BACKGROUND MEMO FOR THE EDA MEETING OF
TUESDAY, SEPTEMBER 10,2013
3. APPROVAL OF MINUTES
Staff recommends approval of the minutes from the August 13, 2013, EDA Meeting as
presented.
4. GUSSET DESIGN
Staff has invited Craig Benson, the new owner of Gusset Design to the EDA meeting.
Mr:"Benson has been asked to talk about the business and his backround. Staff
recommends the EDA welcome Mr. Benson as a new business owner in Hugo.
5. DISCUSSION ON MARKETING RFQ
On August 21, 2013, staff sent out the RFQ to the top 25 commercial real estate brokers
in Minnesota for marketing the City owned property in downtown. The RFQ are due on
September 30, 2013. Staff will include the submitted proposals in the October EDA
packet for the EDA to review and to direct staff on which applicant(s) to invite in for an
interview.
6. DISCUSSION ON MAXFIELD RESEARCH INC. PROPOSAL TO UPDATE
THE DOWNTOWN MARKET STUDY
At its August 19, 2013, meeting the City Council authorized staff to enter into a contract
with Maxfield Research Inc. to update the Downtown Market Study. The update to the
study is to be complete within 90 days. Staff will have a meeting with representatives
from Maxfield Research Inc. soon to start the update process. Staff will continue to
update the EDA on the progress.
7. UPDATE ON WASHINGTON COUNTY ECONOMIC DEVELOPMENT
WORKGROUP
Staff will be attending the Washington County Economic Development Workgroup
meeting on Monday, September 9, 2013. This is the first meeting where the
representatives from Springsted will be attending and the start of the analysis on what the
County's role should be in economic development. Staff will update the EDA at the
meeting.
8. UPDATE ON DOWNTOWN REDEVELOPMENT
Staff will update the EDA on downtown redevelopment.
MINUTES FOR THE EDA MEETING OF AUGUST 13, 2013
Klein called the meeting to order at 5:00 pm.
PRESENT: Arcand, Bever, Denaway, Gallivan, Klein, Puleo, and Weidt
ABSENT: None

APPROVAL OF MINUTES FOR THE EDA MEETING OF JULY 7, 2013
Klein made motion, Weidt seconded, to approve minutes for the EDA meeting of July 7,
2013.
All ayes. Motion carried.
EDA GUEST SPEAKER—GARY WHITE OF LAKE AREA BANK
Staff welcomed and introduced Gary White of Lake Area Bank. As a military veteran,
local business owner, and active community member, Gary is excited about an increased
role both he and Lake Area Bank can take in the Hugo Community. Weidt thanked Gary
for attending National Night Out and hoped to continue to see him at future community
events.
DISCUSSION ON MARKETING REQUEST FOR QUALIFICATIONS (RFQ)
Staff presented the draft RFQ to EDA council. Outlined where desired qualifications of
chosen marketing team and guiding principles for the RFQ.
Gallivan asked if any soil testing had taken place on the site. Staff stated that they had
soil test results from 2009 in addition to a completed site survey.
Klein reached out to Gary White about any advice he might give to the EDA on the RFQ
topic. Gary responded with the need to develop the site in such a way as to create a
"destination point", something that will draw both vehicular and pedestrian visitors.
Denaway and Arcand discussed the currently available incentives for developers and
whether or not the current incentives were enough.
Puleo questioned TIF district approval for this site. Staff informed the EDA that TIF
district approval was certified in 2009/2010.
A resident at the meeting proposed an idea of mixed-use development for the area which
would include both commercial and housing, so as to use the lake as more of an amenity.
DUSCUSSION ON MAXFIELD RESEARCH INC. PROPOSAL TO UPDATE
THE DOWNTOWN MARKET STUDY
Staff received proposal for the Maxfield Research Downtown Market Study. EDA was
informed that the study would cost $18,500. Gallivan was concerned with the price.
Staff informed EDA that the cost of the study would be covered by the LCDA grant
money.
Klein made motion, Puleo seconded, to approve the Maxfield Study.
All ayes. Motion carried.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff informed EDA of work being done regarding roadway alignments, a senior housing
project, and the interest of possible restaurants which could move to the area.
GOOD NEIGHBOR FOOD SHELF
Weidt acknowledged EDA meeting attendants Kris Emerson & Cindy Petty,
representatives of the Hugo Good Neighbor Food Shelf. Food Shelf representatives
outlined the current number of families and individuals being helped in our community,
and how current facility space is not sufficient for the increasing need. Food Shelf
representatives are currently researching grants to pair with their current fundraising
funds to help create a new Food Shelf building.

Wide Bus Tour of the City of Hugo. We will be visiting areas County Hazardous Waste
of the City that have been the topic of discussions during the Disposal event taking
