APPROVING A CONDITIONAL USE PERMIT FOR KEVIN MURAMATSU TO
ALLOW RETAIL SPACE FOR THE PROPERTY LOCATED AT 5611 152ND STREET
NORTH, UNIT #3
WHEREAS, Kevin Muramatsu has requested approval of a conditional use permit to allow up to
25 percent of retail space for the property located at 5611 152nd Street North, Unit #3.
WHEREAS, the property is legally described as follows:
Lot 5, Block 1, Husnik Industrial Park, Washington County, Minnesota
WHEREAS, the Planning Commission has considered the request on October 12, 2017, at a duly
called a public hearing and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HUGO, MINNESOTA, that it should and hereby does approve the conditional use permit to
allow up to 25 percent of retail space for the property located at 5611 152nd Street North, Unit
#3, subject to the following findings:
1. The proposed use is allowed by conditional use permit.
2. The proposed use is allowed in the I-3 zoning district and will keep with the spirit and
intent of the ordinance, which is intended to allow applicants the ability to offer a small
area of retail, rental, or service to accompany the primary use of their business. The
proposed use is compatible with the surrounding development and will not alter the
character of the area.
3. The proposed use as adequate drainage, water supply, and utilized to the site.
4. The property has adequate access to both Francesca Avenue N. and 152nd Street N.
5. The proposed use would not obstruct the floodplain or increase the potential for flooding.
6. The proposed use would not damage or reduce the benefits from any public waters.
7. The proposed use would not involve the use of watercraft on public waters.
8. The proposed use would not be visible from public waters.
9. The proposed use does not impact any wetlands

10. The applicant would be responsible for obtaining all state and local permits.
11. The proposed use is compatible with the adjacent developments.
12. This conditional use permit amendment shall supersede all prior conditional use permits
and they shall no longer be on force or effect.
