HomeMy WebLinkAbout2017.03.22 Park Minutes Minutes Meeting of March 22, 2017 Hugo City Hall Present: Rachel Berger, Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Absent: John Pontrelli Staff Present: Scott Anderson, Public Works Director;Shayla Denaway, Parks Planner; Debi Close, Parks Secretary Strub called the meeting to order at 7:01 pm. 1. Approval of Minutes from January Meeting Tennyson made a motion, Schmid seconded to approve the minutes of the January 11, 2017 Parks Commission meeting as presented. All Aye. Motion carried. Cathy Moore—Arcand excused herself from the meeting with a family conflict of interest regarding Adelaide Landing. Denaway informed that the Excelsior Group submitted an application for the preliminary plat for Adelaide Landing. Their proposal included 7.8 acres of park land, 1.5 mile off road trails, landscaping the future park and a fee dedication of$1,128 per unit. Ben Schmidt, representing the Excelsior Group,was available to answer questions. Discussion included: costs of the park features, lot sizes and setbacks, storm water ponds/treatment/shared irrigation system, phasing of the park and trail construction with the development, and connectivity to other existing developments with trails and sidewalks. Excelsior Group is going to grade and landscape the 7.8 acres park including the open field area and the active park area. They are also constructing the 1.5 mile trail and boardwalk system according to city specifications. Schmidt agreed to additional continued discussion and working together where possible to make additional improvements to make it a neighborhood park. Rauschendorfer made a motion,Tennyson second to approve the Adelaide Landing park dedication proposal of 7.8 acres of park land and $1,128 per unit in fees. All Aye. Motion Carried Parks Commission Minutes March 22, 2017 3. Comprehensive Plan Workshop Kendra Lindahl, Landform Inc. led a discussion with the Parks Commission on the Parks, Trails, and Open Space Plan. The Parks Commission commented on: What is going well with the parks? What will help you make better decisions about parks policy in the new Comprehensive Plan? The Commission moved to the community room to provide mapping comments relative to needed park facilities/locations, neighborhood park area boundaries and trail locations. Lindahl informed that the next meeting will be held in June. Washington County, Pheasants Forever Chapter proposed utilizing three acres of Irish Avenue Park to plant pollinator supporting plants/flowers. The work would be started in May and the habitat would be ongoing for 5+years. Tennyson made a motion, Berger seconded to approve the pollinator project with request to work with Scott Anderson, Public Works Director to determine location of the project at the Irish Avenue Park.
