Process
Process for filling a vacancy on the Council is
outlined in state statute.
First, the Council must declare the vacancy.
Approve resolution
Then Council may appoint a temporary
replacement
The appointment will remain until the seat is
filled by an election

Since more than two years remain on the term,
a special election is required
A special election is to be held on the day of the
next regular city election (Nov 2016)
In Nov 2016, the voters will determine who will
serve the next term

The Council shall appoint a replacement
In the case of a 2-2 vote, the mayor makes the
appointment
