• BACKGROUND MEMO FOR THE EDA MEETING OF
MONDAY, OCTOBER t2, 2009
3. APPROVAL OF MINUTES
Staff recommends approval of the minutes from the September 14, 2009, EDA Meeting as
presented.
4. P.A.W.S. PET HOSPITAL
The plans for PAWS Pet Hospital were approved on July 20, 2009. They are currently in the
process of building the new pet hospital and it is planned to open this winter. Michele Beck,
owner of PAWS Pet Hospital will be present at the meeting to give a background of the
business and answer any questions the EDA may have. Staff recommends that the EDA
welcome PAWS Pet Hospital as a new business in the City of Hugo.
5. HUGO FAIRVIEW PHARMACY
Fairview Pharmacy opened in Hugo on September 14, 2009. They are located in the building
at the south west corner of County Road 8 and Victor Hugo Boulevard in the Victor Gardens
South Village retail center. They share the building with Fairview Clinic, Institute for
Athletic Medicine, and Northern Lights Pediatric. Kate Ras, the pharmacist at the Hugo
location, will be present at the meeting to give a background of the business and answer any
questions the EDA may have. Staff recommends that the EDA welcome Fairview Pharmacy
as a new business in the City of Hugo.
6. DISCUSSION ON CITY WIDE WIFI INTERNET
The City has received an email from the property owner that lives in rural Hugo. The resident
stated that he has dial-up internet, but it was very slow. He was wondering if the City has
looked into providing City wide wireless internet. He wanted to address the City on this issue
and staff felt that the EDA was the best group to start the conversation with. Doug Blanchard,
resident of Hugo, will be present at the meeting to talk about City wide wireless internet and
to listen to the EDA discussion.
7. DISCUSSION ON NORTHERN GATEWAY/ MIXED USE ZONING DISTRICT
Staff would like to discuss what the Comprehensive Plan says about properties that are
guided mixed use, which is a mixture of residential and commercial uses. Staff will provide
examples of what the City has done in the past and what other cities have done. Stats'
recommends that the EDA discuss both topics and make a recommendation to the City
Council to hold a workshop that will include the Council, Planning Commission, and EDA to
discuss plans for mixed use areas and the northern gateway.
8. DISCUSSION ON DOWNTOWN PROMOTIONS
The TIF District is now in the process of being certified. Staff would like to discuss
downtown promotion ideas for encouraging development in the downtown area.
9. UPDATE ON BR&E PROGRAM
Staff will update the EDA on the progress of the BR&E Program.
MINUTES FOR THE EDA MEETING OF SEPTEMBER l4, 2009
EDA Vice President Phil Klein called the meeting to order at 8:30 am.

APPROVAL OF MINUTES FOR THE EDA MEETING OF AUGUST 10, 2009
Arcand made motion, Granger seconded, to approve the minutes for the EDA meeting of August 10,
2009.
All ayes. Motion carried.
DISCUSSION ON CARPENTERS RESTAURANT PROJECT
Miron gave background on the Carpenters project and his discussions with the property
owners on their concerns. The Anderson's stated that they had concerns with the cost for
SAC/WAC fees, TIF funding, and the costs for the right turn lane into the site. The CD
Director stated that the project has been approved and that the City has granted an easement
over the property to the north, free of charge, to the applicants for some of the the parking
that is required for the project. The City has also changed its fee structure for sewer and
water hook-ups that will save the applicants money. He felt that there was a gap in the
financing that needs to be resolved. Mike Anderson agreed.
Denaway asked if the Anderson's figured out what the gap in financing was. Mike Anderson
stated that it has not been formally figured out. Mike stated that he wanted the City to help
out on some of the costs with the right turn lane. Mike Anderson stated that all of the public
uses for the project are too expensive. Granger stated that until we have a number for the gap
in financing to work towards it's hard to help with the costs. The CD Director stated that if
the project happens during the time that Highway 61 is improved there will be cost savings to
the applicants.
Granger and Klein stated that the gap in financing needs to be figured out. What the City has
asked with this project has not been different that is required for the other projects approved
in the City.
Miron stated that the City is open to meeting with the financial entity to figure out what they
need to finance the project. He stated that we will then have a good idea what the gap is and
may be able to figure out a way for cost savings.
Cathy Anderson asked if they were responsible for the entrance to the site and the public
walkway in the front of the proposed building. The CD Director stated that this area of
downtown needs to be planned together. MNDOT will only allow the City to have one
entrance into the site. This is the first project and it needs an entrance. The City is also
building the public trail along Egg Lake. Staff and the Commissions tried to be very up front
during the development planning and there should not have been any surprises.
Miron agreed and stated that there may be a way for the City and the applicants to work
together. He stated that the EDA is willing to help, but the gap in financing is an important
piece. The applicants agreed and stated that they will contact City staff to set up a meeting
and include the bank on the discussions.
Bever suggested working with the construction company on the costs.
Miron made a motion, seconded by Granger, to continue working with the applicants to set
Lip a meeting and to contact the EDA members if any help is needed at the meetings.

UPDATE ON SAC/ WAC FEE STRUCTURE REVISIONS
Over the past year the City has been working on revising the sewer and water connection
fees. The new rates were adopted in August. Staff updated the EDA on the revisions that
were made. There is not a split of the costs between the developer and the owner. The cost to
the end user is significantly less then the previous fee structure. There is also a break for
redevelopment projects.
UPDATE ON OFFERS TO SELL PROPERTY LOCATED ON 165TH STREET AND
HIGHWAY 61
At the August meeting the EDA discussed the offers to sell for properties located at 165th
Street and Highway 61. The EDA made a recommendation to the City Council to send a
response letter to the listing agent stating that the City was interested, but was not in the
position to purchase the property at this time. The Council considered the recommendation
and directed staff to write and send the letters to the listing agent.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff updated the EDA on downtown redevelopment in the City.
Hugo l Stop, formally 61 Stop, has reopened with new owners. Also the house behind the
Ricci's property has been sold.
UPDATE ON BR&E
Staff updated the EDA on the progress of the BR&E Program. The task force orientation will
be on September 22, 2009 and the training for the business visits will be on October 7, 2009.
The task force will survey the businesses during the visits and follow-up on any immediate
issues within a week of each visit. All of the business visits are planned to be completed by
the beginning of November.
UPDATE ON P.A.W.S. PET HOSPITAL GROUND BREAKING
The ground breaking for PAWS Pet Hospital was on Monday, September 1, 2009 at 8 am.
They plan on opening to the public this winter.

Doug, Thanks for contacting me. I have forwarded your email to our City Administrator to share
with the entire city council. I have Qwest high speed internet and recall I got conflicting stories
from them about access. Maybe you too can pester them into giving you the right answer and
access! I'm father out and live at 15500 Keystone at the far eastern edge of Hugo. Good luck.

Mr. Haas,
I live at 14169 Homestead Ave. No. in Hugo. We have dial-up internet, which is cheap ($9.95/month) but
slow. Qwest does not provide DSL in our area. I'm not willing to pay Comcast or a cell phone company
$60/month for their service.
I would like to know if the City of Hugo has ever looked into a city-wide wi-fi service. If not, could the city
do that? I would be willing to volunteer to help in looking into it if I'm needed.

Mixed-Use (MIX) — The Mixed-Use designation provides opportunities for
multiple, compatible uses on a single site. These uses will include two or more of
the following: residential, commercial, office, retail and public/quasi-public uses,
where the primary land use is commercial or residential. These uses should
generally be more vertically integrated in and around the downtown area and
generally more horizontally integrated further from downtown area. The mixed-
use areas are served or are intended to be served by municipal sewer and water
and will have residential densities between 6 units per acre and 20 units per
acre.
Mixed use development allows the mixing of higher intensity land uses in one
building (vertical mixing) or the physical integration of different uses on the same
lot or within close proximity (horizontal mixing). Typically, mixed use includes a
combination of retail, office, cultural or entertainment uses with higher density
residential use. However, these uses can occur without housing and still be
considered mixed use. Hugo will look for mixed use to occur primarily with a mix
of non-residential uses (with or without housing as a component). Mixed use
developments that are primarily a mix of different residential uses will not be
allowed in this district. It is expected that the mixed use district will have
approximately 30% of the land developed with residential land uses and the
remainder as other non-residential uses. Mixed use developments will be
processed as a planned unit development (PUD), with the location of specific
uses and development criteria for the entire site determined through that
process. In order to develop a complete mix of uses in this area, the City has
established a minimum development area of 10 acres. Existing parcels less than
10 acres in size must be combined with adjacent parcels in order to meet this
minimum area requirement.
Providing a mix of land uses in close proximity to each other creates
opportunities for residents to walk to shopping, transit services, recreation and
work. Mixing land uses can reduce reliance on the automobile, while leading to
greater convenience in people's day-today lives.
Land suitable for higher density housing is very limited in Hugo. Mixed use
development sites would provide an opportunity for additional higher density
housing in the City, while at the same time preserving or creating opportunity for
commercial development.
Housing within mixed use developments would consist primarily of multiple family
housing types (apartments and condominiums) designed to meet the needs of
smaller households, such as young adults, empty nesters and seniors.
Commercial uses in smaller mixed use developments should generally be limited
to office uses and neighborhood centers that offer basic convenience type goods
and services to the neighborhood. Larger mixed use developments could also
incorporate retail or service establishments that provide goods and services on a

limited community scale (drug stores. restaurants, banks, personal service
establishments, etc.), as well as office uses. The type of commercial uses in a
mixed use development should allow residents to meet more of their daily needs
through walking and fewer vehicle trips, thereby reducing congestion on public
streets.
Mixed Use Guidelines and Criteria
Minimum Area: 10 acres

Development Location Criteria: • Abuts or has reasonably direct access to
major collectors or minor arterials
• Transit within 1/2 mile walking distance of
the development
• Neighborhood parks or school parks within
'/2 mile walking distance of the
development
• Defined trail system that connects the to
other services and facilities, including
parks, schools, churches and
neighborhood shopping areas
• Close proximity to jobs
• Provide transitions to adjacent land uses
Development Policies: a Small parcels should be consolidated to
create parcels large enough to ensure well-
planned development to occur
• Natural resources should be preserved or
enhanced
• Provide for a variety of uses within the
development
• Provide strong pedestrian connections
