G,'� d", 10: am ADJOU MENT ��c,�o• ,, y CUL.,& ��u '✓� �- - - I��t � Coe Uj ek BACKGROUND MEMO FOR THE HUGO EDA MEETING FOR MARCH 21 2005 C.1 EDA MEETING OF FEBRUARY 22, 2005 City Staff recommends the Board approve the February 22, 2005 EDA meeting minutes as presented. D.1 UPDATE ON MEETING OF BEIP SUBCOMMITTEE The BEIP subcommittee is scheduled to meet on Friday March 18, 2005 to begin discussing the marketing and development of Lot 1, Block 1 in the Bald Eagle Industrial Park 5th Addition. The subcommittee consists of Board members, Granger, Bever, and Skarich; however, Skarich will be unable to attend the meeting. City Staff, and subcommittee members will provide the Board with a recap of the meeting. D.2 UPDATE ON CDBG APPLICATION CD Director Bryan Bear has received three letters from Washington County, regarding the three portions of the City's CDBG application. These letters informed the City that Washington County's Citizen Advisory Committee did not recommend approval of the City's grant application. The advisory committee recommendations have been released for a public comment period from March 8, 2005 to April 26, 2005, when the County Board will vote whether to approve the 2005 plan. Staff is seeking direction from the Board regarding any public comment. Staff is also seeking input for the next step in proceeding with the Egg Lake redevelopment. Additionally, Jim Powell of 14625 Forest Blvd approached City Staff regarding the sale of his house, which is located in the Egg Lake Redevelopment Area. Staff has scheduled a meeting with Mr. Powell for Friday March 18, 2005, and will present a recap of this meeting to the Board. D.3 UPDATE ON MEETING WITH ROY MOLITOR At its February 22, 2005 meeting the City Council indicated it would not pursue the purchase of the Roy Molitor property; additionally, Council directed Staff to work with the potential purchaser of the property to assist in any way possible. City Staff facilitated a meeting with John and Joel Schweiters and Roy Molitor to further discuss the potential sale of the property. Staff will provide the Board with a recap of this meeting. DA UPDATE ON FESTIVAL FOODSNICTOR GARDENS NORTH DEVELOPMENT The Victor Gardens North development received preliminary plat approval at the February 22, 2005 City Council meeting. Staff invited Marie Aarthun, owner of Festival Foods and her sister Laurie Youngquist, Chief Financial Officer to attend the March 21, 2005 EDA meeting, but they are unable to attend. However, they did extend the EDA an invitation to tour, and meet with them at their Vadnais Heights store at a later date. Staff will provide the Board with an update on the preliminary plat approval. D.1 UPDATE ON APRIL 17TH HBA KIDZ `N BIZ FAMILY FUN EXPO AT THE HUGO AMERICAN LEGION City Administrator Mike Ericson will report that the planning efforts with the committee have gone well and Hugo families are encouraged to attend the Kidz `n Biz Fest. E.1 DISCUSSION REGARDING THE END ZONE PROPERTY Staff recently met with Len Minick, owner of the End Zone, to discuss the future of the property. Mr. Minick indicated that he is currently in the process of receiving bids on the property. Staff informed him of the concerns of the Washington County Department of Public Health and the immediate need for cleanup of the site, which Mr. Minick promised were underway. Mr. Minick stated he has received a variety of bids on the site and that he will continue to meet with the City regarding the future use of the property. Staff will provide the Board with a recap of the meeting. E.2 DISCUSSION REGARDING HUGO DENTAL CARE CD Director Bryan Bear recently met with Chris Eklund, the owner of Hugo Dental Care. Hugo Dental Care currently leases the space they occupy, but they are considering building a site of their own. Chris stated their desire to stay within Hugo, and to work with the City to incorporate their potential new building into the redevelopment of downtown. CD Director Bear will provide the Board with an update on this matter. E.3 INVITATION TO ATTEND THE EAST METRO ECONOMIC DEVELOPMENT FORUM The Washington County Investment Board has invited the Hugo City Council and EDA to attend the East Metro Economic Development Forum Luncheon to be held at the Machine Shed in Lake Elmo, MN on June 16, 2005. Speaking at the meeting will be Matt Kramer, Commissioner of the Department of Employment and Economic Development, and Jim Schug, Washington County Administrator. Staff is seeking direction regarding EDA attendance at this luncheon. MINUTES FROM THE HUGO ECONOMIC DEVELOPMENT AUTHOIRTY MEETING HELD ON DECEMBER 20,2004 The meeting was called to order by Mayor Fran Miron at 8:35 am. a19h, Present: Mir-on, Arcand, Bever, Granger, Klein, and Skarich Absent: Charpentier City Administrator, Mike Ericson Community Development Director,Bryan Bear Finance Director, Ron Otkin Administrative Intern,Tom Denaway CA EDA MEETING OF DECEMBER 20,2004 City Staff recommends the Board approve the minutes for the December 20, 2004 meeting as presented. Granger made motion, Klein seconded to approve the minutes for the December 20, 2004 meeting as presented. All Aye. Motion Carried D.1 UPDATE ON CDBG APPLICATION/EGG LAKE REDEVELOPMENT PROJECT Staff distributed a list of the competing applications seeking CDBG funds from Washington County. Additionally, Staff is scheduling a meeting with Mike and Cathy Anderson and the EDA sub-committee that was appointed at the December 20, 2004 EDA meeting. Based on the list of competing projects and the upcoming meeting with the Andersons, staff is seeking input from the EDA regarding what preparation should be made in advance of this meeting, as well as what direction the EDA would like to take in regards to the project as a whole. CDD Bear made a presentation to the EDA regarding the City's CDBG application, in addition to providing the Board with a list of the competing projects. Bear also stated that Staff had scheduled a meeting with Andersons to further explore the purchase of their property. Finance Director Ron Otkin also spoke about potential funding sources the City currently possesses. No formal action was taken. D.2 SELECTION OF 2005 EDA GOALS At its last meeting the EDA brainstormed a list of potential 2005 goals. This list has been updated by staff, and was presented to the Board for the selection of a list of the top ten goals of the EDA for 2005. Arcand made motion, Klein seconded to approve the EDA goals list for presentation to Council at its annual City Council goal setting session. All Aye. Motion Carried. D.3 DISCUSSION OF LOT 1 BLOCK 1 IN THE BEIP 5TH At its last meeting the EDA recommended the City Council remove Lot 1 Block 1 of the Bald Eagle Industrial Park from the list of available properties; which would allow the EDA to develop a marketing approach for the site. Staff is seeking EDA direction regarding the development and marketing of this site. Community Development Director Bryan Bear made a presentation to the EDA about a recent meeting with Tom Jackson regarding the purchase of Lot 1 Block 1 in the BEIP 5`h. Jackson concept plan and an attached letter were presented to the Board for review. Miron made motion, Granger seconded to form a subcommittee of Granger, Skarich, and Bever to review property further. All Aye. Motion Carried Miron made motion, Granger seconded directing staff to send Tom Jackson a letter informing him of the EDA's decision to leave the Lot on the "not-for sale" list and indicate a time frame for when RFP's would be requested. All Aye. Motion Carried. E.1 DISCUSSION OF BUSINESS AND FAMILY FUN EXPO At its January 10, 2005 the Hugo Business Association listened to a proposal from representatives from Your Neighborhood News and Report, a local monthly newspaper, who requested support from the HBA for a business and family fun expo in April. After discussion, the HBA approved the proposal and recommended the expenditure of funds to support it. The event would take place on Sunday April 17, 2005 at the Hugo American Legion, and would include presentations from local Hugo business, as well as a number of children's games, which would be fun for the entire family. The HBA and the publisher from Your Neighborhood News and Report seek approval from the City of Hugo and the Economic Development Authority for their public support for the proposal, as well as attendance at this activity period. Staff will present additional information at the meeting regarding this HBA proposal. Katie Riopel spoke to the EDA about this event, and requested EDA support for it. Klein made motion, Bever seconded, to make a recommendation from the EDA to the City Council to support the event with a$500 donation. All Aye. Motion Carried. E.2 DEVELOPMENT OF CITY MARKETING PLAN/BEGINNING OF BUSINESS RETENTION VISITS The EDA has previously expressed it desire to begin the development of a marketing plan for the City of Hugo. One of the tools of this marketing plan may be the utilization of business retention visits. Staff has internally discussed the idea of setting up initial business visits of Wilson Tool and JL Schweiters. These visits would allow the EDA to become more familiar with two of the larger businesses in Hugo. Additionally, the tour of Schweiters would allow the EDA to view the location of the new BEIP railroad spur that will be constructed this spring on a vacant lot owned by Schweiters. Staff is seeking direction regarding the development of marketing plan, as well as the level of desire to visit Wilson Tool and JL Schweiters. Miron made motion, Granger seconded directing staff to schedule a business retention site visit and to use an off-site conference facility to facilitate the next EDA meeting, and for staff to prepare a light agenda. All Aye. Motion Carried. E.3 JANUARY 31,2005 TOUR OF NEW PUBLIC WORKS FACILITY The City has recently completed construction on its new Public Works Facility. The City is hosting a site visit for the City Council and Commission Members on January 31, 2005 at 7:00 p.m. A formal grand opening of the site will occur later in the spring, after the landscaping has been completed. Miron made motion, Klein Seconded to schedule January 31, 2005 as an EDA meeting and to notice it as such, allowing EDA Board members to attend the tour of the new public works facility. All Aye. Motion Carried. EA CSAH 8/14 AND VICTOR GARDENS NORTH UPDATE Community Development Director Bryan Bear presented the traffic plan for the CSAH 8/14 area. In addition, Bryan prepared a presentation highlighting the newest phase of the Victor Gardens Development, which is known as Victor Gardens North. This phase of the development contains a commercial portion, including a site for a new grocery store, and is currently seeking preliminary plat approval. CDD Bear made a presentation to the EDA regarding the proposed Victor Gardens North Development, which is planned to include a new grocery store. Bever made motion, Arcand seconded, indicating EDA support for the retail development provided appropriate traffic connections are made. All Aye. Motion Carried. E.5 FEBRUARY MEETING DATE The regularly scheduled EDA meeting date falls on Presidents Day, which is a Federal Holiday and City Hall is closed. City Staff is requesting direction from the EDA regarding the scheduling of an alternate date and time. Miron made motion, Klein seconded to approve a February 22, 2005 meeting at an offsite location at 8:30am. All Aye. Motion Carried. F.
