Mission The Hugo parks system provides facilities to accomodate recreational and social activities for the entire oommunity. values The Parks Commission has identified the following set of enduring values that it believes are embodied in the citizens of the community and that should guide park planning and development: The parks system accommodates diverse populations through development of specific facilities that enhance their quality of life. The parks system accommodates the desire for diverse recreational opportunities. The parks systems features neighborhood parks that serve as local recreational and social focal points. i, The parks system features the preservation and inclusion of open spaces and natural areas. Responsible stewardship of community resources guides the planning and development of the parks system. Community input is crucial to the success of the parks system. Park planning and development is sensitive to safety and property value issues. Eminent domain is not used to acquire land for the parks systems unless requested by the property owner. Vision Based on the broad mission of the parks system and the enduring -1- 09/22/99 WED 11:13 FAX 16125955773 ON 0 003 i community values that guide its planning and development, the parks commission's vision for the Hugo parks system is: A system of neighborhood and community parks and natural areas linked by a network of local and regional multi-use trails. A conveniently located complex of multi-purpose ;utilities that provides community focus and accommodates major community events and that is hereafter referred to as the civic plaza. raets, Assumptions, and Guiding Prinaples The development of a sot of specific parks systems objectives and a timeline for implementation was based on the above mission, values, and vision and was guided by the following seta of facts, assumptions, and guiding principles: :�..._...... . . ._ .. . y.... ... cam... . ,_... ..... ........._.:.:.. :.:.:. .,.. ...... .. , .. - .... :.......Y.. . . ....: .�.. . A deficiency already exists in trails and athletic facilities. ?3 Large tracts of land suitable for neighborhood and community parks currently exist in Hugo. Neighborhood parks require 10-20 acres. The demand for neighborhood parks is coincident with high density housing development. Development of neighborhood parks will be opportunity driven. The trail on County Road 61 will be completed by Washington County. Rice Lake Park will revert to City use. Increasing funds will be available for park development. Ass : The population of Hugo will increase to approximately 15,000 by t the year 2020. $5,000,000 (1999 dollars) will be available for park development with a population of 15,000, with the greater proportion available sooner rather than later. Large tracts of land may be purchased. The demand will increase for all types of recreational facilities including trails, neighborhood and community parks, natural areas and opens spaces, and a civic plaza. Brown's Creek Watershed will buy flooded homes for conversion to park facilities on Plaisted Lake. Big Marine Regional Park will be completed in 5-10 years. f Community parks will include: Rice Creek, Rixtoric Hugo School, Clearwater Creek Preserve, and Plaisted Lake. Guiding Principles Purchase large tracts of land for the parks system as they can '04 be acquired, even if development must be delayed. Leave open spaces and natural areas for the parks system. P: The civic plaza should be within one mile of the intersection of Minnesota Highway'61 and Washington County Road 8 and should be developed in multiple phases_ The City of Hugo will complete its components of the trails system simultaneously with private development. The City of Hugo will generally not acquire land for trails other than where the City has the right-of-way and in post- development areas that lack trail linkages. Objectives The Parks Commission has identified and formulated the following strategic bbjectives that it deems necessary to create a "big picture" and to guide the City of Hugo in achieving its vision for a parks system. 1. Identify, articulate, and document the features characterizing neighborhood and conaaunity parks including locations, functions, and facilities, etc. 2. Identify the factors, criteria, and standards that make parcels of land desirable for acquisition for park developments examples include, but are not limited to, accessibility, development costs, safety, MUSA location, planned road changes, existence of natural resources. -3- 09/22/99 WED 11:15 PAZ 16125955775 051 IM 006 3. Identify and prioritize parcels for possible neighborhood parks within each neighborhood park area (NP) . 4. Meet jointly with Planning Commission and City Council by 31 .Dec 1999. S. Subject to available funding, complete development of parks within years of land acquisition and within each neighborhood park area (NP) by the time development reaches S. f 6. Predict funds that will be available at annual intervals. 1 7. Communicate the City's desire to acquire park land to the citizens of Hugo. 8. Document the options that are available to Hugo land owners who. may want to donate land fer parkas•-particulate= the positive • reasons and advantages for such donations. 9. Develop a plan for contacting targeted land owners. 10. Document legal issues regarding acquiring land for park purposes. 11. Assure trail access and linkage is addressed in all new developments. 12. Coordinate trail, development with Washington County and adjacent communities. 13. Communicate the concept of a civic plaza to the community) solicit community input in the process. 14. Investigate and document funding options for the civic plaza: (1) joint development with private enterprises; (2) joint development with other governmental agencies; and (3) other. t 15. Acquire or obtain dommitments for all community park land by 31 Dec 2001. 16.
