BACKGROUND MEMO FOR THE EDA MEETING OF
TUESDAY,NOVEMBER 13, 2012
3. APPROVAL OF MINUTES
Staff recommends approval of the minutes from the October 8, 2012, EDA Meeting as
presented.
4. DISCUSSION ON 2012 EDA GOALS
Staff has provided a copy of the 2012 EDA goals for the EDA to review. Staff would like
to have a discussion on the 2012 EDA goals and accomplishments. At the December
2012 meeting the EDA will be conducting goal setting for 2013.
5. CITY UPDATES
Staff will update the EDA on economic development related items going on in the City.
MINUTES FOR THE EDA MEETING OF OCTOBER 8, 2012
Miron called the meeting to order at 8:35 am.
PRESENT: Arcand, Bever, Denaway, Miron, and Puleo
ABSENT: Granger, Klein

APPROVAL OF MINUTES FOR THE EDA MEETING OF AUGUST 13, 2012
Arcand made motion, Denaway seconded, to approve minutes for the EDA meeting of
August 13, 2012
All ayes. Motion carried.
ASSOCIATED EYE CARE— 14688 EVERTON AVENUE
Staff welcomed and introduced the representatives from the new business Associated Eye
Care to the EDA. This business moved into the Healtheast Building located off of
Everton Avenue. The representatives invited the EDA members to the ribbon cutting of
their business that will occur on November 9, 2012.
Denaway made motion, Bever seconded, to schedule attendance at the ribbon cutting.
LAVALLE PROPERTIES CONCEPT PLAN
Staff presented to the EDA a Concept Plan proposed on Marvin LaValle's properties that
are located north of Frenchman Road and west of Lions Park. The plan proposes three
multi-family residential buildings and an expansion to Lions Park. The EDA provided
feedback regarding the general layout, Lions Park Expansion, housing types, road
construction, and financing the road construction.
DISCUSSION ON TH61 AND CSAH 4 (170TH ST) ROUNDABOUT CENTER
ISLAND DESIGN
Staff updated the EDA on the proposed design of the roundabout to be located at TH61
and CSAH4. Staff asked for feedback on the design and how to approach the funding
options. The EDA provided feedback to only use the $10,000 offered by MnDOT, and
make the necessary landscape revisions.
Puleo made motion, Bever seconded, to only use the $10,000 offered by MnDOT, and

UPDATE ON DOWNTOWN REDEVELOPMENT
Staff updated the EDA on downtown redevelopment occurring in the City.
The vacant lots across the street from City Hall are advertised to be auctioned soon. The
date is yet to be determined.
The vacant lot west of Blue Heron Grill is also being auctioned. The online auction will
start October 15th and end on October 25th. The opening bid will be $8,000.

Bever made a motion, seconded by Denaway, to adjourn at 10:52 am.

• Evaluation of 2010 US Census data
