All Ayes. Motion carried. Approval of Minutes for the February 15, 2017 Seniors Forum Petryk made motion, Klein seconded, to approve the minutes for the February 15, 2107 Seniors Forum as presented All Ayes. Motion carried. Approval of Minutes for the February 23, 2017 North Sunset Lake Neighborhood Meeting Klein made motion, Petryk seconded, to approve the minutes for the February 23, 2017 neighborhood meeting as presented. All Ayes. Motion carried. Approval of Minutes for the February 27, 2017 Joint Meeting on Comprehensive Plan Miron made motion, Klein seconded, to approve the minutes for the February 27, 2017 joint meeting on the Comprehensive Plan as presented. All Ayes. Motion carried. Approval of Minutes for the February 28, 2017 HBA Breakfast/State of the City Address Klein made motion, Miron seconded, to approve the minutes for the February 28, 2017 Hugo Area Business Association Breakfast and State of the City Address as presented. All Ayes. Motion carried. Hugo City Council Meeting Minutes for March 6,2017 Page 2 of 6 Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as amended to add an update on the Washington County Transit Improvement Board. All Ayes. Motion carried Recognition of the Retirement of Sergeant Wayne Johnson Washington County Sergeant Wayne Johnson had retired from the Sheriff's Office after serving the City of Hugo since January 2011. Sheriff Hutton attended the meeting to recognize Wayne for his 22 years with the Washington County Sheriff's Office and the past nine years as the sergeant in Hugo. Wayne work in the Water, Parks, and Trails Division, was an Honor Guard and worked in high-profile investigations. Hutton shared the little known fact that Sergeant Johnson is a self-taught bag piper, which added another dimension to the Honor Guard. Wayne will continue to volunteer in that role and help around the state in water, parks, and trails. Washington County Commissioner Fran Miron commented on how well the contract was managed under Sheriff Hutton and Chief Deputy Starry, stating that Hugo is unique in its style. The patrols take an interest in the community, and he was pleased that Hugo continues to be represented under that contract. The Council shared their many positive encounters with Sergeant Johnson and thanked him for all he had done for the community. Mayor Weidt call for a short break. The meeting reconvened at 7:55 p.m. Update on Counties Transportation Improvement Board (CTIB) City Administrator Bryan Bear talked about recent media coverage regarding CTIB and asked County Commissioner Fran Miron to provide an update. Miron explained that in 2008, five counties —Anoka, Dakota, Hennepin, Ramsey and Washington—formed the CTIB in order to levy a quarter-cent sales tax along with the vehicle excise tax that generates approximately $7 million a year in Washington County alone. It is combined with other money in CTIB and in partnership with Federal and State the Board moves transit forward. There have been projects completed in Ramsey and Hennepin Counties and work done on projects in Washington County but no significant projects completed. One project being worked on was the Rush Line Corridor. About $51 million has been collected in Washington County since 2008, and a little over $14 million is in guaranteed funds to the County. Miron explained that the vote in 2008 to be a part of CTIB was very controversial, winning by a 3 to 2 vote. Conversations after the recent election brought to question whether the State was going to be a reliable partner in funding. To avoid the unknown, discussions began on disbanding the CTIB and continuing to tax under state statute 993. Outstate counties can levy up to one half percent. CTIB Counties are prohibited from collecting more than the quarter percent tax; however if CTIB no longer existed, counties could levy up to one half percent under that Hugo City Council Meeting Minutes for March 6,2017 Page 3 of 6 State Statute. There is thought that tax collected would adequately fund both the County and State share with a continued partnership with the Federal Government; however, there are concerns over the change in leadership at the federal level and whether they will remain a partner. To terminate CTIB, it would be agreed that all outstanding bonds would be satisfied, operating commitments would be assumed by counties and divided by projects, and all county boards would agree to impose a new sales tax no less than a quarter of one percent to go to transit and transportation purposes. Under State Statute 992, counties are allowed to collect the quarter percent tax for transit specifically. Under 993, one-half percent can be collected and used for transit and transportation, which could result in lower property taxes. Recently, Dakota County has given their notice to leave CTIB and have three years to cover their debt obligations while tax continues to be collected and go to the CTIB. To disband, there needs to be a unanimous vote from all county boards. There wasn't a vote on Friday and they will be discussing it further. Dakota County is a critical vote. A workshop is scheduled for March 14 at the County Government Center to talk about the dissolution of CTIB and the draft 993 transportation plan. On March 21, there is a public hearing at the regular Tuesday board meeting regarding CTIB and reimplementation of the county transportation sales tax. On March 28, there could be a vote on the policy direction to disband, which could be done in one or two resolutions. He encouraged attendance at the March 21, 2017 public hearing or submit comments in writing. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Performance Review for Building Department Secretary Debi Close Debi Close was hired as the City's Building Department Receptionist on March 20, 2006. For the past eleven years, Debi has performed customer service duties both at the front counter and on the telephone scheduling inspections with contractors. Debi also works as the secretary to the Hugo City Council Meeting Minutes for March 6,2017 Page 4 of 6 Parks and Recreation Commission. Adoption of the Consent Agenda approved the annual performance review for Building Department Receptionist Debi Close. Approve Special Event Permit for the MS150 on Sunday, June 11, 2017 The MS Society had applied for a Special Event Permit for their annual bike event. This requires a permit because there will be between 3,500-4,000 riders, and trails and streets in Hugo will be used. The event is a 150 mile two-day ride from Duluth to White Bear Lake. The second day of the event, riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder of TH61 between 10:30 a.m. and 4 p.m. MS Society has provided the City the completed application, permit fee, hold harmless agreement, and insurance naming the City as additionally insured. In addition, prior to the event the applicant will provide the City copies of the approved permit from Washington County for the use of the Hardwood Creek Trail and from MnDOT for the use of the shoulder on TH61. Adoption of the Consent Agenda approved the Special Event Permit for the NIS 150 bike event to be held on Sunday, June 11, 2017 Approve Creation of Pool Ordinance by the Ordinance Review Committee City staff had been receiving many inquiries regarding Hugo's pool requirements. The City does not have an official ordinance related to these requirements and staff believed that one should be drafted. Special provisions will surround setbacks, impervious surface, and location of noise causing systems such as pumps. The Ordinance Review Committee met on February 9, 2017 and agreed that the City should begin drafting a pool ordinance. Adoption of the Consent Agenda approved the preparation of a pool ordinance for Council review and approval. Approve Hiring of Sarah Rumppe as Community Development Intern On February 14, 2017, the Community Development Department met with applicant Sarah Rumppe for a position as a Community Development Intern. Sarah's responsibilities would be assisting the department in the 2040 Comprehensive Plan updates and other related duties. Adoption of the Consent Agenda approved the hiring of Sarah Rumppe as an intern in the Community Development Department beginning spring 2017. Approve Advertisement for History Intern Over the past several years, the Historical Commission had been considering hiring an intern to perform data entry duties related to collected historical pictures, documents, and oral histories. One of the Council's goal for 2017 is to evaluate the future of the Hopkins Schoolhouse. Adoption of the Consent Agenda approved the advertisement for a History Intern to work on these history related projects. Approve Plans and Specifications, and Authorize Advertisement of Bids for the North Sunset Lake Improvement Prosect A meeting was held on Thursday, February 23, 2017 with the residents in the north Sunset Lake street project area. This project includes Homestead Avenue, 132nd Street, Homestead Drive, Hugo City Council Meeting Minutes for March 6,2017 Page 5 of 6 and 1261h Street. City Engineer Mark Erichson provided Council a recap of the meeting, and requested approval of plans and specifications, and authorize advertisement of bids. Klein made motion, Petryk seconded, to approve RESOLUTION 2017—3 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE NORTH SUNSET LAKE AREA STREET IMPROVEMENT PROJECT Ayes: Haas, Klein, Petryk, Miron, Weidt. Nays: None Motion carried. Update on Comprehensive Plan Joint Workshop held on February 27, 2017 A joint workshop was held with members of the Planning Commission, EDA, Historical Commission, and Parks Commission as a kick-off to the 2040 Comprehensive Plan update. Planner Rachel Juba provided a recap of the workshop stating there was a great turnout. The group participated in a SWOT exercise to identify strengths, weaknesses, opportunities and threats. Juba described the Commissions and Council's roles in the process and explained the importance of public engagement. She provided a meeting schedule and encouraged everyone to watch the City's website and sign up for email updates. The next Comprehensive Plan discussion will take place at the Parks Commission meeting on March 15, 2016 and a public visioning workshop will be held on April 19, 2016. Petryk made motion, Miron seconded, to schedule a meeting to attend the Wednesday, April 19, 2016 visioning workshop to be held at 7 p.m. at Hugo City Hall. All Ayes. Motion carried. Update on Water Reuse Proiects WSB Engineer Erin Heydinger provided an update to Council on the status of the Waters Edge, Frenchman Road/CSAH 8 and the Beaver Ponds Park water reuse projects. The Beaver Ponds project was substantially completed in the fall of 2016 and is set to start up in the spring. The City had received $50,000 in funds from the Metropolitan Council for this project. The City had been awarded funds from the Rice Creek Watershed District in the amount of$60,000 for the Frenchman Road/CSAH8 project. There is also a potential for funding from the Metropolitan Council through the Rice Creek Watershed District for $200,000. The total cost for that project is estimated at $485,000. The Waters Edge Townhome project was awarded $200,000 from Metropolitan Council and $30,000 from the Rice Creek Watershed District. On March 7, 2017, the City will be meeting with the Waters Edge Townhome Association to present the use agreement on maintenance details. The agreement will come back to the Council for approval. The City will advertise for bids and construction would begin this summer. Erin also spoke about Stormwater Appropriations Permit. Currently, a permit is required for water reuse projects, which has been proven to be burdensome. Legislation had been introduced in both the Senate and House that proposes stormwater be exempt from the appropriation permits process. Erin explained that the last Summit was held on August 25, 2016, and she outlined several ongoing regional water related issues. Weidt made motion, Klein seconded, to directed staff to propose a date on which to schedule another Water Summit. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Members Phil Klein and Chuck Haas reported to Council on the Yellow Ribbon Network activities held recently. The YRN received "Thank Yous" for the care packages sent to Egypt and Afghanistan. Care packages were also sent to Fort Cambell, KY. The YRN fulfilled a request from the Washington County Sheriff s Office to send packages to a deployed co- worker in Kuwait and to the National Guard for marriage bond retreats this summer. Details for the next youth hunt on April 9 at Wild Wings will be finalized. Girl Scout cookies will be collected and sent overseas. The Hugo Lions Club had donated $250 in cookies. The YRN had donated $500 to support Operation Valentine in February and donated costs for a solider to travel home to see his newborn son. The YRN assisted a family with home repairs and worked with Lenox to help several families who needed new furnaces. At the request of the Army Survivor Outreach Service, the YRN helped with travel costs for a veteran who was suffering from Agent Orange to travel to Rochester Mayo Clinic for a second opinion. March Burger Night will be sponsored by the Arcand Family/Oneka Ridge Golf Course on March 22. The YRN is still looking for Burger Night Sponsors for July and September. Hugo Good Neighbors Food Shelf Pasta Dinner on Saturday, April 8, 2017 City Administrator Bryan Bear informed Council the Hugo Good Neighbors Food Shelf will hold their 4fh Annual Pasta Dinner to raise funds for their new building on April 8, 2017 from 6-9 p.m. at the Hugo American Legion. Petryk made motion, Miron seconded, to schedule meeting to attend the Hugo Good Neighbors Pasta Dinner on April 8, 2017 All Ayes. Motion carried.
