PRESENT: Ellmann Rubenzer , Brunotte, Administrator Museus Motion made by Rubenzer, seconded by Ellman to approve the minutes of the September 22, 1993 Board meeting . All aye, motion passed . Kenneth Granger, owner of 61 Stop, located at 14815 Forest Blvd . No. , has requested a variance to Chapter 266-5, Subd . E of the City code in order to construct a 109 sq . ft . commercial advertising sign in an area where 50 sq . ft . is allowed . Mr. Granger is being required to change the location of his existing sign due to improvements to STH 61 and has informed the City that this is the smallest pylon sign available from Citgo. After some discussion the board members concurred that the size of the sign far exceeds the allowable limits for advertising signs in the area. Motion made by Rubenzer , seconded by Brunotte to recommend denial of the variance to install an advertising sign 109 sq . ft . in size at the 61 stop, 14815 Forest Blvd . All aye, motion passed . Firstar Banks, Inc . of Minnesota has requested at variance to expand the parking lot on their property located at 14431 Forest Blvd . The setback request is to place the parking area 73' from the lake, normal setback for Ea residential development lake is 100' . City code allows up to 30% of a parcel adjacent to at recreational development lake to be covered by impervious surface. The request is for 67% impervious surface. Firstar Banks justification for the variance is: 1 . The need for additional parking for customers and staff . 2. The bank wishes to correct drainage problems which are effecting the foundation . 3. The parking lot will provide additional storage area for snow storage during winter months . Z1. are mitigating the impact of the additional surface and encroachment into the shoreland setback area providing sufficient stormwater retention and treatment facilities to handle the additional runoff from the parking lot. 5. They will not disturb the existing vegetation and retention pond in the lake. The City received a letter dated January 24, 1994 from the Minnesota DNR indicating that they have no objection to the variances as requested . A permit from the RCWD will be required for construction of the parking lot. Board of Zoning Adjustments - February 23, 1994 Page 2 Motion made by Brunotte, seconded by Rubenzer to recommend approval of the variance for Firstar Bank to expand their parking lot 67 feet from the west f oreline of Egg Lake. All aye, motion passed . Lou Rossi , 17717 Henna Ave. has requsted a variance to construct a 40' X 90' pole building 1.oser to Henna Avenue than the principal building for personal storage. Motion made by Brunotte, seconded by Ellman to recommend approval of the variance request of Lou Rossi as stated above. All aye, motion passed .
