Staff recommends Council approve the above minutes as presented.
F.1 Recognition of the Retirement of Sergeant Wayne Johnson
Washington County Sergeant Wayne Johnson has retired from the Sheriff's Office after serving
the City of Hugo since January 2011. Staff recommends Council recognize Wayne for his years
of dedicated service to the City of Hugo.
G. 1 Approval of Claims
Staff recommends Council approve the Claims Roster as presented.
G. 2. Approve Performance Review for Building Department Secretary Debi Close
Debi Close was hired as the City's Building Department Receptionist on March 20, 2006. For
the past eleven years, Debi has performed customer service duties both at the front counter and
on the telephone scheduling inspections with contractors. Debi also works as the secretary to the
Parks and Recreation Commission. Staff recommends Council approve the annual performance
review for Building Department Receptionist Debi Close.
G.3 Approve Special Event Permit for the MS 150 on Sunday, June 11, 2017
The MS Society has applied for a Special Event Permit for their annual bike event. This requires
a permit because there will be between 3,500-4,000 riders, and trails and streets in Hugo will be
used. This event is a 150 mile two-day ride from Duluth to White Bear Lake. The second day of
the event, riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder
of TH61 between 10:30 a.m. and 4 p.m. MS Society has provided the City the completed
application, permit fee, hold harmless agreement, and insurance naming the City as additionally
insured. In addition, prior to the event the applicant will provide the city copies of the approved
permit from Washington County for the use of the Hardwood Creek Trail and from MnDOT for
the use of the shoulder on TH61. Staff recommends Council approve the Special Event Permit
for the MS 150 bike event to be held on Sunday, June 11, 2017
GA Approve Creation of Pool Ordinance by the Ordinance Review Committee
City staff have been receiving many inquiries regarding Hugo's pool requirements. The City
does not have an official ordinance related to these requirements and staff believes that one
should be drafted. Special provisions will surround setbacks, impervious surface, and location of
noise causing systems such as pumps. The Ordinance Review Committee met on February 9,
2017 and agreed that the City should begin drafting a pool ordinance. Staff recommends Council
approve the preparation of a pool ordinance for Council review and approval.
G.5 Approve Hiring of Sarah Rumppe as Community Development Intern
On February 14, 2017, the Community Development Department met with applicant Sarah
Rumppe for a position as a Community Development Intern. Sarah's responsibilities would be
assisting the department in the 2040 Comprehensive Plan updates and other duties related to the
department. Staff recommends Council approve the hiring of Sarah Rumppe as an intern in the
Community Development Department beginning spring 2017.
G.6 Approve Advertisement for History Intern
Over the past several years, the Historical Commission has been considering hiring an intern to
perform data entry duties related to collected historical pictures, documents, and oral histories.
One of the Council's goal for 2017 is to evaluate the future of the Hopkins Schoolhouse. Staff
recommends Council approve the advertisement for a History Intern to work on these history
related projects.
H.1 Approve Plans and Specifications, and Authorize Advertisement of Bids for the North
Sunset Lake Improvement Project
A meeting was held on Thursday, February 23, 2017 with the residents in the north Sunset Lake
street project area. This project includes Homestead Avenue, 132nd Street, Homestead Drive,
and 126th Street. City Engineer Mark Erichson will provide Council a recap of the meeting, and
request approval of plans and specifications, and authorize advertisement of bids.
H.2 Update on Comprehensive Plan Joint Workshop held on February 27, 2017
A joint workshop was held with members of the Planning Commission, EDA, Historical
Commission, and Parks Commission as a kick-off to the 2040 Comprehensive Plan update.
Planner Rachel Juba will provide a recap of the workshop. Staff recommends Council schedule
meetings to attend the openhouse/workshops being held through the year on the Comprehensive
Plan.
H.3 Update on Water Reuse Proiects
An update will be provided to Council on the status of the Waters Edge and CSAH 8 water reuse
projects. Staff will also provide an update on DNR permitting and the status of grants for these
projects. Staff requests Council consider whether another Water Summit should be held.
K.1 Update on the Yellow Ribbon Network
Council Members Phil Klein and Chuck Haas will report to Council on the Yellow Ribbon Network
activities held recently.
L.l Hu2o Good Neighbors Food Shelf Pasta Dinner on Saturday, April 8, 2017
The Hugo Good Neighbors Food Shelf will hold their 4th Annual Pasta Dinner to raise funds for
their new building on April 8, 2017 from 6-9 p.m. at the Hugo American Legion. Staff
recommends Council schedule the event as a meeting if the Council chooses to attend.

Parks Commission Annual Report
Parks Planner Shayla Denaway presented the Parks Commission 2016 Annual Report. She
began with explaining the change in leadership on the Commission and the status of their 2016
goals. During 2016, there was a trail project done with the reconstruction of Oneka Lake
Boulevard, updates were made to the trail and sidewalk plan, and improvements made to the
Hardwood Creek Regional Trail. There were also new trails constructed in the Fable Hills

Development and along Rosemary Way. McCollar Park was added to Hugo's park system, and
Cove Park will be constructed as part of the Clearwater Cove Development. In 2016, the
Council also supported US Bike Route 41, which is now formally named the North Star Trail.
The Parks Commission's next focus area is Lions Park, and a feasibility study is being
conducted, and a phasing plan being drafted. Visioning for Irish Avenue Park had been
discussed, but it is not top on their priority list. In 2016, the Commission addressed a resident's
complaint regarding activities on the City owned property on Goodview Avenue, and the
Commission continues to work with them. The needs of seniors had been evaluated, survey
completed, and a community forum scheduled. Shayla recognized Hugo's recreational
partnerships and several recreational events.
Petryk talked about the Hopkins school house and wondered if there were funds for this. Klein
said the building was in such disrepair it may be cheaper to destroy the building and reconstruct
it. Haas talked about the property on which the building stands and its connection to the regional
trail. He questioned if it would be eligible for regional trail funding through the Washington
County Trail System.

Approve Appointment of Andrew Tiernlund on the Planning Commission
On October 20, 2015, Council conducted interviews to fill a vacancy on the Planning
Commission. Andrew Tjernlund interviewed at that time along with two other candidates. They
were all very qualified to serve; however, Lynn Patzner was selected to fill the vacancy.
Commissioner Patzner has since resigned from the Planning Commission. Adoption of the
Consent Agenda approved the appointment of Andrew Tjernlund as a Planning Commissioner to
fill the vacancy with a term to end on December 31, 2020.
Approve 2017 Spring and Fall Cleanup Dates for April 22, 2017 and October 14,
Public Works Director Scott Anderson worked with Washington County to secure Saturday,
April 22 and October 14 for the spring and fall cleanup dates. As in the past, the event will take
place at the Public Works Building from 8 a.m. to noon. Adoption of the Consent Agenda
approved April 22 and October 14 as the spring and fall Citywide Cleanup dates for 2017.
Approve Advertisement of Bids for the 2017 Dust Control & oiect
Staff requested authorization from the City Council to advertise for bids for the City's 2017
gravel road dust control project. The City of Hugo currently applied dust control to
approximately 28 miles of gravel roads located within its municipal boundaries. Following
City Council approval, staff will advertise and solicit bids through the City newspaper and hold
a bid opening at 1:15 PM on March 22, 2017. This will be followed by the Council
considering bids in April. The dust control/stabilization would be applied in two separate
applications, once in mid-May and again in early to mid-August. Adoption of the Consent
Agenda approved authorization to advertise for bids for the City's 2017 gravel road dust
control project.
Approve Advertisement of Bids for the 2017 Seal Coating Proiect
Each year, the City of Hugo seal coats a portion of its bituminous roads. Staff requested
authorization from the City Council to advertise and solicit bids through the City newspaper
and hold the bid opening at 1:00 PM on March 22, 2017. This will be followed by the Council
considering bids in April. Work would take place during the months of July and August.
Adoption of the Consent Agenda approved authorization of advertisement of bid for the 2017
seal coating project.
Approve Authorization of Distribution of EAW for Public Comment - Adelaide Landing
The Planning Commission and City Council had reviewed a concept plan for the proposed
Adelaide Landing residential development, previously known as Terre De Leau, consisting of 324
housing units on approximately 217 acres of land. The concept plan included property north of
130th Street and east of Highway 61. The proposed project is large enough to trigger the mandatory
EAW requirement by State Statute. An EAW had been prepared to be sent out for public comment.
The first step of the review process was for the City Council to authorize staff to distribute it.
Adoption of the Consent Agenda authorized distribution of the EAW for public comment.
Approve Ordinance Repealing Hugo City Code, Section 38, Individual Sewage Treatment

Systems
City staff discussed the City's Individual Sewage Treatment System Ordinance after Washington
County stated the City's ordinance no longer made it possible to have Washington County
review and approve Hugo resident's septic applications. City staff found no need to create a new
City ordinance when the agreement with Washington County had been successful, and staff
recommended Council the repeal of the existing ordinance. Staff did not anticipate any
noticeable changes to the existing review, approval, and inspection activities. Adoption of the
Consent Agenda approved ORDINANCE 2017-480 REPEALING HUGO CITY CODE,
CHAPTER 38, ARTICLE II, INDIVIDUAL SEWAGE TREATMENT SYSTEM.
Approve Resolution on Statutory Tort Liability Limits
In the late 1990's, the League of Minnesota Insurance Trust required each City that obtained
liability coverage from them to decide whether or not to waive the statutory tort liability limits to
the extent of the coverage purchased. At that time, the City Council opted not to waive the
statutory limits. LMCIT required each member city to reaffirm their position regarding these
limits. Currently these limits are $ 500,000 per claimant and $ 1, 500,000 per occurrence.
Adoption of the Consent Agenda approved the RESOLUTION NO. 2017 —1 NOT TO WAIVE
STATUTORY TORT LIABILITY LIMITS.
Approve Agreement for Law Enforcement Services with Washington County
A revised Agreement for Law Enforcement Services with the Washington County Sheriff's Office
had been reviewed by the City. Minor revisions had been made to the agreement with the most
prevalent change being the inclusion of the position for a full-time investigator. Adoption of the
Consent Agenda approved the Agreement for Law Enforcement Services with Washington
County.
Approve Award of Quote for 147th Street Sidewalk Improvement Proiect
The City had solicited quotes for the sidewalk extension along 147th Street from Foxhill Avenue
to Highway 61. This was the last section of sidewalk needed to complete the trail connection
from the Sweet Grass Meadows and Rice Lake Meadows neighborhoods to the downtown area
and the Hardwood Creek Trail. The City received two quotes with the low quote being
submitted by Arnt Construction in the amount of $87,997.00. Adoption of the Consent Agenda
approved the award of the 147th Street Sidewalk extension to Arnt Construction.
Approve Resignation of Firefighters John Brockberg and Denise Jones
Hugo Firefighters John Brockberg and Denise Jones had both submitted their letters of
resignation from the Fire Department. Adoption of the Consent Agenda approved the
resignations of Brockberg and Jones effective January 17, 2017.

Improvements to TH61/170th Street Roundabout Landscaping.
In 2013, improvements were made to the TH61/1701h Street intersection to include a roundabout
and center island. The City had since questioned whether the improvements were constructed
per plans and had contacted MnDOT in June of 2016 requesting an evaluation of it. It was found
the island was not constructed as a mound nor maintained for a two year period as agreed.
MnDOT has a Community Roadside Landscaping Partnership Program that would provide
technical and financial assistance to fund up to $10,000 of the cost to re -landscape the
roundabout. Adoption of the Consent Agenda approved RESOLUTION 2017 - 2 APPROVING
THE PURSUANCE OF A COOPERATIVE AGREEMENT WITH THE MINNESOTA
DEPARTMENT OF TRANSPORTATION FOR THE COMMUNITY ROADSIDE
LANDSCAPING PARTNERSHIP PROGRAM.
Citv Council Focus Goals and Ongoing Priorities for 2017 `414W
The Council held a goal setting workshop on Tuesday, January 17, 2107 for the purpose of
setting goals and priorities for 2017. City Administrator Bryan Bear had compiled items
discussed during the workshop and reviewed them with the Council. Bryan recommended
Council approve the goals as presented or schedule another workshop to further discuss and
prioritize goals and ongoing priorities of the Council.
The Council discussed whether another meeting should be held, and it was agreed there should
be a follow up meeting during the year to discuss long term goal plans and evaluate where the
City was at on achieving the goals. Discussions at the Comprehensive Plan meetings may bring
out goal items for discussion.a
City Administrator Bryan Bear felt Council gave staff good direction at the last workshop.
Long term view of items could be discussed in the near future and talks should continue,
perhaps at the midyear budget workshop.
Klein made motion, Miron seconded, to approve the goals as presented with the understanding
that long term goals needed to be discussed in further detail.

Update on Yellow Ribbon Network
Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network
activities held recently. In January, the YRN helped fulfill a request for home repairs with the help
of a Bilder Appliance Repair in White Bear Lake. The YRN fulfilled requests from State Chaplain
Buddy Winn to help a family with child assistance and provide care packages to an injured
Minnesota soldier stationed in Kentucky. YRN partners in Stacy and North Branch are helping
provide support to wounded warriors. January's Burger Night sponsor was Lake Area Bank, and
employees of the Forest Lake Target Store have become regular helpers. February's sponsor will be
the Bald Eagle Sportsman Club. They were still looking for sponsors for July and September. The
YRN was contacted about supplying companion dogs, and the YRN connected them to the Army
Resilience Training Department.
Cancel Second Meeting in February Due to President's Day Holiday

Annually, the President's Day Holiday falls on the same day as the second Council meeting in
February and would need to be rescheduled. City Administrator Bryan Bear informed Council
that staff did not anticipate any items for that meeting agenda and recommended Council cancel
the meeting.
Klein made motion, Miron seconded, to cancel the February 20, 2017 meeting due to the
President's Day Holiday.

Hugo Good Neighbors Food Shelf Comedy Show on Friday, February 10, 2017
City Administrator Bryan Bear informed Council they had been invited to attend the Hugo Good
Neighbors Food Shelf comedy show at Running Aces, 15201 Running Aces Boulevard,
Columbus, on Friday, February 10 at 7:30 p.m. Council indicated they were unable to attend.
White Bear Lake Community Forum on Seniors on Wednesday, February 15, 2017
City Administrator Bryan Bear informed Council they had been invited to attend the White Bear
Lake Area Community Forum on Seniors scheduled for Wednesday, February 15, 2017 at the
District Center, 4855 Bloom Avenue, White Bear Lake from 5-7 p.m.
Petryk made motion, Miron seconded, to schedule a meeting to attend the White Bear Lake Area
Community Forum on Seniors on Wednesday, February 15, 2017.

North Sunset Lake Neighborhood Meeting on Road Project on Thursday, February 23, 2017
City Administrator Bryan Bear informed Council a neighborhood meeting had been scheduled
for the property owners who are part of the north Sunset Lake road project to discuss the plans
for proposed improvements. Roads included in this project area are: Homestead Avenue, 132nd
Street, Homestead Drive, and 126th Street. The meeting was scheduled for Thursday, February
23, 2017 from 5-7 p.m. at the Rice Lake Center.
Petryk made motion, Klein seconded, to schedule a meeting for Thursday, February 23, 2017 to
attend the North Sunset Lake Neighborhood meeting.

Joint Comprehensive Plan Workshop on Monday, February 27, 2017
At its January 3, 2017 meeting, the Council tentatively scheduled a joint workshop with the
Planning Commission to begin discussions on the 2040 Comprehensive Plan. The workshop
was to be held on Monday, February 27, 2017 at 7 p.m. in the Oneka Room. All City boards and
commissions were invited to attend and participate.

City Administrator Bryan Bear informed Council they were invited to the Hugo Area Business
Association's Business Networking Breakfast at the Blue Heron Grill on Tuesday, February 28,
2017 from 7:30-9:00 a.m. Mayor Weidt will deliver the State of the City Address.

The Council attended the White Bear Lake Area Community Forurn on Seniors held at the
District Center, 4855 Bloom Avenue, White Bear Lake from 5-7 p.m. The purpose of the forum
was to gather information, foster discussions, and encourage citizen -based action to create age -
friendly communities that support seniors.

The meeting was called to order at 7:05 pm by Mayor Weidt.
The workshop was held jointly with members of the Planning Commission;- , Historical
Commission, and Parks Commission for the purpose of kicking -off the 2040 °° rehensive
Plan Update. A presentation was made by Lindahl outlining the statutory requirements,
Metropolitan Council submittal requirements, and major themes from the 2008 update. Small
group discussions were conducted focusing on Hugo's strengths, weaknesses, opportunities, and
threats followed by a large group discussion and summary of major themes. These discussions
led to the developing a draft of the 2040 Comprehensive Plan Vision. The meeting adjourned at
approximately 8:30 pm.

Re: MS 150 Bike Ride through Hugo
1. BACKGROUND:
Memorandum
The MS Society has applied for a Special Event Permit for their annual bike event. This
requires a permit because there will be between 3,500-4,000 riders, and trails and streets
in Hugo will be used.
2. DESCRIPTION OF EVENT:
The MS150 is a fundraising event for the National Multiple Sclerosis Society. This
event is a two-day ride from Duluth to White Bear Lake. The second day of the event,
riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder of
TH61. There are planned rest stops along the route, but none will be in Hugo. Riders are
expected to be on the route through Hugo between 10:30 a.m. and 4 p.m. MS150 has
contacted the Hugo Fire Department who will be helping with first aid at the Bald Eagle
Lake rest stop, and the Washington County Sheriff's Office has been notified.
3. REQUIREMENTS:
The applicant has provided the City the completed application, permit fee, hold harmless
agreement, and insurance naming the City as additionally insured. In addition, prior to the
event the applicant will provide the city copies of the approved permit from Washington
County for the use of the Hardwood Creek Trail and from MnDOT for the use of the
shoulder on TH61.
4. CONCLUSION/RECOMMENDATION:
For many years, the MS 150 event has passed through Hugo and posed no threat to the
health, safety, and welfare of the residents or visitors. Staff recommends Council
approve the Special Event Permit as outlined above.

Any individual or organization holding an event or temporary use of a property which includes erecting temporary structures,

RESOLUTION 2017 -
A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING
ADVERTISEMENT FOR BIDS FOR THE NORTH SUNSET LAKE AREA STREET
IMPROVEMENT PROJECT
WHEREAS, pursuant to action previously passed by the City Council on December 5, 2016,
WSB & Associates Inc. has prepared plans and specifications for the improvements for the North
Sunset Area Street Improvement Project, and has presented such plans and specifications to the
Council for approval;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUGO,
MINNESOTA:
1. Such plans and specifications, a copy of which is on file at City Hall, are hereby
approved.
2. The City Engineer shall prepare and cause to be inserted in the official City newspaper
and the Finance and Commerce an advertisement for bids upon the making of such
improvement under such approved plans and specifications.
3. The advertisement shall be published in each of said publications at least once not less
than three (3) weeks before the date set for opening bids, shall specify the work to be
done, shall state the bids will be publicly opened on April 6, 2017 at 10:00 a.m. Central
Standard Time at the Hugo City Hall in said City and that no bids will be considered
unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's
check, bid bond, or certified check payable to the City Clerk for five (5%) percent of the
amount of such bid.
4. Such plans and specifications, a copy of which is on file at City Hall, are hereby
approved.

raise funds to feed over 150 families per month in the Hugo, Centerville, Lino Lakes and White Bear
