ADJOURNMENT BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 3, 2017 D.1 Minutes for the March 20, 2017 City Council Meeting Staff recommends Council approve the minutes for the March 20, 2017 City Council meeting as presented. F. Northeast Youth & Family Services Annual Report -President and CEO Jerry Hromatka The City of Hugo is in partnership with NYFS for mental health and social services serving people of all ages, abilities and backgrounds. NYFS President and CEO Jerry Hromatka will present to Council their annual report. F.2 Update on Lake Links Trail — Mike Brooks Mike Brooks and Steve Wolgamot will provide an update from the Lake Links Association. The Lake Links Association is a new coalition of Washington and Ramsey county residents and decision makers who are coming together to complete a route for safe walking and biking around White Bear Lake. The City of Hugo has had a role in developing trails for regional use by supporting their work. Staff recommends Council listen to their presentation and approve the resolution supporting the planning, funding, and construction of the Lake Links Trail Network around White Bear Lake. G.1 Approval of Claims Staff recommends Council approve the Claims Roster as presented. G.2 Approve Letter of Intent to RCWD for Met Council Stormwater Grant The City would like to cooperate with the Rice Creek Watershed District in applying for a stormwater grant for the CSAH8 water reuse project. The Metropolitan Council Stormwater Grant will provide partial funding for the project, however the Rice Creek Watershed District must be the applicant and apply for the funds. The Met Council will provide 75% of the cost and the City will provide the remaining 25%, except the RCWD may provide cost -share. Staff has prepared a letter of intent as a precondition of the RCWD's application to the Met Council and recommends Council approve the letter for signature. G.3 Approve Property Line Adiustment at 7416 132,d Street North — Stedt Dean and Rosalie Stedt are requesting approval of a property line adjustment for properties located west of Homestead Avenue and north of 132nd Street. Parcel A is 13.10 acres and Parcel B is 29.89 acres in size; containing a single family home with outbuildings. The applicants are proposing to adjust the common property line between the properties. This action will result in Parcel A totaling 31.02 acres and Parcel B totaling 11.93 acres in size. Staff finds that both properties conform to all applicable regulations in the City Code and will continue to comply after the property line adjustment. Staff recommends approval of the resolution approving a property line adjustment for Dean and Rosalie Stedt. GA Approve Minor Subdivision and CUP at 13561 Homestead Avenue North — Carlson Joe and Chelsea Carlson are requesting approval of a minor subdivision of a 20 -acre parcel located at 13561 Homestead Avenue. The applicant is proposing to subdivide the 20 -acre parcel into two 10 -acre parcels. The Conditional Use Permit (CUP) is for approval of a shared driveway to allow an existing driveway to provide access to both parcels. At its March 23, 2017 meeting, the Planning Commission held a public hearing and considered the request. No one in the audience spoke at the public hearing. The Planning Commission agreed that the application met the requirements necessary to approve the minor subdivision and CUP. The Planning Commission recommends Council adopt the resolutions approving the minor subdivision and CUP for a shared driveway. G.5 Approve Special Event Permit for Blacksmith Lounge 2017 Events The Blacksmith Lounge has applied for a Special Event Permit for events to be held during 2017. There is a total of 14 events hosted on their property between April and October. Events include seven auctions, five car shows, one swap meet, and one corn feed for the White Bear Lake Hockey Association. These events have been occurring for several years including the largest event, the Northern Lights Car Show, for 29 years. All of the events are to be outdoors. City Council approval is required because they will be serving alcohol, over 250 people are expected during some events, and an amplified speaker system will be used. Staff recommends Council approve the Special Event Permit for the Blacksmith Lounge. G.6 Approve Special Event Permit for Oneka Elementary Color Run on Mav 6, 2017 Oneka Elementary applied for a Special Event Permit to hold a 5K Color Run on Saturday, May 6, 2017. This event requires a permit approved by Council because the event is expected to draw between 500-700 participants and will include the use of City trail/sidewalks/streets. Oneka Parkway will be closed for the duration of the event, and the applicant has worked with the City and Washington County Sheriff's Department on the details. This event was held the past two years and was very successful. Staff recommends Council approve the Special Event Permit for the Oneka Elementary 5K Color Run on May 6, 2017. G.7 Approve Replacement of Public Works Parks Mower The Hugo Public Works is requesting approval for the purchase of a Toro 72" Z Master parks mower to replace the aging John Deere 72" mower. Staff has received a quote from Hugo Equipment Company, which is under state contract, to provide the Toro mower for $9,821.24. Staff recommends Council approve the quote and authorize the purchase of the Toro 72" Z Master mower. H.1 Approve Award of Bid for 2016 Dust Control Proiect At its February 6, 2017 meeting, the Hugo City Council authorized City staff to advertise and receive bids for the 2017 dust control project. Bids were received and opened on March 22 for this contract. Public Works Director Scott Anderson will review with the Council the bids received and make a recommendation to Council for the award of bid for the 2017 dust control project. H.2 Approve Award of Bid for 2017 Seal Coating Proiect At its February 6, 2017 meeting, the Hugo City Council authorized City staff to advertise and receive bids for the 2017 seal coat project. Bids were received and opened on March 22 for this contract. Public Works Director Scott Anderson will review with the Council the bids received and make a recommendation to Council for the award of bid for the 2017 seal coat project. LA Update on the Yellow Ribbon Network Council Members Chuck Haas and Phil Klein will update the Council on the activities of the Yellow Ribbon Network to date. M.1 Board of Review and Equalization on Thursday, April 13, 2017 The Council will meet as the Board of Appeal and Equalization on Thursday, April 13, 2017 from 5:30 p.m. — 7:00 p.m. The meeting will take place in the Oneka Room at Hugo City Hall. M.2 Habitat Home Dedication on Saturday, April 22, 2017 The Council has been invited to the Habitat Home Dedication in Hugo for four families new to the community. The dedication will take place on Saturday, April 22, 2107 at 10 a.m. at 14932 Generation Avenue North. Council should schedule this as a meeting if they choose to attend. M.3 Expiration of Terms for Carnelian -Marine -St. Croix Watershed District Board of Managers The City has been notified the term for Eric Lindberg on the Carnelian -Marine -St. Croix Watershed District Board of Managers will be expiring on June 21, 2017. Washington County Board is requesting the City submit a list of nominees for consideration, including the support for the incumbent, if they wish. Applications can be made to the City of Hugo or Washington County. N. Adiournment MINUTES FOR THE CITY COUNCIL MEETING ON MONDAY, MARCH 20, 2017 Call to Order Acting Mayor Petryk called the meeting to order at 7:02 p.m. PRESENT: Haas (via Skype), Klein, Miron, Petryk ABSENT: Weidt ALSO PRESENT: City Administrator Bryan Bear, Assistant City Attorney Josh Brekken, City Engineer Mark Erichson, and City Clerk Michele Lindau Approval of Minutes for the March 6, 2017 City Council Meeting Miron made motion, Klein seconded, to approve the above minutes as presented. All Ayes. Motion carried. Approval of the Agenda Klein made motion, Miron seconded, as amended by adding an update by John Waller regarding cleaning Branch 1 of Judicial Ditch 2. Swearing in of Hugo Firefighters Tom Kaspszak and Ryan Nadeau Deputy Chief Compton explained to the Council what is necessary to complete the probationary steps to becoming a Hugo firefighter. Ryan Nadeau and Tom Kaspszak were on the fire department for over two years completing over 300 hours training in addition to drills. Both completed Firefighter 1 and 2, Hazmat training and EMT training. Chief Kevin Colvard introduced Firefighters Tom and Ryan and they recited the Oath of Office. Ryan and Tom each gave a little background on themselves. Ryan has lived in Hugo for approximately 18 years with his family. Tom and his family moved to Hugo in 2001. He decided to become a firefighter after losing his house in the 2008 tornado and after his children had grown. The Council congratulated them on their achievement. Fire Department Annual Report Fire Chief Kevin presented the 2016 Fire Department annual report. In 2016, there were six resignations and three new hires, leaving a total of 30 on staff. The total number of calls in 2016 was 238 with the highest being 120 rescue calls. Ninety-one of those call were to assist North Memorial. There was a reduction in alarm calls as a result of educating the public on the maintenance of alarm devices. A decrease in calls over the previous year was due to 2016 being the first full year partnering with North Memorial, but call volume is expected to increase with continued residential growth. Colvard provided training highlights and talked about partnerships for training opportunities. The department continues to improve upon leadership development and is involved in many community events. Their first blood drive was held last year, and there will be another on April 25, 2017. The department continues to work in making Hugo a Heartsafe Community by having AED's readily available for the community. He explained the initiative to improve response times in a CPR situation by having volunteers respond to the scene Hugo City Council Meeting Minutes for March 20, 2017 Page 2 of 4 with AED's. This program will be tracked for effectiveness. Colvard provided goals for 2017, which include focusing on recruiting daytime firefighters and mutual aid with Lino Lakes and Centennial Fire Departments. The Council expressed their gratitude and support for the department. North Memorial Annual Report Rick Wagner, Director of Outstate and Ancillary Services for North Memorial, and Terry Nelson Manager for the Lakes Region Area, presented the 2016 annual report on ambulance service. North Memorial became the primary ambulance provider in August 2016 and added a staffed truck to be in Hugo 12 hours per day. Terry showed the coverage areas, which change during the day dependent on how many trucks are covering the Primary Service Area (PSA). He reviewed the run distributions and average response time stating the average for the region is 8:27 and Hugo is 8:33. There were a total of 650 responses in Hugo with 410 being transported and treated. The 911 patient destination showed St. John's Hospital as being the hospital of choice. Call volume is expected to increase with development and base coverage areas will continue to change. Rick and Terry stated they enjoy their relationship with the Hugo Fire Department. The Council stated they felt the residents were being well served. Approval of the Consent Agenda Miron made motion, Klein seconded, to approve the following Consent Agenda items. Approve Annual Performance Review for Finance Director Ron Otkin Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 28 years, Ron has conducted duties related to the City's Finance Department. Adoption of the Consent Agenda approved the annual performance review for Finance Director Ron Otkin. Hugo City Council Meeting Minutes for March 20, 2017 Page 3 of 4 Approve Contract for New Electrical Inspector Brian Nelson Dave Kichler had been the contract electrical inspector since July 2011 and recently gave his notice of retirement due to health reasons. Dave had worked with Brian Nelson in the electrical field since 2010 and highly recommended Brian be his replacement. Adoption of the Consent Agenda approved Brian Nelson as the new contract electrical inspector for the City of Hugo. Approve Extension of Filing Timeline for Minor Subdivision for Sathre Property On October 17, 2007, the City approved a minor subdivision request, made by the Sathres, to subdivide a 30 -acre parcel, located south of 132nd and west of Ingersoll Avenue, into a 20 -acre parcel and a 10 -acre parcel. The minor subdivision was never filed at Washington County. Per Section 90-337 of the City Code, the filing timeline for a minor subdivision is 60 -days from date of approval. The applicants were unaware of a filing deadline and requested to file the minor subdivision, which still met all zoning requirements for approval. Adoption of the Consent Agenda approved the extension of the filing timeline for the minor subdivision for the property located south of 132nd Street and west of Ingersoll Avenue. Approve RCWD Cost -Share Agreement for CSAH 8 Stormwater Reuse Project The City had been informed by the Rice Creek Watershed District the application for the Urban Stormwater Remediation Cost -Share Program was approved for up to $60,000 in funding. These funds will be used in the CSAH8 Stormwater Reuse Project. Adoption of the Consent Agenda approved the Cost -Share Agreement with the Rice Creek Watershed District. Approve Firefighter Andy Churchill's Return from Leave of Absence At its November 7, 2016 meeting, Council approved a Leave of Absence for Firefighter Andy Churchill effective October 16, 2016. Andy had returned to the Fire Department and wished to be reinstated as a regular firefighter. Adoption of the Consent Agenda approved the return of Andy Churchill from his Leave of Absence. Update on Cleaning Branch 1 of Judicial Ditch 2 John Waller, 14010 Homestead Avenue, is a Hugo resident who also serves on the Rice Creek Watershed District Board of Managers. John talked about a recent workshop at the RCWD where there was discussion on the profiles of Judicial Ditch 2 and the weir, and the elevations of Rice Lake and the surrounding wetlands. There is a planning session scheduled for April 19 and he asked the Council to think about the planning procedure for the lake and to work with the RCWD, the County, and private land owners on how to create property development and capitalize by providing drainage and creating wetland credits. Update on Yellow Ribbon Network Council Members Chuck Haas and Phil Klein provided an update on the activities of the Yellow Ribbon Network to date. There were 1000 care packages sent to soldiers in Djibouti, and another 1000 will be sent next week to Korea and Afghanistan. Another packing event is Hugo City Council Meeting Minutes for March 20, 2017 Page 4 of 4 scheduled for April to send Girl Scout Cookies. The YRN is collecting laundry/personal care items to ship to MN National Guard soldiers deployed in Guantanamo. March's Hamburger Night is sponsored by the Arcand family/Oneka Ridge Golf Course. Food Shelf Pasta Dinner on Saturday, April 8, 2017 Hugo City Administrator Bryan Bear reminded Council of the Hugo Good Neighbors Food Shelf 6th Annual Pasta Dinner to be held at the Hugo American Legion on Saturday, April 8, 2016, from 6:00-9:00 p.m. Council had scheduled this as a meeting to attend. League of MN Cities Annual Conference June 14-16, 2017 Hugo City Administrator Bryan Bear informed Council the League of MN Cities will hold their Annual Conference on June 14-16 in Rochester, MN. Council will let staff know if they wish to attend. Adjournment Klein made motion, Miron seconded, to adjourn at 8:26 p.m. Respectfully Submitted, Michele Lindau City Clerk RESOLUTION 2017 - A RESOLUTION SUPPORTING THE PLANNING, FUNDING, AND CONSTRUCTION OF THE LAKE LINKS TRAIL NETWORK AROUND WHITE BEAR LAKE WHEREAS, the City of Hugo supports outdoor recreation and active living by providing a system of trails and parks and encourages pedestrian and bicycle activities, and WHEREAS, the City of Hugo has a strong local system of trails and sidewalks within the city constructed and planned, and WHEREAS, the City of Hugo has partnered with Washington County and other agencies to plan and construct the Hardwood Creek Regional Trail in Hugo, and WHEREAS, the City of Hugo understands the importance of regional collaboration and partnership to build a comprehensive interconnected system of trails, WHEREAS, the Lake Links Trail Network is in the counties of Ramsey and Washington and the cities of Birchwood, Dellwood, Mahtomedi, White Bear Township, and White Bear Lake, and NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does support the planning, funding, and construction of the Lake Links Trail Network around White Bear Lake. The City understands that according to Metropolitan Council requirements, the District must be the named applicant and will sign the grant agreement as the Grantee. The City is providing this letter of intent as a precondition of the District's application to the Council for such funds. DATE: March 28, 2017 for the City Council Meeting of April 3, 2017 COMPREHENSIVE PLAN: Large Lot Residential (LL) ZONING: Rural Residential (RR) REVIEW DEADLINE: April 7, 2017 PLANNING COMMISSION UPDATE: At its March 23, 2017 meeting, the Planning Commission held a public hearing and considered the request. Staff recommended approval of the minor subdivision and CUP request. Chelsea Carlson, the applicant, and Dick VerDick, 13561 Homestead Ave., were present at the meeting. They answered Commissioners questions regarding the proposed shared driveway, including grade and landscape constraints and the proposed orientation of the new driveway. No one in the audience spoke for the public hearing. The Planning Commission agreed that the applicant met the requirements necessary to approve the minor subdivision and CUP request. They unanimously recommended approval of the request to the City Council. 2. DESCRIPTION OF REQUEST: The applicant is requesting approval of a minor subdivision of a 20 -acre parcel located at 13561 Homestead Avenue. The applicant is proposing to subdivide the 20 -acre parcel into two 10 -acre parcels. The conditional use permit (CUP) is for approval of a shared driveway to allow an existing driveway to provide access to both parcels Carlson Minor Subdivision & CUP 3. CONTEXT: A. Surrounding Land Use and Zoning The properties are currently zoned Rural Residential (RR) The approximately 20 acre parcel contains a single family home and accessory buildings. The properties contain some wetlands. The surrounding properties are also zoned Rural Residential (RR) and are large lots occupied by single family homes. B. Natural Characteristics of Site The property has variation topography and some wetlands on site. 4. LEVEL OF DISCRETION IN DECISION-MAKING: The City has limited discretion in approving or denying minor subdivision applications. The City's discretion is limited to whether or not the proposed minor subdivision meets the standards outlined in the Zoning Ordinance. If it meets these standards, the City must approve the subdivision. The City's discretion in approving or denying a conditional use permit is limited to whether or not the proposed application meets the standards outlined in the Zoning Ordinance. If it meets these standards, the City must approve the conditional use permit. 5. ANALYSIS: A. Consistency with Ordinance Standards Minor Subdivision and CUP Lot Size The Rural Residential (RR) zoning district requires a minimum lot size of 10 acres with a 300 foot minimum width and a minimum depth of 480 feet. The applicant is requesting to subdivide an approximately 20 acre parcel to create two 10 -acre parcels. The applicant has submitted soil tests indicating that there is sufficient space on the parcel that are suitable for a septic system as well as an alternative septic location. The location has been reviewed and approved by Washington County. Gradin A grading plan will have to be submitted to the City prior to the issuance of a building permit for the proposed vacant parcel. The applicant shall demonstrate that the building site will comply with the City's regulations regarding building elevation related to groundwater and floodplain. The applicant is not showing the lowest floor elevation, on the survey, but it will be verified at the issuance of a building permit. A CUP is required for a driveway if it is shared by two or more separate parcels or lots of land. There is steep topography that makes it difficult to find a good location for a new driveway for the proposed parcel to the north. Also there is a significant stand of trees along the west property line that the applicant would like to preserve. Creating a new driveway would require some of the trees to be removed. Staff used these standards to review the application and found that the request meets all applicable standards as follows: 1. The proposed use is permissible by law. The proposed use is allowed by conditional use permit. 2. The proposed use is keeping with the spirit and intent of the ordinance. The proposed use is allowed in the RR zoning district and will keep with the spirit and intent of the ordinance, which is intended to allow a shared driveway by a CUP as long as they comply with the regulations. 3. The proposed use is compatible with the City's Comprehensive Plan and the character of the surrounding area. The use is existing and is compatible with the Comprehensive Plan and the addition will not alter the character of the area. Carlson Minor Subdivision & CUP 4. The proposed use has adequate drainage, water supply, electrical, gas, and sewage treatment facilities. The proposed use has adequate drainage, water supply, and utilities. 5. The proposed use has adequate road access. The property has adequate road access to Homestead Avenue. 6. Technical Evaluation of Floodplain. The applicant is not proposing to impact any floodplain. 7. The proposed use should not increase the potential for flood damage. The proposed use would not obstruct the floodplain or increase the potential for flooding. 8. The proposed use will not damage or reduce the benefits the public receives from public waters. The proposed use would not damage or reduce the benefits from any public waters. 9. The use of watercraft on public waters. The proposed use would not involve the use of watercraft on public waters. 10. All structures shall be screened from view of public waters. The proposed use is not visible from public waters. 11. Wetland impacts. The driveway is existing and will not does not adversely impact any wetlands as its constructed to the new home site. 12. All state and local permits shall be acquired for the conditional use. The applicant would be responsible for obtaining all state and local permits. 13. Adequate screening and buffering from non -compatible uses and public rights-of-way. The proposed use is not visible from non -compatible uses and public right-of-ways. Carlson Minor Subdivision & CUP It's in staff's opinion that the request meets all the items required to approve a CUP. It is a condition of approval that the easement area and maintenance agreement will need to be reviewed and approved for the existing driveway. Park Dedication and Open Space Park dedication is required of all land subdivided for residential purposes. The applicant will not be dedicating parkland with this project, and would therefore be responsible for the parkland dedication fee, currently set at $2,400 per lot. The applicant is only responsible to pay for the creation of one lot prior to the recording of the minor subdivision. 6. STAFF RECOMMENDATION: It's in staff's opinion that the request meets all the items required for a minor subdivision and CUP. Staff recommends approval of the minor subdivision and CUP subject to the conditions listed in the attached draft resolutions to the City Council. 7. PLANNING COMMISSION RECOMMENDATION: The Planning Commission agreed that the application met the requirements necessary to approve the minor subdivision and CUP. BACKGROUND: Memorandum The Blacksmith Lounge Restaurant has submitted a special event permit application and is requesting approval for 14 events hosted on their property between April and October of 2017. The events will be held on the owner's property surrounding the Blacksmith Lounge Restaurant. The events require City Council approval because they will be serving alcohol, some events expect over 200 people, an amplified speaker system will be used, and there are several events to be held on the property. Staff has received the completed application, fee, and signed Hold Harmless Agreement. 2. DESCRIPTION OF EVENT: The Blacksmith Lounge Restaurant plans to hold seven auctions, five car shows, one swap meet, and a corn feed for the White Bear Hockey Association. These events, with the exception of the corn feed, have been occurring for several years including the largest event, the Northern Lights Car Show, for 29 years. All of the events are to be outdoors, and some will have a tent area which will be serving food and alcohol under the Blacksmith Lounge's Catering Permit. There will be someone checking ID's and extra security and staff during those events. During the largest event, the Northern Lights Car Show, the host will provide their own security, insurance, hire highway patrol, and volunteer parking staff. All events will have adequate outdoor restroom facilities. These events are family events and will be held rain or shine. In case of cancellations, these events will not be made up. Most events will be held on Sundays starting on April 24 through October 22 with the exception of two car shows on the Memorial Day and Labor Day and the corn feed that will be on a Saturday. Blacksmith Lounge expects between 50 and 300 people to attend each event, however the September 20, 2017 Northern Light Car Show will bring between 800-900 people. An amplified sound system will be used at some events to announce auctions and to close the events. The Washington County Sheriff's Department and Hugo Fire Department will be notified of the events. Access to the site will be off of Highway 61 and parking will be on grass fields on the east portion of the property, as well as the neighboring property to the north. The Lions Club volunteers to assist with traffic and parking on the site. 3. CONCLUSION/RECOMMENDATION: Staff believes that the Blacksmith Lounge Restaurant has done a good job organizing the events in the past years. The Blacksmith Lounge is not requesting any assistance from the City in preparing or conducting the events. BACKGROUND: Memorandum Oneka Elementary has submitted a Special Event Permit application for approval of a 5K Color Run on Saturday, May 6, 2017. This event requires a Special Event Permit approved by Council because the event is expected to draw approximately 700-800 runners and will include the use of City trail/sidewalks/streets. 2. DESCRIPTION OF EVENT: A Color Run is a fund-raising event for the Oneka Elementary and Hugo Elementary school. Students and families will get donations and earn rewards for the amount of money raised for participation in the 5K run/walk. This is their third annual event, and will be conducted as follows: • Organizers will set up the event between 6-8 a.m. Registration will be from 9-10 a.m. and the run will begin at 10 a.m. • The run will take place along Oneka Parkway from the Oneka Elementary School towards CSAH 8 and back. With the number of runners expected, it will be necessary to close Oneka Parkway for the race. All residential areas have an alternate means of accessing their homes except the homes along Farnham Ave, north of Oneka Parkway. A Washington County Deputy will be stationed at that intersection to allow traffic to go across the Parkway on Farnham, allowing vehicles to enter/exit that neighborhood. Another deputy and car will be stationed at the Oneka Parkway/Frenchman Road intersection to prevent vehicles from entering. All other intersections will have adult crossing guards to block traffic and direct runners. The run is expected to last approximately two hours, and the road will be reopened immediately after all runners/walkers return to the school. • Limited parking will be at the front entrance parking lot at Oneka Elementary, and additional parking available at Hugo Elementary where a bus will be used to transport participants to and from the event. Participants are instructed to walk to the school if possible. • Color packets will be sprayed on runners at specified locations along the route. • A post -race party will be held in the busing area where there will be event activities and a DJ playing until 12 p.m. • Water, fruit, and muffins will be available free of charge. Two 10' X 20' tents will be used, and there will be an inflatable arch at the beginning/end of the race. • Race organizers are working on having a Hugo Fire Department vehicle at the event, and they will have staff trained in first aid. 3. REQUIREMENTS: The applicant has provided the City the completed permit, signed Hold Harmless Agreement, and permit fee. In accordance with this permit, the applicant shall conduct the event as described herein and meet the following conditions: Prior to the Event 1. The applicant shall provide the City a copy of the insurance for the event naming the City of Hugo as additionally insured. 2. The applicant will notify all HOA's in the area of the road closure so they may get the word out to their residents. 3. The applicant shall secure Washington County Sheriff's Deputies to be stationed at specified intersections during the event, as recommended by the Sheriff's Department. 4. One week prior to the event, the applicant will work with the Hugo Public Works Department to place the electronic sign at the Frenchman Road/Oneka Parkway intersection notifying road users that Oneka Parkway will be closed on May 6 from approximately 8:45 a.m. -12:30 p.m. 5. The applicant will contact the Hugo Public Works Department to drop off cones/barricades along Oneka Parkway at all intersections to be closed. 6. The applicant will place signage along the route notifying residents that a race is in progress, as well as directional markers and caution signs. 7. All crossing guards will meet between 9-9:15 a.m. with the Washington County deputies working the event to discuss procedures to follow along the route and at all intersections. During the Event 8. The applicant shall conduct the event in accordance with the approved plans submitted with the application. 9. The applicant and all volunteers will comply with all directions from the Washington County Deputies. 10. Adult volunteer crossing guards will block off the intersection with cones and barricades at approximately 8:45 a.m. and remain at the intersection until all run/walkers are done using the Parkway. 11. Adult crossing guards will be at all intersections to direct runners and ensure vehicular traffic does not enter the Parkway. Guards will also have the ability to contact a deputy should a problem arise. 12. Color packets will not be directed towards or sprayed near any vehicle, private property, or individual not participating in the event. 13. No food will be prepared and served on site. 14. There will be two water stops along the route. 15. Staff trained in first aid will be available during the race 16. Weather conditions will be monitored during the event and delays/cancellations will be determined by the opinions of medical, security and police staff. Participants will be directed to the school gymnasium if necessary. After the Event 17. All garbage shall be removed from the school property and streets and properly disposed of. 18. Barricades will be immediately moved to allow normal traffic flow, and Public Works will pick up the barricades following the event. 19. All signage visible from a public street will be removed immediately after the close of the event. Minor changes to this permit may be approved by City staff. Changes staff deems to be significant will require Council review and approval. CONCLUSION/RECOMMENDATION: The City has worked with the applicant and Washington County Sheriff's Department to address potential impacts to the health, safety, and welfare of the residents of Hugo and participants of this event. Currently, the Public Works Department has three Toro Z Master mowers (2-60" and 1-72") and the one John Deere 72" mower. Public Works staff evaluates its mowing equipment each season and prioritizes the replacement needs. All three Toro mowers are older than the John Deere, however they are in better condition and continue to serve the department well. The John Deere mower is entering its 10th season of operation and based on its condition and maintenance history, staff is recommending its replacement. As with most purchases, staff is recommending purchasing a replacement mower using the State of Minnesota Cooperative Purchasing Venture. The Hugo Equipment Company has been awarded this contract through MN/DOT. The contract cost of the replacement mower is $9,821.24, which is well below the budgeted amount presented to the Council by staff. EQUIPMENT/PRICING Hugo Equipment Company has provided a quote for the 72" Toro Z Master Professional 6000 series (see quote attached). This mower is equivalent to the Z Master mowers that the Public Works Department currently operates. DESIRED ACTION Staff requests approval from the City Council for the purchase of a 2017 Toro Z Master Professional 6000 series from Hugo Equipment Company for a purchase price of $9,821.24. All the profits from our event go back into the community for a variety of causes. Our race starts and ends at Ramsey County Beach and features both 10 and 20 mile events that go counterclockwise around the lake.. Our course consists of much of the same route as the one you are proposing for the trail. I have always hoped we could have a safer course for our runners particularly on the stretch of Hwy 244 through Dellwood. Are there things we as an organization can do to help promote this idea?
