G. 2 Approve Annual Performance Review for Accounting Clerk Anna Wobse
The City of Hugo hired Anna Wobse as the City's new Accounting Clerk on October 27, 2008.
Over the past nine years, Anna has worked under the direction of Finance Director Ron Otkin in
accounts payable and payroll functions. Finance Director Ron Otkin recommends Council
approve the annual performance review for Accounting Clerk Anna Wobse.
G.3 Approve Notice of Retirement from Senior Engineering Technician Steve Duff and
Advertisement for Replacement
Senior Engineering Technician Steve Duff has submitted his notice of retirement effective
January 31, 2018. Staff recommends Council accept this notice and approve the advertisement
for his replacement.
GA Approve Appointment of Kim Luchsinger and Matthew Derr to the Planning
Commission
On October 2, 2017, the Council interviewed three individuals for two vacancies on the Planning
Commission due to the resignation of Chantell Knauss and Bob Rosenquist this past June. Staff
recommends Council appoint Kim Luchsinger and Matthew Derr as new members of the
Planning Commissions with terms to expire on December 31, 2018 and December 31, 2020
respectively.
H.1 Update on Hopkins School House — History Intern Olivia Schiffman
An open house was held at the Hopkins School House on Monday, September 8, 2017 to gather
community input on what the future of the structure should be. History Intern Oliva Schiffman
has been researching the history of the school house and will be evaluating options for its future.
Olivia will provide Council an update on progress so far.
I.1 Discussion on MN Department of Health -Advancing Safe and Sustainable Water Reuse
in Minnesota
The Minnesota Legislature directed the Minnesota Department of Health to "prepare a
comprehensive study of and recommendations for regulatory and non -regulatory approaches to water
reuse for use in the development of state policy for water reuse in Minnesota," with funding through
the Clean Water Fund of the Clean Water, Land and Legacy Amendment. The MN Department of
Health has completed its final draft on the report on Advancing Safe and Sustainable Water
Reuse in Minnesota. Staff will update the Council on its findings regarding this report and will
discuss possible implication to the City Stormwater Reuse Program.
K. 1 Yellow Ribbon Network Report
Council Member Chuck Haas and Council Member Phil Klein will report to Council on the
Yellow Ribbon Network activities held recently.
L.1 Oneka/Harrow Road Proiect Neighborhood Meeting on Thursday, October 19, 2017
The Council has scheduled a meeting with property owners on Oneka Lake Boulevard and
Harrow Avenue to discuss a potential 2017 street improvement project. The meeting will be
held on Thursday, October 19, 2017 at 7 p.m. at the Rice Lake Centre.

OCTOBER 2, 2017

At 6:00 p.m. the Council held interviews to fill two positions on the Planning Commission
created by the resignation of Chantell Knauss Bob Rosenquist in June. The Council interviewed
Kim Luchsinger, Matthew Derr, and Richard Moody. Council will approve appointments at
their meeting on October 16, 2017.

On Sunday evening, October 1, 2017, 59 people were killed and at least 527 injured when a gunman
opened fire on a concert venue in Las Vegas, NV. Mayor Weidt called for a moment of silence for the
victims of the shooting.

Approve Annual Performance Review for Public Works Worker Adam Greeder
In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal
maintenance workers in the Hugo Public Works Department. On October 6, 2008, Adam
became part of the department as a full-time employee as a maintenance worker. Adoption of the
Consent Agenda approved the annual performance review for Public Works Worker Adam
Greeder.
Pay Request No. 4 from T.A. Schifsky's for the North Sunset Lake Street Reconstruction
Project
The City of Hugo had received Pay Request No. 4 from T.A. Schifsky's for the North Sunset
Lake Street Reconstruction Project. City Engineer Mark Erichson and Senior Engineering
Technician Steve Duff have reviewed Pay Request No 4 and found it to be satisfactory for work
completed to date on this project. Adoption of the Consent Agenda approved Pay Request No. 4
to T.A. Schifsky in the amount of $131,464.61 for work completed to date on the North Sunset
Lake Street Reconstruction Project.

Pay Request No. 1 from Geislinger & Sons Inc for the Beaver Ponds Sanitary Sewer
Protect
The City of Hugo had received Pay Request No.I from Geislinger & Sons Inc for the Beaver
Ponds Sanitary Sewer Project. City Engineer Mark Erichson and Senior Engineering Technician
Steve Duff have reviewed Pay Request No. 1 and found it to be satisfactory for work completed
to date on this project. Adoption of the Consent Agenda approved Pay Request No. 1 to
Geislinger & Sons Inc in the amount of $174,154.00 for work completed to date on the Beaver
Ponds Sanitary Sewer Project.
Approve Proclamation for October Toastmaster Month
The City of Hugo had been contacted by a member of a Toastmasters group in White Bear Lake
requesting the City of Hugo proclaim the month of October as Toastmasters month. Adoption of
the Consent Agenda approved the proclamation proclaiming October as Toastmasters Month.
Approve Communications Facility Lease with Connexus Energy
Last winter, Connexus Energy placed a 35 foot utility pole in the Washington County road right-
of-way at the intersection of CR 4 and CR 57 for their communications needs. However,
Connexus encountered operational interference and, after testing, established that a taller pole
would need to be installed. City staff had been working with Connexus in offering an alternative
to the installation of a 50-60 foot utility pole by locating their equipment on the City's water
tower. After further testing, communication between their equipment was successful when
located on the tower. City staff had negotiated a lease agreement with Connexus Energy for the
location of their equipment on the City's water tower located on 159' Street North. The existing
utility pole will no longer be required and therefore, will be removed with this project. Adoption
of the Consent Agenda approved the Communications Facility Lease Agreement with Connexus
Energy.
Approve Appointment of Planning Commissioner Scott Arcand on the Board of Zoning
Adi ustments
Annually, Council appoints a resident, a member of the Council, and a member of the Planning
Commission to serve on the Board of Zoning Adjustments and Appeals. A vacancy was created
on the Board of Zoning in January, 2017, when Planning Commissioner Lynn Patzner resigned
from the commission. At its meeting on September 14, 2017, the Planning Commission
recommended Scott Arcand be appointed as the commission member to take her place. Adoption
of the Consent Agenda approved the appointment of Scott Arcand as the new member on the
Board of Zoning Appeals and Adjustments with a term to expire on December 31, 2017.
Approve the Replacement of Public Works Vehicle 102-07
Included in the City's 2017 Budget was funding for the purchase of 3/4 ton pickup truck to replace
the department's aging 2007 Chevrolet 250011D. Truck 102-07 has served the City well over the
past 10 years. Staff had worked to research and specify the appropriate truck to meet the needs
of the Public Works Department and recommended purchasing a 2018 Chevrolet pickup truck

from Ranger Chevrolet located in Hibbing, MN. This truck would be purchased off a Mn/DOT
contract through the Cooperative Purchasing Venture (CPV) assuring the City of a fair and
discounted price of $28,813.86 plus tax and licensing. The cost of this truck is as expected, and
staff had budgeted appropriately for the replacement. Adoption of the Consent Agenda approved
the purchase of the 3/4 ton Chevrolet through the State of Minnesota Cooperative Purchasing
Venture for a price of $28,813.86 plus tax and licensing.

Approve Resolution Adopting the Everton Avenue AUAR Update
In January, 2002, the Council adopted the Everton Avenue Neighborhood Final Alternative
Urban Areawide Review (AUAR) as part of the Everton Avenue Neighborhood Study.
Minnesota Rules 4410.3610, Subd. 7, required the document to be reviewed and updated every
five years until all development in the study area has received final approval. At its July 17,
2017, meeting the Council authorized staff to update the AUAR and provide for agency review.
All required agencies had commented and no revisions were required. Adoption of the Consent
Agenda approved RESOLUTION 2017-36 AUTHORIZING THE ADOPTION OF THE
EVERTON AVENUE NEIGHBORHOOD STUDY AREA ALTERNATIVE URBAN
AREAWIDE REVIEW (AUAR) UPDATE.
Approve Resolution Approving Adelaide Landing Final Plat and Development Agreement
The Excelsior Group requested approval of a final plat in order to plat 81 lots and 6 outlots on a
216 acre parcel located east of Highway 61 and north of 130th Street. The site was currently

vacant. The City Council had approved the preliminary plat and PUD for Adelaide Landing at its
May 1, 2017 meeting. The final plat would plat 81 lots from the Adelaide Landing preliminary
plat. The lots met the minimum lot standards and requirements outlined in the regulations for the
Adelaide Landing PUD. A few minor changes were made to the approving resolution. This was
removed from the agenda to allow Council to review those changes.
Weidt made motion, Klein seconded, to approve RESOLUTION 2017-37 APPROVING A
FINAL PLAT AND DEVELOPMENT AGREEMENT FOR OP5 ADELAIDE, LLC FOR
ADELAIDE LANDING.

Public Hearing on Assessments for North Sunset Lake Street Improvement Project
At its September 5, 2017 meeting, the Council adopted the resolution declaring costs to be
assessed for the North Sunset Lake Area Street Improvement Project and scheduled the hearing
on the proposed assessments for this evening. City Engineer Mark Erichson reviewed the pre -
construction and the post -construction photos of the project areas. He explained there were a
few items left to complete such as some shouldering, striping, and general cleanup. The total
project cost was $1,480,300 with $1,199,800 paid through City funds and $280,500 to be
assessed. According the assessment policy, each unit would be assessed $3,400. He explained
methods for payment stating, if assessed, the payments would be spread over a 10 -year period at
4.27%.
Mayor Weidt opened the public hearing. There were no comments, and Weidt closed the public
hearing.
Council thanked Engineering Technician Steve Duff for the worked he has done on this and prior
road projects.
Klein made motion, Miron seconded, to approve RESOLUTION 2017 — 38 RESOLUTION
ADOPTING ASSESSMENTS FOR THE NORTH SUNSET LAKE AREA STREET
IMPROVEMENT PROJECT.

Yellow Ribbon Network Report
Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow
Ribbon Network activities held recently. Haas reminded the Council of the BBQ to be held on
Saturday where donations were being accepted for the YRN. He thanked the Schwopes for their
donation of $1,450, which is a percentage of their Keller Williams Realty business profits, and
he thanked the Centennial Hockey Association for their $500 donation. He thanked Senate
District 38 for hosting the September Burger Night, and he presented pictures of the YRN's 17th
Welcome Home Pheasant Hunt. He also thanked the Lutheran Church for their partnership and

making pillows for the troops.
25 by 25 MN Water Meeting on Thursday, October 5, 2017
City Administrator Bryan Bear reminded Council they had scheduled a meeting to attend the
October 5, 2017, meeting with the Environmental Quality Board at the Stillwater High School
from 6:30 — 8:30 p.m. This meeting will focus on Governor Dayton's plan to improve
Minnesota's water quality by 25% by the year 2025.
Manufacturing Day Open House at Wilson Tool on Friday, October 6, 2017
City Administrator Bryan Bear informed Council that Wilson Tool was hosting an Open House
on Friday, October 6, 2017 in honor of National Manufacturing Day. The Open House will be
from 11 a.m. — 2:30 p.m.
Haas made motion Petryk seconded, to schedule a meeting to attend the Wilson Tool Open
House on Friday, October 6, 2017.

Fire Department Open House and Fun Run on Saturday, October 7, 2017
City Administrator Bryan Bear informed Council that the Hugo Fire Department will be holding
their annual Open House and Fun Run on Saturday, October 7, 2017. Registration for the
Fearless Firefighter Fun Run will begin at 9 a.m. and the Open House will be from 11 a.m. — 3
p.m.
Miron made motion, Klein seconded, to schedule a meeting to attend the Hugo Fire Department
Open House on Saturday, October 7, 2017.

Citywide Bus Tour on Saturday, October 7, 2017
City Administrator Bryan Bear reminded Council of the 12th Annual Citywide Bus Tour
scheduled for Saturday, October 7, 2017, which will depart from and return to the Hanifl Fields
Shelter. Doughnuts and coffee will be available at 9:30 a.m. The bus leaves at promptly 10 a.m.
Fall Cleanup on Saturday, October 14, 2017
City Administrator Bryan Bear informed Council that the Fall Cleanup event had been scheduled
for Saturday, October 14, 2017 from 8 a.m. - noon at the Public Works Building.
Yellow Ribbon Network Fundraiser BBO Rib Cook -off on Saturday, October 14, 2017
City Administrator Bryan Bear reminded Council a meeting had been scheduled to attend the
YRN fundraiser BBQ Rib Cook -off to be held on Saturday, October 14, 2017 from 11:30 — 2

Comprehensive Plan Open House on Wednesday, December 6, 2017
City Administrator Bryan Bear informed Council that staff had revised the Comprehensive Plan
meeting schedule. The Open House to review the draft plan had been scheduled for Wednesday,
December 6, 2017, at 7 p.m. The Open House will be held at Hugo City Hall in the Oneka room
at 7 p.m.
Petryk made motion, Klein seconded, to schedule a meeting to attend the Comprehensive Plan
Open House on December 6, 2017.

City Holiday Party Thursday, December 14, 2017
City Administrator Bryan Bear recommend Council schedule the 2017 Holiday Party for
Thursday, December 14, 2017, at the Hugo American Legion beginning with social hour at 5:30
followed by dinner at 6:30 p.m. This Holiday Party is held annually in appreciation of
commissioners, board members, and City staff.

WATER QUALITY MEETING
OCTOBER 5, 2017

The Minnesota Environmental Quality Board held a meeting on Thursday, October 5, from 6:30
-8:30 p.m. to provide information on the Governor's 25 by 25 water quality goal, which calls for
collaboration and action to improve Minnesota's water quality 25 percent by 2025. There was a
presentation followed by small group discussions to share ideas.

The Council, Commissions, and interested residents met at the Hanifl Fields Park Shelter at 9:30
a.m. for coffee and donuts prior to departing at the bus at 10 a.m. for a tour of the City guided by
City Administrator Bryan Bear. The group visited areas of the City that have been topics for
discussions during the past year and areas that may see future development/changes. The
Council adjourned at approximately 1:30 p.m.
