Approval of Minutes EDA meeting of September 18, 2006 City staff recommends that the EDA approve the minutes for the September 18, 2006 EDA meeting as presented. 4. Minnesota Manufacturer's Week The Minnesota Department of Employment and Economic Development has designated the week of October 23rd through the 27', 2006 "Minnesota Manufacturer's Week" statewide. The intention is to showcase Minnesota's diverse manufacturing industry, and to create statewide awareness of the important role manufacturers' play. Here in Hugo we have a wide array of manufacturers that provide high-paying, high skill jobs to our community and help create our solid economic base. Minnesota Manufacturer's Week presents the City with an opportunity to put a spotlight on our manufacturers, and say "thank you" for helping make Hugo a great place to work and live. 5. Update on Hugo Business Association Staff will give an update on the Hugo Business Association. 6.Update on the End Zone Property Staff will give an update on the demolition of three building on the End Zone property. 7.Tour of Wilson Tool The EDA and staff members will be touring Wilson Tool, a manufacturing business in Hugo. LO - oCo MINUTES FOR THE EDA MEETING OF SEPTEMBER 18, 2006 EDA President Fran Miron called the meeting to order at 8:30 am. PRESENT: Jan Arcand,Jim Bever, Tom Denaway, Mike Granger, Phil Klein,Fran Miron, and Brian Thistle , ABSENT: None City Administrator Mike Ericson, CD Director Bryan Bear, CD Intern Rachel Simone APPROVAL OF MINUTES Klein made motion, Granger seconded,to approve the minutes for the EDA meeting of August 21, 2006 as presented. All aye. Motion Carried. PREMIER BANK CD Intern gave an overview of Premier Bank moving into the building formally occupied by Lake Area Bank located at 14815 Forest Blvd. They are planning on doing some maintenance of the building but for the most part it is staying the same. Staff invited the representatives from Premier Bank to come talk to the EDA about the bank and their community involvement.The Staff recommended the EDA welcome Premier Bank as a new business in the community. Bill Miller the Vice President of the bank was present and gave a presentation on the background of the bank and their community involvement. He asked the EDA to let him know if there were any community projects the bank could be involved in. He also stated that their grand opening would be October 12th-16th. Miron stated that the building was intended for a temporary use, but Premier Bank would be welcomed by the City. The City Administrator stated that there many opportunities in Hugo for community involvement. DISCUSSION ON TIF DISTRICT ESTABLISHMENT Staff has been working closely with Paul Steinmen of Springsted and Mary Ippel on the calculations to establish a TIF District. Staff attached a map of the proposed TIF District that highlights the buildings that meet and do not meet the required 15%code deficiency threshold determined by building inspections. Also the building department has done some preliminary assumptions about the buildings that the city has not inspected to determine whether they would qualify for a TIF district or not. Staff gave an update at the meeting on the coverage test and building inspections and requested direction from the EDA related to proposed TIF boundary. CD Intern gave an overview of the attached map and building inspections. CD Director talked about the building inspection process and the time it takes to complete the reports. He also stated that we are still working on what is going to happen in regards to the Lavalle parcel and the new County road. Miron asked if staff thinks the TIF District would be challenged and what would happen if it did. Bever asked CD Director if he thinks the City will be able to count the Lavalle parcel as occupied. CD Director stated staff does not think this would be challenged. He used Richfield as an example of one that was challenged because they condemned land and the city is not condemning land for the proposed TIF District. He stated that the Lavalle parcel being deemed occupied is important to the proposed TIF District. If it is not considered occupied the district will not meet the coverage test and may have to be removed from the proposed district. He stated that staff and consultants are still working on this issue. Granger asked about the Stock Lumber site and the accessory structures on the property. He also asked about the 145th Street property owners. CD Intern stated that the building inspectors just inspected the Stock Lumber site and that the accessory structure will not be used in the building inspection reports. There were calls made to the remaining property owners that did not respond to the letters sent about the building inspections. Some of them were on 145th Street and they either did not call back or stated that they did not want the inspection done on their property. Arcand asked if there were still developers interested in developing in the downtown area. CD Director stated that we still get calls from developers and business owners that that would like to be located in the downtown. Klein asked if we should be thinking about a bigger TIF district that would include County Road 8. Miron stated that we need to think about what property would develop on its own and what area would need some encouragement. Denaway stated that it seems as though that County Road 8 is developing on its own. UPDATE ON THE END ZONE PROPERTY AND THE SCHOELLER PROPERTY CD Intern gave an over view of the End Zone Property and Schoeller property. CD Director talked about the demolition of the End Zone buildings and the environmental assessment that was done on the buildings. Granger asked if the City Council would get an update on the End Zone buildings demolition process at its meeting and if the City ends up demolishing the buildings will the property owners be assessed though the county. City Administrator stated he would give an update at the City Council meeting. There will be an assessment if the City has to demolish the buildings. Denaway asked if staff has taken the proper steps to consider the buildings substandard for the TIF district establishment. CD Intern stated that the steps have been taken and resolutions have been passed. MISCELLANEOUS Denaway introduced his brother Robbie who was attending the EDA meeting for a class. CD Director asked the EDA if they liked the business's coming in to introduce themselves to the EDA. All seemed to favor the visits. Bever stated that the EDA should tour the businesses that are coming into the city. Granger stated that the City maybe should look into another industrial park that caters to businesses of heavy industrial uses. Bryan stated that staff will look into that and there may be a spot for them in the City some where. This could be a discussion topic at one of our next meetings. Klein asked about the availability of high speed internet for businesses in the City. Granger stated that there is one in town called Stonebridge. CD director stated that staff is thinking about making a retail spread sheet for properties in the City, like we have for residential properties on the website. Denaway stated that staff should look at the City of Cottage Grove's website to get a good idea of what to do for the spread sheet. Minnesota Manufacturer's Week presents the City with an opportunity to put a spotlight on our manufacturers, and say "thank you" for helping make Hugo a great place to work and live. Miron suggested that staff send out a letter to the manufactures in Hugo thanking them for having their business in Hugo and that the City appreciates their hard work here. Since not many people know exactly what the manufactures do; ask the businesses for a business profile outlining the kind of manufacturing they do in the City. Staff agreed to send a letter to thank the manufactures and ask if they could proved a business profile. UPDATE ON HUGO BUSINESS ASSOCIATION EDA member Phil Klein talked about the Hugo Business Association(HBA) and that they are working on having a web site to provide information on the organization and members of the HBA. He also stated the HBA would like to work with the City on the manufactures week letters and that they would like a link from the City website for the HBA website. UPDATE ON THE END ZONE PROPERTY City Administrator Mike Ericson gave an update on the demolition of three building on the End Zone property. The buildings that were demolished were the two hotel buildings and the residential dwelling. TOUR OF WILSON TOOL Bob Whittenberger the manufacturing manager for Wilson Tool gave the EDA and staff a tour of Wilson Tool. He started by giving a background on the business and the tools they manufacture. He mentioned that this year they celebrated their 40 year anniversary. During the tour Bob highlighted the manufacturing area, the office areas, and the demonstration area that they use for trade shows. The stated that they have a lean operation and have worked hard to innovate by having people do other tasks during the down time of manufacturing. Staff agreed to send a letter to Wilson Tool for the great tour and thanking them for being an important part of Hugo. Recommendation: City staff has researched Minnesota Manufacturer's Week and has explored avenues for recognizing the event in the City of Hugo. To provide our manufacturers with community wide recognition, staff recommends that the Mayor and Council proclaim the week of October 23`d through the 27`h, 2006"Minnesota Manufacturer's Week" (see attached proclamation). Also, staff recommends submitting a letter from Mayor Miron to the The Citizen as a way of thanking our local manufacturers and to alert the community of the occasion (see attached letter and list). All aye. Motion Carried. KIDZ PLACE CHILD CARE CENTER Dragonfly Group has started construction of a child care center called Kidz Place located at 5448 140th Street. The building will total approximately 8,200 square feet with a fenced in play area in the back portion of the site. The building will also include leased office space on the east side of the building. Staff has invited the representatives from Kidz Place Child Care Center to come talk to the EDA about the daycare and give details about their business plan. CD Intern gave background of Kidz Place Child Care Center. The president of the company Deanna Hudella, gave a presentation on the business plan for Kidz Place. They are planning on opening in March of 2007 and will employ 13 people by the time they are completely full for enrollment. The child care center will be able to take in 103 children. The EDA welcomed Kidz Place as a business in the community. UPDATE ON HUGO MANUFACTURERS LETTER FROM THE MAYOR AND THE HUGO BUSINESS ASSOCIATION (HBA) As directed by the EDA at its October 16, 2006 meeting a letter was sent out from the Mayor and the Hugo Business Association to thank the manufacturing businesses in the City for providing great jobs to the community. In the letter staff also asked for a business profile from each manufacturer so we can find out exactly what the business is. CD Intern gave an update on the letters that were sent out and that the City has received two business profiles, one from Intro Tech and the other from Schwieters. Staff also sent out a"Thank You" letter to Wilson Tool for giving the EDA an opportunity to tour the company and find out more about what Wilson Tool is about. DISCUSSION ON HUGO BUSINESS ASSOCIATION (HBA) MEMBERSHIP Staff invited representatives from the HBA to discuss the membership and goals of the association. City Administrator introduced the topic, talked about the City of Hugo joining the HBA, and that the City would help out with anything that the HBA may need to help them grow. He also stated that when they finish their website there will be a link on the City website for the HBA. EDA member and HBA president, Phil Klein, introduced Mike Gainer, HBA Vice- President, and Lois Melamed, HBA member to the EDA. They talked about how the HBA is growing, that they are looking for a location for an office, and that they are looking into becoming a chamber. Mr. Melamed stated that there is some room in the Citizen Newspaper office for the HBA until they find a permanent location. Bever made motion, Denaway seconded, to for the City of Hugo to take membership in the Hugo Business Association. All aye. Motion Carried. As we are coming to completion of establishing a TIF District staff would like to have the TIF Subcommittee meet on a regular basis again. CD Intern gave updates on the coverage and building inspection tests that the City must meet qualify for a TIF District. CD Director gave and update on the building inspections and that he feels we have enough information to know that the proposed district will qualify and that the boundaries will probably stay the same. He also talked about the time line and that the TIF sub-committee should meet as soon as possible to make some more decisions about the financing and development they would like to see. Klein asked about what properties we would want to start with for redevelopment. CD Director stated that Kidz Place is already being redeveloped and the next important ones in his mind are the End Zone property, the properties across from City Hall, and where the County Road 8 and Highway 61 meet. Bever asked about the coverage test on the Lavalle Parcel. CD Director talked about how the new County road and the ditch will be counted as improvements to the property for the coverage test. Arcand asked if the City heard anything about the Carpenters restaurant redeveloping when the TIF monies are available. CD Director stated that Mike Anderson has been contacted by developers and that if the property would redevelop it would probably need TIF monies. He also stated that at the next meeting maybe we should talk about developments qualify for TIF monies and the application process. Denaway stated that now that we are close to having a TIF District we need to start thinking about a project for redevelopment and get developers in to talk about what we what to develop for our downtown. Klein asked when the TIF subcommittee meets if staff could let the EDA know what was talked about and decisions that were made at the meeting. Arcand asked if developers were coming wanting to develop a restaurant. CD Director stated that we have had some developers wanting to develop restaurants. UPDATE ON COUNTY ROAD 8/14 PROJECT As you know the County Road 8/14 project is nearing completion, with the only details left being the street lights and landscaping. The street lights are currently being installed and the landscaping will be completed in the spring of 2007. City Administrator updated the EDA on the completion of construction for County road 8/14 and that street lights and landscaping are the only details left. He stated that the completion of the County road was important to Festival Foods owners and that it was done ahead of schedule and under budget. Bever stated that he was on the landscape committee and he was very pleased with how the landscape plan turned out. Klein asked about Lino Lakes project for the County road. CD Director stated that the project will be constructed in a couple of years and that is more difficult than they expected. DISCUSSION ON HEAVY INDUSTRIAL PARK IN HUGO At the September 18, 2006 EDA meeting there was discussion on if Hugo should consider a location for a heavy industrial park in the City. Staff attached a land use and zoning map in the packet for discussion on where this location could be. CD intern gave background on the topic. CD Director stated that we should talk about this when we do the comprehensive plan update. Staff will get the Council and Commissions together to talk about the update sometime in January. DISCUSSION ON WASHINGTON COUNTY AND ITS COMMUNITIES COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY Washington County has provided the City with a draft proposal for a comprehensive economic development strategy for the County and its communities. The proposal is suggesting that there be a partnership with the County and its cities to work together on appropriate economic growth within the County. Staff attached the draft proposal for the EDA to review and comment. ADJOURNMENT Arcand made motion, Denaway seconded to adjourn the meeting at 10:20 am All aye. Motion carried.
