BACKGROUND MEMO FOR THE EDA MEETING OF
Monday, December 18, 2006
1. Approval of Minutes EDA meeting of November 20, 2006
City staff recommends that the EDA approve the minutes for the November 20, 2006
EDA meeting as presented.
2. Update and Discussion on TIF District
As you know the City is getting closer to establishing a Tax Increment Financing
(TIF) District. The TIF subcommittee is now meeting on a regular basis again to help
piece together some details for the TIF District. They last met on Thursday,
December 7, 2006 to talk about a strategy for the subcommittee.
Earlier on in the process the EDA talked about what kind of developments they would
like to see come into the Downtown. At the EDA meeting staff would like to have a
discussion with the EDA on what they would like to see for development on the City
owned property across City Hall along Egg Lake. Staff would like some direction to
send developers to put a project together for that area. Staff recommends that the
EDA discuss what they would like to see there and give direction to staff.
3. Comprehensive Plan Update for 2008
In January staff would like to get the City Council, Planning Commission, EDA, and
Parks Commission together for a kick off meeting to talk about the comprehensive
plan update process. Staff will give an update on the process at the meeting.
4. Discussion on Washington County and its Communities Comprehensive
Economic Development Strategy
Washington County has provided the City with a draft proposal for a comprehensive
economic development strategy for the County and its communities. The proposal is
suggesting that there be a partnership with the County and its cities to work together
on appropriate economic growth within the County. There was a meeting on
November 30, 2006 to talk about the economic development strategy between
Washington County and its communities. Washington County would like to set up a
work group for this that includes a City designee that will represent the City. The
EDA should decide on who they would like to appoint for this work group
5. Discussion on 2007 Goals
Attached are the City Council goals for 2006 and the on going priorities for the City.
In January there will be a City Council workshop to establish the 2007 City goals.
Staff would like the EDA to discuss what they see as important goals for the City in
2007.
MINUTES FOR THE EDA MEETING OF NOVEMBER 20, 2006
EDA President Fran Miron called the meeting to order at 8- 0 am,

Arcand made motion, Denaway seconded, to approve the minutes for the EDA meeting of October
16, 2006 as presented.

KIDZ PLACE CHILD CARE CENTER
Dragonfly Group has started construction of a child care center called Kidz Place located
at 5448 140th Street. The building will total approximately 8,200 square feet with a
fenced in play area in the back portion of the site. The building will also include leased
office space on the east side of the building. Staff has invited the representatives from
Kidz Place Child Care Center to come talk to the EDA about the daycare and give details
about their business plan.
CD Intern gave background of Kidz Place Child Care Center. The president of the
company Deanna Hudella, gave a presentation on the business plan for Kidz Place. They
are planning on opening in March of 2007 and will employ 13 people by the time they
are completely full for enrollment. The child care center will be able to take in 103
children. The EDA welcomed Kidz Place as a business in the community.
UPDATE ON HUGO MANUFACTURERS LETTER FROM THE MAYOR AND
THE HUGO BUSINESS ASSOCIATION (HBA)
As directed by the EDA at its October 16, 2006 meeting a letter was sent out from the
Mayor and the Hugo Business Association to thank the manufacturing businesses in the
City for providing great jobs to the community. In the letter staff also asked for a
business profile from each manufacturer so we can find out exactly what the business is.
CD Intern gave an update on the letters that were sent out and that the City has received
two business profiles, one from Intro Tech and the other from Schwieters. Staff also sent
out a"Thank You" letter to Wilson Tool for giving the EDA an opportunity to tour the
company and find out more about what Wilson Tool is about.
DISCUSSION ON HUGO BUSINESS ASSOCIATION (HBA) MEMBERSHIP
Staff invited representatives from the HBA to discuss the membership and goals of the
association. City Administrator introduced the topic, talked about the City of Hugo
joining the HBA, and that the City would help out with anything that the HBA may need
to help them grow. He also stated that when they finish their website there will be a link
on the City website for the HBA.
EDA member and HBA president, Phil Klein, introduced Mike Gainer, HBA Vice-
President, and Lois Melamed, HBA member to the EDA. They talked about how the
HBA is growing, that they are looking for a location for an office, and that they are
looking into becoming a chamber. Mr. Melamed stated that there is some room in the
Citizen Newspaper office for the HBA until they find a permanent location.
Bever made motion, Denaway seconded,to for the City of Hugo to take membership in
the Hugo Business Association.

UPDATE AND DISCUSSION ON TIF DISTRICT
Staff has been working closely with Paul Steinman of Springsted and Mary Ippel on the
calculations to establish a TIF District. Staff has attached a map of the proposed TIF
District that highlights the buildings that meet and do not meet the required 15% code
deficiency threshold determined by building inspections and a map of the coverage test
results. Also, the building department has completed a number of assumptions about the
buildings the city has not inspected and if they would qualify for a TIF district or not. As
we are coming to completion of establishing a TIF District staff would like to have the
TIF Subcommittee meet on a regular basis again.
CD Intern gave updates on the coverage and building inspection tests that the City must
meet qualify for a TIF District. CD Director gave and update on the building inspections
and that he feels we have enough information to know that the proposed district will
qualify and that the boundaries will probably stay the same. He also talked about the time
line and that the TIF sub-committee should meet as soon as possible to make some more
decisions about the financing and development they would like to see.
Klein asked about what properties we would want to start with for redevelopment.
CD Director stated that Kidz Place is already being redeveloped and the next important
ones in his mind are the End Zone property, the properties across from City Hall, and
where the County Road 8 and Highway 61 meet.
Bever asked about the coverage test on the Lavalle Parcel.
CD Director talked about how the new County road and the ditch will be counted as
improvements to the property for the coverage test.
Arcand asked if the City heard anything about the Carpenters restaurant redeveloping
when the TIF monies are available.
CD Director stated that Mike Anderson has been contacted by developers and that if the
property would redevelop it would probably need TIF monies. He also stated that at the
next meeting maybe we should talk about developments qualify for TIF monies and the
application process.
Denaway stated that now that we are close to having a TIF District we need to start
thinking about a project for redevelopment and get developers in to talk about what we
what to develop for our downtown.
Klein asked when the TIF subcommittee meets if staff could let the EDA know what was
talked about and decisions that were made at the meeting.
Arcand asked if developers were coming wanting to develop a restaurant.
CD Director stated that we have had some developers wanting to develop restaurants.
UPDATE ON COUNTY ROAD 8/14 PROJECT
As you know the County Road 8/14 project is nearing completion, with the only details
left being the street lights and landscaping. The street lights are currently being installed
and the landscaping will be completed in the spring of 2007.
City Administrator updated the EDA on the completion of construction for County road
8/14 and that street lights and landscaping are the only details left. He stated that the
completion of the County road was important to Festival Foods owners and that it was
done ahead of schedule and under budget.
Bever stated that he was on the landscape committee and he was very pleased with how
the landscape plan turned out.
Klein asked about Lino Lakes project for the County road.
CD Director stated that the project will be constructed in a couple of years and that is
more difficult than they expected.
DISCUSSION ON HEAVY INDUSTRIAL PARK IN HUGO
At the September 18, 2006 EDA meeting there was discussion on if Hugo should
consider a location for a heavy industrial park in the City. Staff attached a land use and
zoning map in the packet for discussion on where this location could be.
CD intern gave background on the topic. CD Director stated that we should talk about
this when we do the comprehensive plan update. Staff will get the Council and
Commissions together to talk about the update sometime in January.
DISCUSSION ON WASHINGTON COUNTY AND ITS COMMUNITIES
COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY
Washington County has provided the City with a draft proposal for a comprehensive
economic development strategy for the County and its communities. The proposal is
suggesting that there be a partnership with the County and its cities to work together on
appropriate economic growth within the County. Staff attached the draft proposal for the
EDA to review and comment.

Subject: Economic Development Meeting
Colleagues,
At last evening's meeting of the cities and county to discuss the draft
proposal for formulating an economic development strategy for Washington
County, a decision was made by those in attendance to create a work
group of city and county elected officials and staff to develop a
proposal based on the draft document to bring back to the full group for
a decision in 2007.
It was agreed that the county will develop a response to the cities'
proposal in advance of the meeting of the work group. The first task of
the work group will then be to develop an agreement between the county
and cities on the goals of an economic development strategy.
It was decided that each participating city would designate one
member to this work group, either an elected official or appointed staff
member, and the county would designate a commissioner and staff member
and would also convene the first meeting in January 2007.
1 am writing to request that each city provide me with the name and
email address of the city's designee to this work group by December 22.
Once we have the membership set, we will find a date, time and location
for the first meeting.

DRAFT PROPOSAL
Proposal for the Formulation of a Comprehensive Economic Development
Strategy for Washington County and Its Communities
Background:
It is being suggested that Washington County and its respective cities move forward with a new
strategic, economic development plan. Washington County, in cooperation with its local cities, needs
to consider expanding its strategic role in economic development. Competition from northwest
Wisconsin, other Minnesota cities and even internationally makes it critical that Washington County
work cooperatively with its cities to be able to attract the best job creators for our citizens. Currently,
cities in the County pursue various levels of economic development without an appropriate, supportive
County program to assist the cities with their respective efforts. This can lead to sub-optimal effort
when a comprehensive economic approach is not implemented; which in turn, produces mixed results
for different areas in Washington County. Thus, due to ongoing direct and indirect financial
involvement, the County should identify economic development as part of its mission and the means to
support its critical services. Clearly, the future level of Washington County's role in economic
development needs to be examined in order to ensure long-term tax base and job growth in its
respective communities.
We are suggesting that such a strategy be pursued in which the County decides to work more actively
with its respective cities to facilitate economic development. This perspective would provide for a
partnership in which the City and County work together to facilitate the appropriate growth within the
County. Oftentimes, the County does not necessarily function as a true partner with its respective
communities, even though the development that occurs in the cities is what builds the County tax base.
Therefore, we are proposing:
that the organizational structure and the economic capacity of Washington County be studied
and a subsequent economic development strategy be developed to ensure County partnership
with its respective cities.
Economic Development Resources within the County Include:
• Washington County cities— industrial parks, TIF, revolving funds, SBA
• Washington County—public works, social services, abatements, etc.
• Washington County WIB —workforce employment and training.
• Washington County HRA— affordable housing, HUD programs, redevelopment
• Chambers and Business Organizations
• Utility Companies—Xcel Energy, CenterPoint Energy, Connexus Energy
Strategic Plan Purpose:
It would be the purpose of this plan to encourage the County to develop an economic development
partnership program with its communities. This plan would, hopefully, move the County toward
including economic development as part of its mission to help maintain its fiscal health and retain its
low tax rate while meeting its growing service obligations.
A General Scope of Analysis Could Include the Following:
Several areas within Washington County should be examined to produce a strategy that can address the
concerns of all interested groups. The proposed economic development strategy plan could address the
following items for Washington County:
1. Profile the local economy, including key economic segments and employers, employment
history and forecasts, and Washington County's context within the Twin Cities metropolitan
area.
2. Profile available resources to current and future businesses, including land, infrastructure,
employees and transportation.
3. Profile existing business financing resources, including loan funds, tax incentives, development
and redevelopment programs, etc.
4. Profile all Washington County departments and other local government jurisdiction's
roles/responsibilities within the county related to economic development, including existing
regional organizations that impact the county and its cities.
5. Provide examples from other counties and/or county agencies (e.g. HRA, EDA) in the United
States that may demonstrate partnership "best practices" in their role with economic
development.
6. Provide options for a broad strategy for Washington County's increased involvement in
economic development that will result in a visible and effective program.
7. Provide options for an operational strategy for Washington County (including the HRA and
WIB) based on an analysis of the profiles identified above (#1-#5), and including those
provided through the private sector and various public sectors.
8. Provide options for an implementation plan that incorporates all elements into an operational
economic development strategic plan for Washington County. This should include short/long
term action steps, strategic outcomes, and responsibilities of various departments within
Washington County government, including the HRA and the WIB.
9. Identify measurable outcomes related to the County's role in economic development and define
value to stakeholder communities.
Summary:
Washington County enjoys an excellent and positive working relationship with its cities. Addressing
these important aspects of the county's role in economic development will help facilitate a strong
strategy and partnership between the County and its communities to ensure long-term tax base and job
growth.

Colleagues,
At last evening's meeting of the cities and county to discuss the draft
proposal for formulating an economic development strategy for Washington
County, a decision was made by those in attendance to create a work
group of city and county elected officials and staff to develop a
proposal based on the draft document to bring back to the full group for
a decision in 2007.
It was agreed that the county will develop a response to the cities'
proposal in advance of the meeting of the work group. The first task of
the work group will then be to develop an agreement between the county
and cities on the goals of an economic development strategy.
It was decided that each participating city would designate one
member to this work group, either an elected official or appointed staff
member, and the county would designate a commissioner and staff member
and would also convene the first meeting in January 2007.
I am writing to request that each city provide me with the name and
email address of the city's designee to this work group by December 22.
Once we have the membership set, we will find a date, time and location
for the first meeting.
Please let me know if you have any questions.
