D.1 Approval of Minutes for the March 6, 2017 City Council Meeting
Staff recommends Council approve the above minutes as presented.
F.1 Swearing in of Hugo Firefighters Tom Kaspszak and Ryan Nadeau
Firefighters Tom Kaspszak and Ryan Nadeau have completed all the requirements to move from
probationary firefighter status to regular firefighter status. Mayor Tom Weidt will assist Fire
Chief Kevin Colvard in the swearing in and pinning of Tom and Ryan.
F.2 Fire Department Annual Report
Chief Kevin Colvard will present the 2016 Fire Department Annual Report.
F.2 North Memorial Annual Report
Rick Wagner, Director of Outstate and Ancillary Services for North Memorial, will present the
annual report on ambulance services provided to Hugo in 2016.
G.1 Approval of Claims
Staff recommends Council approve the Claims Roster as presented.
G.2 Approve Annual Performance Review for Finance Director Ron Otkin
Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 28 years, Ron
has conducted duties related to the City's Finance Department which includes the annual
preparation of the City's budget as well as financing of public improvement projects and
accounts payable and accounts receivable. City Administrator, Bryan Bear, recommends Council
approve the annual performance review for Finance Director Ron Otkin.
G.3 Approve Contract for New Electrical Inspector Brian Nelson
Dave Kichler has been the contract electrical inspector since July, 2011 and has recently gave his
notice of retirement due to health reasons. Dave has worked with Brian Nelson in the electrical
field since 2010 and highly recommends Brian be his replacement. Staff has met with Brian and
recommends approval of Brian Nelson as the new contract electrical inspector for the City of
Hugo.
GA Approve Extension of Filing Timeline for Minor Subdivision for Sathre Property
On October 17, 2007, the City approved a minor subdivision request, made by the Sathres, to
subdivide a 30 acre parcel into a 20 acre parcel and a 10 acre parcel. The subject property is
vacant and is located south of 132nd and west of Ingersoll Avenue. The minor subdivision was
never filed at Washington County. Per Section 90-337 of the City Code, the filing timeline for a
minor subdivision is 60 -days from date of approval. The applicants were unaware of a filing
deadline and would like to file the minor subdivision soon. The minor subdivision still meets all
zoning requirements for approval. Staff recommends approval of the filing timeline for the minor
subdivision for the property located south of 132"d Street and west of Ingersoll Avenue
G.5 Approve RCWD Cost -Share Agreement for CSAH 8 Stormwater Reuse Proiect
The City has been informed by the Rice Creek Watershed district the application for the Urban
Stormwater Remediation Cost -Share Program was approved for up to $60,000 in funding. These
funds will be used in the CSAH8 Stormwater Reuse Project. Staff recommends Council approve
the Cost -Share Agreement with the Rice Creek Watershed District.
G.6 Approve Firefighter Andy Churchill's Return from Leave of Absence
At its November 7, 2016 meeting, Council approved a Leave of Absence for Firefighter Andy
Churchill effective October 16, 2016. Andy has returned to the Fire Department and wishes to
be reinstated as a regular firefighter. Staff recommends Council approve the return of Andy
Churchill from his Leave of Absence.
K. 1 Update on Yellow Ribbon Network
Council Members Chuck Haas and Phil Klein will update the Council on the activities of the
Yellow Ribbon Network to date.
L.1 Food Shelf Pasta Dinner on Saturday, April 8, 2017
The Hugo Good Neighbors Food Shelf will hold their 6th Annual Pasta Dinner to raise funds
Food Shelf. The dinner will be held at the Hugo American Legion on Saturday, April 8, 2016,
from 6:00-9:00 p.m. Council has scheduled this as a meeting to attend.
L.2 League of MN Cities Annual Conference June 14-16, 2017
The League of MN Cities will hold their Annual Conference on June 14-16 in Rochester, MN.
Council should consider scheduling this as a meeting if they wish to attend. Please contact City
Clerk Michele Lindau for reservations.

Recognition of the Retirement of Sergeant Wayne Johnson
Washington County Sergeant Wayne Johnson had retired from the Sheriff's Office after serving
the City of Hugo since January 2011. Sheriff Hutton attended the meeting to recognize Wayne
for his 22 years with the Washington County Sheriff's Office and the past nine years as the
sergeant in Hugo. Wayne work in the Water, Parks, and Trails Division, was an Honor Guard
and worked in high-profile investigations. Hutton shared the little known fact that Sergeant
Johnson is a self-taught bag piper, which added another dimension to the Honor Guard. Wayne
will continue to volunteer in that role and help around the state in water, parks, and trails.
Washington County Commissioner Fran Miron commented on how well the contract was
managed under Sheriff Hutton and Chief Deputy Starry, stating that Hugo is unique in its style.
The patrols take an interest in the community, and he was pleased that Hugo continues to be
represented under that contract.
The Council shared their many positive encounters with Sergeant Johnson and thanked him for
all he had done for the community.
Mayor Weidt call for a short break. The meeting reconvened at 7:55 p.m.
Update on Counties Transportation Improvement Board (CTIB)
City Administrator Bryan Bear talked about recent media coverage regarding CTIB and asked
County Commissioner Fran Miron to provide an update.
Miron explained that in 2008, five counties — Anoka, Dakota, Hennepin, Ramsey and
Washington — formed the CTIB in order to levy a quarter -cent sales tax along with the vehicle
excise tax that generates approximately $7 million a year in Washington County alone. It is
combined with other money in CTIB and in partnership with Federal and State the Board moves
transit forward. There have been projects completed in Ramsey and Hennepin Counties and
work done on projects in Washington County but no significant projects completed. One project
being worked on was the Rush Line Corridor. About $51 million has been collected in
Washington County since 2008, and a little over $14 million is in guaranteed funds to the
County. Miron explained that the vote in 2008 to be a part of CTIB was very controversial,
winning by a 3 to 2 vote. Conversations after the recent election brought to question whether the
State was going to be a reliable partner in funding. To avoid the unknown, discussions began on
disbanding the CTIB and continuing to tax under state statute 993. Outstate counties can levy up
to one half percent. CTIB Counties are prohibited from collecting more than the quarter percent
tax; however if CTIB no longer existed, counties could levy up to one half percent under that

State Statute. There is thought that tax collected would adequately fund both the County and
State share with a continued partnership with the Federal Government; however, there are
concerns over the change in leadership at the federal level and whether they will remain a
partner.
To terminate CTIB, it would be agreed that all outstanding bonds would be satisfied, operating
commitments would be assumed by counties and divided by projects, and all county boards
would agree to impose a new sales tax no less than a quarter of one percent to go to transit and
transportation purposes. Under State Statute 992, counties are allowed to collect the quarter
percent tax for transit specifically. Under 993, one-half percent can be collected and used for
transit and transportation, which could result in lower property taxes.
Recently, Dakota County has given their notice to leave CTIB and have three years to cover their
debt obligations while tax continues to be collected and go to the CTIB. To disband, there needs
to be a unanimous vote from all county boards. There wasn't a vote on Friday and they will be
discussing it further. Dakota County is a critical vote.
A workshop is scheduled for March 14 at the County Government Center to talk about the
dissolution of CTIB and the draft 993 transportation plan. On March 21, there is a public hearing
at the regular Tuesday board meeting regarding CTIB and reimplementation of the county
transportation sales tax. On March 28, there could be a vote on the policy direction to disband,
which could be done in one or two resolutions. He encouraged attendance at the March 21, 2017
public hearing or submit comments in writing.

Approve Performance Review for Building Department Secretary Debi Close
Debi Close was hired as the City's Building Department Receptionist on March 20, 2006. For
the past eleven years, Debi has performed customer service duties both at the front counter and
on the telephone scheduling inspections with contractors. Debi also works as the secretary to the

Parks and Recreation Commission. Adoption of the Consent Agenda approved the annual
performance review for Building Department Receptionist Debi Close.
Approve Special Event Permit for the MS150 on Sunday, June 11, 2017
The MS Society had applied for a Special Event Permit for their annual bike event. This requires
a permit because there will be between 3,500-4,000 riders, and trails and streets in Hugo will be
used. The event is a 150 mile two-day ride from Duluth to White Bear Lake. The second day of
the event, riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder
of TH61 between 10:30 a.m. and 4 p.m. MS Society has provided the City the completed
application, permit fee, hold harmless agreement, and insurance naming the City as additionally
insured. In addition, prior to the event the applicant will provide the City copies of the approved
permit from Washington County for the use of the Hardwood Creek Trail and from MnDOT for
the use of the shoulder on TH61. Adoption of the Consent Agenda approved the Special Event
Permit for the MS150 bike event to be held on Sunday, June 11, 2017
Approve Creation of Pool Ordinance by the Ordinance Review Committee

City staff had been receiving many inquiries regarding Hugo's pool requirements. The City does
not have an official ordinance related to these requirements and staff believed that one should be
drafted. Special provisions will surround setbacks, impervious surface, and location of noise
causing systems such as pumps. The Ordinance Review Committee met on February 9, 2017
and agreed that the City should begin drafting a pool ordinance. Adoption of the Consent
Agenda approved the preparation of a pool ordinance for Council review and approval.
Approve Hiring of Sarah Rumppe as Community Development Intern
On February 14, 2017, the Community Development Department met with applicant Sarah
Rumppe for a position as a Community Development Intern. Sarah's responsibilities would be
assisting the department in the 2040 Comprehensive Plan updates and other related duties.
Adoption of the Consent Agenda approved the hiring of Sarah Rumppe as an intern in the
Community Development Department beginning spring 2017.
Approve Advertisement for History Intern
Over the past several years, the Historical Commission had been considering hiring an intern to
perform data entry duties related to collected historical pictures, documents, and oral histories.
One of the Council's goal for 2017 is to evaluate the future of the Hopkins Schoolhouse.
Adoption of the Consent Agenda approved the advertisement for a History Intern to work on
these history related projects.
Approve Plans and Specifications, and Authorize Advertisement of Bids for the North
Sunset Lake Improvement Project
A meeting was held on Thursday, February 23, 2017 with the residents in the north Sunset Lake
street project area. This project includes Homestead Avenue, 132"d Street, Homestead Drive,

and 126th Street. City Engineer Mark Erichson provided Council a recap of the meeting, and
requested approval of plans and specifications, and authorize advertisement of bids.

Update on Comprehensive Plan Joint Workshop held on February 27, 2017
A joint workshop was held with members of the Planning Commission, EDA, Historical
Commission, and Parks Commission as a kick-off to the 2040 Comprehensive Plan update.
Planner Rachel Juba provided a recap of the workshop stating there was a great turnout. The
group participated in a SWOT exercise to identify strengths, weaknesses, opportunities and
threats. Juba described the Commissions and Council's roles in the process and explained the
importance of public engagement. She provided a meeting schedule and encouraged everyone to
watch the City's website and sign up for email updates. The next Comprehensive Plan
discussion will take place at the Parks Commission meeting on March 15, 2016 and a public
visioning workshop will be held on April 19, 2016.
Petryk made motion, Miron seconded, to schedule a meeting to attend the Wednesday, April 19,
2016 visioning workshop to be held at 7 p.m. at Hugo City Hall.

Update on Water Reuse Projects
WSB Engineer Erin Heydinger provided an update to Council on the status of the Waters Edge,
Frenchman Road/CSAH 8 and the Beaver Ponds Park water reuse projects. The Beaver Ponds
project was substantially completed in the fall of 2016 and is set to start up in the spring. The
City had received $50,000 in funds from the Metropolitan Council for this project. The City had
been awarded funds from the Rice Creek Watershed District in the amount of $60,000 for the
Frenchman Road/CSAH8 project. There is also a potential for funding from the Metropolitan
Council through the Rice Creek Watershed District for $200,000. The total cost for that project is
estimated at $485,000. The Waters Edge Townhome project was awarded $200,000 from
Metropolitan Council and $30,000 from the Rice Creek Watershed District. On March 7, 2017,
the City will be meeting with the Waters Edge Townhome Association to present the use
agreement on maintenance details. The agreement will come back to the Council for approval.
The City will advertise for bids and construction would begin this summer.
Erin also spoke about Stormwater Appropriations Permit. Currently, a permit is required for water
reuse projects, which has been proven to be burdensome. Legislation had been introduced in both
the Senate and House that proposes stormwater be exempt from the appropriation permits process.

There was discussion on whether to schedule another Water Summit. Erin explained that the last
Summit was held on August 25, 2016, and she outlined several ongoing regional water related
issues.
Weidt made motion, Klein seconded, to directed staff to propose a date on which to schedule
another Water Summit.

Update on the Yellow Ribbon Network
Council Members Phil Klein and Chuck Haas reported to Council on the Yellow Ribbon
Network activities held recently. The YRN received "Thank Yous" for the care packages sent to
Egypt and Afghanistan. Care packages were also sent to Fort Cambell, KY. The YRN fulfilled
a request from the Washington County Sheriff's Office to send packages to a deployed co-
worker in Kuwait and to the National Guard for marriage bond retreats this summer. Details for
the next youth hunt on April 9 at Wild Wings will be finalized. Girl Scout cookies will be
collected and sent overseas. The Hugo Lions Club had donated $250 in cookies. The YRN had
donated $500 to support Operation Valentine in February and donated costs for a solider to travel
home to see his newborn son. The YRN assisted a family with home repairs and worked with
Lenox to help several families who needed new furnaces. At the request of the Army Survivor
Outreach Service, the YRN helped with travel costs for a veteran who was suffering from Agent
Orange to travel to Rochester Mayo Clinic for a second opinion. March Burger Night will be
sponsored by the Arcand Family/Oneka Ridge Golf Course on March 22. The YRN is still
looking for Burger Night Sponsors for July and September.
Hugo Good Neighbors Food Shelf Pasta Dinner on Saturday, April 8, 2017
City Administrator Bryan Bear informed Council the Hugo Good Neighbors Food Shelf will
hold their 4th Annual Pasta Dinner to raise funds for their new building on April 8, 2017 from 6-9
p.m. at the Hugo American Legion.

1. BACKGROUND/ANALYSIS:
Tomas and Alicia Sathre currently reside at 13040 Ingersoll Ave N.
On October 17, 2007, the City approved a minor subdivision request, made by the Sathres, to
subdivide a 30 acre parcel into a 20 acre parcel and a 10 acre parcel. The subject property is
vacant and is located south of 132nd Street and west of Ingersoll Avenue. The minor subdivision
was never filed at Washington County. Per Section 90-337 of the City Code, the filing timeline
for a minor subdivision is 60 -days from date of approval. The applicants were unaware of a filing
deadline and would like to file the minor subdivision soon. There are several conditions listed in
Resolution 2007-54 for the approval of the minor subdivision that will need to be meet in order
to file the split at Washington County. The applicants are aware of the conditions.
The minor subdivision still meets all zoning requirements for approval.
2. RECOMMENDATION:
Staff recommends approval of the filing timeline for the minor subdivision for the property
located south of 132nd Street and west of Ingersoll Avenue.

APPROVING A MINOR SUBDIVISION FOR THOMAS AND ALICIiA SATHRE
ON PROPERTY LOCATED AT SOUTHWEST CORNER OF 132ND STREET
AND INGERSOLL AVENUE
WHEREAS, an application has been filed by Thomas and Alicia Satire that requests
approval of a minor subdivision for property located at the southwest corner of 132nd
Street and Ingersoll Avenue.
WHEREAS, the subject property is legally described as follows:

WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing and recommends approval, and;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the minor
subdivision for Thomas and Alicia Sathre, subject to the following conditions:
1. A minor subdivision is approved in accordance with the plans and application
received by the City on August 23, 2007, except as amended by this resolution.
2. The property is subject to the development standards of the Shoreland Overlay
District and the Rural Residential zoning district.
3. Drainage and Utility Easements shall be recorded with Washington County at the time
that the Minor Subdivision is recorded
4. Prior to recording the subdivision, the applicant shall pay the park dedication fee in
lieu of land dedication, pursuant to the Dedication Policy in effect at the time of
recording the subdivision.
5. Prior to the issuance of a building permit, the applicant will need to obtain a septic
system permit from Washington County Environmental Services for the new lots.
6. Prior to the issuance of a building permit a driveway permit shall be obtained.

Urban Stormwater Remediation.Cost-Share Program was approved for up to $60,000 in funding by the
RCWD Board of Managers on February 22, 2017. We look forward to partnering with the City of Hugo in
implementing its water quality improvement project in the coming years.
Please find enclosed two copies of a RCWD cost -share agreement for this project. Please sign both
copies, return one to the RCWD promptly and keep the other for your records. The cost -share
agreement must be executed and submitted to the District by May 1, 2017; otherwise funding for the

COST -SHARE AGREEMENT
COST -SHARE AGREEMENT between the Rice Creek Watershed District, 4325 Pheasant
Ridge Drive NE, Suite 611, Blaine, Minnesota 55449 and the City of Hugo.
RECITALS
A. The City of Hugo (City) intends to construct a project titled "County Road 8 Stormwater
Reuse" (Project).
B. The Rice Creek Watershed District (District) has a cost -share program for the
improvement and remediation of stormwater management systems in developed urban
environments.
C. In accordance with Program guidelines, the District desires to provide the City cost -
share assistance for the Project to assist with the matching funds requirement of the Clean
Water Fund grant.
THEREFORE, in consideration of mutual promises set forth herein and other good and valuable
consideration, the District and the City agree as follows:
I. CITY RESPONSIBLITIES.
A. Design Plans and Maintenance Plan. The City will submit (1) final Project plans and
specifications, (2) a maintenance plan, and (3) an operations plan to the District for the
Administrator's written acceptance. The Project plans and specifications must also include a
public education component. The District, in its discretion, may approve a non-structural public
education component.
B. Construction and Maintenance. The City, through its own personnel and/or contractors,
will construct the Project in accordance with the approved Project plans and specifications and
operate and maintain it indefinitely in accordance with the approved operations and
maintenance plans. In doing so, the City will comply with all applicable laws and regulations
and will be responsible for acquiring all permits, approvals and temporary and permanent rights
of access or easement.
C. Completion of Construction. The City's staff or its consulting engineer will certify the
completion of Project construction no later than December 31, 2019. The City will submit to
the District documentation of Project expenditures and the certification of completion no later
than March 31, 2020.
II. DISTRICT RESPONSIBILITIES.
A. Cost -Share Funds. To defray the Project cost to the City, the District will provide the City
cost -share assistance in the amount of 50 percent of the Project's eligible costs, as determined
by the District, not to exceed $60,000.00.
B. Payment Schedule. On District approval of the Project plans and specifications,
certification by the City that it has obtained all necessary permits and approvals, and receipt of
the City's issued notice to proceed, the District will disburse 50 percent of the RCWD Board -
approved cost -share amount to the City. On District approval of the Project maintenance plan
and operations plan, receipt of the certification of completion and review of such Project
documentation as it may require, the District will disburse the remaining RCWD Board -
approved funds.
C. Contingencies. The District's obligation to provide cost -share funds is contingent on the
City's compliance with the terms of this agreement, including but not limited to Project
completion in accordance with the District -approved plans and specifications by December 31,
2019. The City will return to the District any cost -share funds already received if this condition
is not satisfied.
III. MISCELLANEOUS.
A. Relationship of Parties. Nothing in this agreement creates or establishes a partnership,
joint venture or agency relationship between the parties. District review or approval of design
plans and specifications, a maintenance plan and any other Project -related documents is solely
for the District's own accounting for funds expended. As between the parties, the City is solely
responsible for selection of the Project design and the means, method and manner of
construction. Nothing in this agreement creates any right in any third party or affects any
immunity, defense or liability limitation enjoyed by either party.
B. Employees. The City represents that it has or will secure, at its own expense, all
personnel and/or contractors required for the performance of this agreement. No City
personnel or contractor will be considered an agent, representative or employee of the District.
C. Liability. The City agrees to hold harmless and indemnify the District, and its managers,
staff and representatives, against any claim, expense or damage, including attorney fees, arising
from the performance of this agreement.
D. Assignment or Modification. This agreement binds and inures to the benefit of the City
and the District, and their respective successors and assigns. Neither party may assign this
agreement without the prior written consent of the other. Any modification of the agreement
must be in writing and signed by both parties.

E. Public Documents. All submitted information, including application, conceptual design,
cost estimates, bid tabulations, final designs and specifications, copies of permits and proof of
expenditures will become a part of the public record.
Effective Date. This agreement is effective as of the date all of the signatures below
have been provided.

The Hugo Good Neighbors Food Shelf (HGNFS) is currently planning our 6th Annual Pasta Dinner to
raise funds to feed over 150 families per month in the Hugo, Centerville, Lino Lakes and White Bear
Lake area. HGNFS continues to see growth in the number of clients and demand for fresher,

This year our "Pasta Dinner Food Shelf Fundraiser" will be held Saturday, April 8, 2017 from 6PM to
9PM. The Hugo American Legion has again kindly donated their space to us to hold our festivities. •=ce President
We hope that you will join us for an evening of dinner, games, door prizes, and live & silent auctions.
The dinner will include a pasta entree, salad, bread, beverage and dessert In addition we will have lasiaP Lamb
music provided by a DJ and a cash bar. Treasurer
