–City roadways rated based on their condition
–Identified roadways in need of improvements
–Use the information to develop the City’s Capital
Improvement Plan (CIP)
–165th Street in included in the CIP for resurfacing

Background
Mill existing pavement
–Approximately 7-inches of pavement
–Mill top 2-3 inches and place new pavement
Culvert replacement –Ingersoll
Minor drainage improvements
Mill/overlay cost estimate:$1,200,000
Review 165th/Ingersoll intersection
Consider roadway widening for other users
Proposed Improvements
Not currently a significant safety concern
Realignment would reduce maintenance needs
Potential wetland impacts would need to be reviewed
in detail
Bus company is comfortable with intersection in
either configuration
Intersection configuration could be completed in the
future without impacting roadway
Additional Cost:$35,000

City Assessment Policy
Assessments can be paid without interest within 30 days
of the assessment hearing
Assessments spread over a ten-year period at 4-4.5%
Senior Citizen deferral is available for those over 65 years
of age

–Several properties have this classification
–Can pay assessment
–Assessment deferred with interest until classification
changes
Roadway widening/non-motorized considerations
–Urban street assessments include new/reconstructed
sidewalks
–Rural assessments do not address trails or sidewalks

General Process
Process governed by Minnesota Statutes (Ch. 429)
–Specific process outlined in the Statute
–Includes a minimum of two formal Public Hearings
Prior to deciding whether or not to implement a project
Prior to adopting the assessments for a project
