A RESOLUTION ISSUING A NEGATIVE DECLARATION OF NEED FOR AN
ENVIRONMENTAL IMPACT STATEMENT FOR ADELAIDE LANDING
WHEREAS, pursuant to Minnesota Rules 4410.1000 Subpart 2, the City of Hugo as the
responsible governmental unit completed an Environmental Assessment
Worksheet (EAW) for the Adelaide Landing project; and
WHEREAS, pursuant to Minnesota Rules 4410.4300 Subpart 191), the project meets the
thresholds for an EAW for residential development; and
WHEREAS, copies of the EAW were distributed to all persons and agencies on the official
EQB mailing list prior to February 27, 2017; and
WHEREAS, notice of the availability of the EAW for public review for a 30 -day comment
period was published in the EQB Monitor on February 27, 2017; and
WHEREAS, a press release was published in The Citizen on March 2, 2017, to announce the
availability of the EAW to interested parties; and
WHEREAS, the 30 -day comment period ended on March 29, 2017, and all comments received
have been considered; and
WHEREAS, the EAW, in conjunction with comments, responses, identified permitting, and
mitigation will address environmental effects caused as a result of the project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hugo hereby
issues a negative declaration of need for an Environmental Impact Statement for the Adelaide
Landing EAW.
