Motion carried. Minutes for the May 16, 2017 Comprehensive Plan Workshop Klein made motion, Miron seconded, to approve the minutes for the Comprehensive Plan Workshop on May 16, 2017, as presented. Minutes for the May 18, 2017 Glamos Wire Products Open House Petryk made motion, Miron seconded, to approve the minutes for the Glamos Wire Products Open House on May 18, 2017, as presented. All Ayes. Motion carried. Hugo City Council Meeting Minutes for June 5,2017 Page 2 of 8 Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as presented. All Ayes. Introduction of New Hugo Deputy Gree Reiter Washington County Deputy Greg Reiter has been assigned as the new Hugo Deputy to replace Deputy Joe Zerwas, who is the new Hugo Investigator. Sergeant Joe Stoehr introduced Deputy Greg Reiter to the Council stating that Greg has been with the department since 1997, and worked under contract in Lake Elmo and also in investigations. In 2008, he received the MN Sheriff's Association Deputy of the Year Award. Greg stated he has been a Hugo resident for over a year and really likes the wide variety Hugo has to offer. The Council welcomed him to Hugo. Recognition of Byron Anderson for the Lifetime Achievement Award City Administrator Bryan Bear introduced Hugo resident Byron Anderson, who recently received the Lifetime Achievement Award from the Washington County Board of Commissioners. Bryon stated he has volunteered for 45 years with 4-H and seven years with the County Fair. His children also volunteer. Over the years he has seen a lot of new things, including robotics. Miron stated he has worked with Bryon on several projects and he talked about the other various volunteer work Byron is involved in and the positive influence he has had on so many young people. He appreciated the model Byron has set. The Mayor thanked him for his volunteer work, and the Council presented him with a Certificate of Appreciation for his commitment. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Utility Billing Clerk Jodie Guareschi Since June 17, 2002, Jodie has worked as the City's Utility Billing Clerk in the Finance Department. Jodie also works as a member of the Hugo Fire Department as a firefighter/EMS responder. Adoption of the Consent Agenda approved the annual performance review for Utility Billing Clerk Jodie Guareschi. Approve Annual Performance Review for Public Works Worker Tom Smith Tom Smith was hired by the City of Hugo on June 26, 2000. Tom has worked the past 17 years on the Public Works Department team. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Tom Smith. Approve Board of Trustees Reguest for Increase in Lump-Sum Pension The Board of Trustees for the Hugo Firefighter's Relief Association formally requested City Council ratification of an increase of$200 per year of service in their lump-sum pension benefit. The Finance Department has reviewed this request and found it to be financially feasible and consistent with the Pension Fiscal Policy adopted in April, 2012. Adoption of the Consent Agenda ratified the Board of Trustees request for a$200 increase in their lump-sum pension benefit and corresponding change to their By-Laws. Approve Resignation as Chief Engineer for Firefighter Roly Guareschi and Appointment as Engineer Firefighter Roly Guareschi has resigned as the Chief Engineer for the Hugo Fire Department. Adoption of the Consent Agenda approved the resignation of Roly as the Chief Engineer and appointed him as Engineer on the Fire Department. Approve Appointment of Firefighter Doug Millard as the Chief Engineer on the Hugo Fire Department The resignation of Roly Guareschi as Chief Engineer on the Fire Department has left that position vacant. Adoption of the Consent Agenda approved appointment of Firefighter Doug Millard as the new Chief Engineer to fill the vacancy. Hugo City Council Meeting Minutes for June 5,2017 Page 4 of 8 Approve Withdrawal of Community Development Assistant Rachel Leitz's Letter of Resignation At its May 15, 2017 meeting, Council approved the resignation of Community Development Assistant Rachel Leitz, who had a job offer in Iowa. Rachel has since decided against accepting the position and wished to remain employed with the City of Hugo. Adoption of the Consent Agenda approved the withdrawal of Rachel Leitz's letter of resignation. Approve Site Plan for Gopher State Ministorage Minnesota Built Third Edition, Inc. is requesting approval of a site plan to construct seven (7) buildings totaling 21,700 square feet for a ministorage facility to be known as Gopher State Ministorage. The 3.27 acre lot is generally located north of 152nd Street and east of Forest Boulevard within the Peloquin Industrial Park. At its May 25, 2017 meeting, the Planning Commission considered the site plan request for Gopher State Ministorage. The Commission recommended approval of the site plan application, subject to the conditions listed in the resolution. Adoption of the Consent Agenda approved RESOLUTION 2017- 15 APPROVING A SITE PLAN FOR A MINISTORAGE FACILITY ON PROPERTY LOCATED NORTH OF 152ND STREET NORTH AND EAST OF TH 61, and RESOLUTION 2017-16 APPROVING AN ENCROACHMENT FOR A MINISTORAGE FACILITY TO ALLOW CONSTRUCTION OF SITE IMPROVEMENTS WITHIN A ROADWAY AND UTILITY EASEMENT ON THE PROPERTY LOCATED NORTH OF 152ND STREET NORTH AND EAST OF TH 61. Approve Ordinance Modifying Parking Ordinance In reviewing the zoning code, staff had found the existing parking requirements to be quite excessive based on the City's experience with the typical demand for parking associated with various uses and also when compared with ordinances in other communities. In addition to the review of the parking requirements for each use, the Ordinance Review Committee (ORC) reviewed the entire ordinance and made recommendations on revisions. At its May 25, 2017 meeting, the Planning Commission held a public hearing and considered the parking ordinance revisions. There was no one that spoke during the public hearing. Staff recommended approval of the revisions to the parking ordinance. The Planning Commission generally liked the revisions and made a recommendation to approve the revisions to the ordinances to the City Council. Adoption of the Consent Agenda approved ORDINANCE 2017-482 REPEALING HUGO CITY CODE, CHAPTER 14, ARTICLE I, IN GENERAL, SECTION 14-1 PARKING RESTRICTIONS FOR SNOW REMOVAL AND FOR TRAILERS AND CHAPTER 78, SECTION 78-2 PARKING RESTRICTIONS FOR SNOW REMOVAL AND FOR TRAILERS; and ORDINANCE 2017-483 AMENDING CHAPTER 90, ARTICLE V, ENVIORNMENTAL PROTECTION, SECTION 90-181 LANDSCAPING, AND ARTICLE VI, SECTION 90-222 DRIVEWAYS AND SECTION 90-253 PARKING AND LOADING AND TO REPEAL SECTION 90-271 LARGE RECREATIONAL EQUIPMENT PARKING AND STORAGE. Approve Ordinance Regulating Swimming Pools City staff had been receiving many inquiries regarding Hugo's swimming pool requirements. The City does not have an official ordinance related to these requirements and had been following building code requirements and setbacks related to accessory structures when Hugo City Council Meeting Minutes for June 5,2017 Page 5 of 8 swimming pools were submitted for review. On February 9, 2017, the ORC agreed that staff should begin drafting a swimming pool ordinance to address the number of variance requests the City was receiving. On March 6, 2017, City Council approved staff to begin preparing a swimming pool ordinance. At its May 25, 2017 meeting, the Planning Commission held a public hearing to consider the swimming pool ordinance. The Planning Commission made a recommendation to approve the ordinance to the City Council. Adoption of the Consent Agenda approved ORDINANCE 2017-484 RELATED TO AND REGULATING SWIMMING POOLS. Approve Special Event Permit for Tough Mudder Event on July 14-16, 2017 Tough Mudder had submitted an application for a Special Event Permit to hold a three day event at Wild Wings Game Farm on July 14-16, 2017. Tough Mudder is a for-profit company located in Brooklyn, New York, that holds approximately 50 events throughout the United States, Canada, United Kingdom, and Australia. On Saturday and Sunday, participants will run a 10-12 mile course with approximately 22 military style obstacles. On Friday, the Tough Mudder X will be held, which will involve 200 elite athletes on a one-mile obstacle course. This event will be filmed for national television. The Tough Mudder requires a Special Event Permit approved by Council because there will be approximately 12,000 attendees over the weekend, impacts to public streets, use of an amplified sound system, and alcohol will be served. This event was held in 2016, and staff noted there were impacts to traffic. Tough Mudder has modified their parking procedure, which staff feels will greatly reduce or eliminate traffic impacts. Staff has worked with the applicant on details of the event and believes it to be well organized. Elizabeth Quicksell, 6477 Egg Lake Road, thanked everyone on the Council for their service. She said she does not get notified of the events and does not appreciate all the traffic they bring. City Clerk Michele Lindau provided a brief description of the modified parking and traffic plan. Quicksell said she didn't have problems with the stacking of cars,just the continuous traffic in front of her home making it difficult to get on to the road. The Council talked about the benefits of having these events in Hugo and the positive impacts they have on businesses in Hugo. Haas asked that a phone number be provided to residents to call if they needed to have assistance getting through traffic. Miron asked that a letter be sent to all residents along the route notifying them of the event. Haas made motion, Weidt seconded, to approve the Tough Mudder Special Event Permit adding a condition to provide affected residents with a phone number to call if they need assistance in getting in and out of their driveways and to provide notice to residents along the route. Award of Bid for the Waters Edge Water Reuse Proiect The Council had previously authorized the preparation of plans and specifications and the advertisement for bids for the Waters Edge Water Reuse project. City Engineer Mark Erichson explained that bids were received on Tuesday, May 30, 2017 and were opened and read aloud. Hugo City Council Meeting Minutes for June 5,2017 Page 6 of 8 Two bids were received in the amounts of$347,900 and $532,400, with Peterson Companies being the low bidder. The engineer's estimate was $402,800. The overall project cost was $471,600. The City did receive grant funding of$230,000 leaving the City cost at $241,600 to come from the stormwater fund. Petryk made motion, Klein seconded, to award the bid to Peterson Companies in the amount of $347,900. All Ayes. Motion carried. Public Hearing on the Issuance of Therapy Facilities Revenue Bonds —Minnesota Autism Center Proiect At the May 1, 2017, City Council meeting, the Council adopted a resolution calling for a public hearing on a proposal to Issue Therapy Facilities Revenue Bonds in an amount of no more than $5.1 million, on behalf of the Autism Opportunities Foundation, a Minnesota nonprofit corporation doing business as the Minnesota Autism Center (the "Borrower"). The bond proceeds will be used to finance the acquisition, construction, and equipping of an intensive therapy center for children and adults ages 10 to 21 diagnosed with autism spectrum disorder ("ASD"). The project will be located at 2010 Silver Bell Road in Eagan, Minnesota. The Borrower has agreed to pay the City of Hugo an issuer's administrative fee of 1/4 of 1% of the principal amount of the bonds. Briggs and Morgan, the City's bond counsel, has reviewed this request and finds it to be a proper use of the City's bonding authority. The City is only serving as the bond issuer and will have no obligations for repaying investors. Mary Ippel of Briggs and Morgan and Denise Raunig, the CFO of the Minnesota Autism Center were in attendance to answer questions concerning specifics of the project and financing thereof. Weidt opened public hearing. There were no comments, and the Mayor closed the public hearing. Petryk made motion, Klein seconded, to approve RESOLUTION 2017-17 APPROVING ISSUANCE AND SALE OF THERAPY FACILITIES REVENUE BONDS (Minnesota Autism Center Project). Ayes: Klein, Miron, Petryk, Haas, Weidt Nays: None Motion carried. Approve Recommendation from Parks Commission Regarding Goodview Avenue Property At the City Council meeting of September 19, 2016, the Parks Commission was directed to hold a neighborhood meeting about the future of the City-owned property on Goodview Avenue. Parks Planner Shayla Denaway explained that youth have built pedal bike jumps at the 2.34 acre property and there have been complaints from the adjacent property owners about the youth using the property. A neighborhood meeting was held at the Parks Commission meeting of November 9, 2016. Several residents had attended and shared a range of views from having fond memories of using the bike track to anger over the littering, bad behavior, and damage to the property. The Parks Commission directed staff to remove brush on the property and to make Hugo City Council Meeting Minutes for June 5,2017 Page 7 of 8 other improvements to improve visibility. They felt there was value in continuing to let the public use the property, including the bike track. They discussed the potential uses of the property when the planned trail is constructed on the west side of Goodview Avenue. At their meeting of May 17, 2017, the Parks Commission recommended, in a unanimous vote, that the property remain City-owned and available for public use. Future use could be a trailhead or rest stop. They did not want the property to become privately owned. The Council discussed the lack of parking and trail access to the property, though it was stated there were not a lot of people that drove there, and the property was only used a few months during the year. The Council concluded it was best to keep the property as is and keep it maintained until there is a better use for it. Klein made motion, Miron seconded, to approve the recommendation of the Parks Commission regarding the Goodview Avenue property. All Ayes. Motion carried. Beaver Ponds Sewer Rehabilitation Proiect City Engineer Mark Erichson explained there was a significant issue with a short segment of sanitary sewer in the Beaver Ponds Development. An 8" sanitary sewer that serves approximately 150 homes within the development had backed up on two separate occasions resulting in flooding and damage to the basements of four properties. Since the second backup, Public Works had cleaned the main multiple times and is checking on flows daily. The sanitary sewer segment in question was directionally drilled though the wetland in the late 1990's and connects to the sewer within 1301h Street. This segment of sanitary sewer just south of 130Th Street contains multiple sags in the sewer pipe, resulting in restricted flow as solids build and block flow. Staff had treated this as an emergency repair and have televised the sewer line, conducted soil borings, conducted a Gopher One call, and met with contractors regarding the best means to correct the failing sanitary sewer. Erichson explained the repair was in a challenging location as the sewer pipe is within a wetland and extends under a Koch pipeline. Erichson explained the urgency of the project and ways to expedite it by declaring it an emergency. He recommended Council authorize advertisement of bids that evening. The estimated project cost was approximately $200,000 to be funded by the sewer fund. Staff would work towards finalizing plans and work with Koch Pipeline. Petryk made motion, Klein seconded, to approve advertisement for bids, consider it an emergency repair, and if necessary, forgo the public bidding process to expedite the repair. All Ayes. Motion carried. Yellow Ribbon Network Update Council Members Chuck Haas and Phil Klein reported to the Council on the recent activities of the City of Hugo's Yellow Ribbon Network. Haas shared photos of Excel Energy Employees who sold 180 burgers at the last YRN Hamburger Night. There were also photos of a packing event for 130 members of the KC10 Squadron and Army Rangers. He thanked the members of the Washington County Sheriff's Office, who helped with the event, and all YRN volunteers and Hugo City Council Meeting Minutes for June 5,2017 Page 8 of 8 sponsors. He reminded everyone of June 6th being the anniversary of the D-Day invasion of Europe. BESA had an open house last Saturday where they charged for food and donated the proceeds to the YRN. YRN volunteers will be working a shift in the kitchen at the coming weekend's Good Neighbor Days event. On June 19, the YRN will be going to the Blattner headquarters for the Seven Seals Award presentation. Hass displayed the new YRN shirts, which were the idea of Scott Tachney from Wilson Tool. These shirts are being sold for $20. June's Hamburger Night's sponsor will be Mark Schoppe. Comprehensive Plan Workshop on Tuesday, June 13, 2017 City Administrator Bryan Bear reminded Council of the workshop scheduled for Tuesday, June 13, 2017, for discussion on the 2040 Comprehensive Plan update as it pertains to eastern Hugo. The workshop will take place at 7:00 p.m. at the Rice Lake Centre, 6900 137�h Street North. Good Neighbor Days June 8-11 and Historical Commission Display on June 10 & 11, 2017 City Administrator Bryan Bear reminded Council the Hugo Lions Club will be holding their annual Good Neighbor Days Festival on June 8-11, and to visit the Historical Commission's display on June 10 and 11.
