HomeMy WebLinkAbout2017.04.03 CC Minutes MINUTES FOR THE CITY COUNCIL MEETING ON MONDAY, APRIL 3, 2017 Call to Order Mayor Weidt called the meeting to order at 7:00 p.m. PRESENT: Haas, Klein, Miron, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Mark Erichson, and City Clerk Michele Lindau Minutes for the March 20, 2017 City Council Meeting Klein made motion, Miron seconded, to approve the minutes for the March 20, 2017 City Council meeting as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as presented. Northeast Youth & Family Services Annual Report-President and CEO Jerry Hromatka The City of Hugo is in partnership with NYFS for mental health and social services serving people of all ages, abilities and backgrounds. NYFS President and CEO Jerry Hromatka was present to provide Council the annual report for 2016. Jerry informed Council that the NYFS is celebrating their 401h anniversary. During their first year, NYFS served 100 people, and they are now serving 4,000 youth, adults, and families. Jerry stated that partnerships and innovation has been the key to their success. He provided a breakdown of their 3.2 million budget, which showed the majority of it is spent on programing. The majority of their revenue now comes in fees and less from contracts. All Hugo residents are assured services, though they are asked to pay something. In 2016, there were 46 Hugo families served. The City's contract is for $ 6,000, and they were able to provide $26,000 of contracted services to those families. He invited the Council to attend their leadership lunch on May 3 and Mayor's challenge Golf Tournament June 12, 2017. Update on Lake Links Trail—Mike Brooks Mike Brooks and Steve Wolgamot provided an update from the Lake Links Association. It was explained that the Lake Links Association is a new coalition of Washington and Ramsey County residents and decision makers who are coming together to complete a route for safe walking and biking around White Bear Lake. Steve explained they are looking for right-of-way and working with other communities in gaining resolutions of support for preliminary engineering funding. There are bills in both the Senate and in the House and they believe they can get funding to complete the trail. Mike talked about the packet of information presented to the Council, which reflected comments from other meetings that showed support for the trail. They requested the Council approve the resolution supporting the Lake Links Trail Network. All Ayes. Motion carried. Approval of the Consent Agenda Klein made motion, Miron seconded, to approve the following Consent Agenda items. 1. Approval of Claims 2. Approve Letter of Intent to RCWD for Met Council Stormwater Grant 3. Approve Property Line Adjustment at 7416 132nd Street North - Stedt 4. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Letter of Intent to RCWD for Met Council Stormwater Grant The City is working with the Rice Creek Watershed District in applying for a stormwater grant for the CSAH8 water reuse project. The Metropolitan Council Stormwater Grant will provide partial funding for the project, however the Rice Creek Watershed District must be the applicant and apply for the funds. The Met Council will provide 75% of the cost and the City will provide the remaining 25%, except the RCWD may provide cost-share. Adoption of the Consent Agenda approved a letter of intent from the City as a precondition of the RCWD's application to the Met Council for the Stormwater Grant. Approve Property Line Adiustment at 7416132nd Street North—Stedt Dean and Rosalie Stedt had requested approval of a property line adjustment for properties located west of Homestead Avenue and north of 132nd Street. Parcel A is 13.10 acres and Parcel B is 29.89 acres in size, containing a single family home with outbuildings. The applicants requested to adjust the common property line between the properties. This action would result in Parcel A totaling 31.02 acres and Parcel B totaling 11.93 acres in size. Staff found that both properties conformed to all applicable regulations in the City Code with the adjustment of the property line. Adoption of the Consent Agenda approved RESOLUTION 2017- 5 APPROVING A PROPERTY LINE ADJUSTMENT FOR DEAN AND ROSALIE STEDT FOR PROPERTIES LOCATED WEST OF HOMESTEAD AVENUE AND NORTH OF 132ND STREET. Hugo City Council Meeting Minutes for April 3,2017 Page 3 of 5 Approve Minor Subdivision and CUP at 13561 Homestead Avenue North—Carlson Joe and Chelsea Carlson had requested approval of a minor subdivision of a 20-acre parcel located at 13561 Homestead Avenue. The applicant proposed to subdivide the 20-acre parcel into two 10-acre parcels. The Conditional Use Permit (CUP) was necessary for a shared driveway to allow an existing driveway to provide access to both parcels. At its March 23, 2017 meeting, the Planning Commission held a public hearing on the request, and there were no public comments. The Planning Commission agreed that the application met the requirements necessary to approve the minor subdivision and CUP and recommended Council approve it. Adoption of the Consent Agenda approved RESOLUTION 2017-6 APPROVING A MINOR SUBDIVISION FOR THE PROPERTIES GENERALLY LOCATED SOUTH OF 132nd STREET NORTH AND EAST OF HOMESTEAD AVENUE NORTH and RESOLUTION 2017-7 APPROVING A CONDITIONAL USE PERMIT TO ALLOW A SHARED DRIVEWAY FOR THE PROPERTIES GENERALY LOCATED SOUTH OF 132nd STREET NORTH AND EAST OF HOMESTEAD AVENUE NORTH. Approve Special Event Permit for Blacksmith Lounge 2017 Events The Blacksmith Lounge had applied for a Special Event Permit for events to be held during 2017. There would be a total of 14 events hosted on their property between April and October. Events included seven auctions, five car shows, one swap meet, and one corn feed for the White Bear Lake Hockey Association. These events had been occurring for several years including the largest event, the Northern Lights Car Show, for 29 years. All of the events would be held outdoors. City Council approval was required because they would be serving alcohol, over 250 people were expected during some events, and an amplified speaker system would be used. Adoption of the Consent Agenda approved the Special Event Permit for the Blacksmith Lounge. Approve Special Event Permit for Oneka Elementary Color Run on May 6, 2017 Oneka Elementary had applied for a Special Event Permit to hold a 5K Color Run on Saturday, May 6, 2017. This event required a permit approved by Council because the event was expected to draw between 500-700 participants and would include the use of City trail/sidewalks/streets. Oneka Parkway would be closed for the duration of the event, and the applicant had worked with the City and Washington County Sheriffs Department on the details. This same event had been held the past two years and was very successful. Adoption of the Consent Agenda approved the Special Event Permit for the Oneka Elementary 5K Color Run on May 6, 2017. Approve Replacement of Public Works Parks Mower The Hugo Public Works had requested approval for the purchase of a Toro 72" Z Master parks mower to replace the aging John Deere 72" mower. Staff had received a quote from Hugo Equipment Company, which was under state contract, to provide the Toro mower for $9,821.24. Adoption of the Consent Agenda approved the quote and authorized the purchase of the Toro 72" Z Master mower. Hugo City Council Meeting Minutes for April 3,2017 Page 4 of 5 Approve Award of Bid for 2016 Dust Control Proiect At its February 6, 2017 meeting, the Hugo City Council authorized City staff to advertise and receive bids for the 2017 dust control project. Two bids were received and opened on March 22, 2017 with the low bidder being Envirotech at $0.837/gallon. Public Works Director Scott Anderson explained the City applies Calcium Chloride to 25 miles of gravel roads. The City cost shares with May Township for Keystone Avenue and with the City of Grant for 120'h Street and also bids the project with them. Haas made motion, Klein seconded, to approve the 2017 Dust Control Contract with Envirotech Services to apply Calcium Chloride at $0.837/gallon. All Ayes. Motion carried. Approve Award of Bid for 2017 Seal Coating Proiect At its February 6, 2017 meeting, the Hugo City Council authorized City staff to advertise and receive bids for the 2017 seal coat project. Three bids were received and opened on March 22, 2017 with the low bidder being Allied Blacktop Co. at $209,781.94. Public Works Director Scott Anderson explained the roads that would be included in the project and acknowledged the Department needed to increase the frequency of sweeping after the seal coat application. Funding for the seal coating project, which includes patching, comes from state aid maintenance dollars and general tax levy dollars. Petryk made motion, Miron seconded, to approve the 2017 Seal Coat contract with Allied Blacktop co for $209,781.94. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow Ribbon Network to date. A book had been created showing activities of the YRN over the past three years. The YRN sent 1000 packages to Korea and Fort Campbell, Kentucky. A Girl Scout Cookie packing event was scheduled for April 15. Responses had been received from recipients of the last packages sent to Afghanistan and Egypt. A check for $490 was received from Xcel Energy from their employee volunteering program. The YRN also received a check from Bayport Legion for $2,500 from the YRN meat raffles at Sal's Angus Grill. Haas thanked City Attorney Dave Snyder who helped a renter who was having problems with his landlord. There were 213 burgers sold at March's Hamburger Night. The next Hamburger Night sponsor will be Attorney Dan Gallitan on April 26, 2017. Board of Review and Equalization on Thursday, April 13, 2017 City Administrator Bryan Bear reminded Council they will meet as the Board of Appeal and Equalization on Thursday, April 13, 2017 from 5:30 p.m. —7:00 p.m. The meeting will take place in the Oneka Room at Hugo City Hall. Hugo City Council Meeting Minutes for April 3,2017 Page 5 of 5 Habitat Home Dedication on Saturday, April 22, 2017 City Administrator Bryan Bear informed Council they had been invited to the Habitat Home Dedication in Hugo for four families new to the community. The dedication will take place on Saturday, April 22, 2017 at 10 a.m. at 14932 Generation Avenue North. Weidt made motion, Klein seconded, to schedule the Habitat for Home Dedication on April 22, 2017 as a meeting of the Council. All Ayes. Motion carried. Expiration of Term on Carnelian-Marine-St. Croix Watershed District Board of Managers City Administrator Bryan Bear informed council the City had been notified that the term for Eric Lindberg on the Carnelian-Marine-St. Croix Watershed District Board of Managers was expiring on June 21, 2017. Washington County Board had requested the City submit a list of nominees for consideration, including the support for the incumbent, if they wish. Bear noted incumbent Lindberg was seeking reappointment. Haas made motion, Weidt seconded, to invite Eric Lindberg to a future Council meeting. All Ayes. Motion carried.
