Community Mobilization — I have seen people of all walks of life exploring all corners of the community. I am happy to see people rediscovering parks and trails or notcing a part of the City for the first time. Especially in the summertime it is very enjoyable to see everyone outside, strolling among the com- munity. Just remember to look up from your phone while you're walking! Community Engagement — Police officers are in- teracting with the City's youth and kids are making new friends. The reason? Pokemon. Whether it's informing one another of the latest catch or the nearest Pokestop, people are working together. The concentrated influx of Pokemon players in one place may seem strange, but the opportunity to collaborate and communicate with others in the public creates bonds that develop a strong City. What impact do you think it has on our community? Using City Amenities — Pokemon Go changes the way the citizens see and use the community. Almost all of our City parks have Pokestops, which creates a large increase in utilization of our parks and trails. Whole families are enjoying longer and more frequent visits, which is exactly what the parks are intended for! The large increase in use of the City's hubs are seen across the board. Whether there's a Pikachu in Lions Park or a Squirtle at the Post Office, I love seeing the residents of Hugo out exploring the numerous amenities the City has to offer. Water Conservation Tips 6 Awareness of the Future — In my childhood, there were never any smart phones or Pokemon to catch. Initially, the concept seemed confusing and foolish — why do kids need a game to get outside and Updates from the Fire Chief 7 enjoy themselves? That question may never be fully answered, but the Pokemon trend is a statement to Sheriff's Office Update 7 the growth and necessity of technology and the impacts it can have on a community. Pokemon Go provides a look into the future and the way residents can interact with the City around Movie Night in the Park 8 them. Although the Pokemon Go craze may pass, I think the residents of Hugo will discover some new favorite spots along their journeys. I hope they continue to utilize all that Hugo has to offer and maintain their new friendships long after the Pokemon are gone. A Word From * Public Works ESP Winter Parking Ordinance Beginning November 1 and extending through March 31, parking is prohibited on all City streets from 2:00 am to 7:00 am. Also, if we receive two inches or more of snow an other time during the year, parking is prohibited at 6 Y 9 Y p g k ' those times. This is to allow the Public Works Department to clear the snow from the roadways in a safe and �. efficient manner. Snow Removal The City of Hugo would like to remind everyone that it is �./. against the law to deposit snow on or next to a public street. 4; Minnesota State Statute 160.27 prohibits plowing, shoveling, "m blowing or otherwise placing snow onto any public road right-of-way, and doing so is punishable by a misdemeanor. ek/;fir Snow which is moved to the public right-of-way can create lx� hazardous situations, including slippery areas, frozen ridges, bumps, sight obstructions and drainage problems. Property owners are liable should an accident occur as a result of improper snow placement. Also, residents should check their mail boxes to ensure *tiy' they are sturdy and in good condition. Mailboxes that are damaged by snow, and not actual plow contact, will not be repaired by the City of Hugo. Garbage cans should be outside the edge of the roadway and inside your driveway opening. Cans should not be placed on any part of the roadway surface. Housing Update Fall Clean -Up Day Fall Clean -Up Day will be held on Saturday, October 8, 2016 at Hugo Public Works from 8 am to noon. This event will only be for City of Hugo residents and a photo ID will be required to verify residency in Hugo. Household hazardous waste drop off is open to all Washington County residents. Hazardous materials and electronics will be accepted free -of -charge from households only (no businesses). This event offers a great opportunity to do a last minute clean-up of your property before winter hits! Questions? Call Hugo City Hall at 651-762-6300. Compost Site The compost site is located on the south side of 170th St. N. approximately 1/2 mile west of Highway 61. The site is open for Hugo residents on Wednesdays from 4:00 pm to 8:00 pm (or dusk) and Saturdays from 10:00 am to 5:00 pm. This is a deposit site for grass clippings, leaves, and soft organic matter only. No brush, twigs, branches or woody materials accepted. The compost site will remain open as long as weather cooperates, or use of the site becomes minimal. Other Public Works News Street sweeping begins around October 1, 2016. Hydrant flushing begins around October 15, 2016. Clearwater Cove 2nd Addition D.R. Horton received approval in May 2016 to begin Clearwater Cove 2nd Addition This phase of the development will consist of 27 single family lots. Clearwater Cove 3rd Addition D.R. Horton received approval in August 2016 to begin Clearwater Cove 3rd Addition. This phase of the development will consist of 14 single family lots. Victor Gardens North Village 7th Addition Kettler Construction received approval of a residential project consisting of 33 townhome units. This project is expected to start this year. Lots Available Our residential statistics reflect that Hugo remains a desirable place to live in Minnesota. There are 130 single family lots and 137 multi -family lots available. The property is located just west of Kwik Trip and a second phase will include a 3,000 square foot addition. The business held a luncheon that allowed for networking amongst its guests. The City was represented at the groundbreaking and, with shovel in hand, Mayor Tom Weidt expressed the City's excitement for the growth of the business. The new location is planned to open this Fall/Winter. Item, �'f T� y� %IR Growing Generations Child Development Center Groundbreaking In May, Growing Generations received approval from the City Council for construction of a – child care center. The ground- breaking of the approximately 9,000 square foot building was W—fta held shortly after. The center includes indoor and outdoor active play areas. The property is located at 14689 Victor Hugo Boulevard and opened its doors on August 8, 2016. Photo Credit: Jessica Sharp, Director -" 1 IMPROVEMENT UPDATES Oneka Lake Boulevard As part of the City's C.I.P. for streets, the City removed pavement and installed storm sewer. This project started the week of July 18 with minor improvements to the utility infrastructure, followed by pavement removal and replacement. A trail will be installed along the north side of Oneka Lake Blvd., which will ultimately connect to Highway 61. This project is anticipated to be substantially completed by the middle of September. Oneka Parkway As part of the Clearwater Cove residential development project, Oneka Pkwy., south of Frenchman Rd. (CR 8) is being constructed. The road grading was completed at the end of July and bridge construction began at the beginning of August. This project is scheduled for completion by the middle of November. 6 I OUT AND VOTE! The General Election will be held on Tuesday, November 8, 2016. Polls are open from 7:00 am to 8:00 pm. Please refer to the map on the right if you are unsure where to vote. This map shows the boundary lines for Wards and Precincts, Legislative Districts, and School Districts. These correspond with which candidates will be on your ballot. NOTE: THE POLLING PLACE FOR WARD 3 — PRECINCT 3A HAS BEEN CHANGED from the Rice Lake Centre to Hugo City Hall. Visit the Secretary of State's website at http://myballotmn.sos.state.mn.us/ to see the candidates that will be on your ballot. Local Election - The City Council elections will be included on the General Ballot for the following offices: Mayor Council Member Ward 2 Council Member at Large Council members serve four-year terms, and the Mayor serves a two-year term. County Road 57 The City worked cooperatively with Washington County on this project. Both asphalt layers were laid by the end of July and driveway work and striping were in progress by the beginning of August. This project is scheduled for completion by the end of August. County Road 4 (from Manning Avenue to Ingersoll Avenue) The City worked cooperatively with Washington County on this project. By the end of July, Manning Ave. to Jeffrey Ave. was complete. Construction crews began removing asphalt from Jeffrey Ave. to Ingersoll Ave. at the beginning of August. This project is scheduled for completion by late August. Seal Coating The City has been busy with seal coating projects. The roadways that have been included in this year's projects include roadways west of Highway 61 and south of 129th St., roadways east of � Highway 61, south of 137th St. and north of 125th St., and roadways east of Highway 61, south of 142nd St. and north of 140th St. Beaver Ponds Park The park currently uses hundreds of thousands of gallons of potable water for irrigation each year. This project will allow the City to reduce the use of groundwater and reuse stormwater runoff for irrigation of the park. At the end of a typical summer day in Hugo how much water has our City used? For the entire City of Hugo, over 1.75 million gallons per day! We need water for everyday tasks and incorporating water conservation habits into our lifestyles is a simple way to decrease the amount of water that is wasted in our City throughout each day. Here are some sim le p - water conservation tips: If you like drinking cold water, keep a jug of tap water in your fridge instead of running the faucet until the water is cold. Turn off the faucet when brushing your teeth, washing your face, and shaving. You can save approximately ten gallons of water! Throughout the week Wash your clothes and dishes on full loads. Use a shut-off nozzle on your hose, and water plants only when necessary. A typical nozzle uses eight to ten gallons a minute. • If your kids enjoy running through the sprinkler, consider meeting up with other families to enjoy the fun and each other's company. Also, teaching your kids how to turn off the sprinkler — at lunchtime, snack time, and naptime — teaches them water awareness and conservation habits. Seasonally • Fix leaks around the house. Leaks quickly waste water — up to 20 gallons a day — and your money if they are left unrepaired. • If you are going out of town for the weekend, remember to turn off your water. Long-term • If you are planning on replacing your washing machine, dishwasher, showerheads, or faucet, purchase water -efficient models. They will save thousands of gallons of water per year! Incorporating these simple water conservation tips into our everyday life will help us better conserve this precious resource and will keep more water in the ground for the future! Sergeant Johnson and Deputy Peulen received the Life Saving Award for quick and responsive action, which led to saving a Hugo resident's life in February 2016. I am taking this opportunity, on behalf of the Washington County Sheriff's Office, to thank the citizens of Hugo for their generous support, donations, and assistance. Over the past several weeks, citizens have sent letters, donated food, assisted us with information, sent emails, and thanked deputies for their service. All of this effort is greatly appreciated and means a lot to us. Sadly, the events in this country once again demonstrate the profound dangers law enforcement deal with on a daily basis. Law enforcement officers put their lives on the line every day to confront crime and violence in our community. They do this because they took an oath to safeguard our fellow citizens. They have pride, believe in the oath, and they feel an allegiance to the citizens they protect and the community they serve. Understanding recent challenges, we call on the community to continue to work with law enforcement to address issues of mutual concern, identify solutions, modify rhetoric, and ensure a safer community for our citizens, employees, and visitors. We would like to thank you again for your support and are honored to be able to serve the Hugo community. This motto has translated into helping many Hugo community members, especially through her assistance in planning benefits and fundraisers at the American Legion. Michele has grown up in Hugo and can be seen riding her purple Harley Davidson through its streets.
