BACKGROUND MEMO FOR THE EDA MEETING OF
Monday, November 19, 2007
3. Approval of Minutes for EDA meeting of October 15, 2007
City staff recommends that the EDA approve the minutes for the October 15, 2007 EDA
meeting as presented.
4. Discussion on Lake Area Bank Temporary Trailer
Currently Lake Area Bank has a temporary trailer along County Road 8, and was given a
deadline of September 2007 for removal of the temporary trailer. Their intent was to have
a new building for Lake Area Bank up by this time. There have been some changes
internally at Lake Area Bank and they now have a new President. With all the changes
with Lake Area Bank they have not submitted plans to remove the trailer for construction
of a new building. David Erickson, owner of Lake Area Bank will be present at the
meeting to give an update on the progress on submitting plans for a new building. He
would also like to ask for an extension to stay at the temporary trailer until the new
building is built. They plan to have a new building up in the Fall of 2008.
5. Update on Blue Heron Grill
At the October meeting, the EDA directed staff to work with Chad Wagner on a payment
plan for the SAC/WAC fee's for the Blue Heron Grill. Staff will provide an update for
the proposed assessment agreement with Chad Wagner for the SAC/WAC fees.
6. EDA Annual Report
One of the items on the work plan for the EDA Marketing Strategy is to create an EDA
Annual Report for 2007. Staff will present the report to the EDA and is welcoming any
comments. Staff will be sending the EDA Annual Report to the businesses that are
showcased to get feedback from them also.
7. Update on Lions Club Holiday Banners
At its June meeting the EDA was presented with banners that are now put up along
County Road 8. At the meeting, the EDA discussed the Lions Club's interest in providing
holiday banners for the winter months. Staff recently contacted the Lions Club and they
stated that they would like to continue displaying the lighted wreaths that have been used
in the past instead of purchasing holiday banners. When the lighted wreaths can not be
used any more holiday banners will be purchased.
8. Update on Carpenters and the End Zone Property
Staff will update the EDA on the progress that is being made for redevelopment on both
of these properties.
9. Update on City-owned Properties
Staff will update the EDA on the progress that is being made on the City owned parcels
for downtown redevelopment. Staff is also asking for direction on the next steps for these
properties.
10. Discussion on Washington County's Affordable Housing and Community
Facilities Funds
Washington County is soliciting proposals for affordable housing and community facilty
projects to be funded through the Community Development Block Grant and HOME
Investment Partnership programs. The estimated funds available are up to $300,000. The
deadline to apply is December 14, 2007. Staff would like direction from the EDA on
whether or not to apply for the grant.
11. Update on 84 Lumber
84 Lumber has closed as of the end of October. 84 Lumber was using the rail line to
receive their products. There has been some concern from the rail authority on the closing
of 84 Lumber because the rail line will not be used as much. Attached is an email from
John Gohmann, as well as information from 84 Lumber concerning the building.

APPROVAL OF MINUTES EDA MEETING OF SEPTEMBER 17,2007
Arcand made motion, Klein seconded, to approve the minutes for the EDA meeting of September 17,
2007.

MN MANUFACTURER'S WEEK
The Minnesota Department of Employment and Economic Development (DEED) has
designated the week of October 22`d through the 26th, 2007 "Minnesota Manufacturer's
Week" statewide. The intention is to showcase Minnesota's diverse manufacturing industry,
and to create statewide awareness of the important role manufacturers' play. Here in Hugo
we have a wide array of manufacturers that provide high-paying, high skilled jobs to our
community and help create our solid economic base. Minnesota Manufacturer's Week
presents the City with an opportunity to put a spotlight on our manufacturers, and say "thank
you" for helping make Hugo a great place to work and live. Clarice Olson and Gerry Wenner
from DEED were present at the meeting to talk about the importance of MN Manufacturer's
week and how they have worked with manufacturers in Hugo.
REDEVELOPMENT PLAN FOR THE END ZONE PROPERTY
The City has received a concept plan for the redevelopment of the End Zone property. The
concept plan includes a retail center and plaza in the front of the building. Representatives
from DK Dockendorf Inc. were present at the meeting to present their plans to the EDA. Dale
Dockendorf presented the concept plan for the End Zone site to the EDA. He stated that the
project is to be a retail center and showed an example of a project in Mendota Heights to
show the level of architecture proposed for the project. Staff stated that the project is moving
in the right direction and that staff and the developer recently had a meeting with Scott
Montgomery the owner of the adjacent properties. The EDA encouraged the representatives
from DK Dockendorf to move forward with the project.
DISCUSSION ON SEWER AND WATER FEES
The Council discussed this topic at their October 1, 2007 meeting. The council talked about
having a workshop to discuss this issue, but then deferred the issue to the EDA to make a
recommendation to the Council.
At its September meeting the EDA directed staff to conduct research on what other cities that
are comparable to Hugo are charging for sewer and water fees. Administrative Intern,Nate
Ehalt put together a memo outlining the system other cities are using for sewer and water
fees. Staff presented the findings to the EDA and suggested that the EDA make a
recommendation to the City Council on whether or not our policy is working well for
businesses. Chad Wagner, owner of the Blue Heron Grill and Paul Nolan, the contractor were
present at the EDA meeting.
Nate Ehalt gave an overview of how other cities like Hugo charge for SAC/WAC fees. Each
City has a different way of handling the fees. The City Engineer stated the way Hugo charges
for the fees is a good practice.
Chad Wagner stated that he does not want the fees waived for his business, but would like to
work out a payment plan with the City.
Miron made a motion, seconded by Klein, to recommend to the City Council to prepare
options for Chad Wagner and work with him on a payment plan.

"THAT'S HUGO, TODAY" CABLE ACCESS SHOW
The City Administrator introduced "That's Hugo, Today" is the City's new cable access
show that last week premiered in Hugo on cable channel 16. The show is produced by Hugo
City Staff. The topic for October was downtown redevelopment. Please watch for"That's
Hugo, Today' on cable channel 16.

First of all I want to apologize for not getting this note to you sooner, I cant believe its been over
a week since Len and I had our visit with you. We have put our new Hugo Bank project back on
track and are excited about working with you and the city staff regarding our plans. As I told you
last week we did lose some momentum with the management change at Lake Area and are
having a little difficulty finding copies of all of the work that has been done but I am confident we
will be up to speed shortly. I do look forward to meeting you and members of the development
board on the 19th of November and giving you an update on our progress. I would ask that you
please allow us to extend whatever permit is necessary to stay in the temporary facility until our
new building is complete which surely should be by early fall 08. 1 also don't remember the time of
the meeting on the 19th, I thought you said sometime in the afternoon but if you could confirm that
I would appreciate it. Thanks again for your time last week.

RESOLUTION NO. 2007 -
RESOLUTION ADOPTING ASSESSMENTS FOR THE BLUE HERON GRILL
IMPROVEMENT PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUGO, WASHINGTON COUNTY, MINNESOTA:
1. Such assessment, a copy of which is attached hereto and made a part hereof, is
hereby accepted and shall constitute the special assessment against the lands
named therein, and each tract of land therein included is hereby found to be
benefited by the proposed improvement in the amount of the assessment levied
against it.
2. Such assessment shall be payable and certifiable as taxes in equal annual
installments extending over a period of 4 years, the first of the installments to be
payable on or before the first Monday in January 2008, and shall bear interest at
the rate of 6.25% per annum from the date of the adoption of this assessment
resolution. To the first installment shall be added interest on the entire assessment
from the date of this resolution until December 31, 2008. To each subsequent
installment when due shall be added interest for one year on all unpaid
installments.
3. The owner of any property so assessed may, at any time prior to certification of
the assessment to the county auditor, pay the whole of the assessment on such
property, with interest accrued to the date of payment, to the city finance director,
except that no interest shall be charged if the entire assessment is paid within 30
days from the adoption of this resolution; and he may, at any time thereafter, pay
to the city finance director the entire amount of the assessment remaining unpaid,
with interest accrued to December 31 of the year in which such payment is made.
Such payment must be made before November 15 or interest will be charged
through December 31 of the next succeeding year.
4. The city clerk shall forthwith transmit a certified duplicate of this assessment to
the county auditor to be extended on the property tax lists of the county. Such
assessments shall be collected and paid over in the same manner as other
municipal taxes.

DEVELOPMENT AND ASSESSMENT AGREEMENT
INSERT LEGAL
THIS AGREEMENT, made and entered into this day of , 2007, by
and between the CITY OF HUGO, a Minnesota municipality organized under the laws of the State of
Minnesota (hereinafter referred to as "City"); and hereinafter referred to as
"Developer").
WITNESS:
WHEREAS, it is the policy of the City to enter into development contracts as contemplated
in Minnesota Statutes §462.358, Subd. 2(a).

1. Assessment. Upon execution of this agreement, the Developer shall pay the sum of
$ to the City by cash or certified funds check as a down payment in exchange for the
WAC/REC fees furnished hereunder. The remaining assessment amount of $50,000.00 shall be
certifiably assessed as and payable as taxes pursuant to the payment schedule set forth in the
attached Exhibit A.
2. Warranty of Title. Developer warrants and represents to the City that it is the fee owner of
the land described herein and that it has authority to execute this Development Agreement and
agree to the conditions hereof and to subject the land hereto. Developer also represents and warrants
that the use for which this development is sought will not violate any restrictive covenants applying
to the property.
3. Binding Effect. This Agreement shall be deemed to be a restrictive covenant and the terms
and conditions hereof shall run with the land described herein and be binding on and inure to the
benefit of the heirs, representatives, and assigns of the parties hereto, and shall be binding upon all
future owners of all or any part of the subdivision, and shall be deemed covenants running with the
land. Reference herein to the Developers, if there be more than one, shall mean each and all of
them.
This Agreement shall be placed of record so as to give notice hereof to subsequent
purchasers. The cost of said recording shall be borne by the Owner and charged against the escrow
account.
4. Restrictions on Transfer/Indemnification. Developers agree to defend and hold the City, and
its officials, employees and agents, harmless against any and all claims, demands, lawsuits,
judgments, damages, penalties, costs and expenses, including reasonable attorney's fees, arising out
of actions or omissions by Developers, their employees and agents, in connection with the Project.
No transfer or assignment shall be made without City approval and any assignment or transfer
without such approval shall be void.
5. Incorporation by Reference. All general and special conditions, plans, special provisions,
proposals, specifications and contracts for the play and for any improvements furnished and let
pursuant to this Agreement shall be and hereby are made a part of this Agreement by reference as if
fully set out herein in full.
6. Developer will comply with and promptly perform all of its obligations under this
agreement.
7. Evidence of Title. Developer shall furnish the City with evidence of fee ownership of the
property through an attorneys title opinion or title insurance policy dated not earlier than 30 days
prior to the issuance of any building permits.

2007 EDA Annual Report
This Annual Report is designed to showcase man of the commercial and industrial
business that have located in Hugo during 2007. The goal of the Hugo Economic
Development Authority (EDA) is to create a thriving community with diverse job and
tax bases, brought about by specific emphasis on business retention, business ex-
pansion, and business attraction. Hugo's business community is rapidly expanding

zoo The valuation for the new commercial and industrial construction in Hugo is over 9
! million dollars in 2007. Most of the commercial activities are along County Road 8
and Victor Hugo Boulevard. The industrial activities have been in the Bald Eagle In-
dustrial Park located along Fenway Boulevard. The City of Hugo and the EDA wel-
come all of the new business to Hugo and are excited to have them as a part of
Hugo's commercial and industrial base. In this Annual Report the EDA has high-
lighted the new businesses that have located in Hugo in 2007 and it gives an over-
view of what the business have to offer to the residents of Hugo.

The Postal Credit Union, located at 14750 Victor Hugo
Boulevard was developed and welcomed into the City in I
2007. The building is 5,000 square foot building with a ►
drive-up window. Founded in 1926 in St. Paul, Minne-
sota, the Postal Credit Union is a great addition to theja rr j

City dedicated to providing full financial services with
safety and convenience at competitive costs, keeping in
mind the philosophy of "Not for Profit, not for Charity, but
for Service." -- '
President of the Postal Credit Union, Russell Plunkett stated that they have over 20 new employees at the
Hugo location and he is very pleased with the design of the building. The Grand Opening was on July 18,
2007, which included a money booth that raised over$1200 for the Hugo Community Food Shelf.

Located at 5448 140th Street North, Kidzplace opened in May
2007 to provide child care and education to the residents of Hugo
and surrounding communities. Kidzplace is locally owned and oper-
ated and is committed to a comprehensive curriculum and has nu-
merous Kidzplace enrollment plans to meet the needs of parents and chil-
dren. The child care center currently has 4 classrooms that in-
clude, Infant Program, Toddlers, Preschool, and School-age and all
teachers are licensed and educated in Early Childhood Education.
Kidzplace was recently showcased in the White Bear Press as a state of the art learning center for children.

Kwik Trip Gas Station and Car Wash will open to the residents of Hugo in December of 2007. Kwik Trip will
be located at the northwest corner of County Road 8 and Victor Hugo Boulevard. Kwik Trip has been work-
ing with the City to locate a gas station
and car wash in Hugo for the past couple
of years, received site plan approval in
2006, and began construction in Fall of
2007. In addition to the convenience �—

The Victor Market Place retail centers are located at the four

quadrants of County Road 8 and Victor Hugo Boulevard.
There are a total of four retail buildings planed for the area, c t
including a retail center that is connected to Festival Foods
Grocery Store. These retail centers include businesses such
as, Global Gallery and Gifts, Budget Blinds, Bates Orthodon-
tics, Amian Asian American Bistro, Hugo Nails, Savoy Pizza,

Snap Fitness, Great Clips, Martinizing Dry Cleaning, Kinder- -
C gardens, Cornerstone Chiropractic, Fairview Clinic, USA Ka-
rate, Hawaiian Tan, Northeast Eye Care, Guys and Dolls Sa- `
Ion, Northern Lights Pediatric Clinic, and more to come! The _
Hugo Economic Development Authority welcomes the new

The Downtown Plan was adopted by the Hugo City Council in April
2007. The Downtown Plan is a tool to help the City of Hugo in realizing -- : :"
the community vision for downtown Hugo. As Hugo continues to de- "- , ! ,
velop, the actual projects built may differ from the illustrative Down-
town Plan in the details of development of any specific block or site, -- - -- '

but the primary elements of the plan, including infrastructure ( roads,
parks, trails, open space) and the quality and character which makes as
the plan unique to Hugo are expected to be maintained. There are also d

j design guidelines for the downtown area that are intended to provide a
baseline for quality in order to revitalize and expand the downtown
business district. The guidelines are written to meet the goals and ob-
jectives of the community such as, small town rural character, main-
taining a pedestrian friendly downtown area, as well as the French

In 2005 Stockness Construction celebrated 50 years in the concrete business. The

Eligible Uses of Funds: The Washington County 2005-2009 Consolidated Plan has identified the following as high
priorities:
• Development and/or rehabilitation of affordable rental or owner occupied housing
• Transitional and Permanent Supportive Housing
• Housing that serves persons with physical disabilities, persons with severe mental illness or chemical
dependency issues and persons who are public housing residents.
Washington County has also ranked recreational,neighborhood and youth centers as a medium priority. All projects
must be able to document that project beneficiaries are low-and moderate-income households or persons. Additional
information on eligible projects is included in the application packet and also can be found at the following websites:

Eligible Applicants: Funds can be requested by government entities, nonprofit organizations, faith-based
organizations, and private developers doing projects in Washington County. At least 15% of HOME funds must be
allocated to an approved, qualified Community Housing Development Organization (CHDO).

How to Get Help: All applicants are encouraged to contact Josh Beck before completing the application with
questions on project eligibility,to discuss project ideas, or to review draft proposals. It is recommended that new
applicants schedule a meeting with Josh Beck prior to completing their application.
Selection Criteria: Funds will be distributed on a competitive basis. Priority consideration will be given to projects
that meet the criteria listed below. Other selection criteria are listed in the application packet.
• To receive CDBG funds,the applicant must demonstrate that the project can be significantly completed and
the funds expended by December 31, 2009.
• Projects must meet a medium-or high-priority need identified in the Washington County 2005-2009
Consolidated Plan. This plan is available for viewing on the Washington County website:
http://www.co.washington.mn.us/info for residents/community services/housing_and community develop
ment/
• Priority will be given to projects that create or preserve affordable housing for households at 50%or below
median income. Rental housing is especially needed in order to achieve our remaining Consolidated Plan
goals.
Application Deadline: Proposals will be accepted until 4:00 p.m. on Friday, December 14, 2007.
