HomeMy WebLinkAbout2016.10.12 Park Minutes Minutes Par<s, Recreation, and Open Space Commissicn Meeting of October 12, 2016 Hugo City Hall, 7:00 pm Call to Order Present: Cathy Moore-Arcand, Nicole Schmid, Dave Strub, Ranelle Tennyson,Tom Windisch Absent: John Pontrelli, Mat Rauschendorfer Staff Present: Scott Anderson, Public Works Director, Shayla Denaway, Parks Planner, Debi Close Parks Secretary Windisch called the meeting to order at 7:03 pm. Strub made a motion, Moore-Arcand seconded to approve the minutes of the August 10th, 2016 Parks Commission meeting as presented. All Aye. Motion carried. The annual bus tour was held on Saturday October 15Y. Parks Commission Members who attended all agreed it was helpful seeing the new residential and commercial development. There was a good discussion on the street improvement projects, parks, and funding. Shayla Denaway, Parks Planner reviewed recreation programs that were held in 2016 including Movie Nights, Tech Tac Toe, Kidz N Biz, Park Play Days,Tour De Hugo and Fall Movie Night. An update was also given on partnerships with Washington County Library,the White Bear Lake Area Schools, CLASS, and others. Windish wanted to remind Park Commissioners of the City's contribution to the Oneka Elementary Gym to help with construction and to give opportunity to use the gym space for City programs/events. Additional expenses spent in 2016 included: purchasing a new bounce castle, contributing$1,500 to the Forest Lake YMCA. Parks Planner,Shayla Denaway updated Hardwood Creek Trail improvements. Washington County is installing two kiosks along the trail in Hugo. They are located at City Hall and CR 4. Each will have a large informational sign and benches. They are also replacing all of the wayfinding and traffic signage along the entire trail corridor. Parks Planner,Shayla Denaway updated on the discussion of the Goodview Avenue property at the City Council meeting of September 5th, 2016. City Council members were not supportive of selling or vacating the property but agreed with the Parks Commission that input should be gathered from the public before a decision. City Staff was directed to schedule the next Parks Commission meeting of November 9th, 2016 as a neighborhood meeting to discuss the Goodview Avenue Property and to invite a wide reach of residents to give their input. Shayla Denaway, Parks Planner updated on the Comprehensive plan. Staff is working with consultants to determine options for a scope and timeline. A grant was submitted to the Metropolitan Council for financial assistance. More information will be given at a future meeting on the budget and planning timeline. It is anticipated that a public meeting to kick-off the process will be held after the start of 2017. Strub asked City Staff for any update or activity status on the recreation car track at Irish Avenue Park. Scott Anderson, Public Works Directed informed of usage was minimal,that weeds are growing on the track, and that there have been no complaints received about it. Windisch informed the Parks Commission member that he will be resigning from the Parks Commission and this would be his last meeting. All Park Commission members thanked him for his years of service and gave him a certificate of appreciation for his leadership and dedication. 9 Adjournment Windisch made a motion, Schmid seconded to adjourn the meeting at 8:14 pm. All Ayes. Motion carried.
