APPROVAL OF MINUTES Staff recommends approval of the minutes from the June 11, 2013, EDA Meeting as presented. 4. DISCUSSION ON MARKETING CITY OWNED PROPERTY IN DOWNTOWN At its June 11, 2013,meeting the EDA discussed options for marketing of the City owned property in downtown. The EDA discussed options such as, request for proposals (RFP), continue working with FBF, LLC, contact other commercial realtors, and creating a marketing packet. The EDA agreed that they needed some time to think about the marketing options and wanted to discuss it at the July 9, 2013, meeting. Staff has included in the packet the RFP that was use for marketing the City owned property in the Bald Eagle Industrial Park (BEIP). Since then the City closed on a portion of the former Carpenters property, the other portion has a title issue and the City plans for close on it in the next 3-6 months. Staff recommends the EDA discuss the marketing of the City owned property in downtown and provide staff with direction on how they would like to move forward. 5. UPDATE ON WASHINGTON COUNTY ECONOMIC DEVELOPMENT EFFORTS Over the past few months the County has been working on hiring a consultant to help with figuring out the best ways the County can help its cities with economic development. The County sent out RFP's to several consulting firms and conducted interviews with three of them. Recently the County selected Springsted as the consultant. They will provide the County and the economic development workgroup, which includes the cities and stakeholders, with an assessment and plan/strategies through meetings and workshops. Staff will keep the EDA updated as the project moves forward and meeting/workshops are set. 6. DISCUSSION ON THE CITY'S WATER CONSERVATION WORKSHOPS On June 18, 2013, the Hugo City Council held the first of several water conservation workshops. The Council agreed the main goal is to protect the City's water resource, and they outlined several possible methods to achieve this. There are some methods that relate to businesses. Staff will provide an overview of these items at the meeting. MINUTES FOR THE EDA MEETING OF JUNE 11, 2013 Klein called the meeting to order at 5:00 pm. PRESENT: Arcand, Bever, Denaway, Gallivan, Klein, Puleo and Weidt ABSENT: None STAFF: Bryan Bear, City Administrator Rachel Juba, Planner APPROVAL OF MINUTES FOR THE EDA MEETING OF MAY 14,2013 Klein made motion, Puleo seconded, to approve minutes for the EDA meeting of May 14, 2013. All ayes. Motion carried. UPDATE ON ASSESSMENT POLICY At its May 20, 2013, meeting the City Council considered recommendations from the Planning Commission and EDA on the revisions to the assessment policy regarding financing infrastructure projects. The City Council approved the revisions at the meeting. Staff has included the revised policy and Exhibit A. At its June 3, 2013, meeting the City Council approved the feasibility study and assessment agreement with Len Pratt for construction of Rosemary Way. Staff will continue to work with Mr. Pratt to get the agreement signed and obtain a letter of credit for 60% of the construction cost plus interest, prior to construction plans being drafted. UPDATE ON CARPENTERS AND CITY OWNED PROPERTY On May 20, 2013, the City entered into a purchase agreement for the Carpenters properties. The City will pay all back taxes, liens, and mortgages as the result of the purchase. The properties total 1.34 acres and abut the properties the City owns to the north. Staff updated the EDA on the purchase agreement for the former Carpenters Parcels and that the closing will be in early July. The purchase agreement.for the City owned properties with FBF, LLC, has expired as of May 21, 2013. Staff discussed how the EDA would like to proceed with marketing of the properties. Staff provided ideas to the EDA on how to market the City owned properties in downtown. Some of the ideas included a request for proposals (RFP), continue working with FBF, LLC, contact other commercial realtors, and creating a marketing packet. Puleo stated that with the Carpenters parcels the property seems to be more marketable. Bever asked about completing an RFP process for the properties. Staff stated that the process will take some time and it could be long. We would need to be specific with an end user in mind. Denaway stated that the City completed an RFP process for lots it owned in the Bald Eagle Industrial Park. Arcand and Klein stated that they would like to make sure we talk about a restaurant in that location and economic incentives. The EDA agreed that that the process should be opened up to other brokers and that they would like to think about it and discuss at its next meeting. DISCUSSION ON DEED SHOVEL READY SITE CERTIFICATION The Department of Employment and Economic Development (DEED) has a Shovel ready Site Certification program to help make sites more attractive to companies and site- selection consultants looking for locations for business startups, expansions or relocations. Staff provided the EDA with an overview of what needs to be completed and the process to become certified. The application requires all planning, zoning, surveys, title work, environmental studies, soil analysis, and engineering to be completed. The City has some of this for Carpenters, but for the entire site. The site would not technically qualify. A developer would still need to build, stormwater facilities, water lines, and depending on placement of the building the design would change. Staff does not see this as a necessary step. DEED prioritizes job creation and industrial users for this process. Denaway stated that this is more for industrial zoned properties. The EDA agreed. UPDATE ON DOWNTOWN REDEVELOPMENT Staff updated the EDA on Downtown Redevelopment. The City is working with Pete Sampair to complete a study on the extension of Finale Avenue to CSAH 8. This will result in a preliminary layout of the road. ADJOURNMENT Klein made a motion, seconded by Gallivan to adjourn at 6:10 pm. All ayes. Motion carried. PURPOSE OF THE REQUEST The City of Hugo is requesting proposals for the development of City owned property in the Bald Eagle Industrial Park(BEIP), information concerning the City's needs is outlined in the following Request for Proposals. II. INTRODUCTION The City of Hugo is a rapidly growing suburb of St. Paul with a present population of approximately 9,000 residents, which is likely to double within the next ten years. Hugo is currently experiencing immense residential growth, having issued 173 residential building permits by the end of March. The key factors driving this growth are the relative availability of undeveloped land, and the close proximity of Hugo to major freeways and downtown St. Paul. The City Council in the mid 1990's made the economic growth and diversification of Hugo's tax base a priority, which resulted in the development of the Bald Eagle Industrial Park (BEEP). The goal in creating the industrial park was to diversify Hugo's tax base through an increase of industry located within Hugo, and to increase the potential for Hugo residents to live and work within the City. Presently, the sites in the park have either been developed or are owned by private developers. The site highlighted in this RFP is the lone remaining City owned parcel, and is a high visibility corner lot located on the main thoroughfare of the industrial park. The City is seeking an experienced and qualified developer to acquire this property and develop it to its highest and best use. The City will provide preference to proposals based on; proposed tenants, full development of site, and the potential for job creation. The City of Hugo has already provided financial assistance in the development of this site, which is reflected in the below market price of the property. The City expects the private development firm to embrace and support the principles demonstrated by the development covenants of the BEIP. In turn, the City is committed to a public/private partnership and a win/win relationship. III. INSTRUCTIONS TO PROPOSERS A. All proposals should be sent and all questions and correspondence should be directed to: City of Hugo Attn: Bryan Bear 14669 Fitzgerald Ave N Hugo,MN 55038 (651) 762-6320 B. All proposals must be received no later that 2:00 p.m., XX/XX/2005 Fifteen (15) copies of the proposal must be presented. The copies shall be sealed and clearly identified with "Development Proposal" by the submittal deadline. C. In order to be considered a valid proposal, each proposal must meet the following requirements: a. Written proposals received after 2:00 pm XX/XX/2005 will not be considered. b. Each proposal must be signed by an officer of your company who can be held accountable for all representations. D. The proposal shall be limited to a maximum of 20 pages, printed on one side. Additional material, other than that requested by the City of Hugo, will be disregarded. E. The City will review the proposals, and will schedule interviews for finalists F. Proposers are prohibited from contacting any representatives of the City Council for purposes of lobbying to secure this contract IV. DESCRIPTION OF SITE ❖ LOCATION The site consists of a single parcel 3.3 acres in size. The property is located in a City developed industrial park known as the Bald Eagle Industrial Park. The property is an undeveloped greenfield. Connections to City services and a regional storm water management system have been provided, thus requiring minimal on site storm water ponding. The property is a corner lot, bounded by Fenway Boulevard on the west and Fenway Boulevard Circle on the South. The City is in the process of constructing a railroad spur into the industrial park. This spur would not abut the proposal site,but its use would be available to a potential occupant. A vicinity map highlighting the parcel and the surrounding neighborhood has been included. ❖ ZONING The property is zoned 1-3 (General Industrial), any proposed development would be expected to comply with this zoning. A copy of the 1-3 Zoning Regulations has been enclosed. ❖ DESIGN GUIDELINES A set of Development Covenants was created in conjunction with the development of the BEIP, a copy of which has been provided. Any proposal would be expected to comply with the design guidelines and land uses outlined in the covenants of the park. Other elements the City desires include: ❖ The City is seeking a proposal with an end user in mind, proposals including a tenant will be given priority. ❖ The BEIP was created with the goal of diversifying Hugo's tax base and the creation of jobs, proposals will be evaluated on the potential increase in land value, and on the number of jobs created. ❖ Full development of the site. The City will give preference to proposals which utilize the full site at the time of construction. Phase developments will be viewed less favorably. V. DESIRED DEVELOPER COMMITMENTS/CONTRIBUTIONS ❖ The developer must demonstrate an understanding and commitment to the development covenants of the BEIP. ❖ The developer must demonstrate the experience necessary to organize and deliver a high quality project of this type and scale. •3 The developer is expected to provide private capital to fund %100 of the value of this project. The purchase price of the property is $166,768, which would be due within ???? days of award??? VI. CITY OF HUGO COMMITMENTS ❖ The City of Hugo developed the industrial park using Tax Increment Financing, which is reflected in the below market price of the land. Additional gap financing will not be available on the site. VII. PROPOSAL CONTENTS All submitted proposals should include: A. A narrative outlining the project approach B. A detailed concept proposal with estimated construction time frames outlined D. Background summary of related development experience, financing capacity and references from at least three communities where you have completed similar developments E. Detail of unique characteristics and design elements that will be incorporated into the project VIII. SELECTION Evaluation of Proposals Proposals will be evaluated, based on the criteria listed below, to ascertain which proposal best meets the needs of the City. 1. Responsiveness of the proposer in clearly stating the understanding of the work to be performed. 2. Technical experience of the firm. 3. Experience and professional activities of the project team. 4. Size and structure of the firm. S. Potential increase in land value 6. Potential number of jobs created Proposals will be reviewed and evaluated by a subcommittee of the Hugo Economic Development Authority(EDA). The subcommittee will include the City of Hugo Administrator, Community Development Director, and three Board members of the EDA, one of whom is also a City Council Member. The evaluation will be provided to the EDA to be used in the selection of developers for final interviews. The proposals selected for final interviews will be required to submit final site proposals prior to developer interviews. The City reserves the right to reject any and all proposals submitted and to request additional information from proposers. The award made will be the firm, which, in the opinion of the City, is best qualified, and provides the greatest increase to the City's tax and employment bases. IX. PRELIMINARY PROJECT SCHEDULE X. TERMS AND CONDITIONS A. The City of Hugo reserves the right to cancel or amend the request for proposals at anytime. The City of Hugo reserves the right to determine the successful respondent. The City of Hugo reserves the right to reject any or all proposals. B. The City of Hugo will not be liable for any costs incurred by the firm responding to this request. C. A contract will be executed between the successful respondent and the City of Hugo. It is anticipated that the successful firm's proposal and the specifications of this request, including the Terms and Conditions set forth herein, will be incorporated in the contract. D. The firm shall not assign any interest in this contract and shall not transfer any interest in the same without the prior written consent of the City of Hugo. E. For the purposes of this agreement, the consultant shall be deemed to be an independent contractor, and not an employee of the organization. Any and all agents, servants, or employees of the firm or other persons, while engaged in the performance of any work or services required to be performed by the City of Hugo under this agreement, shall not be considered employees of the City of Hugo and any and all actions which arise as a consequence of any act or omission of the firm, its agents, servants, employees or other persons shall in no way be the obligation or responsibility of the City of Hugo. The consultant, its agents, servants, or employees shall be entitled to none of the rights, privileges, or benefits of organization employees except as otherwise my be stated herein. F. The consultant further agrees to comply with all federal, state and local laws or ordinances, and all applicable rules, regulation, and standards established by any agency of such governmental units, which are now or hereafter promulgated insofar as they relate to the firm's performance of the provisions of this agreement. G. If, for any reason, the firm shall fail to fulfill in timely and proper manner the obligations under the contract, the City of Hugo shall reserve the right to terminate the contract by specifying the date of termination in a written notice to the firm at least thirty(30) calendar days before the termination date. H. No official or employee of the City of Hugo who exercises any responsibilities in the review, approval or carrying out of the contract shall participate in any decision which affects his or her direct or indirect personal or financial interest. —A. He will be responsible for all aspects of the process,work product and communication with the county. Mr. Schertler will ensure that the team works in tandem and accomplishes all of the tasks on time and on budget.Mr. Unmacht and Ms. Klumpp will focus on the governance,organizational design and cultural areas and facilitation as needed. Ms. Huot and Ms.Aho will focus on the financial capacity of Washington County and possible operational roles and responsibilities that Washington County may consider to undertake. Each of the primary team members is supported by staff within their respective group. The support personnel will be involved in the project to assist at various stages including interviewing,data collection,data analysis, logistics and general administrative responsibilities.These names will be provided to the project team at the beginning of the study. Furthermore,as the project moves forward,issues arise and needs develop that sometimes are unforeseen; in these instances,we have the resources and capacity,within the identified budget,to bring in experts with the skills and experience to support and augment the work to deliver the best product possible. Scope of Work Tasks Section A. Assessment: Springsted has been in contact with Adeel Ahmed at the University of Minnesota Extension Regional Center seeking their assistance in providing the community assessment. Mr.Ahmed's group provides community assessments that"profile"the local economy that will address the industry trends outlined in the first half of the Scope A. He has indicated that he needs a bit more clarity on the relationship between housing and jobs before he can address that issue. (An observation we share). Mr.Ahmed was unsure whether he could "joint venture"with Springsted on the Washington County RFP. We felt no need to enter into any exclusive agreements with Mr.Ahmed and in the spirit of the County's desire for the consultant to use readily available data and focus on the analysis and recommendations; it is Springsted's intention to retain Mr. Ahmed's service should we be awarded the contract. The Springsted team of professionals will be devoting our expertise to the available resources for current and future businesses such as loan funds,tax incentives,development and redevelopment programs. In addition,the Springsted team will be evaluating the current financial and organizational capacity of Washington County and its communities to engage in economic development. We propose that the Assessment Task will cost$11,500. Section B. Plan/Strategies: Task B and C will likely entail some overlap given the nature of using Listening Sessions to inform the creation of the Strategic Plan. Springsted has recent experience with assisting Anoka County in facilitating the creation of their own Economic Development Authority. Drawing on this experience,we anticipate that gathering together the best practices and facilitating and educating the stakeholders on the pros and cons of various models and completing a final report including analysis,recommendations and action plan will cost$30,000. Section C. Meetings and Presentations: As mentioned above, some of the meetings with the Economic Development Work Group and the Listening Sessions with stakeholders are priced in Section B. The reason for this is that our meeting preparation time may involve tasks outlined in Section B. We do anticipate that as the strategic plan facilitation with stakeholders proceeds,that divergent interest may arise by virtue of variable benefits that might accrue depending on the location and type of economic development event. However,the role of the Springsted team would be to simply illustrate the strengths and weaknesses and fiscal impacts of the desired effort,a role requires us to be neutral. Since we do not represent private industry or real estate developers, we foresee no conflicts generated by possible incentives provided to such entities. 8. Economic Development Library and Research Capabilities Springsted's staff includes a full time research librarian who provides assistance on economic development, redevelopment and housing research. Our research library contains the latest information from numerous sources to assist in tasks associated with technical project analysis.
