Adjournment BACKGROUND MEMO FOR THE EDA MEETING OF Monday, May 21, 2007 3. Approval of Minutes EDA meeting of April 16, 2007 City staff recommends that the EDA approve the minutes for the April 16, 2007 EDA meeting as presented. 4. Red's Savoy Pizza Staff has invited the owner of Red's Savoy Pizza, Mike Kinsella, to the EDA meeting to present his new business. Savoy's opened in April and is located in the Festival Food's retail center. The EDA should welcome Mr. Kinsella and his business to the City. 5. Discussion on Nor Lakes The City has been notified that Nor Lakes has sold their building to Cenex Harvest States. Cenex plans to close the facility. Attached is a Fax from John Gohmann, president of MN Commercial Railway, with concerns that the rail will no longer be used. Jim Taglia from Nor Lakes will be present at the meeting to give an update to the EDA. 6. Carpenters Restaurant Sketch Plan Mike Anderson the owner of Carpenters Restaurant located at 14583 Forest Boulevard has started to get plans ready for redevelopment of his property. Mike and his development team will present the sketch plan for the redevelopment of Carpenter's. Staff recommends that the EDA review the sketch plan and give feedback to Mr. Anderson on whether it relates to the downtown plan and design guidelines. 7. Oneka Square— 120th Street & TH 61 Terry Thompson and Jason Brown have been working on plans for a retail center on the intersection of Highway 61 and 120th Street. Staff has been working with the applicant on a"Welcome to Hugo"monument sign for the south entrance to Hugo. Staff would like in put from the EDA on the monument sign. 8. Discussion on EDA Marketing Strategy Staff has drafted a Marketing Strategy outline for the EDA's review per the comments from the meeting of April 16, 2007. Staff recommends that the EDA review the outline and provide staff with feedback on if there are any items missing or if any items can be eliminated. 9. Discussion on Downtown Redevelopment & TIF District Staff has met with multiple property owners within the TIF District about the redevelopment of their properties. Staff will give an update to the EDA on the meetings with the property owners. 10. Discussion on Washington County Cable Commission On May 1, 2007 Mike Ericson and Nate Ehalt, the Administrative Intern, met with Ted Arbeiter and Suburban Community Channels (SCC). During the tour and visit of the studio we had the opportunity to learn more about public access programming and how the City of Hugo can use public access to further engage citizens. Attached is a memo from Nate Ehalt in regard to the City of Hugo setting up a cable access show. Staff suggests that the EDA discuss this idea and give feedback to staff. MINUTES FOR THE EDA MEETING OF APRIL 16, 2007 EDA President Fran Miron called the meeting to order at 8:30 am. PRESENT: Jan Arcand, Jim Bever, Tom Denaway, Mikeynger, Phil Klein, and Brian Thistle, Fran Miron City Administrator Mike Ericson, CD Director Bryan Bear, Associate Planner Rachel Simone ABSENT: None APPROVAL OF MINUTES EDA MEETING OF MARCH 19, 2006 Klein made motion, Thistle seconded, to approve the minutes for the EDA meeting of March 19, 2006. All aye. Motion carried. BLUE HERON GRILL There are two building pads in front of Festival Foods that are planned to be occupied by a bank and a restaurant. Currently United Properties is working with Chad Wagner on a site plan for the Blue Heron Grill. Staff invited Mr. Wagner to come to the EDA meeting to talk about his restaurant and give details about his business plan. Mr. Wagner gave an overview of his business plan for the restaurant and showed the EDA what the inside will look like. The EDA welcomed Chad Wagner and the Blue Heron Grill as a new business in the community. UPDATE ON TIF DISTRICT AND DOWNTOWN MASTER PLAN At its Monday, April 2, 2007 meeting the City Council approved the adoption of the Downtown Master Plan. At the same meeting there was a Public Hearing on the TIF District,which was tabled to Monday, April 16, 2007. Staff updated the EDA on the outcome of the meeting. DISCUSSION ON APPRAISAL FOR PROPERTY LOCATED AT 5389 145TH STREET NORTH The City has been contacted by Murry Millman's conservator that his home located at 5389 145th Street North is for sale. The City purchased the house next door, the Schoeller property at 5399 145th Street,back in August for the future extension of Finale. The house will soon be placed on the market for $198, 000. As properties in the downtown area become available the City has been letting the EDA know about them. Phil Klein stated that he would not vote to purchase the property. Bever stated that is may be premature to start purchasing properties on 145th Street. MARKETING STRATEGY For the past couple years the EDA has been working towards a Marketing Strategy for the City. It is also a goal of the EDA for 2007. Staff presented what Hugo is doing for a marketing tool and what other Cities are doing to promote themselves. Attached were ideas that the EDA had in 2005 for a Marketing Program for the City. Staff recommended that the EDA discuss what kind of marketing they would like for the City and give direction to Staff. Arcand stated that having the EDA have its own section on the City website is a good idea. Granger stated that the attached spreadsheet was good and provides information on what the EDA has thought of in the past. Bever stated that we should be taking before and after pictures of what is going on in Hugo. Miron stated that for the EDA marketing strategy staff should concentrate on the website and keeping it up to date. We could possibly look for funding and work with the HBA. Arcand suggested that we work with the school district on finding a student to help the EDA portions of the website. Denaway suggested using Gov Delivery on the Gov Office website manager. Bever stated that the entry signs to the City are important. Staff was directed to draft a spread sheet for the EDA Marketing Strategy. UPDATE ON 2008 COMPREHENSIVE PLAN PUBLIC WORKSHOP There is a Public Workshop for the 2008 Comprehensive Plan on Thursday, April 26, 2007. Staff presented at the meeting the agenda for the workshop. Commission members were invited and encouraged to participate. Granger stated that we need a catch line on every Comp Plan newsletter and distribute them out. INVITE TO HUGO KIDZ& BIZ FEST APRIL 22, 2007 All EDA members are invited to Hugo Kidz &Biz Fest on Sunday, April 22, 2007 at Oneka Elementary School. Attached were the agenda for the events. They will stop receiving railcars end of April and apparently, remain in business through May to work off inventories. Stoage Tanks will then be taken out of the building, Oand it will be for sale. Our business to the industrial Nark has been awful the last seven or eight months due to the economy and softness its the building market. 84 Lumber has not shipped a single carload yet.,and the loss of Norlakes,who had been our largest customer in the Park,will really hurt us. We are introducing their building to several potential customers who need rail and who believe the building might be a fit-All of these potential customers would fit 1 am sure within the zoning requirements of the area. We would sure appreciate your cooperation with any or all of them as without Norlakes volumn and given the depression in the building industry, we may he unable to sustain operation of the line North of White Bear in the future without the volumn.. During our tour and visit of the studios we had the opportunity to learn more about public access programming and how the City of Hugo can use public access to further engage citizens. The SCC allows local governments and organization to use their studios and equipment without charge and also provides training at a nominal cost of $10/person/session. I propose we go ahead with the training starting on June 5th. The training will take roughly a month and a half to two months to complete looking at the existing schedule set up by the SCC. During the training period I plan on performing research on other cities to discover what has worked for them in regards to public access programs. This way we'll be able to provide a show that will be viewed by our citizens and worthwhile to produce. Actual time to produce the first show is not known at this time. However, as production begins on the City's first show, hours will be logged to determine how often the City would like the show produced. At this time I propose we plan one a month with the first show to air in September 2007. In addition to researching ideas, I am open to listening to ideas from any an all interested parties.
