HomeMy WebLinkAbout2017.05.15 RESO 2017-14 Western SpringRESOLUTION 2017-14 APPROVING A SITE PLAN FOR WESTERN SPRING MANUFACTURING FOR AN INDUSTRIAL BUILDING ON PROPERTY LOCATED NORTH OF 130TH STREET NORTH AND EAST OF FENWAY BOULEVARD WHEREAS, Western Spring Manufacturing has requested approval of a site plan to allow construction of approximately 35,000 square feet of industrial building on a 4.71 -acre property legally described as follows: Lot 2, Block 1, Bald Eagle Industrial Park Sixth Addition, Washington County, Minnesota. WHEREAS, the Planning Commission has reviewed the site plan and recommends approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the request by Western Spring Manufacturing for a site plan, subject to the following conditions: 1. A site plan is approved to allow development of one (1) lot for an industrial building, in accordance with the application received by the City on March 17, 2017, and revised on April 7, 2017, except as amended by this resolution. 2. The applicant shall comply with all conditions from the City Engineer's memo dated April 20, 2017 and any additional redlined comments. 3. Prior to issuance of building permits, the applicant must comply with the following conditions: Signage a. A sign permit is required for all signs. The sign permit application shall be reviewed and approved by City staff prior to installation. Streets, Access and Parking a. All drive aisles shall be 24 ft. wide. The plans shall be revised to show this change and reviewed and approved by staff. b. The parking spaces shown on the plan as proof of parking shall be constructed at any time deemed necessary by the City. Landscaping a. The landscape plan shall be revised to show the relocation and addition of trees to further screen the dust collector and loading docks. The plans shall be reviewed and approved by staff prior to installation. Fees a. Park dedication is not required for industrial development. Resolution 2017-14 Page 2 of 2 b. The stormwater ponding fee is not required. This was paid at the time the regional basin was constructed. c. All development fees shall be paid. d. The applicant shall pay the City's Stormwater trunk fee. e. The applicant shall pay the City's sewer and water trunk fees and SAC and WAC fees for the lot. Miscellaneous a. Sewer and water stubs should be verified by the applicant before any development occurs on site. If the stubs are not present, the contractor is to coordinate the connection and any corresponding permitting with the City to excavate in the City street and with Metropolitan Council Engineering Services to connect to the MCES interceptor. b. A complete set of revised plans addressing the conditions of approval shall be submitted for city approval. 4. Prior to issuance of a certificate of occupancy, the applicant must comply with the following conditions: a. The applicant shall be required to draft and execute a stormwater drainage and maintenance agreement between the two parcels whom share a drainage outlet. This shall be reviewed by City staff. b. The roof top mechanical equipment must be screened from view of adjacent properties. c. All landscaping shall be fully installed. 5. At the time of future expansion, a site plan application will be required to be reviewed and approved by the City. ADOPTED by the City Council this 15th day of May 2017. .
