3.APPROVAL OF MINUTES
Staff recommends approval of the minutes from the August 13, 2012, EDA Meeting as
presented.
4.ASSOCIATED EYE CARE— 14688 EVERTON AVENUE
Staff will introduce and welcome the representatives from Associated Eye Care to the
EDA. The new business is locating in the Healtheast Building off of Everton Avenue.
They intend to open in early November of this year.
5. LAVALLE PROPERTY CONCEPT PLAN
Staff will present to the EDA the Concept Plan for three multi-family residential
buildings and park expansion to be located adjacent to Lions Park on land owned by
Marvin LaValle. Staff will ask for feedback based on several financial aspects of the
proposal.
6. DISCUSSION ON TH61 AND CSAH 4 (170'" ST) ROUNDABOUT CENTER
ISLAND DESIGN
Staff will update the EDA on the proposed design of the roundabout.
7. UPDATE ON DOWNTOWN REDEVELOPMENT
Staff will update the EDA on downtown redevelopment.

APPROVAL OF MINUTES FOR THE EDA MEETING OF JULY 9, 2012
Arcand made motion, Klein seconded, to approve minutes for the EDA meeting of July 9,
2012

HUGO REALTOR FORUM
Staff updated the EDA on the status of the Hugo REALTOR Forum. Generally, all the
instructors are on board to participate in the morning course to take place on November 8,
2012. Staff and EDA members believe this will be a great marketing tool to showcase
Hugo's features and services to realtors and their clients.
Mayor Miron mentioned the possibility for the EDA members to attend the morning
course as an EDA meeting.
Klein made motion, Granger seconded, to approve the EDA meeting for November 8,
2012 by attending the Hugo REALTOR Forum morning course.
UPDATE ON INFRASTRUCTURE PROJECTS
Staff updated the EDA on the various infrastructure projects occurring in Hugo.
Highway 61 continues to be worked on and is making great progress each week.
Goodview Avenue has been completely repaved and is in great condition now.
County Road 8, traffic signal upgrades for Highway 61, and Bald Eagle and Lake Estates
are a couple infrastructure projects that are in the process of being started and completed
this year.
The Roundabout on Highway 61, completion of Well House#6, CSAH 7 and CR 4A, the
sidewalks on 145"' Street, and the City's evaluation of the pavement management
program since August 23rd are projects that will be initiated next year.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff updated the EDA on downtown redevelopment and other happenings in Hugo.
Associated Eye Care has proposed to fill the vacant space in the new Healtheast Building.
Staff hopes to get a representative in for the next EDA meeting to welcome them to the
City.
The Frenchman Place project for a pediatric clinic is still underway. They just had their
Planning Commission meeting on August 9th to approve the Site Plan and Final Plat.
Xcel Energy has broken ground and continues to make progress in construction.
Glamos Wire's proposal for a new addition was approved by the Planning Commission
July 12th and the City Council on July 16th. They are in the process of obtaining a
Building Permit.
NRI has submitted an application for a Building Permit. Staff is still working with the
applicant to issue that permit.
Gusset Design was at the latest Planning Commission meeting on August 9th to approve a
CUP Amendment. The Planning Commission approved the Amendment to allow for the
outdoor Sandblasting Booth that was proposed.
Hugo 1 Stop is in the process of being converted to a Super America. The applicant is in
the process of obtaining a sign permit.
Staff provided information on a Sketch Plan that was submitted by a developer. The plan
proposes to build an Assisted Living Facility to be located on Martin Lavalle's property
that is west of Lions Park. There is a proposal for a right in, right out access point off of
County Road 8. Staff is working with the applicant to develop an appropriate and
feasible plan in terms of layout and road connection.

SUBJECT: LaValle Properties Concept Plan
DATE: October 3,2012, for the EDA Meeting of October 8, 2012
1. BACKGROUND:
The properties are generally located to the north of Frenchman Road and west of Finale Avenue
near City Hall. The property owner, Marvin LaValle, has signed a contract with the applicant,
Bill Lentsch, to develop five parcels of land. The compilation of Lavalle's properties are
currently vacant and contain flat,buildable land with a small portion of wetlands. The applicant
would like to get feedback from the EDA on the project in regards to general layout, Lions Park
expansion,housing types, road circulation and construction, and financing of road construction.
2. CONCEPT PLAN:
Mr. Lentsch is planning to develop five parcels of land, all of which are owned by Marvin
LaValle. The concept plan is shown to be developed in phases and will only take place on three
of the five parcels. The site plan shows the layout of three multifamily residential buildings with
parking and driveway connections stemming from Upper 146th Street and 146th Street, as well as
the possible Lions Park expansion across Finale Avenue in lieu of the park dedication fee. Mr.
Lentsch stated that the Assisted Living Facility will be the first project in the first phase of
development. CommonBond intends to be another development phase, and the Congregate Care
center will be a final phase. The concept plan is very basic intentionally. This was done to get
comments from the EDA before Mr. Lentsch moves forward with the formal development
approval process.
Current Zoning
The LaValle Properties are located in the Central Residential (CR-3) zoning district. The
applicant intends to apply for a Planned Unit Development(PUD) to accommodate the density
that is proposed.

Downtown Comprehensive Plan
Hugo's Downtown Plan focuses on the redevelopment of the area around City Hall, which
includes LaValle's properties that Bill Lentsch is proposing to develop. The Downtown Plan
shows the area where the development is proposed as an expansion of Lions Park with the
incorporation of a Community Center in the northern portion of LaValle's property, and an
extension of a traditional residential area in the southern portion. Finale Avenue is planned to
extend to the south to connect with Frenchman Road, which will allow direct access into the site.
Upper 146th Street and 146th Street are planned to extend to the west to continue the flow of the
residential grid system.
The majority of LaValle's properties are guided as Mixed Use (MIX) and a small portion as
Medium Density Residential (MD) according to the 2030 Land Use Plan. The density proposed
for this development is anticipated to comply with the standards stated in the Comprehensive
Plan's Land Use requirements. Staff believes that the sketch plan Bill Lentsch has submitted
stays fairly consistent with the downtown plan in terms of land use, zoning, density and road
access.
General Layout
The concept plan shows an overall campus layout containing residential development of three 3-
story buildings along the southern portion of the property with the expansion of Lions Park
taking up the northern portion. The buildings are laid out to follow the contours and perimeter of
the property that staff believes achieves an efficient use of the space. The buildings on the west
of the property are situated to obtain a vista of the adjacent wetlands. There are several above
ground parking lots and underground parking lots within the development. The plan also shows
areas of future building expansions and parking if the development were to grow.
Lions Park Expansion
The concept plan includes the expansion of Lions Park across Finale Avenue and over the
northern portion of the property. In staff s opinion the dedication of Lavalle's land for Lions
Park expansion is an option in lieu of the park dedication fee. The amount of land that needs to
be dedicated is based upon the density and acreage size of the lots. The Park Dedication fee is
$2,400 per residential unit, which would total $585,600 for the 244 units in this development, or,
in lieu of the fee the applicant can dedicate 2.45 acres from the three parcels of land being
developed on. The applicant also has the option to do a combination of dedicating both land and
fee at the discretion of the Parks Commission.
The Parks Commission is currently evaluating options concerning future uses within Lions Park
and several sketches have been prepared by a consultant hired by the City. The most recent park
sketch is attached to this memo. The plan only shows changes to Lions Park within its current
boundaries. There is no proposal for an expansion across Finale Avenue. The plan also shows a
break in Fitzgerald Avenue located at City Hall to accommodate a new parking lot configuration.

This break could pose a traffic concern with the elimination of Finale Avenue between 147th and
Upper 146th that is proposed in the Concept Plan provided by Bill Lentsch.
The Parks Commission has had an opportunity to review the concept plan. They unanimously
agreed that they would accept the land dedication in lieu of the park dedication fee, although
they would like to have further discussion on the uses of the storm water pond as a recreational
amenity.
Housing Types
The housing shown in the concept plan is proposed to be a three story Assisted Living Facility
with 100 units, a three story CommonBond apartment building with 54 affordable housing units,
and a three story Congregate Care center with 90 units. There will be 244 units in total when the
development is fully complete.
The Assisted Living Facility would be incorporated in the first phase of the development.
CommonBond plans to be the second phase and the Congregate Care center would be the third
phase. The plan shows the location of future phases of two of the buildings if the demand for
more capacity was needed.
Road Construction & Access
The concept plan shows the proposed development to be accessed off of Upper 146th Street and
146th Street. The development proposes private driveways stemming from Upper 146th Street
and 146th Street that will provide connection to the buildings. The buildings' parking will be
accessed from these driveways as well as by a proposed driveway that runs in between the
parking and buildings.
A section of Finale Avenue that connects Upper 146th Street and 147th Street will be eliminated
to accommodate the expansion of Lions Park. Staff is comfortable with this elimination and
does not believe it poses any traffic issues because the road is underutilized, and it will not be
necessary to service the proposed development. However, the proposed Lions Park Concept
Plan by Brauer&Associates shows Finale Avenue to remain. Staff will work with the applicant
on whether or not Finale Avenue should remain or be eliminated.
Finale Avenue is currently in rough condition. This road will need to go through extensive
repairs to adequately serve the proposed development. These repairs will be needed whether or
not Finale Avenue is eliminated between 147th Street and Upper 146`h Street. Finale Avenue will
also have to extend to the south to connect with Frenchman Road to provide feasible access to
the development site. Alternatively, primary access to the site would be via 145th Street to Finale
Avenue.
Staff has been working with the applicant about the extension of 147th Street to connect with
Oneka Parkway. Staff believes this is a vital construction piece that will need to happen with the

proposed development. Staff would like feedback from the EDA about the location and
financing of this road.
Financing of Road Construction
The financial aspect of the road construction required for this proposal is a main concern that the
developer has. Road construction will be a vital piece of this development and the financial
responsibility is a topic that needs to be discussed. The developer is looking for feedback from
the EDA on various ways to fund the road construction of the project.
The developer intends to extend Finale Avenue to the south to connect with Frenchman Road. A
vacant piece of land needs to be acquired to accommodate this extension. Currently, this road is
in extensive need of repairs and will need to be improved to adequately serve the development.
Staff is hoping to get feedback from the EDA on the financial responsibility of the developer
about repairing this road.
The extension of 147`x' Street to Oneka Parkway is a vital construction piece that needs to be
discussed in terms of financing. This road extension is a part of the City's Comprehensive
Transportation Plan and needs to be addressed to determine appropriate phasing of its
construction. The developer has stated that he would like City aid in paying for this road. Staff
would like feedback from the EDA on possible financing and phasing options for this road
extension.
4. CONCLUSION/RECOMMENDATION:
Bill Lentsch and his development team have done a good job creating a basic concept plan for
the EDA to comment on.
Staff recommends that the EDA provide feedback on the concept plan to Bill Lentsch. Below are
areas Mr. Lentsch would like feedback on:
1. General Layout
2. Lions Park Expansion
3. Type of housing desired for the development
4. Road Construction
5. Financing of Road Construction

Re: Sketch Plan Review—LaValle Property

Dear Ms. Hanson:
We completed a preliminary review of the sketch plan for the proposed residential development of the
LaValle property located adjacent to Lions Park. We reviewed the sketch plan prepared by Brunton
Architects, no date provided.
A summary of our findings is provided as follows:
Roadways
1. The City's Comprehensive Transportation Plan includes the extension of 147t' Street within the
northerly portion of the site, eventually connecting to Oneka Parkway to the west. The exact
alignment, design, and timing will require further discussion as the project moves forward.
2. The plans include the removal of Finale Avenue between Upper 146th Street and 147t' Street,
creating one contiguous site with Lions Park. The plans also include access to the proposed
development via 146th Street and Finale Avenue rather than 147[1' Street. The roadway and access
issues will need to be reviewed in greater detail in light of the planning process for Lions Park, as
well as the anticipated traffic demand from the proposed site.
Utilities
1. City sewer service is available to the site via an existing trunk sewer main located along the
southern edge of the property. A sewer main or service line can be extended from the existing
trunk sewer to serve the proposed development, as well as any needs within Lions Park.
2. City water service is available adjacent to the site. A watermain will need to be connected near
Well #3 and extended to/through the site, connecting to the existing watermain at the Finale
Ave/Upper 146th Street intersection. The watermain size will need to be determined based on
anticipated demand, and can serve both the proposed development and Lions Park.
3. Trunk water and sewer charges will apply at the time of development.

Stormwater Management
1. Stormwater from the site will need to be collected and treated on site, and then discharged into the
Clearwater Creek system located adjacent to Oneka Parkway. The plans include stormwater
ponding and infiltration/raingarden areas to be used in this regard. If the project moves forward,
we will collaborate with the applicant to develop a stormwater management plan for the site.
Wetlands
1. There are wetland areas within and adjacent to the proposed development site. The wetland areas
will need to be delineated, and the delineation approved by the City.
We enclosed a sketch depicting the existing and concept infrastructure needs to serve the site for your
information.
