Adjournment *Please be sure to prepare for the questions regarding the 2014 Goal Setting BACKGROUND MEMO FOR THE EDA MEETING OF TUESDAY, DECEMBER 10,2013 3. APPROVAL OF MINUTES Staff recommends approval of the minutes from the October 8, 2013, and the November 12, 2013, EDA meetings as presented. 4. DISCUSSION ON MARKETING RFO PROPOSALS At its meeting in October, the EDA tabled the discussion on the proposals of the marketing RFQ. There were two proposals at the time that stood out to the EDA. Staff has included the two proposals for the EDA to review and discuss. Staff recommends the EDA discuss each proposal and provide staff with direction on how to move forward. 5. UPDATE ON WASHINGTON COUNTY ECONOMIC DEVELOPMENT STRATEGIC PLAN Staff will update the EDA on the Washington County economic development strategic plan. 6. UPDATE ON DOWNTOWN REDEVELOPMENT Staff will update the EDA on downtown redevelopment. 7. 2014 GOAL SETTING Each year, the City Commissions and City Council adopt goals. The adopted goals are very important to the staff as they help us prioritize our work over the year. This year, the staff would like to change the framework of the goal setting discussions to ensure that we are meeting the expectations of the Commissions. Please take some time to think about the questions in advance, and plan to participate in the goal setting sessions, as the outcome of these sessions will guide your Commission and the work of the City staff over the next year. MINUTES FOR THE EDA MEETING OF OCTOBER 8, 2013 Weidt called the meeting to order at 5:15 pm. PRESENT: Arcand, Denaway, Gallivan, Klein, Puleo, and Weidt ABSENT: Bever STAFF: Bryan Bear, City Administrator Rachel Juba, Planner Eric Maass, Community Development Intern APPROVAL OF MINUTES FOR THE EDA MEETING OF SEPTEMBER 10, 2013 Klein made motion, Denaway seconded, to approve minutes for the EDA meeting of September 10, 2013. All ayes. Motion carried. UPDATE ON MARKETING RFQ Rachel requested that Bryan provide the EDA with an update on his talks with the Lakeshore Players Theatre. Their interest in the land was important information for the EDA to consider as they moved forward with the potential selection of a marketing firm. Bryan informed the EDA that the City of Hugo was one of the locations being considered by the Lakeshore Players Theatre. The new theatre would have an approximate seating capacity of 286, and cost the Lakeshore Players about.4.5 million dollars to construct. Bryan stated he would inform the EDA when he received an update. Staff informed the EDA that they had received four applications from the marketing RFQ. The applicants were: Coldwell Banker, Bill Lentsch, Wakota Commercial Advisors/High Pointe Realty, and Northco Real Estate Services. Coldwell Banker and Bill Lentsch failed to provide much of the requested material located in the RFQ. Wakota Commerical Advisors/High Point Realty and Northco Real Estate Services provided much more complete applications. Wakota stated that they would require a 7% commission upon the sale of the land, or an 8.5% commission if the sale was a co- brokered transaction. Wakota stated they would complete a web based marketing campaign in addition to cold calling potential buyers, and providing signage on the property. Wakota demonstrated their experience with restaurants and commercial properties through a listing of successfully completed projects. Northco Real Estate Services stated they required a$0.50/square foot commission upon the sale of the land. Northco stated they would complete a web based marketing plan in addition to completing cold calls, creation and distribution of marketing brochures, as well as providing signage on the property. Northco demonstrated their experience with commercial and restaurant properties with a list of successful clients served. The EDA determined that it was in the best interest of the City to postpone entering into an agreement with a marketing firm, until the City determines whether or not projects already being worked on by City staff are viable. EDA requested staff thank each of the applicants for their submissions and notify them of the EDA decision to postpone a decision. UPDATE ON WASHINGTON COUNTY ECONOMIC DEVELOPMENT WORKGROUP Rachel informed the EDA that David Unmacht of Springsted Inc. would be present at the November 12th EDA meeting to present the process being taken by the workgroup. Bryan stated that David would be looking for input from the EDA about the process and requested they each take some time to prepare themselves. UPDATE ON DOWNTOWN DEVELOPMENT Bryan informed the EDA that Bill Lentsch is preparing to submit an application with the City for a 100 unit senior housing project. The project is to be located west of Lions Park, and potentially accompanied by market rate apartments. The senior housing will be managed by Keystone Senior, LLC. Keystone Senior would be new to the State of Minnesota, as currently it only has facilities in Iowa, Massachusetts, Ohio, and Colorado. Denaway commented that it was important that the senior housing project and the market rate apartments were located on two separate parcels to ensure future finance flexibility. Arcand inquired if any movement was taking place with downtown property owned by Pete Sampair. Bryan informed the EDA that while there is an interested developer, no movement had taken place because an additional private land transaction needed to take place to allow for an extension of Finale Avenue. Both parties would benefit from this extension. EDA DISCUSSION Arcand requested an update on NRI. Bryan informed the EDA that steady progress was being made on the site. Once the site is clear the property owner will be moving the location of the vehicle scale, removing the northern driveway access, re-grading the site, paving areas, and installing new landscaping. ADJOURNMENT Klein made a motion, seconded by Puleo,to adjourn at 5:43 pm. All ayes. Motion carried. JOINT CITY COUNCIL AND EDA MEETING TUESDAY,NOVEMBER 12,2013 5 P.M. HUGO CITY HALL—ONEKA ROOM Mayor Weidt called the meeting to order at 5:00 p.m. COUNCIL PRESENT: Mayor Weidt, Council Members Bronk, Haas, Klein, Petryk CITY STAFF PRESENT: City Administrator Bryan Bear, Planner Rachel Juba, Community Development Intern Eric Maass EDA Present: Arcand, Denaway, Gallivan, Klein, Puleo, Weidt Washington County Commissioner Fran Miron gave an introduction regarding the potential for Economic Development within Washington County. He then turned the meeting over to David Unmacht of Springsted Incorporated who provided an outline of the process currently being taken by Springstead regarding data collection/analysis and community input as they pertain to the current study being conducted. Council Member Petryk described the importance that is placed on transit and infrastructure in regards to current and future economic development, and the ways Hugo is currently lacking in those regards potentially hindering economic development in the city. This notion was agreed upon by EDA member Puleo who stated that an interchange at 35E and County Road 4 could prove critical for economic development along that corridor. Bill Barrett, a local business owner, stated that additional city or county incentives could aid in business retention and growth, further spurring economic development. Council Member Klein stated that to further help local business owners there needed to be added competition between urban services, specifically high speed internet availability. Council Member Petryk discussed the potential for a small business bureau which would aid small businesses in locating property for sale, connecting businesses to potential employees, or possibly providing placement aid for technical training internships. These notions were echoed by Council Member Haas and Council Member Klein stating the potential creation of a small business incubator and extension of the accomplishments already created by local chambers of commerce. EDA Member Denaway described the importance of integrating the potential for increased economic development into the ranking and scheduling of transit projects. Denaway also described how important it was that the county continues to be flexible with traditional TIF rules to aid in economic development. Bryan Bear agreed with that notion, adding that it was also important that TIF and tax abatement are allowed to be used at the same time. Mayor Weidt suggested that the County execute marketing initiatives to promote the spur of economic development in Hugo. Council Member Arcand agreed with the notion that marketing needed to be completed to aid in painting a more proper picture of what the City of Hugo is today and all it has to offer to potential businesses. Council Member Bronk agreed and stated this was vital to attract and retain young professional in the City of Hugo. EDA Member Puleo stated that some development has been slowed or gone completely stagnant as a result of the cost of infrastructure. He was 'interested to learn if the County would have any way of aiding in this initial cost. Washington County representative Jane Harper described the availability of assistance through federal block grants. Washington County Commissioner Fran Miron described a potential program which would entail a low interest loan fund which could be used to fund such infrastructure projects. City Administrator Bryan Bear described the current Metropolitan Council initial population growth forecasts and how Washington County could be involved through their legislative agenda. He echoed the importance of accessible and quality infrastructure as a primary driver of future economic development within the City of Hugo. He also suggested that Washington County conduct a corridor study along County Road 4 to assess the size of the currently required right-of-way. He stated that a corridor study was completed along Highway 61, with the end result being a 50' reduction in the required right-of way, further aiding economic development in that transit corridor. He commented that current federal community development block grants were heavily geared towards the subsidizing of affordable housing projects making it very difficult to secure those funds for infrastructure projects. Mayor Weidt provided closing statements and thanked everyone for coming and making the meeting a great success. David Unmacht echoed Mayor Weidts comments and thanked all in attendance for their participation. Haas made motion, Petryk seconded, to adjourn at 6:32 p.m. All Ayes. Motion carried. The adopted goals are very important to the staff as they help us prioritize our work over the year. This year, the staff would like to change the framework of the goal setting discussions to ensure that we are meeting the expectations.of the Commissions. Some of the goals that are adopted each year have been somewhat vague and difficult to measure progress on, such as "Promote downtown redevelopment" or "Expand recreational programming." Many goals of this type end up being repeated each year. We'd like to challenge the commissioners to be creative and specific when setting goals. Each commission is guided by a set of mission statements, values, or visions that are written down in the City's Comprehensive Plan or elsewhere. Ideally, the goals will implement your mission. Each goal statement should be accompanied by action steps that can be accomplished by the staff, Commissions, and City Council. The staff will be asking each Commission a series of questions related to your mission, values, vision, etc. We will facilitate a discussion surrounding those questions with hopes of reaching a consensus on where our efforts should be focused over the next year via goals and actions. In December, the EDA has a goal setting session to set priorities for the year ahead. Below are the goals which include action items that the EDA works on throughout the year. _ _ •_ • Business Retention and Expansion Continue Marketing of the City • Continue working on downtown redevelopment projects • Establish quality industrial and commercial development • Transportation 0 Encourage the County on economic development efforts Christ Lutheran Church Starts Construction After receiving site plan approval by the Planning Commission, Christ Lutheran Church was issued a building permit and started con- struction of its 12,000 square foot facility. The property is located at 4790 Rosemary Way. The facility will include worship space as well as a r daycare center. Christ Lutheran Church has - been worshiping in the Oneka Elementary `` School for the last several years. They have ac- quired several parishioners in Hugo that has caused the need for a second facility to the ex- isting church in North St. Paul. The church is ex- pected to open Spring/Summer 2014. Washington County Evaluates Economic Development Since the beginning of 2013, the Washington County Board has been evaluating its role in eco- nomic development. The process started with an economic development workgroup consisting of staff from the cities in the county. They discussed the county's current role in economic devel- opment and what additional items the county could consider to help its cities. In an effort for fig- ure out the role, the County hired Springsted Inc. to develop a County wide economic develop- ment strategic plan. This will be completed through analysis of data collected on Washington County in regards the local economy, business sectors, and several community engagement exercises. The goal of the plan is to have realist recommendation on how the county will be in- volved in economic development. The outcomes will be presented at the League of Local Gov- I ernments Meeting in early 2014. LaValle Fields Senior Housing Concept Moves Ahead In 2012, the concept plan for the LaValle Fields development was reviewed for informal comments from all the Commissions and the City Council. The developer has _ made a formal application for a preliminary plat and planned unit development (PUD). The project -- is proposed to consist of a 130 unit senior housing complex as well as 3 market rate apartment j semorHousing Commaorty 4. ; buildings consisting of 165 units. "" The total The overall density of the development is just over 10 units per acre. The senior housing development is proposed to be the first phase and the apartments the second phase. The developer is proposing to dedicate land to Lions park as well as relocate Finale Avenue as it ties into 147th Street. Revisions to the Assessment Policy The City, through its ordinances, policies, comprehensive plan, and general practice, has maintained the philosophy that "development pays its own way." So far, this has meant that { public improvements needed because of development are designed, constructed, and fi- nanced by the developer. This year there was a petition from a developer to levy an assess- ment against property that he owns for 100% of the road project cost, including all design, en- gineering, inspections, etc. The property benefiting from the road improvement would be sub- ject to the assessment. The City Council decided to send the request to all the commissions and get their feed back on a revised assessment policy where the City could finance a public improvement under certain conditions. The EDA reviewed the request in May and during the discussion agreed that completion of key infrastructure improvements is one way to encour- age business development. The EDA made a recommendation to the City Council to revise the policy for public improvement projects that could spur economic development. In June, the City Council revised the policy to allow City financing under certain conditions, including projects with commercial and industrial economic development potential. A few years ago the idea of a pedestrian friendly big box store would have been laughable,but as urban living has become more popular the major chain retailers are paying attention and beginning to build urban format stores. On December 4, 2013 Walmart opened its first two stores in Washington, DC and the new stores illustrate the lengths to which brick and mortar retailers will go to get into rapidly growing urban markets. The 83,000 square ft. store built in partnership with JBG Rosenfeld is in a mixed use building topped by four stories of apartments. Instead of acres of asphalt,the parking is underground. In addition to the Walmart,there is another 10,000 square ft. of retail space wrapped around the outside of the retail giant. Retail tenants currently include a Starbucks and a bank,with more to follow. The main store entrance sits right on the sidewalk and shoppers will use an escalator to reach the store level. The store itself offers more groceries than a typical Walmart and the shopping floor is day lighted by real windows. Designed by MV+A Architects and the Preston Partnership,the H Street Walmart is a handsome urban building with traditional human scale details. It includes cornices,individual multi-pane windows,an interesting corner feature at the main entrance,and a separate entrance for residents. It is a fully urban, pedestrian friendly building.Whether you love them or loathe them,this building proves that Walmart — one of the most recognizable symbols of modern suburbia—is going urban. While the H Street store is by far the better of the two new urban Walmart's in Washington,the other new store on Georgia Avenue,NW is also a significant departure from the typical suburban store design. Given the small size of the property,the only way to build a large store was to eliminate surface parking and bring the store right up to the sidewalk. The parking is located in a garage located directly below the store. While the building is not mixed use,it does greet the street and represent a real evolution for Walmart. Building an Urban Format Store Can Walmart build an urban format store? The answer appears to be yes, but it also appears that the only thing standard in an urban format big box store is its lack of standardization. Building suburban big box stores is simple. Buy a 20 acre suburban greenfield site. Build a large, free standing rectangular single floor building on a concrete slab. Plop the building in a sea of parking. A Walmart Supercenter in the suburbs of Atlanta, for example, is essentially identical to one in the suburbs of Chicago or Cincinnati. This model simply won't work in a dense urban area. The two things that have kept Walmart out of cities were its inflexibility on design issues and opposition from labor unions and civic activists who oppose the company because of its low wages and negative impact on existing local businesses. Now that it appears that Walmart is willing (when pushed by local government)to adapt its stores to the urban environment, it is likely only a matter of time before the retail giant moves into cities all over the country. Big Boxes are Getting Smaller Another thing that is clear is that big boxes are getting smaller. The new 80,000 square ft. Walmart in Washington is half the size of many suburban Supercenters. What's more, Walmart is creating new formats uniquely designed for cities. The outstanding question remaining is:what impact will Walmart have on local economies and wages? Washington,DC,City Councilman Phil Mendelson,a co-sponsor of unsuccessful legislation that would have required big box retailers to pay a living wage and benefits, expressed skepticism about the impact of Walmart on the local economy. "I would say,having the world's largest retailer interested in locating in the city where we've lost almost every other department store over the last four decades—that's a good thing. What About Smaller Towns & Suburbs? While Walmart is clearly evolving to fit into cities,there is also evidence that the retail giant is willing to break the mold in smaller towns and suburbs. This is because retail store size is shrinking due to the growth of internet shopping and also because suburbs are changing to stay competitive. Target,Whole Foods, Safeway, Giant,and other chains are already breaking the rules by building smaller footprint stores in multi-story buildings and mixed use developments. Walmart has recently opened several small town stores with parking under the building or with solar installations on the roof. What impact Walmart and other big box retailers will have on cities and the neighborhoods where they locate remains to be seen. Harriet Tregoning,the planning Director in Washington,DC,says that "Walmart does not offer any meaningful shopping experience. It competes solely on price and convenience." 5 Her message to small businesses is that"if you are in direct competition with Walmart you are in the wrong business to begin with."Instead she says"businesses that offer something Walmart can't like bars,restaurants and stores selling specialty goods or offering personalized levels of service— will continue to thrive." In some ways, the idea of national chains opening big new urban stores is a return to the way things once were. In 1960, we called it department store. Today we call it a Walmart. Ed McMahon is one of the country's most incisive analysts of planning and land use J z issues and trends. He holds the Charles Fraser Chair on Sustainable Development , and is a Senior Resident Fellow at the Urban Land Institute in Washington, DC.
