HomeMy WebLinkAbout2017.03.20 CC Minutes MINUTES FOR THE CITY COUNCIL MEETING ON MONDAY, MARCH 20, 201 Call to Order Acting Mayor Petryk called the meeting to order at 7:02 p.m. PRESENT: Haas (via Skype), Klein, Miron, Petryk ABSENT: Weidt ALSO PRESENT: City Administrator Bryan Bear, Assistant City Attorney Josh Brekken, City Engineer Mark Erichson, and City Clerk Michele Lindau Approval of Minutes for the March 6, 2017 City Council Meeting Miron made motion, Klein seconded, to approve the above minutes as presented. All Ayes. Motion carried. Approval of the Agenda Klein made motion, Miron seconded, as amended by adding an update by John Waller regarding cleaning Branch 1 of Judicial Ditch 2. Swearing in of Hugo Firefighters Tom Kaspszak and Ryan Nadeau Deputy Chief Compton explained to the Council what is necessary to complete the probationary steps to becoming a Hugo firefighter. Ryan Nadeau and Tom Kaspszak were on the fire department for over two years completing over 300 hours training in addition to drills. Both completed Firefighter 1 and 2, Hazmat training and EMT training. Chief Kevin Colvard introduced Firefighters Tom and Ryan and they recited the Oath of Office. Ryan and Tom each gave a little background on themselves. Ryan has lived in Hugo for approximately 18 years with his family. Tom and his family moved to Hugo in 2001. He decided to become a firefighter after losing his house in the 2008 tornado and after his children had grown. The Council congratulated them on their achievement. Fire Department Annual Report Fire Chief Kevin presented the 2016 Fire Department annual report. In 2016, there were six resignations and three new hires, leaving a total of 30 on staff The total number of calls in 2016 was 238 with the highest being 120 rescue calls. Ninety-one of those call were to assist North Memorial. There was a reduction in alarm calls as a result of educating the public on the maintenance of alarm devices. A decrease in calls over the previous year was due to 2016 being the first full year partnering with North Memorial, but call volume is expected to increase with continued residential growth. Colvard provided training highlights and talked about partnerships for training opportunities. The department continues to improve upon leadership development and is involved in many community events. Their first blood drive was held last year, and there will be another on April 25, 2017. The department continues to work in making Hugo a Heartsafe Community by having AED's readily available for the community. He explained the initiative to improve response times in a CPR situation by having volunteers respond to the scene Hugo City Council Meeting Minutes for March 20,2017 Page 2 of 4 with AED's. This program will be tracked for effectiveness. Colvard provided goals for 2017, which include focusing on recruiting daytime firefighters and mutual aid with Lino Lakes and Centennial Fire Departments. The Council expressed their gratitude and support for the department. North Memorial Annual Report Rick Wagner, Director of Outstate and Ancillary Services for North Memorial, and Terry Nelson Manager for the Lakes Region Area, presented the 2016 annual report on ambulance service. North Memorial became the primary ambulance provider in August 2016 and added a staffed truck to be in Hugo 12 hours per day. Terry showed the coverage areas, which change during the day dependent on how many trucks are covering the Primary Service Area(PSA). He reviewed the run distributions and average response time stating the average for the region is 8:27 and Hugo is 8:33. There were a total of 650 responses in Hugo with 410 being transported and treated. The 911 patient destination showed St. John's Hospital as being the hospital of choice. Call volume is expected to increase with development and base coverage areas will continue to change. Rick and Terry stated they enjoy their relationship with the Hugo Fire Department. The Council stated they felt the residents were being well served. Approval of the Consent Agenda Miron made motion, Klein seconded, to approve the following Consent Agenda items. 1. Approve Extension of Filing Timeline for Minor Subdivision for Sathre Property 5. Approve RCWD Cost-Share Agreement for CSAH 8 Stormwater Reuse Project 6. Approve Firefighter Andy Churchill's Return from Leave of Absence All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Finance Director Ron Otkin Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 28 years, Ron has conducted duties related to the City's Finance Department. Adoption of the Consent Agenda approved the annual performance review for Finance Director Ron Otkin. Hugo City Council Meeting Minutes for March 20,2017 Page 3 of 4 Approve Contract for New Electrical Inspector Brian Nelson Dave Kichler had been the contract electrical inspector since July 2011 and recently gave his notice of retirement due to health reasons. Dave had worked with Brian Nelson in the electrical field since 2010 and highly recommended Brian be his replacement. Adoption of the Consent Agenda approved Brian Nelson as the new contract electrical inspector for the City of Hugo. Approve Extension of Filing Timeline for Minor Subdivision for Sathre Property On October 17, 2007, the City approved a minor subdivision request, made by the Sathres, to subdivide a 30-acre parcel, located south of 132nd and west of Ingersoll Avenue, into a 20-acre parcel and a 10-acre parcel. The minor subdivision was never filed at Washington County. Per Section 90-337 of the City Code, the filing timeline for a minor subdivision is 60-days from date of approval. The applicants were unaware of a filing deadline and requested to file the minor subdivision, which still met all zoning requirements for approval. Adoption of the Consent Agenda approved the extension of the filing timeline for the minor subdivision for the property located south of 132nd Street and west of Ingersoll Avenue. Approve RCWD Cost-Share Agreement for CSAH 8 Stormwater Reuse Proiect The City had been informed by the Rice Creek Watershed District the application for the Urban Stormwater Remediation Cost-Share Program was approved for up to $60,000 in funding. These funds will be used in the CSAH8 Stormwater Reuse Project. Adoption of the Consent Agenda approved the Cost-Share Agreement with the Rice Creek Watershed District. Approve Firefighter Andy Churchill's Return from Leave of Absence At its November 7, 2016 meeting, Council approved a Leave of Absence for Firefighter Andy Churchill effective October 16, 2016. Andy had returned to the Fire Department and wished to be reinstated as a regular firefighter. Adoption of the Consent Agenda approved the return of Andy Churchill from his Leave of Absence. Update on Cleaning Branch 1 of Judicial Ditch 2 John Waller, 14010 Homestead Avenue, is a Hugo resident who also serves on the Rice Creek Watershed District Board of Managers. John talked about a recent workshop at the RCWD where there was discussion on the profiles of Judicial Ditch 2 and the weir, and the elevations of Rice Lake and the surrounding wetlands. There is a planning session scheduled for April 19 and he asked the Council to think about the planning procedure for the lake and to work with the RCWD, the County, and private land owners on how to create property development and capitalize by providing drainage and creating wetland credits. Update on Yellow Ribbon Network Council Members Chuck Haas and Phil Klein provided an update on the activities of the Yellow Ribbon Network to date. There were 1000 care packages sent to soldiers in Djibouti, and another 1000 will be sent next week to Korea and Afghanistan. Another packing event is Hugo City Council Meeting Minutes for March 20,2017 Page 4 of 4 scheduled for April to send Girl Scout Cookies. The YRN is collecting laundry/personal care items to ship to MN National Guard soldiers deployed in Guantanamo. March's Hamburger Night is sponsored by the Arcand family/Oneka Ridge Golf Course. Food Shelf Pasta Dinner on Saturday, April 8, 2017 Hugo City Administrator Bryan Bear reminded Council of the Hugo Good Neighbors Food Shelf 6th Annual Pasta Dinner to be held at the Hugo American Legion on Saturday, April 8, 2016, from 6:00-9:00 p.m. Council had scheduled this as a meeting to attend. League of MN Cities Annual Conference June 14-16, 2017 Hugo City Administrator Bryan Bear informed Council the League of MN Cities will hold their Annual Conference on June 14-16 in Rochester, MN.
