Invite to the Postal Credit Union VIP Event on July 18, 2007 10:30 am 10. Adjournment BACKGROUND MEMO FOR THE EDA MEETING OF Monday, July 16, 2007 3. Approval of Minutes EDA meeting of June 18, 2007 City staff recommends that the EDA approve the minutes for the June 18, 2007 EDA meeting as presented. 4. Northern Lights Pediatric and Adolescent Medicine Staff has invited the members of Northern Lights Pediatric and Adolescent Medicine to come to the EDA meeting to present their business profile. The medical center will be located at 14712 Victor Hugo Boulevard south of County Road 8 in the new retail area. Staff recommends the EDA welcome the Northern Lights Pediatric and Adolescent Medicine as a new business in the City. 5. Discussion on Work Plan for the EDA Marketing Strategy Staff has put together a work plan for the EDA marketing strategy that was presented to the EDA at their May and June meetings. Attached is the work plan for the EDA's review. Staff will present the City of Cottage Grove's website as a good example of how an EDA has used the City website as a marketing tool. Staff recommends that the EDA discuss the work plan and timelines and provide feedback to staff. 6. Discussion on City Wide Design Guidelines for Retail Architecture At the City Council meeting of June 18, 2007 during the review of the Oneka Square project located at 120th Street and TH 61 the topic came up of city wide design guideline for retail architecture. The City does have downtown design guidelines for the downtown area of the City, but not the entire City. Staff recommends that the EDA discuss this topic of city wide design guidelines for retail architecture and provide staff with feedback. 7. Update on "Welcome to Hugo" Sign at South Gateway Attached is the monument sign that was approved with the Oneka Square project for the EDA's review. 8. Update and Discussion on the 2008 Comprehensive Plan Staff will update the EDA on the 2008 Comprehensive Plan process and the June 20, 2007 workshop on the land use plan. Attached is the July comprehensive plan newsletter. Staff recommends that the EDA discuss having a comprehensive plan meeting at the EDA in August. 9. Invite to the Postal Credit Union VIP Event on July 18, 2007 The EDA has been invited to the VIP Event at Postal Credit Union on July, 2007. They will having a ribbon-cutting ceremony and are serving refreshments and hors d'oeuvres. r MINUTES FOR THE EDA MEETING OF JUNE 18, 2007 EDA President Fran Miron called the meeting to order at 8:30 am. PRES Arc d, Ji Bever Tom Den way, Mike ranger, hi I(g'B rianThistle, anran� � ABSENT: None City Administrator Mike Ericson, CD Director Bryan Bear, Associate Planner Rachel Simone APPROVAL OF MINUTES EDA MEETING OF MAY 21, 2007 Klein made motion, Bever seconded, to approve the minutes for the EDA meeting of May 21, 2007. All aye. Motion carried. AMIAN (AMERICAN & ASIAN BISTRO) Staff invited the owners of the new Amian restaurant to present their new business to the EDA. The restaurant is located in the retail center of Festival Foods and opened to the public on Thursday, June. 14, 2007. The owners of Amian were unable to make it to the EDA meeting. CD Director gave and overview of the business and enclosed in the packet was the menu for the restaurant. CARPENTERS RESTAURANT SKETCH PLAN At the May 21, 2007 EDA meeting Mike Anderson from Carpenters Restaurant and Josh Kopp from Milcon presented a sketch plan for the redevelopment of Carpenters. The EDA made some comments on the sketch plan and suggested that Mr. Anderson talk to the property owners about purchasing the properties to the south where he would like to locate the new restaurant. They also suggested that Mr. Anderson come back to the EDA in June with a revised sketch plan. Attached was same sketch plan that the EDA saw in May because Mr. Anderson did not come in with a revised plan. He has been concentrating on contacting the property owners that he would like to purchase land from. CD Director gave an overview of Mr. Anderson's attempt to acquire the properties in line with 145th street. CD Director stated that he has not seen revised redevelopment plans that are different from the plans they saw in May. Bever asked if the owners of Carpenters will be at the EDA meeting of July with the revised plans. CD Director stated that he will find out where they are in the process. Miron stated that the EDA should discuss the redevelopment plan in regards to the floor plan. CD Director stated that there may not be enough space for the waiting area. Granger stated that they need to also work on a business plan and maybe work with other restaurant owners to get some ideas. Klein stated that the plans do need some work and there should be more windows. Denaway stated that a business profile will be needed for the owners to get financing and also for the TIF evaluation. Arcand stated the City or the owners should work with the DNR to enhance the shoreline appearance and that would also improve the downtown area. CSAH 8 BANNERS Chris Petree, the Public Works Director, gave a presentation to the EDA on the banners that are proposed for the new light poles along CSAH 8. Chris has been working with companies that are interested in designing the banners to be located on the light poles. Attached were examples of some designs that were submitted and Chris also had others to showcase. The EDA reviewed the banners in the presentation from Chris Petree. Miron made the motion, seconded by Granger to recommend to the Council that 1) the City use Main Street Designs to supply banners and work with them to refine a banner design; 2) the City place banners on every other light pole on CSAH 8 between Oneka Pkwy. & TH61 reducing the number of banners needed to 55, and hanging baskets still be placed on every light in 2008; 3) the City consider purchasing another banner with a seasonal/holiday design and allow the Lions & HBA to discuss special event/promotional banners. All aye. Motion Carried Granger made a motion, seconded by Denaway, to recommend to the City Council that the City review the banner design and invite representatives from the HBA and Lions Club to decide on final design with the CSAH 8 Landscape Committee. All aye. Motion Carried. DISCUSSION ON EDA MARKETING STRATEGY Staff drafted a Marketing Strategy outline for the EDA's review per the comments from the meeting of April 16, 2007. Staff recommended that the EDA review the outline and provide staff with feedback on if there are any items missing or if any items can be eliminated. The EDA discussed the marketing strategy for the EDA. Miron stated that we should think about inviting the HBA and Lions Club to the City Wide Bus Tour on September 18, 2007. Bever asked about welcoming businesses into the City. Klein stated that the HBA is putting together a welcome kit for new businesses in the City. Denaway suggested that staff look at the City of Cottage Grove's website because they have a good marketing program for their EDA. He stated one of the important strategies is promotion of the EDA on the City website. CD Director stated that the EDA should think about the EDA's roles in regards to promotion of businesses verses the HBA's roles. Klein stated that one of the goals of the HBA is promotion of businesses in the City. He also stated that the HBA has done part of their promotional goal by creating the HBA website and will continue to work towards other ways of promoting businesses. Klein asked about the cable access show. Nate Ehalt, the Administrative Intern, gave and update on the training that is being done to help create the r cable access show. Granger asked who makes the decision on what goes on the show. Miron stated that is important and we will need to think about who will be making the decisions. Bever made a motion, seconded by Granger, to have staff work on the dates of completion and a work plan for the marketing strategy for the July EDA meeting All aye. Motion Carried. HIGHWAY 61 EXPANSION PLANS Staff presented the preliminary plans for the expansion of Highway 61 to show how it could effect development along the highway. The EDA reviewed the plans. CD Director presented the plans to the EDA and concentrated on the downtown area. He stated that there is going to right in and right out accesses because of the median planed for the expansion. There is federal funding for the project that the City will be applying for. DISCUSSION ON DOWNTOWN REDEVELOPMENT & TIF DISTRICT Staff has met with multiple property owners within the TIF District about the redevelopment of their properties. Staff gave an update to the EDA on the meetings with the property owners. CD Director stated that there are vacant buildings in the downtown area and staff has been in contact with the property owners in the downtown area to discuss redevelopment. There has not been a lot of action for redevelopment projects but there has been interest. UPDATE ON NOR LAKES AND DISCUSSION WITH JOHN GOHMANN The Mayor and the CD Director had a conference call with John Gohmann to discuss the rail line in the Bald Eagle Industrial Park. The Mayor gave an update at the meeting on the discussion. Miron stated that it went well and that John Gohmann will keep in contact with the City. DISCUSSION ON 2008 COMPREHENSIVE PLAN Staff provided background for the next Comprehensive Plan Public Workshop on land use. Attached were the revised goals from the last workshop and the June Comprehensive Plan Newsletter. HBA UPDATE Klein gave an update that HBA is looking for committee volunteers to help with the operation of the association. Attached was a description of the committees that need help. For the past several years, the Economic Development department has produced an award-winning marketing program of postcards, brochures and other vehicles to promote development opportunities in Cottage Grove. Most of the marketing collateral features ED staff in black-tie attire with a message of high-quality, professional service to members of the development community. In 2002 and 2003, the Economic Development Association of Minnesota (www.edam.org) honored Cottage Grove with the "Best Marketing Campaign" award. EDA Golf Outing Since 1995, the Cottage Grove EDA has sponsored a golf outing to invite developers, construction contractors, and brokers to see and learn for themselves the development opportunities that exist in Cottage Grove. The event has grown bigger and more successful each year, selling out every year since 2002. From a modest beginning with only 30 golfers, the 2005 tournament attracted 120 participants From throughout the development community to River Oaks, Cottage Grove's course that is rated a Four Star Place to Play by Golf Digest. In 2007, the EDA will celebrate the 12th anniversary of the golf outing with special sponsorship levels, prizes, give-aways and marketing, including print ads, postcards, hole sponsorships and other promotional opportunities. The date of the 2007 tournament will be Tuesday, August 14. If you are interested in participating in or sponsoring the 12th anniversary golf outing, please contact Jesse Swenson. Inflation adjusted, 2006 was the fifth highest value commercial construction year of the past 25 years. Housing permits followed the downward trend of the nation and metro area in 2006 with 185 residential building permits issued. The value of these residential permits is $49,931,363. On March 31, 2007 the EDA held a strategic planning session where the members identified 6 key priorities for the next 2 years. They are: 1. Continued attraction of new industries. 2. Become choice business location. 3. Ensure availability of retail opportunities. 4. Support and retain existing businesses. 5. Redevelop older commercial districts. 6. Influence issues critical to business site decisions. This is in addition to the goals the City Council identified for 2007 related to economic development. They are: Fiscal Stability We will operate in a fiscally responsible manner while emphasizing growth and diversity of the tax base and high value to the taxpayer and other community stakeholders. Commercial and Industrial Development We will place emphasis on quality retail, restaurant, and industrial development. Development enhancements within all commercial districts will include the use of development controls, architectural standards and high quality site features. Particular emphasis will be placed on the Gateway North Redevelopment District,Jamaica/Cottage View development,the Industrial Park inducing creation of corporate cam- pus sites, and planning for high quality master planned development in the East Ravine.We will also propose a brownfield reclamation strategy. Housing Development We will ensure that implementation of the master plan for the East Ravine District includes only high quality, high design and amenity development stressing the natural environment complemented by the built environment. Emphasis will be placed on diversity of housing styles targeting the second and third tier move-up buyer. All future housing developments must reflect the community vision established through the East Ravine planning process. Encourage the maintenance of current housing stock through increased code enforcement efforts. Facilitation and attraction of quality development within all sectors continues to receive a high level of priority by both the EDA and City Council. The redevelopment �► district includes all four quadrants of the Highway 61/80"'Street interchange which included 506,674 square feet of retail and office buildings in addition to rug {: 0.1 i • q ei public properties and a small amount of residential property at the time of District creation. Creation of the Redevelopment District was intended _to signal to property owners,and others,the City's - intent to pursue redevelopment activities within the district as opportunities arise. Further, creation of Norris Square Senior Housing Project the smaller tax increment district is intended to provide a financing mechanism for public expenditures associated with infrastructure construction or land acquisition within the project area. In 2003 the City began preparing for redevelopment of the southwest quadrant of the district as redevelopment on the east side was underway. The planned for razing and redevelopment of the former 84,000 square foot Cottage Square Shopping Center began in 2006. This 14 acre site is under development in 2007 with construction of the 146 unit Senior Housing community under construction on the south six acres of the site. The remainder of the site is anticipated to include 50,000 square feet of retail and 24,000 square feet of medical office. With the adoption of a new Comprehensive Plan in 2000 the City Council created a new Neighborhood Commercial land use designation. As a result, in 2001 and 2002 two Planned Unit Developments inducing approvals for just under 30,000 square feet of commercial square footage were made available at 70"'Street and County Road 19 and again at 70"'Street and Hinton Avenue. The County road 19 location,the Shoppes at Almar,will soon be complete. The two newest businesses are Kath Oil/Phillips 66 and Bonngard Family Meats. Kath Oil/Phillips 66 features 4,200 square feet and Bonngard Family Meats has 3,750 square feet. New Century Salon also opened in 2006.One building pad remains which is expected to be under development ` during 2007. 70th and Hinton is referred to as Summerhill Crossing. The 39,062 square foot Summerhill Professional Building is the new home for Bonngard HealthEast. This building also has available spec affice space.Adjacent to Summerhill is the Rygh Building which is under construction and includes 10,184 square feet. C7raded.SLCPka*vvNow AvaiZa AeJ While the City has designated the land south of Highway 61 and west of the 1,750 acre 3M campus as the Cottage Grove Industrial Park for decades, development of the Park did not - move forward until 1998 after the City had optioned 40 acres in " .�. .A. .... . the prior year. As a result of that land option the 227,000 � 5square foot Renewal by Andersen facility opened in 1999 on 30 ��-� acres at Jamaica Avenue and 100"Street. The Renewal project won the 1998 Business Retention Project of the Year from the Economic Development Association of Minnesota (EDAM). This has been followed by new construction for nine new industries along with two expansion projects. I n 2006 we welcomed the addition of 2 more businesses to the R brts� dges i i ~� Industrial Park. They are Resorts and Lodges and ICHOR Creative Stone. The Resorts and Lodges building is 25,196 square feet and the ICHOR Creative Stone building is 42,014 square feet. Three additional projects have been approved but at year end 2006 are not yet under construction. R ... As the Industrial Park and the Jamaica retail district continues y to grow traffic congestion grows with them at the Trunk Highway 61 frontage roads and on/off ramps. After studying potential solutions it has been determined by MNDOT and the City that "`�'9� �►; ,_ the most cost-effective solution, long term,is to reconstruct Jamaica Avenue at the ramp/frontage road locations with a Roundabout construction design. During 2006 we welcomed the Pizza Man take out restaurant(1140 SF), Davita Clinic, (5,030 SF),Alpha Omega Construction (1,413 SF),Worldwide Communications(1,486 SF), and Mr. Goodcents -- Pizza and Pasta(1,844 SF)which fill out this new center next to Menards. Ha` The Point West Business Center, also a 2005 project, located at 8617 West - Point Douglas Road, also is dose to being fully built out after the neve additions for J&S Siding(3,780 SF), Electric Sun(1,792 iVl�rketplace SF), First Financial - Lending(961 SF), Bieter Eye Clinic j (2,825 SF), and 5 Star Mortgage(3,800 SF). In 2006 Washington County began construction of their 40,345 square "-IT foot South Service Center on the first leg of the eventual 6.1 mile Ravine Parkway. Adjacent to the Ravine Regional Park,this state of the art facility will house a WIC Clinic and other public health services, commu- nity corrections offices and a service desk for other county functions and programs. Occupancy took place in April, 2007. South • •n County Service Center The pace of new housing construction dropped to 1997 to 2001 levels at 185 new homes reflecting both a national and Twin Cities decline in construction activity. However,the per unit value of new housing stock increased 32%over the prior year. It is estimated that the sales value of new single family detached housing stock for the year hit an average of$400,000 while attached housing construction likely averaged$250,000 in per unit sales price. In 2006 the City approved two rural residential (Quittem and Lehigh Acres)and two urban plats •..a.. ,�d, �,_,,,,�,,_„ (Pine Acres 3`', Silverwood, both within the ��••^^�° NAeNwAlrw northeastern portion of the West Draw). Prelimi- nary Plats were approved for the Oak Cove and Everwood Subdivisions. The idea for this activity to showcase the available properties on the City website and on the MNPRO website. Staff has created a spreadsheet of these commercial / industrial properties and will be putting them on the website and will update the available properties as they become available. This will include picture of the properties available, of what is coming to the community, and the current development. When complete, this will be a valuable resource to help attract new businesses that are looking for space in the area. Timeline: Fall 2007 and on going Activity: The EDA's own section of the City website for promotion of the EDA The development of the new City website is under way and as a part of the creation of the website staff will provide a section dedicated to the EDA. This section should include a mission statement, the goals for the EDA, events, and the commercial / industrial vacant land search. This is a way to keep the residents and developers up to date on what the EDA is working on. The staff and EDA will continue to work with the HBA on the promotion of businesses as a part of the EDA's marketing strategy and can have a link to the HBA's website on the EDA's section of the City's website as a starting point. Timeline: Fall 2007 and on going Activity: Funding for the City website The EDA has suggested working with the surrounding schools with classes that teach website development to help with the EDA's portion of the City website. As of now the EDA and staff do not have a funding source for the website. The EDA and staff should continue researching to find out if there is a way to get funding for the City website. Timeline: On going Welcome to HuiviO A i : Banners/hanging baskets for street lights At the June 18, 2007 EDA and City Council meeting is was decided that 1) the n �( City use Main Street Designs to supply banners and work with them to refine a INV banner design; 2) the City review the banner design and invite representatives from the HBA and Lions Club to decide on final design with the CSAH 8 Landscape Committee; 3) the City place banners on every other light pole on CSAH 8 between Oneka Pkwy. & TH61 reducing the number of banners needed to 55, and hanging baskets to be placed on every light pole in 2008; the City consider purchasing another banner with a seasonal/holiday design and allow the Lions & HBA to discuss special event/promotional banners; and 4) if approved by Council, and following review by the CSAH 8 Landscape Committee, staff will order street banners for installation within 4-6 weeks. It was approved by the Council and Chris Petree, the Public Works Director is working on completing these tasks and will update the EDA at that time. �O Timeline: Spring 2008 for hanging baskets August/ September 2007 discussion with clubs September/ October 2007 to order banners U� Activity: Welcoming entry monument signs into Hugo Staff will continue to bring the designs for any proposed entry monument signs to the EDA for their review. Staff will also continue to encourage developers that propose projects at the entry points into the City to have an entry monument sign for the City. Timeline: On going and 2007 with the Oneka Square Project Activity: Give "Welcome to Hugo" bags to new home owners Staff will continue to give out"Welcome to Hugo" bags to new home owners in the City. The HBA has stated that they are working on having welcome kits to give out to new businesses. "v,�o►'�i r`� Timeline: On going Downtown Development Activity: Work with property owners and possible developers of downtown Hugo Staff has been in contact with many of the property owners of the downtown area. Staff will continue to inform the property owners in the downtown area of the TIF District and encourage redevelopment of vacant properties. It has been published in the paper that the TIF District has been approved and once the district is certified a letter will go out to all property owners to inform them of the certification. The EDA should discuss a time frame for certification of the TIF District Timeline: On going and letters to property owners will go out when certification is approved. Activity: Discussion on what is needed and desired for the downtown area The EDA has discussed what they would like to see in the downtown area in the past. Over time with the establishment of the TIF District the ideas of what the downtown should have has slightly changed. The EDA will need discuss what the current needs and desires are for the downtown as of now. This will give staff a better idea of what way to steer a developer as they become interested in the redevelopment of downtown Hugo. Staff can contact developers to get concepts for the area of downtown that the City owns as get we get an idea of what the needs and desires are. Timeline: September 2007 Activity: Market City owned properties Along with the EDA's portion of the City website and the showcase of commercial/ industrial properties, staff will provide a listing of the City owned properties that will become available as downtown redevelopment gets started. Staff will continue to work with the remaining property owners of the parcel the City would like to acquire. The City is in the process of demolition of the existing buildings on the properties. Timeline: Fall 2007 Events /Business Promotion Activities Activity: Kidz n' Biz Fest and Good Neighbor Days The City will continue these events to promote the City each year. At both events there is always great participation by residents. Timeline: On going each year Activity: Out reach to Hugo businesses The City has become a member of the HBA this year and has been participating in the association's meetings. The City will continue to be a partner with the HBA in promotional activities. As new businesses come into the City staff has been inviting them to the EDA meetings to promote their business and be welcomed by the EDA into the City. Staff will continue to invite business owners to the City. The EDA has been on a few tours of businesses in the City to show our interest in having them in our community. Staff will continue to set up tours for the EDA of businesses as they come along. Timeline: On going Activity: Define and distinguish roles of the EDA and HBA The EDA has goals to bring businesses into the City, retain the businesses that are currently here and to help current businesses expand to stay in the City. The HBA has been working on promoting the businesses that are in the City and has done a good job of doing this with their website. The EDA and HBA will share efforts to promote the City of Hugo. Timeline: September 2007 and on going Activity: Cable access show Staff has been training at Suburban Community Channels (SCC) in White Bear Lake to start the City of Hugo cable access show. The final trainings are at the end of July and the first show is planned to air in September. This is a way to engage citizens to be informed about the community and will be a promotional tool for the City of Hugo.
