HomeMy WebLinkAbout2016.06.08 Park Minutes Minutes Par<s, Recreation, anc Open Space Commission Meeting of June 8, 2016 Hugo City Hall, 7:00 pm Call to Order Present: Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson,Tom Windisch Absent: John Pontrelli Staff Present: Shayla Denaway, Parks Planner, Debi Close Parks Secretary Windisch called the meeting to order at 7:03 pm. Shayla Denaway introduced Cathy Moore-Arcand as the new Parks Commission member. She read the oath of office statement and all commission members welcomed her to the committee. 1. Approval of Minutes from May Meeting Strub made a motion,Tennyson seconded to approve the minutes of the May 11, 2016 Parks Commission meeting as presented. Ayes. Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson. Windisch abstained. Motion carried. 2. Bernin Property I_eare Parks Planner, Shayla Denaway introduced Bruce Bernin who owned the property at 6540 Greene Ave North. The City purchased the property in 2002 with a lease to allow them to continue living on the property. Bruce Bernin addressed the commission with regards to renewing the lease for an additional 10 years. Bernin thanked Hugo Public Works for their assistance on the property and shared about how he is continually culturing the trees and providing maintenance to the future park property. Windisch made a motion,Strub seconded to approve the lease agreement with Bruce and Virginia Bernin at 6540 Green Avenue for an additional 10 year term for an extension through June 1, 2022. All Aye. Motion Carried. 3. I crest La<e YMCA Ranelle Tennyson gave an update from the YMCA Forest Lake Board. The open house will be on June 18, 2016. An invitation was sent to the Parks Commission and the public to see and use the facilities at the open house. The building has community rooms available for rent, cardio equipment,weight equipment, gymnasium, aerobic classes,fit classes, kid programing and of course swimming. The outdoor splash pad will be open to all public. Parks Planner, Shayla Denaway continued the review of the Parks,Trails, and Open Space Plan in anticipation of the 2040 Comprehensive Plan updates. The discussion included: existing parks,future open space plan, neighborhood park guidelines,grenways, past assessments/studies/standards, and the park classifications. Windisch requested staff to distinguish individual pieces of the plan for the monthly meetings to help determine changes on a smaller level. uthe r_ Recent youth activity on the City owned lot on Goodview Avenue has generated calls to the Sheriff's Department and complaints from an adjacent property owner dealing with loitering, unwanted debris, and some confrontations. Parks Commission members requested City staff to look into options with the City Attorney to help deter the activities. 6. Adjournment Windisch made a motion,Schmid seconded to adjourn the meeting at 9:03 pm. All Ayes. Motion carried.
