Background
• City has been working with NRI toward redevelopment of
their location on Hwy 61
— implementation of "Transition Plan"
• NRI began using rail spur
— Initially to load scrap from Hugo site.
• City has received complaints concerning both sites.
— Primarily noise
— Also aesthetics, traffic, water quality
• Country Ponds residents attended June 2, 2014 City
Council meeting.
• Neighborhood meeting was scheduled for June 10

• Discussion on use of spur
— Has changed with time
— Scrap coming from Cambridge location
• Discussion on public rail easement
— Use agreement with RR & Schwieters
— Compliance
• Discussion on impacts of use
— Primarily noise
— What can be done about it?
• Appointment of neighborhood subcommittee

Update at Rail Spur site
• Changes in loading practices
— Rail cars to be loaded more gently
— No packing of scrap
• Loading directly from trucks
— No dumping on the ground
• Erosion control
— Maintenance and improvements
• Initial contact made with RR concerning sound
wall, landscaping, berms, etc
• Next rail car to be loaded tomorrow

Update at NRI site
• Storm sewer complete
• Paving today on south end of site
• Scale relocation delayed due to paving
• Scrap removal continues today and
tomorrow
• Fencing, grading on north end and around
perimeter
• Significant progress expected this week
