to
sell tickets. Businesses are asked to return tickets not used, and the Lions give them to the
Northeast Residence. Profits go to the Lion's scholarship fund. Tickets can be purchased at
Sagers Liquor, Holiday Station, and at Wiseguys in Centerville. Advanced sales tickets cost $10
for adults, $7 for children.
Weidt made motion, Klein seconded, to waive the $75 permit fee for the Culpepper
Merriweather Circus on July 23 and 24, 2016.

Approve Annual Performance Review for Utility Billing Clerk Jodie Guareschi
Since June 17, 2002, Jodie has worked as the City's Utility Billing Clerk in the Finance
Department. Jodie also works as a member of the Hugo Fire Department as a firefighter/EMS
responder. Adoption of the Consent Agenda approved the annual performance review for Utility
Billing Clerk Jodie Guareschi.
Approve Annual Performance Review for Public Works Worker Tom Smith
Tom Smith was hired by the City of Hugo on June 26, 2000. Tom has worked the past 16 years
on the Public Works Department team. Adoption of the Consent Agenda approved the annual
performance review for Public Works Worker Tom Smith.
Approve Application for Off-Site Gambling by Hugo American Legion for Good Neighbor
Days Bingo
The Hugo American Legion Post 620 had applied for a permit to conduct off-site gambling
during the Hugo Good Neighbor Days event. The Lions will be conducting bingo in Lions Park
on June 11 and 12. Adoption of the Consent Agenda approved the application for the Hugo
American Legion to conduct off-site gambling during Good Neighbor Days.
Approve Pyrotechnics Permit for Good Neighbor Days Firework Display on Saturday,
June 11, 2016
Northern Lighter Pyrotechnics had applied for an outdoor public fireworks display permit to
provide fireworks on Saturday, June 11, 2016 during the Good Neighbor Days festival in
celebration of their 40th year. The Lions had an agreement with St. John's Church to use the
cemetery property to discharge the fireworks. Adoption of the Consent Agenda approved the
permit for Northern Lighter Pyrotechnics for an outdoor public fireworks display on June 11,
2016.
Approve Special Event Permit for Tough Mudder Event on July 16-17, 2016
Tough Mudder had submitted an application for a Special Event Permit to hold a two day event
at Wild Wings Game Farm on July 16th and 17th. Tough Mudder is a for profit company located
in Brooklyn, New York, who holds approximately 50 events throughout the United States,
Canada, United Kingdom, and Australia. This required a Special Event Permit approved by
Council because there will be approximately 12,000 attendees over the weekend, impacts to
public streets, use of an amplified sound system, and alcohol served. Adoption of the Consent
Agenda approved the event subject to the conditions listed as part of the permit.
Victor Garden North Village 7"' Addition Final Plat.
Kettler Construction, Inc. applied for approval of a final plat in order to plat 33 townhome lots
on the 8.51 acre parcel located north of Rosemary Way and east of Elmcrest Avenue. The City

Council approved the PUD amendment and preliminary plat for Victor Gardens North Village 7th
Addition at its May 16, 2016, meeting. The final plat will plat all 33 townhome lots from the
Victor Gardens North Village 7th Addition preliminary plat. There were no changes to the lots
from the preliminary plat. Adoption of the Consent Agenda approved RESOLUTION 2016-14
APPROVING FINAL PLAT AND DEVELOPMENT AGREEMENT FOR VICTOR
GARDENS NORTH VILLAGE 7TH ADDITION ON PROPERTY LOCATED NORTH OF
ROSEMARY WAY AND EAST OF ELMCREST AVENUE NORTH, subject to the City
Attorney's review and approval.
Approve Separation of Employment for Zaheer Khan from the Hugo Fire Department
Fire Chief Kevin Colvard had received an email from Zaheer Khan about his resignation from
the Hugo Fire Department for personal reasons. Adoption of the Consent Agenda approved the
separation of employment of Zaheer Khan from the Hugo Fire Department.
Update on Six Cities Meeting on May 26, 2016
City Administrator Bryan Bear provided an update on the Six Cities meeting that was held on
Thursday, May 26, 2016 at 7 p.m. at Lino Lakes City Hall. The purpose of the meeting was to
discuss the Met Council's Joint Water Utility Feasibility Study that was completed in December,
2015. This study reviewed the potential to combine the municipal water systems of six cities:
Centerville, Circle Pines, Columbus, Hugo, Lexington, and Lino Lakes. At the meeting, the Met
Council presented information on the benefits that could be realized by combining the water
systems of all six cities. There was discussion among attendees regarding cities not having
control over their individual water systems, and there seemed to be little desire to move forward.
The Council discussed the merits of the plan and agreed there was a disconnect of all cities. The
study provided good information to be considered when the updating of the Comprehensive Plan
and planning future development. It was also noted that saving surface water was not considered
in the feasibility study, and things had changed since the ideas first came about. It was important
to have the study done and unfortunate all cities could not work together.
Bryan stated he would like to continue discussions with staff and the City of Lino Lakes, who
have the opportunity to combine systems with Hugo through future development.
No formal action was taken.
Update on Beautification Subcommittee
Community Development Assistant Rachel Leitz provided background information on the
Beautification Subcommittee that was formed last year with a representative from each
commission. The group had been working on a variety of projects with the goal to beautify the
City. Projects included improvements to the monument sign in Victor Gardens and banners to
replace the ones on CSAH 8, which include a modernized logo. Future discussions will include
downtown gateway elements, entry monuments, beautification of the TH61 corridor, and
landscape elements in the TH61/170th Street roundabout.

Council discussed the new banner design and agreed with Council Member Haas to include a
banner showing Hugo as a Yellow Ribbon City. If the Council wanted to move forward on other
ideas of the Beautification Subcommittee, it could be discussed at the midyear budget review.
Klein made motion, Haas seconded, move forward in purchasing new banners as well as
incorporating Yellow Ribbon Network banners into it.

Yellow Ribbon Network Update
Council Member Chuck Haas and Phil Klein reported to council on recent activities of Hugo's
Yellow Ribbon Network. District Four Judge Greg Galler, Attorney Pete Orput and others put
on a mock veterans court, and Haas thanked Judge Galler for his volunteer time. WSB
employees received the Patriot Award. This day was the 72°d anniversary of D-Day, and Haas
thanked all veterans. Northland Fence is hosting a movie night fundraiser for YRN. The YRN
supported a request from an army widow to help pay for homeowner's insurance. The Hugo
Lions have chosen the YRN as beneficiary of their golf fundraiser on August 14th. Xcel Energy
was sponsor of the last month's Hamburger Night, and Mark Schowpe, Keller Williams Realty,
will be next month's sponsor. A certificate of appreciation was received from the 682 Engineer
Battalion. Haas talked about his trip to Kuwait where 150 military members were served steak
dinner.
Council Photo and City Administrator Performance Review on Tuesday, June 13, 2016
City Administrator Bryan Bear reminded the Council that a meeting was scheduled for Tuesday,
June 13, 2016 at 6:30 p.m. for the Council photo shoot and the annual performance review of the
City Administrator.
Reschedule July 4, 2016 Meeting to July 5, 2016 Due to Independence Day Holiday
City Administrator Bryan Bear recommended Council reschedule their first regular Council
meeting in July to Tuesday, July 5, 2016 due to the Independence Day Holiday on Monday, July
4, 2016.
Weidt made motion, Klein seconded, to reschedule the July 4 meeting to July 5, 2016.

U.S. Bicycle Route 41 Open House on Thursday,June 9, 2016
City Administrator Bryan Bear informed Council that MnDOT is developing a new bicycle
route, U.S. Bicycle Route 41, which will connect Hugo to St. Paul and Grand Portage State Park
at the Canadian border. An open house will be held on Thursday, June 9 from 4-6 p.m. at the
White Bear Lake Police and Fire Building, 4700 Miller Avenue, to learn more about the route
and provide input. This was posted as a potential quorum of the Council in case Council wished
to attend.

Good Nei!hbor Days June on 9-12, 2016 and Historical Commission Display on June 11-12,
2016
City Administrator Bryan Bear reminded the Council that the Hugo Lions Club will be holding
their annual Good Neighbor Days Festival on June 9-12 at Lions Park. The Historical
Commission had extended a special invitation to the Council to visit their display on Saturday,
June 11 from 1-5 p.m. and Sunday from 9 a.m. —5 p.m. in the Oneka Room at City Hall.
Forest Lake YMCA Open House on Saturday,June 18,2016
City Administrator Bryan Bear added this to the agenda to inform Council that the Forest Lake
YMCA will be holding an open House on Saturday, June 18, 2016 from 4-7 p.m.
Haas made motion, Miron seconded, to schedule a meeting to attend the Forest Lake YMCA
Open House on Saturday, June 18, 2016.
Reschedule the Northeast Metro Water Summit
City Administrator Bryan Bear added this to the agenda to request Council reschedule the
Northeast Metro Water Summit to be held on Thursday, June 23, 2016 due to conflicts in
schedules.
Klein made motion, Miron seconded to reschedule the water summit for July 14, 2016 at 6:30
p.m.
