Adjournment BACKGROUND MEMO FOR THE EDA MEETING OF MONDAY,JANUARY 3,2011 3. APPROVAL OF MINUTES Staff recommends approval of the minutes fi•om the December 12, 2011, EDA Meeting as presented. 4. UPDATE ON CITY IDENTITY WORKSHOP DECEMBER 15, 2011 AT 7 PM Staff will update the EDA on the December 15, 2011, City Identity Workshop. 5. UPDATE ON LCDA GRANT FOR PETE SAMPAIR'S PROPERTY The Met Council approved a$73,000 LCDA grant for the redevelopment planning of Pete Sampair's property. Enclosed is the press release of the grantees. Staff will update the EDA on the next steps. 6. DISCUSSION ON 2012 EDA GOALS Staff would like to discuss the EDA goals for 2012. Enclosed are the EDA goals for 2011 for your review. The EDA's goals for 2012 will be forwarded to the City Council as they discuss their goals for 2012. 7. UPDATE ON DOWNTOWN REDEVELOPMENT Staff will update the EDA on the progress of downtown redevelopment. MINUTES FOR THE EDA MEETING OF DECEMBER 12, 2011 Miron called the meeting to order at 8:35 am. PRESENT: Arcand, Bever, Denaway, Klein, Puleo, and Miron ABSENT: Graff STAFF: Bryan Bear, City Administrator Rachel Juba, Planner APPROVAL OF MINUTES FOR THE EDA MEETING OF NOVEMBER 14, 2011 Arcand made motion, Klein seconded, to approve minutes for the EDA meeting of November 14, 2011. All aye. Motion carried. ANYTIME FITNESS— 14643 MERCANTILE DRIVE, SUITE 100 Staff invited Ryan Manning owner of Anytime Fitness that recently moved in to the Victor Gardens North Village retail center. Mr. Manning presented the EDA with his background and an overview of the business. Mr. Manning stated that he has been waiting four years to open in Hugo. He had a lease signed for a building that has not been built yet and ended up moving into the vacant space in Victor Gardens. The gym is 2,800 square feet with showers. Their business model is based on convenience and motivation. He asked the EDA how he could get involved in the community. Miron mentioned that there are several ways to sponsor events in the City, especially through parks programming. He stated that there is the Hugo Business Association that he may want to get involved with and help with their events. The EDA welcomed Ryan Manning as a new business owner in the City of Hugo. DISCUSSION ON DEVELOPMENT FEE ANALYSIS At its October meeting, the EDA directed staff to put together a development scenario for a restaurant in downtown Hugo. The analysis includes city fees in regards to development in Hugo and surrounding cities. The EDA discussed the spreadsheet at its November meeting and asked staff to bring it to the December meeting for further discussion. Staff included a spreadsheet that outlined the fees for each city. Miron stated that he was impressed with the City's competitiveness with the other cities. It shows that it costs less to build in downtown than in other areas of the City. Commissioner Denaway pointed out the other cities fees for park dedication. He also stated that it would be nice to see the annual taxes for each City. DISCUSSION ON 2012 GOAL SETTING Staff included the EDA goals for 2011 for the EDA's review. The EDA's goals for 2012 will be forwarded to the City Council as they discuss their goals for 2012. Miron, Commissioners Klein and Bever stated that they will be gone for the January 9, 2012,meeting. Denaway made a motion, seconded by Klein, to reschedule their next meeting to Tuesday, January 3, 2012, at 7 PM. All aye. Motion Carried. The EDA discussed some ideas to add to the goals for 2012. Commissioner Puleo stated that we need to continue working on maintaining existing businesses. There may be a way to help the businesses or lessen restrictions. Commissioner Denaway stated that the EDA should include the implementation of the LCDA pre-development grant and working towards a development grant. Commissioner Bever stated that trade shows may be a good way to market the City. He also mentioned a community sign. UPDATE ON DOWNTOWN REDEVELOPMENT Staff updated the EDA on downtown redevelopment. The Met Council will be announcing its LDCA grant grantees this month. Staff will update the EDA at their next meeting on the outcome. The Ricci's Restaurant building has been demolished. The bank expects the lot to be on the market in March or April 2012. The Glamos building that was damaged in a fire in April is being demolished this week. There is an application to rezone the property located at 13997 Forest Boulevard. The request is to rezone the property to General Business (C-2) from Neighborhood Service (NS). CITY IDENTITY WORKSHOP DECEMBER 15, 2011 AT 7 PM The City Identity Workshop is on Thursday, December 15, 2011 at 7 PM. Staff reminded the EDA of the workshop. He stated that the topic first began at the Planning Commission when talking about long term planning along the northern portion of Highway 61. McRoberts felt that the City needed an image or identity to help focus or gain attraction to Hugo. Planner, Rachel Juba, gave a presentation to the commissions. She showed slides of other Cities known identities including sports teams, physical features, architectural achievements and many others. There were several discussion topics that arose during the discussion. Some of those topics included: - Equestrian background and other horse operations - Hugo's close vicinity to the Twin Cities - Economic slowdown - Focusing on many things the City does well, instead of one identity - Promotion and marketing of the City The discussion ended with many commissioners asking how we can promote and market the City. The focus of marketing tended to be more toward commercial businesses. Many people agreed that marketing some of the City's benefits could attract new businesses. The meeting adjourned at 9PM. PAUL—Dec. 14, 2011—Today, the Metropolitan Council approved more than $11 million in grants to promote economic development and affordable housing in the region. The grants are awarded to cities participating in the Livable Communities program and will help to advance Grant award types redevelopment such as the Lyndale Garden Center in • Pre-development Richfield, for example, redevelopment of the Schmidt Brewery Brew House and Ford Plant site in St. Paul and • Development projects affordable housing opportunities in Maple Grove and • Affordable housing Wayzata. • Land Acquisition Loan for affordable new "The Livable Communities program has been in place since development 1995 and continues to experience one success after another, including the Excelsior and Grand redevelopment in St. Louis Park and the Town Square project in Falcon Heights," said Metropolitan Council Chair Susan Haigh. "These grants, year after year, performing extreme makeovers on outdated development, improving connections between people and jobs and helping to ensure the region maintains the quality of life that continues to attract quality employers." Since 1995, the Council has awarded about $230 million in Livable Communities grants, creating or retaining tens of thousands of jobs and leveraging billions of dollars in other investments. In addition to the grants, the Council today approved a new funding mechanism for projects that promote economic development and jobs along metro transitways. The Transit-Oriented Development Fund (TOD Fund) is a new category within the framework of the Livable Communities program and will offer grants to cities to support development along rail and high-frequency bus routes. TOD projects will be high density, mixed-use, near transit stations and designed to be pedestrian friendly. "Encouraging economic development and job growth along transit corridors is the Council's No. 1 priority," said Haigh. "It promotes efficient use of resources and infrastructure. It improves connections between where people are and where they want to go. It enhances livability and quality of life. And, it encourages development patterns that integrate housing choices and household incomes." The Council approved 14 grants today for mixed-use development projects and six grants for projects that are in the pre-development stage for activities such as design and site evaluation, for example. The Council also approved nine grants for affordable housing activities, including rental and homeownership projects. Grant awards for projects in pre-development • Lyndale Garden Center, Richfield—$100,000 to assist local design efforts to redevelop the vacant site to include a mix of market rate and affordable housing, commercial and retail opportunities aimed at promoting local businesses. The project will make improvements to connections to existing parks and trails and a bandshell or amphitheater. There is also potential for a public parking ramp and site improvements that connect the project to the existing lake and park. • Louisiana Avenue LRT Station Development Area, St. Louis Park—$80,000 to assist local efforts to prepare station area plans, conduct soil testing and determine strategies for land acquisition at the site of a future station for Southwest LRT between Minneapolis and Eden Prairie. The project will demonstrate how to retrofit an auto-oriented employment center into a neighborhood that connects natural areas, housing and regional transit infrastructure. • Zoning Framework for the St. Paul Ford Site, St. Paul—$100,000 to help the City research and draft a comprehensive vision and goals for redevelopment of the large industrial St. Paul Ford Site to address economic, social and environmental sustainability. • Highway 36 Corridor Master Plan, North St. Paul—$100,000 to help the City analyze and plan for development that connects new development opportunities with adjacent historic and civic amenities and attracts new employers. Grant awards for development projects • 1333 University, St. Paul—$750,000 to help develop a four-story, mixed-use building next to the Hamline Central Corridor LRT transit station. The building will include 124 units of family and workforce rental housing with rents affordable to households earning less than 60 percent of the area median income, or $49,200. It will also include commercial space. • ArtCube, Minneapolis—$400,000 to help create a mixed-use development with 45 mixed-income units for living and working and commercial space for neighborhood-oriented services, a large arts incubator space and a rooftop farm. The site has long been vacant and has connections to the Farmers' Market. • Emanuel Housing, Minneapolis—$488,170 to assist with a 100-unit mixed-use renovation and new construction project providing apartments and services for very low-income residents. Located near an LRT stop and several bus lines, Emanuel Housing is designed to be environmentally friendly and has good access to employment, retail, service and civic opportunities. • Schmidt Brewery, St. Paul—$1,250,000 to assist in the renovation the Schmidt Brewery Brew House into apartments and townhomes for living and working. The project will revitalize and preserve vacant historic structures, provide green space, diversify the housing options in the neighborhood and provide new street connections to create a unique integration of artist workshops, retail space and housing. • Currie Park Lofts, Minneapolis—$433,771 to help make way for a new mixed-use, mixed-income building that will provide housing and jobs near the Cedar-Riverside Hiawatha LRT station and near the Central Corridor West Bank LRT station. The building will include 260 rental housing units, including affordable units, a parking ramp and commercial and community space. • The Enclave Trails, Apple Valley—$174,800 to help in the construction of a high-density, 240-unit apartment building, including affordable units within close proximity to the Cedar Avenue Bus Rapid Transit corridor and the mixed-use Central Village area. The project will include important connections between housing and future development to the Apple Valley Transit Station. • Steeple Center Senior Housing, Rosemount—$440,000 to help redevelop a portion of St. Joseph's Church complex into a 70-unit senior housing project and a public senior center to adjoin the newly renovated Steeple Center. The project will integrate multiple uses and strengthen Rosemount's downtown. • Midland Terrace Redevelopment, Shoreview—$655,000 to help expand the City's largest apartment community by demolishing the underused Midland Plaza retail center and building 108 market-rate apartments next to existing affordable units. The project will address new and changing market demands and serve as an example of staging development to modernize housing. • Urban Village Connectivity, Woodbury—$860,572 to help create a retail/service center for the southern portion of the city, including retail, service and office space, higher density residential and public gathering spaces, with the potential for a future park-and-ride or other transit facilities. Housing will include senior rental, affordable and market-rate units, including family townhomes. The project will also include commercial, restaurant and office space with access to the nearby sports complex. • Cobblestone Lakes Senior Housing & Parks Improvement, Apple Valley —$896,000 to help build a 214-unit senior complex and complete planned park amenities, which will help stimulate future multi- family housing and/or mixed-use development on the western side of the Cobblestone Lake development. • 9805 Highway 55 Apartments, Plymouth—$750,000 to help build a 157-unit apartment near the intersection of Highways 169 and 55, including market rate and workforce housing near job opportunities. The project is located near a wetland and incorporates green elements, including a partial green roof and a solar-ready roof system. • City Walk Apartments, Woodbury—$78,000 to help build apartments for people with disabilities and lower incomes within City Walk, a planned community that is already home to more than 500 units of market-rate housing, retail, commercial, education and recreational amenities. The project will provide housing affordability in a walkable neighborhood with good access to jobs and that incorporates green elements. • Downtown Redevelopment Phase II, Watertown—$240,687 to help expand a senior housing complex in the City's downtown, adding about 16 housing units for housing, amenities and parking to increase life-cycle housing opportunities. • Redevelopment Initiative, Mahtomedi—$1,030,000 to help redevelop an abandoned restaurant site into a 72-unit, mixed income senior housing complex, serving as a catalyst for reinvestment in downtown Mahtomedi and Willernie, and provide a pedestrian link to connect downtown with area trails, transit and 2 of 3 12/30/2011 10:04 AM Metropolitan Council awards$11.3 million in Livable Communities gr... http://www.metrocouncil.org/news/2011/news_723.htm jobs. The development and pre-development projects were reviewed and evaluated by the Livable Communities Advisory Committee, which recommends projects for funding to the full Metropolitan Council. Grant awards for affordable housing • Maple Village, Maple Grove—$300,000 to help build a 48-unit rental complex with housing affordable to incomes at or below $41,350 for a family of four, as well as several units for households experiencing long-term homelessness. • Currie Park Lofts, Minneapolis—$400,000 to help build a 260-unit apartment building with some commercial space in close proximity to Hiawatha and Central Corridor LRT, downtown Minneapolis and the University of Minnesota. Most of the units will be affordable to households earning $49,600 or less for a family of four, and the rest will be market rate. • Spirit on Lake, Minneapolis—$250,000 to help build a 46-unit apartment building to meet the needs of working families. Most units will be affordable to households earning $41,350 or less for a family of four. Some units will serve households experiencing long-term homelessness. • St. Albans Park, St. Paul—$400,000 to help acquire and rehabilitate an apartment and townhome development in the Rondo neighborhood. The housing will help meet the needs of some Section 8 Housing Assistance recipients, households earning $49,600 or less for a family of four, and some households experiencing long-term homelessness. • Legacy Townhomes, Wayzata—$300,000 to help build six new, row-style units affordable to households earning $41,350 or less for a family of four. One of the units will be fully handicapped accessible and one will be accessible for residents who are sensory impaired. • City of Lakes Community Land Trust, Minneapolis—$175,000 to help the City and the Land Trust acquire foreclosed and vacant homes, which will be sold for their improved appraisal value minus the land value. The arrangement makes the homes affordable to low- and moderate income families who will own the homes, while the Land Trust retains ownership of the land. • Dayton's Bluff, St. Paul—$175,000 to help rehabilitate and resell vacant foreclosed housing units on St. Paul's East Side, hard hit by the foreclosure crisis. Homebuyers of units funded with Livable Communities funds will have incomes of $49,600 or less for a family of four. • Homes Within Reach, Suburban Hennepin County/City of Minnetonka—$150,000 to help acquire and rehabilitate existing homes in western Hennepin County suburbs. Homes will be owned by homebuyers, while the property is retained by the West Hennepin Affordable Housing Land Trust to make the homes more affordable. • Two Rivers Community Land Trust, Washington County HRA—$150,000 to help acquire, rehabilitate and resell up to five foreclosed single-family homes. The Land Trust arrangement makes the homes more affordable, because the Land Trust retains ownership of the land. Land Acquisition Loan for affordable new development Finally, the Council awarded a loan of up to $1 million to the City of Minnetonka to help acquire land for the city's plans to build senior housing as part of a 10-acre redevelopment project near Ridgedale, which will incorporate a new YMCA and medical office building. This portion of the program provides loan financing to help communities acquire land for future housing projects to address affordable housing needs. The Council, as part of the Livable Communities program, also awards grants for brownfield cleanup for job creation and economic development. The Council awarded brownfield cleanup grants in two funding rounds earlier this year. The Metropolitan Council is the regional planning organization in the seven-county Twin Cities metropolitan area. The Council runs the regional bus and light rail system and Northstar commuter rail, collects and treats wastewater, coordinates regional water resources, plans regional parks and administers funds that provide housing opportunities for low- and moderate-income families. We are appointed commissioners on the City of Hugo Economic Development Authority . We advise the City on how to create,build and improve Hugo area businesses. Frank Puleo is a successful breeder of Arabian horses and a long- time Hugo businessperson and Hugo resident. He is a is a former Hugo City Council member and the Planning Commission member. Frank served as a vice president and board member for the Minnesota Arabian Breeder's Association. Mike Graff is originally from Philadelphia, Pennsylvania. He and his family have lived in Hugo since 1979. Mike is a retired 3Mer and spent 35 years as a sales/marketing executive. Goals to accomplish in 2012 1. To have(xxx#) attendees at the September Hugo Area Horse Event. The weekend event will include a Parade of Stables, two days of educational events, vendor exhibits and horse demonstrations by breed or activity. 2. To conduct (x#) Saturday morning horse showings from April to August at Hugo Area shopping center parking lots, Hugo area businesses, and city and county parks to promote the September event. The theme will be trained kids, demonstrating what they have learned about horses. 3. To create(x#) articles about the Hugo Area horse stables, success stories about local children and women that are involved with horses, all published in the Hugo Area newspapers. 4. To visit (x#)pre-schools in the Hugo area to talk to kids about the dos and don'ts when they are around horses and the easy access to lessons and training. Each student gets a brochure to take home. 5. To conduct(x #) of elementary school visits to Hugo area stables. 6. To raise funds via corporate sponsorships to have the marketing budget to create collateral material, newspaper advertisements, radio spots and a web presence to promote the September event. i 1 Target Audience and Event Format Our tactics are to develop a laser focus on the Hugo area resident that is not a horse enthusiast today, over age 40 women that were involved with horses as kids, and grandparent's of young children(6-14 years old). Events—September 2012 Hugo Area Horse Event (two days) • The event will market Hugo Area Stables. A formal Parade of Stables will host attendees at the stables. We will have a staging area at Dead Broke Arena for the tours. • Hugo Area Breeder's, and Hugo Area Horse related business units will provide exhibits and events at the Dead Broke Arena. • Basic training will targets kids on the couch playing video games. We will conduct a horse boot camp to teach kids how to behave around a horse, teach them the work that goes into feeding, watering and cleaning up a stable. • Advanced training for women over age 40 that were horse enthusiasts as children. For example, free rides in front of their children. Overview of typical training costs, rental fees, trails use, etc. • Grandparent's tent with seating that allows stable owners to discuss, the training available for young children (availability, costs and outcomes). • Free(or nominal cost) photographs of grandkids on horseback with the grandparents next to the horse. Footnote The goal of the Hugo Economic Development Authority is to create a unified community with diverse job and tax bases,brought about by specific emphasis on business retention,business expansion, and business attraction.
