HomeMy WebLinkAbout2017.05.15 CC Minutes MINUTES FOR THE CITY COUNCIL MEETING ON MONDAY, MAY 15, 2017 Call to Order Mayor Weidt called the meeting to order at 7:05 p.m. PRESENT: Haas, Klein, Miron, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Mark Erichson, and City Clerk Michele Lindau Minutes for the April 29, 2017 Kidz `n Biz Klein made motion, Miron seconded, to approve the minutes for the Kidz `n Biz event on April 29, 2017 as presented. All Ayes. Motion carried. Minutes for the May 1, 2017 City Council Meeting Petryk made motion, Klein seconded, to approve the minutes for the City Council meeting on May 1, 2017 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Miron seconded, to approve the agenda as amended by adding notice on the Withrow School Celebration and removing the introduction of new Hugo Deputy Greg Reiter until a later date. All Ayes. Motion carried. Introduction of New Hugo Deputy Gree Reiter This was removed from the agenda due to Deputy Reiter's inability to attend the meeting. Hugo Good Neighbor Days —Lions Member Dan Balthazor City Administrator Bryan Bear informed Council the Hugo Good Neighbor Days Festival will be held Thursday, June 8fh - Sunday, June l Ph in Lions Park. The Lions were requesting Council approve co-sponsoring the event by waiving the Special Event Permit fee and providing police protection for the event, as in the past. Also for the Council to consider was approval of the fireworks display and an Off-Site Gambling Permit for the Hugo American Legion to conduct bingo. Hugo City Council Meeting Minutes for May 15,2017 Page 2 of 7 The Hugo Lions Club will run the event similar to past years to include a parade, music, food, beer garden, petting zoo, carnival rides, trout pond, and fireworks. Lions Member Dan Balthazor and Lions Chair Tracy Thomas explained the event this years was to focus more on things for the kids and teens to do. They had reached out to the Army who will host an obstacle course, and Grundhoefer Meats will be sponsoring fireworks. They expect roughly 7,000 to 7,500 people to attend the event over the weekend. There are bands scheduled for Friday and Saturday night, and advanced ride passes can be purchased at the Bald Eagle Quick Stop, Holiday Station Store, Hugo American Legion, and Sagers Liquor. Hugo City Council Meeting Minutes for May 15,2017 Page 3 of 7 Approve Annual Performance Review for Public Works Worker Rick Kieffer Rick Kieffer was re-hired by the City of Hugo on May 31, 2005, returning after a short period of time in the private sector. Over the past 12 years, Rick has worked under the direction of Public Works Director Scott Anderson. Adoption of the Consent Agenda approved the Annual Performance Review for Public Works Worker Rick Kieffer. Approve Hiring of Olivia Schiffman as History Intern The City received 13 applications to fill the position for a History Intern to assist the Historical Commission in updating their electronic database, and locating, collecting, and preserving historical facts related to the City. A major project for the intern will be to evaluate and make a recommendation on the future of the Hopkins School House. Adoption of the Consent Agenda approved the hiring of Olivia Schiffman as the History Intern with a start date of June 5, 2017. Approve Appointment of Roger Clarke to the Parks Commission Roger Clarke had been appointed to the Parks Commission June, 2003 and served until December 31, 2012, when his term expired and he decided to not seek reappointment. Roger had requested to serve again on the Commission. . Adoption of the Consent Agenda approved the appointment of Roger Clarke to fill the vacant seat on the Parks Commission with a term to expire on December 31, 2018. Approve Special Event Permit for Flips Gymnastics Color Run June on 10, 2017 Flips Gymnastics Booster Club had submitted a Special Event Permit application for approval of a 5K Color Run on Saturday, June 10, 2017, to begin at 9 a.m. at Lions Park. This event requires a Special Event Permit approved by Council because the event is expected to draw between 300- 600 participants and will include the use of the City property and trail. The run will be held in conjunction with Hugo Good Neighbor Days, and the applicant had work closely with the organizers of the GND event. Adoption of the Consent Agenda approved the Special Event Permit for the Flips Gymnastics Color Run on June 10, 2017. Approve Special Event Permit for Fable Hills Block Party on May 20, 2017 Pratt Homes had submitted a Special Event Permit application for approval to hold a neighborhood block party on Saturday, May 20, 2017. This event requires a Special Event Permit approved by Council because there will be alcohol served and there will be amplified sound from a DJ. Staff feels this event is relatively minor and will not affect the health, safety, and welfare of Hugo residents. Adoption of the Consent Agenda approved the Special Event Permit for the Fable Hills Block Party on May 20, 2017 Approve Application for Water Surface Use Permit for David Strub on Sunset Lake On behalf of residents living on Sunset Lake, resident David Strub had made application to the City of Hugo for a Water Surface Use Permit to allow residents to water ski on the slalom course Hugo City Council Meeting Minutes for May 15,2017 Page 4 of 7 on Sunset Lake. Washington County Sheriff's Department had provided the application form that was completed by David Strub. Adoption of the Consent Agenda approved the application for a Water Surface Use Permit for a water skiing course on Sunset Lake. Approve Application for Water Surface Use Permit for Mike Ball on Round Lake On behalf of residents living on Round Lake, Resident Mike Ball had made application to the City of Hugo for a Water Surface Use Permit to allow residents to water ski on the slalom course on Round Lake and put a water ski jump on the lake. Washington County Sheriff's Department had provided the application form that was completed by Mike Ball. Adoption of the Consent Agenda approved the application for a Water Surface Use Permit for a water skiing course on Round Lake. Approve Resolution for Community Roadside Landscaping Partnership Program for TH61/CSAH4 Roundabout At its February 6, 2017 meeting, the Council approved a resolution allowing the City to pursue a cooperative agreement with MnDOT for the Community Roadside Landscaping Partnership Program. This program will allow MnDOT to assist in funding landscape materials for the roundabout at TH 61 and 170'h Street North. Adoption of the Consent Agenda approved RESOLUTION 2017—12 APPROVING A COOPERATIVE AGREEMENT WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR THE COMMUNITY ROADSIDE LANDSCAPING PARTNERSHIP PROGRAM. Approve Water Conservation Grant Agreements with Met Council and Washington Coun In February 2016, the Council approved the grant agreement with the Met Council and Washington County for the City's water rebate program. All of the grant monies and some City contributions were allocated prior to 2017. The Met Council and Washington County have offered more financial support for this program, which ends at the end of June 2017. Adoption of the Consent Agenda approved agreements with the Met Council and Washington County for additional funds for the City's water rebate program. Approve Resolution Approving Property Line Adiustment at 12280 & 12310 Goodview Avenue North Thomas and Edie Schmidt and Nancy Saiko had requested approval of a property line adjustment for properties located at 12280 Goodview Avenue North and 12310 Goodview Avenue North. Both parcels are approximately ten acres in size. The applicants proposed to adjust the common property line between the properties because of an existing garage that crosses the property line. The garage would then be in compliance with the setback requirements. This action would result in the properties remaining ten acres in size. Adoption of the Consent Agenda approved RESOLUTION 2017-13 APPROVING A PROPERTY LINE ADJUSTMENT FOR THOMAS AND EDIE SCHMIDT AND NANCY SAIKO FOR PROPERTIES LOCATED AT 12280 GOODVIEW AVENUE NORTH AND 12310 GOODVIEW AVEVUE NORTH. Hugo City Council Meeting Minutes for May 15,2017 Page 5 of 7 Approve Resignation of Community Development Assistant Rachel Leitz Haas removed this item from the Consent Agenda to recognized Community Development Assistant Rachel Leitz for all the work she had done while employed by the City of Hugo. Rachel had accepted a job in the state of Iowa and had submitted her letter of resignation. Weidt made motion, Haas seconded, to accept the resignation of Rachel Leitz effective June 9, 2017. All Ayes. Motion carried. Approve Resolution Approving Site Plan for Western Sprint—5118 130th St. N. Klein removed this from the Consent Agenda to recognize Western Spring Manufacturing's business expansion. Western Spring had requested approval of a site plan to allow construction of approximately 35,000 square feet of industrial building on a 4.71-acre property located at 5118 130'h Street North. As its April 27, 2017 meeting, the Planning Commission reviewed the site plan and unanimously recommended Council approve it. Earl Gebauer, contractor with Shaw Construction, was present along with the property owner Joe Alstatt and his sons Alex and Ben, who said are the fourth generation to work in the business making springs, clips, and other wire products. It was stated that they have grown out of the buildings and had purchased additional property a few years ago in anticipation of expansion. There are currently 15-18 employees, but changes in manufacturing and automation will not have as much of an impact on employment as it once did. The Council thanked them for expanding their business in Hugo and wished them success. Weidt made motion, Klein seconded, to approve RESOLUTION 2017-14 APPROVING A SITE PLAN FOR WESTERN SPRING MANUFACTURING FOR AN INDUSTRIAL BUILDING ON PROPERTY LOCATED NORTH OF 130TH STREET NORTH AND EAST OF FENWAY BOULEVARD. All Ayes. Motion carried. Update on Emerald Ash Borer City Administrator Bryan Bear informed Council that the Minnesota Department of Agriculture (MDA) had alerted the City of Hugo that Emerald Ash Borer(EAB) was found in an ash tree located inside the City limits. The MBA provided a presentation on EAB to staff on May 11, and Bryan shared the information with Council. Bear stated that Hugo had been designated as an infested area, and more trees will become infested if they are not treated. Under 11% of trees in Hugo were Ash, and he described what the trees looked like and how the damage occurs. He provided information on what should be done if residents thought they may have infested trees. Private trees are handled privately; there is no funding available. The City does have a management plan for trees located on City property, and trees will be removed as necessary, giving priority to those that pose a public hazard. Staff Hugo City Council Meeting Minutes for May 15,2017 Page 6 of 7 decides on a case by case basis if trees should be treated or removed. The City is scheduling a wood debris cleanup day to be held in late October or early November at the Public Works building. He provided information on when trees can be cut, stating diseased wood can be burned per the City's burning regulations. He also noted that that Washington County is in a quarantine zone, and wood is not to be transported outside of the County. Bear stated that some cities have passed diseased tree ordinances that would require a tree to be removed if it is diseased. They also provide for the city to assess the property owner if the work is done by the city. Bryan recognized the burden an ordinance like that could pose on a property owner of a large lot with several diseased trees. Other cities have adopted hazardous tree ordinances that would require trees to be cut down if they pose any hazard. Staff has not fully examined the options, and the disease is relatively new to the Hugo area. The City has put information on its website, and staff has been trained on EAB. Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the City of Hugo's Yellow Ribbon Network activities. Haas spoke about the action track chair that was used by a military member for a 5K cancer fundraiser. Next week is hamburger night sponsored by Xcel Energy, and veterans from Keystone Place will be attending. The YRN is planning another packing event to send to care packages to Romania. The Network appreciated the donations from the Hugo Lions and the Bald Eagle Sportsman's Club that will help fund care packages and other events. The Minnesota Military Family Foundation will be holding a charity shoot at Wild Wings. Gail Springboard from the Army Survivor Outreach Services is currently in South Carolina on a retreat presented to her by the YRN in recognition of her work. Blattner Energy was nominated for the Seven Seals Award. All Yellow Ribbon Networks in Washington County will gathering for their annual picnic at the Big Marine Vets Camp. Comprehensive Plan Workshop on Tuesday, May 16, 2017 City Administrator Bryan Bear reminded Council that a Comprehensive Plan Workshop had been scheduled during the regular EDA meeting of Tuesday, May 16, 2017, at 5 p.m. with the Urban Land Institute who will talk about economic competitiveness. Glamos Wire Open House on Thursday, May 18, 2017 City Administrator Bryan Bear reminded Council that a meeting had been scheduled to attend the Glamos Wire Products Open House on May 18, 2017 at 3:30 p.m. Retirement Celebration for White Bear Lake Superintendent of Schools Dr. Michael Lovett on Monday, June 5, 2017 City Administrator Bryan Bear informed Council that a retirement celebration will be held for Superintendent Dr. Michael Lovett on Monday, June 5, 2017 from 3:30 —6:30 p.m. at Mariner Atrium & Theater, located at the White Bear Lake South Campus, 3551 McKnight Road. Withrow School Celebration Event on Wednesday, May 24, 2017 Haas added this to the agenda to inform Council of the invitation to attend the Withrow School celebration scheduled for Wednesday, May 24, 2017, from 3:30 —5:30 p.m. with dinner at Sal's at 5 p.m. Miron made motion, Petryk seconded, to schedule a meeting to attend the Withrow School celebration on Wednesday, May 24, 2017, at 3:30 p.m. All Ayes. Adjournment of Regular Meeting and Enter Into Executive Session Weidt made motion, Miron seconded to recess their regular session and enter in the executive session at 8:00 p.m. to conduct the performance review for City Administrator Bryan Bear. City Attorney stated for the record the executive session will be pursuant to MN Statute 13D.05, Subd. 3 that allows meetings to be closed to evaluate the performance of an individual. All Ayes.
