Horton has offered a more creative and efficient approach to the existin� constraints of the property through the site design layout. *It is in staff's opinion that the applicant meets all the requirement necessary to approve the PUI� and preliminary plat. Recommendation •Staff recommends approval of the PUD and preliminary plat for D.R. Horton for the development to be known as "Clearwater Cove"; subject to the conditions listed in the resolutions. Description of Request •The applicant is requesting approval of a PUD general plan/site plan for an 8,100 square foot commercial building. • 1.06 acre lot •Final Plat Extension •Victor Gardens North Village 6th • No revisions to the Plat • Does not require Planning Commission review or approval, but will be reviewed b the City Council with the PUD general plan site plan Background •In 2009, there was approval fora 12,000 square foot retail building on the property. •The development did not get completed. •There are now new owners of the property and there is a contract on the property for development of a commercial building for Park Dental. Victor Gardens PUD • The Victor Gardens PUD is a compact, mixed-use development consisting of residential, retail, office, and institutional uses. • In 2000, the City Council approved a PUD plan for Victor Gardens. The approved plan included 670 housing units and 185,000 square feet of commercial/institutional buildings on 220+ acres. • In 2005, the City Council approved a PUD general plan and preliminary plat for 186 townhomes, 1 commercial lot, and 2 outlots in "Victor Gardens North Village". • The project included the Festival Foods grocery store and attached retail. • Outlot B has been developed with Blue Heron Grill and a vacant lot remains. • Outlot A was developed with Kwik Trip, the Ideal Credit Union, and a vacant outlot, which is now proposed for development. PUD General Plan/Site Plan • The applicant is proposing to construct an 8,100'square foot commercial building. • The applicant is proposing to construct the building in 2 phases. *The first phase will be 5,050 square feet and the second phase will be 3,050 square feet. The applicant has f repared plans showing the phasing, as weas, the full buildout. *This means, at the time the applicant decides to build the building, whether in phases or all at once, they simply need to meet the resolution conditions and can apply for a building permit. FRAUENSHUH Commercial Real Estate Group Building Materials/Elevations, cont. •Staff has worked with the app 11cant to ensure that the buildingreflects high quality of the Victor Gardens orth Village development and staff believes that they have done a good job. • One items the Planning Commission should discuss is that the mansard roof element is not as large of an architectural component as the other buildings in Victor Gardens. • In other buildings there is a hipped or gabled roof system that is three dimensional. *Although staff believe the building will be attractive and a welcomed addition to the Victor Gardens development, the Planning Commission should discuss this with the applicant. Screening • The original PUD app royals require that the trash enclosure and recycling area be design internal to the building or an integral part of the building. •The plans do show a trash enclosure interal to the building design that is consistent wit these approvals. • The applicant has stated that all mechanical equipment will be roof mounted and will be screened. • The parapet is 3 to 4 feet in most areas of the elevations. •The applicant has also provided a sight line analysis for the screening of the rooftop mechanical equipment. Conclusion •The applicant complies with the intent of the original PUD approvals to provide a traditional neighborhood development. •However the applicant the request required PUD flexibility for the major massing of the building not being parallel to the street frontage of the lot. •Staff is comfortable with this flexibility. • Staff has reviewed the PUD general plan/site plan for consistency with ordinance standards as the applicable PUD standards for Victor Gardens. • Staff finds the application is consistent with the standards with the conditions of approval as recommended in the attached resolution. Recommendation •Staff recommends approval of the PUD general plan/site plan for the commercial building, subject to the conditions listed in the attached resolutions.
