F.1 Updated on Cub Scouts Pack 151 Storm Drain Proiect
At its September 19, 2016 meeting, the Council listened to a presentation by Scoutmaster Mark
Viker and members of Cub Scout Pack 151 on a proposed service project to stencil storm drains
to alert people that the water going into the drains ends up in the waterways. The project has
been completed, and Cub Scout Pack 151, Webelos Den 3 to provide an update to the Council
F.2 Update on Hugo Snowmobile Trails and Approval of Trail Applications for the
Washington County Star Trail Association Hugo Chapter and the Rice Creek Trail
Association
Each year, the Washington County Star Trail Association and the Rice Creek Trail Association
submit their applications to the City for the purpose of providing public recreational snowmobile
trails during the winter. Washington County Star Trail Association -Hugo Chapter President
John Udstuen will update the Council on recent improvements to the snowmobile trails in Hugo.
Staff recommends Council approve the 2016-2017 trail applications for the Washington County
Star Trail Association Hugo Chapter and the Rice Creek Trail Association.
F.3 Introduction of New Washington County Deputy
Washington County Deputy Mike Petrey has been promoted to Sergeant and Scott Zitloff has
moved to the Water, Parks and Trails Division. Deputy David Sawacke and Deputy Josh
Liebenow will be replacing Mike and Scott. Sergeant Wayne Johnson will be present to
introduce the new deputies.
FA Recognition of WSB City Engineer Jay Kennedy
WSB City Engineer Jay Kennedy is leaving Minnesota and opening a WSB Engineering Branch
in Austin, TX. Jay has been with the City of Hugo since 2003 providing engineering services
and guiding the City of Hugo in many projects. Staff has prepared a Certificate of Appreciation
for Council to present. Washington County Commissioner Fran Miron will also be in attendance
to present the Commissioner's Certificate of Appreciation to Jay.
G. 1 Approval of Claims
City staff recommends Council approve the Claims Roster as presented.
G.2 Approve Annual Performance Review for Building Official Chuck Preisler
Chuck Preisler was hired by the City of Hugo as the new Building Inspector on November 29,
2004 and was promoted to Building Official in April 2010. Staff recommends Council approve
the annual performance review for Building Official Chuck Preisler.
G.3 Approve Acceptance of Improvements for Fox Meadows Phase 1 and 2 for Meridian
Land Company LLC,
Meridian Land Company has requested the City accept the improvements for Fox Meadows
Phase 1 and Phase 2 Development. Senior Engineering Technician Steve Duff has inspected the
work and recommends the City accept the improvements. Acceptance of the improvements will
start the one year warranty period.
GA Approve Reduction in the Letter of Credit for Meridian Land Company LLC, Fox
Meadows Phase 2 Development
Meridian Land Company has requested the City reduce their letter of credit for the Fox Meadows
Phase 2 Development. Senior Engineering Technician Steve Duff has inspected the work and
recommends the reduction of the letter of credit being held for the constructed improvements in
the Fox Meadows Phase 2 Development be reduced to $43,961.20 from the original letter of
credit amount of $439,612.00.
G.5 Approve Hiring of Trevor LeGros as Probationary Firefighter
Trevor LeGros has completed most of the required steps in the Hugo Fire Department hiring
process. Trevor is a seasonal worker and available to respond to daytime calls in the cold
weather months. Fire Chief Kevin Colvard recommends Council approve the hiring of Trevor as
a probationary firefighter pending the successful completion of his medical evaluation results.
G.6 Approve Promotion of Probationary Firefighters Tom Kaspszak and Ryan Nadeau to
Firefighter Status
Tom Kaspszak and Ryan Nadeau have completed their probation period with the Hugo Fire
Department. Fire Chief Kevin Colvard recommends Council approve their promotion to
Firefighter Status.
G.7 Approve Extension of Probationary Status for Firefighter Denise Jones
At its December 1, 2014 meeting, Council approved the hiring of Denise Jones as a probationary
firefighter. Denise is still working on the necessary requirements to become a regular firefighter.
Fire Chief Kevin Colvard recommends Council approve the extension of Denise's probation for
another six months.
H.1 Update on Water Conservation Rebate Program
In 2013, Council began discussions on water conservation in Hugo which included offering a
rebate program to residents for implementing water conservation improvements in their homes.
The City had received grants from Washington County and the Metropolitan Council Clean
Water Fund that was put toward rebates to residents for replacing toilets, washing machines and
irrigation controllers with water efficient models. Community Development Assistant Rachel
Leitz will provide the Council an update on the success of the program.
K. 1 Update on Yellow Ribbon Network
Council Member Chuck Haas and Council Member Phil Klein will report to Council on the
Yellow Ribbon Network activities held recently.
L. Hugo Fire and Rescue Toy Drive on Saturday, December 3, 2016
The Hugo Fire and Rescue will hold their annual toy drive on Saturday, December 3, 2016 from
11 a.m. to 3 p.m. Firefighters will drive through the neighborhoods to collect unwrapped toys
and non-perishable food donations.

Donation to the Yellow Ribbon Network from the Hugo Seniors Club
The Hugo Senior Citizens Club held a Luncheon & Style Show on Tuesday, October 4, 2016 as
a fundraiser to benefit the Hugo Yellow Ribbon Network. Senior Club Officers Karen Pateck,
Barb Connelly, Kathy Engstrom, and Alice Christiansen were in attendance to present the
donation to the Yellow Ribbon. Barb Connelly explained the event was held in conjunction with
Christopher Banks and they received a lot of donations. The officers presented a check to the
Hugo Yellow Ribbon Network in the amount of $1,500.
Rick Gwynn Presentation
Minnesota National Guard had requested the Yellow Ribbon Network host the Youth Pheasant
Hunt for children of military members. Council Member Haas contacted Rick Gwynn who
assisted in raising awareness for the Hunt.
Rick explained he represented the White Bear Lake VFW, where he is the commander, and the
Suburban Ramsey County YRN who hold their Hamburger Night on Monday nights at the VFW
in White Bear Lake. He reached out to organizations and received $1,500, which he presented to
the YRN for the Youth Pheasant Hunt. He also explained that on October 8, the VFW had the
distinct honor of hosting eight of the Medal of Honor recipients, by serving breakfast and taking
them fishing with a group called "Fishing for Life" on White Bear Lake. Council Member Klein
also participated in the event.
Update on Rush Line Corridor — Ramsey County Regional Rail Authority Project
Manager Andy Gitzlaff
The Rush Line Corridor is a proposed public transit corridor running from the Union Depot in
downtown St. Paul to downtown Forest Lake, consisting of urban, suburban and rural stops. The
mode of transportation will consist of either bus rapid transit or light rail transit. Several
meetings have been held over the spring and summer to gather community input regarding the
possible transit routes and station locations.
Ramsey County Regional Railroad Authority Project Manager Andy Gitzlaff was in attendance
to provide the Council an update on the project. Gitzlaff explained it is still in the early pre -
project development stage, and a lot of progress has been made in the last year. Study area from
St. Paul to Forest Lake will connect major destinations, activities and job concentrations.
He talked about the evaluation criteria process used during Tier 1. They evaluated transit type
options and route options, which were narrowed down to four options that all end in White Bear
Lake with feeder lines to the north. Tier 2 includes the evaluation of White Bear Lake to Forest

Lake to determine the best way to provide this connection. After evaluating this segment, it was
determined it is not the right time to provide a dedicated guideway. Alternatives were modified
to include new feeder bus service. Approximately 135 different community meetings have been
held in the past two years, which has shaped some of the options they are looking at now, and
they are close to selecting an alternative.
Update from Washington County Commissioner Fran Miron
Mayor Weidt asked Commissioner Miron to provide an update on activities at Washington
County. Miron talked about the importance of funding for the corridor stating that they need
clear direction from the state on where they are in transit. The County has a AAA bond rating,
which is the highest you can have. They will be finalizing the budget and having the public
hearing in December. Fran stated he has always been a proponent of the flat tax rate, and their
budget meets that.
Hass commented on the CR57 project, and Fran stated they have received compliments on the
quality of the roads in Washington County. The pavement condition index is at the highest level
due to the investment in roads and bridges. They continue to work on safety issues and water
issues, and they appreciate what Hugo is doing. They are working with the state on distribution
of grants for water quality, and a lot of the money has gone to District 1. The County has been
working to allow cities to have more local control in land use planning and eliminate
bureaucracy. Public safety continues to be a focus under the leadership of Sheriff Bill Hutton
and County Attorney Pete Orput. They are in the process of developing their legislative agenda
for the coming year. Commissioner Miron thanked Council for allowing him to represent Hugo

Phil asked when the Stillwater bridge would be completed and if there would be significant
economic growth. Fran stated they have done a fair amount of road improvement projects in
anticipation of that. They were also excited to obtain authority from the State Legislature to
allow the Housing and Redevelopment Authority to start economic planning. The Department
has been renamed to Community Development Authority. One thing they are working on is
internet service, and CenturyLink and Frontier are actively looking at improving service in the
northeast part of the County.

Approval of Claims
Adoption of the Consent Agenda approved the Claim;
Approve Annual Performance Review for Accounting Clerk Anna Wobse
The City of Hugo hired Anna Wobse as the City's new Accounting Clerk on October 27, 2008.
Over the past eight years, Anna has worked under the direction of Finance Director Ron Otkin in
accounts payable and payroll functions. Adoption of the Consent Agenda approved the annual
performance review for Accounting Clerk Anna Wobse.
Approve Leave of Absence for Firefighter Andy Churchill

Firefighter Andy Churchill had applied for a Leave of Absence from the Hugo Fire Department
for personal reasons Adoption of the Consent Agenda approved the Leave of Absence for Andy
Churchill effective October 16, 2016 until May 16, 2017.
Approve Resignation of Firefighter Nickolas Young
Firefighter Nick Young had submitted his resignation from the Hugo Fire Department. Nick had
been with the department since November 2009. Adoption of the Consent Agenda approved the
resignation of Nick Young effective October 13, 2016.
Approve Resignation of Firefighter Justin Williams
Firefighter Justin Wiliams had submitted his letter of resignation from the Hugo Fire
Department. Justin has been with the department since December 2015. Adoption of the

Consent Agenda approved the resignation of Justin Williams effective October 25, 2016.
Approve Pay Request No. 2 and No. 3 to Peterson Companies for Beaver Ponds
Stormwater Reuse Project
The City had received Pay Request No. 2 and No. 3 from Peterson Companies for work done to
date on the Beaver Ponds stormwater reuse project. City Engineer Jay Kennedy and Senior
Engineering Technician Steve Duff had reviewed the pay request and found it satisfactory for
work to date. Adoption of the Consent Agenda approved payment to Peterson Companies for
Pay Request No. 2 in the amount of $30,575.94 and Pay request No. 3 in the amount of
$7,643.99.
Approve Pay Request No. 4 to Arnt Construction for the 147th Street/Oneka Lake
Boulevard Improvement Project
The City had received Pay Request No. 4 from Arnt Construction for work done to date on the
147th Street/Oneka Lake Boulevard street and trail improvement project. City Engineer Jay
Kennedy and Senior Engineering Technician Steve Duff had reviewed the pay request and found
is satisfactory for work to date. Adoption of the Consent Agenda approved payment to Arnt
Construction for Pay Request No. 4 in the amount of $130,017.02.
Approve Extension Requests for Connection to City Sanitary Sewer —129th Street
Improvement Proiect
In 2007, a street project was done with improvements to 129"' Street, Elmcrest Avenue, and
Ethan Avenue that included installation of municipal sewer and water. According to ordinance,
property owners have one year to connect to the system or request an extension. Council
approved three-year extensions in 2007, 2010, and again in 2013 on six properties, which will be
expiring at the end of this year. Four of these properties have individual sewage treatment
systems that are in compliance with Washington County's septic requirements, one property is a
seasonal business with a holding tank that is pumped annually, and one is an unoccupied
residence. Staff recommended approval of extensions for five of the properties with the
condition they remain compliant with Washington County's septic requirements, and
recommends the unoccupied property be required to connect to the municipal system prior to
issuance of a Certificate of Occupancy. Adoption of the Consent Agenda approved the three-year
extensions for connection to City Sanitary Sewer until December 31, 2019, subject to the
conditions as stated.
Approve Resignation of Parks Commissioner Tom Windisch and Advertisement for
Vacancy
Tom Windisch had submitted his letter of resignation from the Parks Commission. Tom served
on the Commission since February 2010 and was currently the chair. Adoption of the Consent
Agenda approved the resignation of Tom Windisch and approve the advertisement for vacancy.

Approve Appointment of Dave Strub as the New Chair of the Parks Commission
Parks Commissioner Tom Windisch had served as the chair of the Parks Commission since May
2014. The position was vacated with his resignation. Dave Strub served as vice chair since
March 2016 and was interested in the chair position. Adoption of the Consent Agenda approved
Commissioner Dave Strub as the new chair of the Parks Commission.
Approve Solicitation of Letters of Interest for Vice Chair of the Parks Commission
With the appointment of Dave Strub as the new chair of the Parks Commission, the vice chair
position had been vacated. Adoption of the Consent Agenda approved solicitation of letters of
interest for the vice chair position.
Approve Reduction in Letter of Credit for Habitat for Humanity Homes in Generation
Acres
Habitat for Humanity Homes had requested a reduction in the cash escrow for public
improvements for the Generation acres Site. The original escrow amount for public
improvements is $99,365.00. Adoption of the Consent Agenda approved the escrow amount to
be reduced to $50,000.00.
Approve Resolution Approving Brigg Backer CUP and Minor Subdivision at 9052 140th
Street North
Brigg Backer, 9052 140th Street North, had requested approval of a minor subdivision of an
approximately 32.68 acre parcel located at 9052 140th Street North and a 20 acre parcel located
immediately west of the property. The applicant proposed to combine the two parcels and split
them into a 14.48 acre parcel, a 20 acre parcel, and an 18.20 acre parcel. The Conditional Use
Permit (CUP) is for approval of a shared driveway that provides access to an already established
parcel to the north. At its October 13, 2016, meeting the Planning Commission held a public
hearing and considered the request and agreed that the application met the requirements
necessary to approve the minor subdivision and CUP. Adoption of the Consent Agenda
approved RESOLUTION 2016-34 APPROVING A CONDITIONAL USE PERMIT TO
ALLOW A SHARED DRIVEWAY FOR THE PROPERTIES GENERALY LOCATED
NORTH OF 140TH STREET NORTH AND WEST OF KEYSTONE AVENUE, and
RESOLUTION 2016-35 APPROVING A MINOR SUBDIVISION FOR THE PROPERTIES

Approve Proclamation of October as Toastmaster's Month
The City of Hugo had been contacted by a member of a Toastmasters group in White Bear Lake
requesting the City of Hugo proclaim the month of October as Toastmasters month. Adoption of
the Consent Agenda approved the Proclamation proclaiming October as Toastmasters Month

Approve Renewal of Auto Dismantling License for Hugo Auto & Truck Parts
Mike Brant, owner of Hugo Auto Parts at 16615 Forest Boulevard North, had applied for
renewal of their Auto Dismantling Facility License, which expires on November 3, 2016. Staff
and Washington County conducted an inspection of the property on October 27, 2016 and found
the facility to be in compliance with City of Hugo and Washington County code requirements.
Adoption of the Consent Agenda approved the Auto Dismantling Facility License for Hugo Auto
Parts for two years, to expire on November 3, 2018.
Discussion on Feasibility Study for North Sunset Lake Project and Approval of Resolution
On Thursday, September 22, 2016 Council held a neighborhood meeting with property owners
on Homestead Avenue, 132nd Street, Homestead Drive, and 126th Street where information was
provided on a proposed improvements project. At their October 3, 2016 meeting, the Council
directed staff to prepare a Feasibility Study for the project. The Feasibility Study has been
completed. City Engineer Mark Erichson provided Council a brief update on the project
explaining the proposed improvements, project costs and potential schedule for construction in
May -October, 2017. Mark recommended Council approve the resolution accepting the
feasibility study and scheduling a public hearing on the project for December 5, 2016.
Weidt made motion, Haas seconded, to approve RESOLUTION NO. 2016 -36 RECEIVING
THE FEASIBILITY REPORT AND CALLING FOR THE PUBLIC HEARING ON THE
PROPOSED NORTH SUNSET LAKE AREA STREET IMPROVEMENT PROJECT.

Memorandum of Agreement with Rice Creek Watershed District for Judicial Ditch No. 2
Maintenance
In June 2012, the City of Hugo entered into a Memorandum of Agreement for the maintenance
of Judicial Ditch No. 2 for five years, to expire on December 31, 2016. The City performed
maintenance on the ditch to ensure proper drainage and was reimbursed by the RCWD at a
cumulative total of $200,000 over the past five years. The City wishes to continue minor
maintenance of the ditch, and it is agreed by the City and RCWD there are administrative and
other benefits if the City does.
City Engineer Mark Erichson explained there were minor changes to the agreement. The RCWD
is asking for an annual work plan and budget for submission to the District for review and
approval. Mark had spoken to the District and they explained it would be a low level work plan,
and they would like to budget for additional funds if necessary. Another change is a requirement
for documentation of costs prior to payment.
City Administrator Bryan Bear stated they had discussed the dollar amount with the District at
previous workshops. The City does not believe the $200,000 will be sufficient to finish the ditch
maintenance through the next five years, and RCWD has encouraged the City to develop a work
plan and present an amended dollar amount for the next renewal of the agreement if needed.

Creek Watershed District for Judicial Ditch No. #2.

Yellow Ribbon Network Report
Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow
Ribbon Network activities held recently. Photos were displayed of the National Guard in Egypt
who will be receiving a care package soon. An underwater camera had been sent to them and
Haas had picture that were taken. The YRN received thank you notes from children who
attended the National Guard Team Camp and from a Gold Star Mother they assisted. They YRN
also supported the 834 Aviation Support Battalion at the Vets Camp Picnic on October 1. They
received a thank you from the 135 Airwing member who had a house fire and they assisted. He
showed photos from the October 15th Pheasant Hunt. Another hunt will take place on November
12 and the youth hunt after that. Hanzel Construction will sponsor the next hamburger night
with entertainment by Musician Alyson Hanzal and Magician Justin Alan.

On October 10, 2016, Council participated in an Emergency Operations Center (EOC) tabletop
exercise with officers of the Hugo Fire Department and employees of Washington County
Emergency Management. There was discussion on credentialing of the Council and City Staff to
be able to provide identification in the case of an emergency. Washington County had offered to
come to the City to take photos and provide the necessary ID cards.
