HomeMy WebLinkAbout2017.06.05 RESO 2017-15 Site Plan for Mini-storageRESOLUTION 2017-15 APPROVING A SITE PLAN FOR A MINISTORAGE FACILITY ON PROPERTY LOCATED NORTH OF 152ND STREET NORTH AND EAST OF TH 61 WHEREAS, Minnesota Built Third Edition, LLC. has requested approval of a site plan to allow construction of seven (7) buildings totaling 21,700 square feet for a ministorage facility on a 3.27 -acre property legally described as follows: See Attachment. WHEREAS, the Planning Commission has reviewed the site plan and recommends approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the request by Minnesota Built Third Edition, LLC for a site plan, subject to the following conditions: 1. A site plan is approved to allow development of one (1) lot for a ministorage facility, in accordance with the application received by the City on January 20, 2017, and February 23, 2017, March 20, 2017, May 11, 2017, and May 15, 2017 except as amended by this resolution. 2. The applicant shall comply with all conditions from the City Engineer's memo dated May 17, 2017 and any additional redlined comments. 3. Prior to issuance of building permits, the applicant must comply with the following conditions: Signage a. A sign permit is required for all signs. The sign permit application shall be reviewed and approved by City staff prior to installation. Fees a. Park dedication is not required for industrial development. b. The applicant shall pay the City's Stormwater trunk fee. c. All development fees shall be paid. Miscellaneous a. Prior to grading, the applicant shall obtain any necessary permits from FEMA for filling the floodplain. b. The developer shall obtain all necessary local, state, and federal permits. c. A public roadway, utility, and drainage easement shall be granted to the City for the 39 feet of right-of-way adjacent to TH 61 for the MnDOT TH 61 corridor expansion. This shall be reviewed and approved by City staff prior to the recording at Washington County. Resolution 2017-15 Page 2 of 3 d. Drainage and utility easement shall be granted to the City over the stormwater ponding areas, wetland areas, and sewer pipe. This shall be reviewed and approved by City staff prior to the recording of the document at Washington County. e. An encroachment agreement shall be executed between the City and the applicant for grading and landscaping. 4. The prcliminary phasing plan is generally approved. a. Phase one (1) shall include: i. The grading of the entire site, construction of the stormwater basin, installation of storm sewer, and construction of four (4) buildings. i. The applicant shall be required to construct the storm sewer for the entire site and grade the entire site prior to the certificate of occupancy on the 1St building in phase one. ii. The applicant shall be required to construct the stormwater basin prior to the certificate of occupancy on the 1 St building in phase one. iii. The applicant shall be required to place curb and gutter, bituminous paving, and restoration associated with phase one prior to the certificate of occupancy on the 1 St building in phase one. iv. The applicant shall install all landscaping and fencing associated with phase one prior to the certificate of occupancy for the 4th building in phase one. b. Phase two (2) shall include: i. The construction of the final three (3) buildings, completion of the curb and asphalt, and the completion of the fencing. i. The applicant shall be required to place curb and gutter, bituminous paving, and restoration associated with phase two prior to the certificate of occupancy on the 1St building in phase two. ii. The applicant shall install all landscaping and fencing associated with phase two prior to the certificate of occupancy for the 3'd building in phase two. 5. A Letter of Map Amendment (LOMA) shall be obtained from FEMA removing the building site from the 100 -year floodplain. 6. Units are to be used for dead storage only. Units are not to be used for retailing, auto repair, human habitation, or any commercial activity. 7. No exterior storage is allowed.
